2.0 SITE ANALYSIS 2.1 Site Location and Description

The site comprises of two plots of undeveloped land to the south west of Redburn CC Towards Fencehouses and Road and Black Boy Road. Chester le Street Site A is located at the junction of these two roads and is larger than Site B, with an area of just over 1 ha. The Durham Ward/ Ward Boundary is to the west N of the site, following the line of the former Leamside Railway Line, now disused. To the south is agricultural land stretching away towards Rainton Meadows Nature Reserve and Local Wildlife Site (LWS), which contains the Joe’s Pond Site of Special PrS Ph Scientific Interest (SSSI).

LS Site B has an area of approximately 0.4 ha and is bordered by Redburn Road on its north side and agricultural land to its east and south. Site B is primarily enclosed by dense hedging interspersed with a number of mature trees. P PO Both plots are relatively flat althougth Site B slopes down towards the southern boundary. The two plots stand approximately 70 metres apart and are separated by an area of fairly rough open space (outside the ownership of the applicant), on which stands an agricultural building and a new build house. A public right of way (Houghton Footpath 106) leading from Redburn Road to Rainton Meadows runs alongside the western boundary to Site B, following the line of a disused mineral line.

N 2.2 Local Context Study B

New housing Proximity wise, the proposed development site is already within an established residential area with numerous amenities within the vicinity. The aerial view opposite highlights the sustainable nature of this potential development site. 2.0 SITE ANALYSIS 2.3 Area Characteristics

Chilton Moor, located between Houghton le Spring and , has many attributes of a north east former mining village. The village has some older stone built properties (1) and post war housing (2). Properties within the village feature stone, brick and render external elevations. In the past decades modern housing has been built, especially to the south west of the village (3). These comprise of two tone brick with render and contrasting brick detailing. North east of the proposed development site and Redburn Road there are some larger detached properties (4) and (5) which are built from varying red and buff bricks, some with stone feature details to reflect the rural edge locality.

The development site lies to the west of Redburn Road and consists of two separate plots of land. In the middle of these plots a new build residential dwelling is in the final stages of construction, this is a large detached property with white render facades and a slate or grey tile roof (6).

The village has several residential developments being built at the moment to meet the housing supply need within the area. The nearest of which is located to the east of Site B. This includes modern two storey housing in buff and red brick (7). 1 2

2.0 SITE ANALYSIS 2.4 Site A Photographs

Site A is the larger of the two development sites. Black Boy Road is located north of the site (1). To the north east of the site is the road bridge (2) over the former Leamside Railway Line that is the border of the Durham and Sunderland Wards. The panoramic (3) has been taken from the centre of the site along Redburn Road. This shows the relatively flat nature of site’s topography. Photograph (4) shows the junction of Redburn Road and Black Boy Road. There is evidence of some shrubs and trees in this location however their maturity and value is to be determined. Photograph (5) shows the agricultural building located outwith the site boundary to the east of the site. There is a large detached dwelling that has now been built on this site, shown on the previous page.

2.0 SITE ANALYSIS 2.5 Site B Photographs

Site B is the smaller of the two sites and has sloping topography towards the south east corner, as shown in Photograph (1). It is surrounded by mature hedgerows and some mature trees along Redburn Road (2). The Houghton Footpath 106 is located to the west of the site, leading to Rainton Meadows Nature Reserve (3,4). Redburn Road (5) is to the north east boundary of the site, it has mature hedgerows and trees to the west (the site boundary) with the rear gardens of housing to the east.

2.0 SITE ANALYSIS Site Opportunities and Constraints

The plan to the left highlights the amalgamation of the site’s opportunities and constraints.

Site Constraints: 7 N 1. Site A is relatively flat however it does slope slightly to the NE corner and Site B slopes to the south east corner. 2. Some existing properties along Redburn Road are located close to the road with small windows overlooking the development site: separation distance 7a offset requirements will need to be met when this occurs. 4 3. Consideration of existing hedgerows along the boundaries and mature trees along Redburn Road to be observed. 4a 3a 4. Prominent entry gateway to the village. 5. Former Leamside Railway Line and the border of the Durham and Sunderland Ward is located to the west of site A. 1a 6. Wide ranging views out of the site. 3 7. Approved residential planning application north of the development site.

5 1 Site Opportunities: 5a 2 1a. The sloping topography allows for a potential SUDs zone and attractive POS. 2a 2a. Opportunity to offset new homes away from existing properties. 6 3a. Opportunity to strengthen the existing mature hedgerows by offsetting 6a development away from these and completing gaps. 3 4a. The development will provide a gateway into the village, the existing Site A landscaping can be strengthened to reflect the rural edge development. If 1 a SUDs zone was provided here (1a) this would create a character area and Sunderland Ward Boundary identity for the development.

