GIDC has established total 202 estates till date. The primary functions of the corporation are to 1. Identify, acquire and aggregate land in the state suitable for industrial development 2. Plan and develop aggregated land into industrial areas 3. Plotting and allotment of land 4. Providing basic infrastructure in industrial areas Additionally, to address specific needs, GIDC also develops special infrastructure like water augmentation and distribution infrastructure, culverts, over bridges, training centres, warehouses, etc. GIDC also upgrades existing infrastructure facilities in the established industrial estates periodically. Through the proposed project GIDC intends to improve the effluent treatment and disposal facilities in the region. Vadodara region The region for which the project is being proposed is located in Vadodara District in Central Gujarat. The region is a well Map of influence area in Vaodara District established chemical industry cluster base including IOCL, RIL, GSFC, GACL, GIPCL among others. The region in focus is located close to Gulf of Khambat in the Vadodara City North, City of Vadodara to the East and Dahej PCPIR to the South . Proposed location of Effluent Treatment Plant RIL - Reliance Industries Ltd. (RIL), PCPIR – Petroleum, Chemicals & Petro Chemical Investment Region GIPCL - Gujarat Industries Power Company Ltd. GSFC – Gujarat State Fertilizer & Chemicals Ltd. IOCL – Indian Oil Company Limited GACL - Gujarat Alkalies and Chemicals Ltd. Page 3 Project Concept The project envisages a “Final Polishing Effluent Treatment Plant at Vadodara” The Polishing Common Effluent Treatment Plant (CETP) is conceptualised to service the existing treated effluent being released into the Gulf of Khambat M There is an existing network of 2 Major Common Effluent Treatment Plants and several Captive Treatment plants along with a 55 km U Channel to transport the treated effluent into Gulf of Khambat. Present Scenario M However the infrastructure is old, and the effluents being discharged even after treatment fall short of norms. This is causing adverse affects to Mahi river basin M Improving the standard of treated effluents and bringing it inside the set norms by the State governing body Objectives of the M Reducing the adverse affects being caused by the effluents to the Project Mahi River body as well as the local population M Mid sea disposal of treated effluents as per norms M A collective facility (centralized facility) is considered as a viable treatment solution to overcome the issues of the region Need for Final M A downstream tertiary treatment plant catering to the entire load Effluent of “semi” treated effluents making collection and treatment easier Treatment Plant M GIDC has planned a 60 MLD Polishing Tertiary Common Effluent Treatment Plant near Sarod to treat combined effluents from different industries. Page 4 Market Potential & Growth Drivers Vadodara Advantage Location: Vadodara is located in Central part of Gujarat, considered Vadodara to be the Hub of Chemical and Petrochemical sector in the State Well Connected: Vadodara is well connected to all major locations such as Delhi (1,028 km), and Mumbai (448 km) through Delhi- Mumbai Industrial Corridor (DMIC) and on National Highway No.8. NH 8 also connects Vadodara with Ahmedabad (111 km), Rajkot (294 km), Ankleshwar (84 km),and Surat (167 km), the major industrial centers of Gujarat. DMIC Influence: The Delhi-Mumbai Industrial Corridor passes through Vadodara resulted in a key destination for attracting industrial investments. DMIC Industrial Sectors: Four main industrial sectors in the region; Chemicals & petrochemicals, Pharmaceuticals, Engineering and Biotechnology Industries Base: Home to major industries like Indian Oil Corporation Ltd. (IOCL), Gujarat State Fertilizer & Chemicals Ltd. (GSFC), Gujarat Alkalies and Chemicals Ltd.(GACL), Reliance Industries Ltd. (RIL), Gujarat Industries Power Company Ltd. (GIPCL), etc. GPCPSIR: Gujarat Petroleum, Chemical & Petro Chemical Special Investment Region located in Bharuch district is is one of the few functional Chemical and Petrochemical region in India. Employment Generation: Organized industrial employment in registered factories and service enterprises has been significantly high with over 3 lakh employment opportunities created in large scale (143,547) and MSME segments (170,430) as of 2014. Page 5 Gujarat - Competitive Advantage Gujarat GujaratG is one of the leading Industrialized States in India and the State has attracted cumulative FDI worth USD 12 billion “Gujarat ranked first in from April 2000 to March 2015 ease of doing business as per DIPP report 2015” EaseE of Doing Business: Only state which comply 100% with Environmental procedures. Gujarat fares highly when it comes to setting up a business, allotment of land and obtaining a construction permit FlourishingF Economy: State contributes 7.2% of the Nation GDP and shows leadership in many areas of manufacturing and infrastructure sectors. Gujarat’s SDP (State Domestic Product) at current price registered a growth of 11% during the year 2014-15. KeyK Industries: Gujarat is the leader in key industrial sectors such as chemical, petrochemical, auto and its allied sector, pharmaceuticals, engineering, textile, jewellery etc. StrategicS location and excellent infrastructure: Located on the west coast of India, Gujarat is well connected to the major cities of the world by air and sea routes. The state has 45 ports, 12 domestic airports and 1 international airport in addition to an extensive rail and road network WellW connected to the major cities of the world by air and sea routes. The state has 45 operational ports, 12 domestic airports and 1 International airport in addition to an extensive rail and road network. M 38% (564 km) of the 1500 km length of DFC will pass through Gujarat which includes 62% of total area of Gujarat (18 out of 33 districts within the influence area) M Investment potential for Gujarat is USD 50 bn (60% of total investment potential in DMIC) M Presence of over 1100 manufacturing unit comprising of small and large industries in PCPIR DMIC including chemical, petrochemical, engineering, plastic, dyes & pigments, textile etc. 1 USD = 67 INR Page 6 Project Information Location Analysis M Predominantly Chemical sector industries are existing in the Region Key Map of the Region M One of the most important industrial hubs in the State, housing important industries like M Indian Oil Corporation Ltd. Effluent being generated by the industrial base in the selected region is already being treated by the existing CETP infrastructure, however the quality of treated effluent is not as per norms 2. Seepage and Leakage from the existing disposal channel is causing harm to the quality of soil and underground water 3. Deep sea disposal of treated effluent is necessary so that disposed effluent doesn’t harm the Mahi River basin Page 8 Project Information Existing Effluent Treatment Infrastructure Existing Common Effluent Disposal Channel Pumping Station Treatment Plant M CETP at Nandesari - M ‘U’ shape Effluent
