Het juk van verbod en moraal was afgeschud. En wie tegen een geslachtsziekte opliep, was met medicijnen snel weer gezond. Toen doken er hier en daar berichten op over een nieuwe ziekte, die in het begin ‘de homoziekte’ werd genoemd. Grid, zeiden ze eerst in Amerika, daarna: aids. (…) Schoonheid en onbezorgdheid maakten plaats voor lichamelijke ellende en stress. De dood lag plotsklaps op de loer. Seks werd een mijnenveld. (…) Het was je lust of je leven. (…) Na een paar jaar doofde de ergste angst en maakte hij plaats voor een sluimerende ongerustheid. ‘Vrij veilig’, het dwingende advies uit het begin, verwerd tot een manier van leven, een automatisme. Aids was gewoon. Toen later seropositieven door nieuwe medicijncocktails als Lazarus uit de dood leken te herrijzen, was aids geen doodvonnis meer. Aids was uit. Mijn universitaire studie was zijn grote droom. ~4~ VOORWOORD Deze scriptie is het resultaat van twee jaar grondig onderzoek in het kader van het behalen van de graad van licentiaat/master in de criminologische wetenschappen aan de Universiteit Gent. In essentie is een universitaire opleiding op de creatie van de universele mens gericht. Sudenten moeten doorheen de jaren autonoom kennis leren opbouwen en een zin voor scherpe reflectie aan de dag leggen. Het schrijven van een verhandeling is de klap op de vuurpijl. Het is een leerrijk groeiproces, een mijlpaal in de queeste naar het summum van kritische zelfstandigheid. Hoewel een eindwerk in wezen de vrucht van individuele arbeid is, droeg een heel aantal mensen bij tot de verwezenlijking van dit document. Het zou alleszins onvolledig zijn zonder een woord van dank aan iedereen die medewerking verleende en zorgde voor begeleiding of steun. In het bijzonder wil ik mijn promotor, Professor Doctor Tom BALTHAZAR, bedanken. Hij inspireerde mij al tijdens mijn derde licentie rechten aan de Gentse Alma Mater tot de keuze voor het onderwerp. Bovendien nam hij, ondanks zijn drukke agenda, de nodige tijd om mij wetenschappelijk te begeleiden en heel wat interessante toelichtingen en tips te verschaffen. Ten slotte ben ik hem heel erkentelijk voor de ruime vrijheid die hij me liet bij de uitwerking van het onderzoek. Dank ook aan mevrouw Tessa GOMBEER. Zij was meer dan eens een reddende engel. Ik richt tevens een gemeend dankwoord aan mijn twee commissarissen, Professor Doctor Tom VANDER BEKEN en Professor Doctor Gert VERMEULEN. Hun expertise als professor en hun jarenlang onderwijs en research in het strafrecht staan borg voor een gedegen evaluatie van het voorliggende werkstuk. De medewerkers van de FOD Volksgezondheid, Veiligheid van de Voedselketen en Leefmilieu, van de Vlaamse overheid, van Sensoa (het service- en expertisecentrum voor seksuele gezondheid en hiv) en van de Nationale Raad en de Provinciale Raad van West-Vlaanderen van de Orde van geneesheren, verdienen een woord van dank voor de informatie die ze ter beschikking stelden en de vele vragen die ze beantwoordden. Hun ervaring betekende voor mij een grote verrijking. Ik wil ook mijn stageplaats bedanken en dan vooral de parketmagistraten waarmee ik nauw kon samenwerken.     Training of Nursing Personnel to Deliver STI/RTI Services Participant’s Handout May 2011 Sayan Chatterjee Secretary & Director General Department of AIDS Control, NACO, Ministry of Health and Family Welfare, Government of India MESSAGE The prevention, control and management of STI/RTI is a well recognized cost effective strategy for controlling the spread of HIV/AIDS in the country as well as to reduce reproductive morbidity among sexually active population. Individuals with STI/RTI have a significantly higher chance of acquiring and transmitting HIV. Moreover STI/RTI are also known ti cause use infertility and reproductive morbidity. Controlling STI/RTI helps decrease HIV infection rates and provides a window of opportunity for counselling about HIV prevention and reproductive health. An operational framework for convergence between National AIDS Control Programme Phase III and Reproductive and Child health Programme Phase II under National Rural Health Mission has been developed. This will bring about uniformity in implementation os STI/RTI prevention and control through the public health are delivery system Through this, the availability and reach of standardized STI/RTI care at all levels of health facilities will be ensured. The NACP III Strategy and Implementation Plan (2007-2012) makes a strong reference to expanding access to a package of STI management services both in the general population as well as for high risk behavior groups. For nation-wide training of health functionaries on STI/RTI management standardized training modules and training aids/job-aids for various functionaries involved in provision of STI/RTI care have been developed to train doctors ANMs/Nurses, and to technicians on Syndromic Case Management of STI/RTI.