Durham Ward Boundary 5a. Development to back onto the former railway line will provide a quiet 3a 3 outlook. 6a. Potential for views out and into the development site. 7a. Opportunity to connect into the proposed residential development north of Site B the site.

3.0 THE DESIGN DEVELOPMENT 3.1 Previous Application by Others

The land subject to this pre-application submission has previously been applied and approved for through Planning within application 14/01804/OUT | Outline application for residential development of Sites A & B consisting of 27no. dwellings - approval sought for layout, scale & access. | Land South Of Redburn Road And Black Boy Road Chilton Moor Houghton-le-Spring. This application was approved by Sunderland City Council in June 2015.

The Proposed Site Plan to the left taken from 14/01804/OUT shows that the accesses to Site A is in the same location as that proposed here and the proposed site access for Site B is located about 25m further west along Redburn Road. This has been proposed following arbocultural investigations into the existing trees located here resulting in their low quality and estimated life span and the requirement for a pumping station in the SE corner of Site B. This will enable the existing hedgerow along Redburn Road to be maintained in this location.

4.0 THE DESIGN PROPOSAL 4.4 Scale

As discussed in Section 2.3 Area Characteristics, the majority of the homes in the local area are 2 storey in height. There are a few 1.5 storey homes located along Black Boy Road on the approach road to the village. These, especially on the southern side of the road are set back from the road. To continue this urban character, single storey bungalows will be located here.

The remainder of the development will be 2 storey in height consisting of semi- detach properties with a number of detached properties for attractive corner turning and gateway plots. These will be in keeping with the surrounding developments in the area and individual homes will have a smaller building mass than the new build 2 storey home situated between the two development plots.

The proposed streetscene sections shown on this and the next page show how the scale and massing of the proposed development will be in context to the surrounding residential developments and of an appropriate scale for this site.

4.0 THE DESIGN PROPOSAL 4.5 Appearance

Section 2.3 Area Characteristics, highlighted the local facing materials as predominately brick (buff and red) with elements of render and some older stone. The new house which has been built on the plot of land between the two plots has render elevations.

The buildings within this development will refer back to the surrounding context and will utilise a palette of good quality and robust materials. The proposed materials are shown to the left. Materials such as facing brick and pitched slate effect concrete tile roofs will form the basis of the external materials with detailed cladding and selected render to some bungalow units along Black Boy Road. These will be supplemented with windows in grey upvc and grey composite type doors. 4.0 THE DESIGN PROPOSAL 4.6 Access

Vehicular Access: Access to both development sites is from Redburn Road. There are appropriate turning head details to enable safe manoeuvrability through the development, please refer to the Transport Statement prepared by Tim Speed Consulting for more information. Site A has a single point of entry leading through the development, there is a shared drive for 3no. units in the SW corner of the site. Site B has a turning head within the development cell, here all homes are accessed off the adoptable road. Access to the pumping station is from the turning head and will be located via locked gates only for security purposes.

Pedestrian Access: Site A has a continuous 1.8m wide footpath/ grass verge and site B has a 1.5m continuous footpath/ grass verge adjacent the road.

Cycling: The are many well used cycle routes in the area with the nearest being the bridleway located between the two development plots.

Public Transport: Chilton Moor has a good public transport network with the bus stops located approximately 0.4 miles away along Front Street. These provide access to Houghton le Spring, Fences Houses and further afield.

Car Parking: Car parking provision throughout the development will be provided in line with Sunderland Parking Quantity which was discussed at the Pre-Application stage. There are 11no dedicated visitor parking spaces evenly distributed within Site A and 5no visitor spaces within Site B. The layout currently shows provision for 1no. allocated parking space for all properties.

Servicing: Service vehicles will be able to access the development directly from Redburn Road with the new adopted road arrangement providing turning arrangements for refuse / large vehicles to exit the development in a forward facing motion, please see the Transport Statement prepared by Tim Speed Consulting for more information. Each property will have a dedicated space for locating and storing refuse bins to the rear of the property. 4no. bungalows have timber bin stores located to the front to reduce the travel distances required for residents to move their bins. Refuse and recycling will be collected directly from the new adopted road arrangement or within the shared drives which are designed to have short drive lengths.

5.0 SUMMARY SUMMARY

This Design and Access Statement has been provided to examine the character and structure of the development. It has demonstrated that the design proposals have been formulated through a comprehensive understanding of the site and surroundings of Chilton Moor. The local landscape qualities have been respected in order to provide attractive developments that will provide high quality housing for the area. The proposals offer a bespoke solution to the site’s character whilst being in keeping with the scale and character of the surrounding area providing a development that will be easy to navigate and will integrate the site with its surroundings.

It is considered that the design proposals provide high quality, modern housing with a mix of sizes to NDSS space standards and M4(2) accessibility requirements and will be delivered to meet the needs and aspirations of the local people.