Lachowsky1,3* Abstract Background: The emergence of biomedical and seroadaptive HIV prevention strategies has coincided with a decline in condom use among gay men. Methods: We undertook a social ecological analysis of condom use and perceptions using nineteen semi-structured interviews with HIV negative gay men in Vancouver, Canada who used HAART-based prevention strategies. Results: Contributors to inconsistent condom use were found at various levels of the social ecological model. Ongoing concern regarding HIV transmission and belief in the proven efficacy of condoms motivated contextual use. When condoms were not used, participants utilized seroadaptive and biomedical prevention strategies to mitigate risk. Conclusions: These findings indicate that notions of “safety” and “risk” based on consistent condom use are eroding as other modes of prevention gain visibility. Community-based and public health interventions will need to shift prevention messaging from advocacy for universal condom use toward combination prevention in order to meet gay men’s current prevention needs. Interventions should advance gay men’s communication and self-advocacy skills in order to optimize these strategies. In BC, all individuals diagnosed with HIV are immediately offered access to antiretroviral treatment under the TasP® strategy. • On consistent and sustained HIV antiretroviral treatment, a person living with HIV can achieve an undetectable viral load at which point they cannot transmit the virus to others.

While consistent condom use remains the most effective intervention for preventing transmission of HIV and other STDs between sexual partners, low levels of assertive communication between romantic partners has been associated with inconsistent condom use. Guided by Uncertainty Management Theory, the current study hypothesized that high-risk youth with high relational uncertainty would demonstrate low levels of assertiveness during a laboratory-based condom negotiation task with their current romantic partner. It was also hypothesized that assertiveness would be positively correlated with condom use. A video-recall paradigm was used to assess youths' subjective interpretations of their condom negotiation communication with their romantic, opposite sex partner. Dyadic multilevel models revealed that hypotheses were not completely supported. While depressed men with high relational uncertainty showed low assertiveness, depressed women showed high assertiveness. Post-hoc analyses revealed a curvilinear relationship between couples’ assertiveness and condom use, with the highest levels of condom use being found among moderately assertive couples. Unexpectedly, adolescents rated themselves and their partners in almost exactly the same way. Results suggest that adolescents' condom negation is a dynamic process that is influenced by both partners' perceptions and behavior.

A global consultation meeting was held in Geneva, Switzerland, from 6 to 7 November 2014, to reaffirm the critical role of male and female condoms as part of combination HIV prevention, to shape an agenda to scale up condom promotion and distribution, and to identify strategies to overcome bottlenecks in scaling up. The meeting established key trends in global condom distribution and use in different population groups: Condom use among young people has been increasing over the past two decades. Condom use at last sex varies from more than 80% in some Latin American and European countries to less than 30% in some African countries. Although increases were recorded in Africa and in some countries there is close to 80% of condom use with non-regular partners, condom use remains lowest in the Africa region. This degree of variation shows that there are important opportunities for strengthening demand and supply of condoms. Condom use among sex workers is high and exceeds 90% in several contexts.
