West Norfolk Constituency THE QEHKL GOVERNORS PUBLIC ELECTED GOVERNORS West Norfolk Constituency Simon Clarke – Public Governor for West Norfolk (second term of office) Simon Clarke was elected as Public Governor for West Norfolk for a second term from February 2019. Simon has worked in the NHS as a nurse, a manager and with commissioners for over forty years, the last 32 in West Lynn. Simon has been a board member and chair of the Royal College of Nursing. He was part of the Department of Health working group for Quality and Outcomes and NHS payment systems. He is currently a board member for a psychotherapy organisation and Trustee of a local mental health charity. He continues to support the work of commissioners, work as a nurse psychotherapist and enjoys his time at Hospital radio Lynn. Simon is a member of the Business Committee. Tracy Corbett – Public Governor for West Norfolk (first term of office) Tracy Corbett was elected as Public Governor for West Norfolk from February 2020. Tracy has lived in Stoke Ferry with her family, husband, three sons and one daughter for more than thirty years. Tracy originally trained as a teacher, going on to work as Production Manager in an advertising agency, now working part time as P A for her husband. Having previously volunteered for WRVS Meals on Wheels Service, for the past 3 years Tracy has been volunteering for WNDA in Downham Market and the Downham Dementia Cafe. Esmé Corner OBE – Public (& Lead) Governor for West Norfolk (fourth term of office) Esmé Corner was re-elected as Public Governor in February 2020. Esmé has lived with her family in Heacham for the past thirty five years and before retirement, was the Head teacher of two schools in West Norfolk. Esmé Chairs the Patient Experience Committee in which role she has endeavoured to represent the best interests of patients both individually and collectively. Esmé is also a member of the Membership & Communication, the Business and the Nomination & Remuneration Committees. Page 1 of 11 THE QEHKL GOVERNORS Dr Jonathan Dossetor – Public Governor for West Norfolk (fourth term of office) Jonathan Dossetor was re-elected as Public Governor for West Norfolk from February 2020. He has lived in South Wootton since 1981and worked for 26 years as Consultant Paediatrician at the Queen Elizabeth Hospital. He was Regional Advisor for East Anglia for the Royal College of Paediatrics and Child Health from 1996 -2001 and also served on the College Council. Jonathan is currently Chairman of the Membership and Communication Committee of the Governor’s Council and a member of both the Patient Experience and Nomination & Remuneration Committees. He also attends the Trust’s Serious Incidents Committee. Ann Easton – Public Governor for West Norfolk first term of office) Ann Easton started her first term of office as a West Norfolk Governor in February 2019. Ann has worked within the NHS for 46 years in varying roles, since leaving school; initially as a Medical Secretary, then qualifying as a Registered Nurse in 1976 before qualifying as a Midwife in 1978. Ann has worked for the QEH as Midwifery Sister, Team Leader and a Specialist Midwife involved with vulnerable women and their families, until her retirement eighteen months ago. Ann lives in Heacham with her husband and is particularly interested in helping to provide local, high quality hospital health care to King's Lynn and surrounding communities. Ann has joined the Patient Experience Committee meeting. Penny Hipkin – Public Governor for West Norfolk (fourth term of office) Penny Hipkin was re-elected as Public Governor for West Norfolk from February 2020. Her first career was in hotel management, owning firstly the Manor Hotel Titchwell and then Fairlight Lodge guesthouse. In 1976 she trained as a nurse in Kings Lynn and was also Chairman of “Headway” Kings Lynn until 1995. She retired in 2004 as a Sister in the Critical / Coronary Care Unit. Penny is Chairman of QEH League of Friends. Penny is a member of three Governors’ Council committees: the Patient Experience, Nomination & Remuneration and Membership and Communications Committees. She also attends the Trust’s Ethics and Serious Incident Committee. Page 2 of 11 THE QEHKL GOVERNORS Patrick Kavanagh - Public Governor for West Norfolk (first term of office) Patrick Kavanagh started his first term of office as a West Norfolk Governor in February 2019. Pat has a long public service history that includes service in the Royal Air Force, Norfolk Police and the college of West Anglia where he was a Course Director. Pat spent many years volunteering with local and national charities. Pat holds a Master of Education degree and has over 25 years' experience in the training and development field. Pat has joined the Patient Experience and Membership & Communications Committees. Mike Press – Public Governor for West Norfolk (first term of office) Mike Press was elected as a West Norfolk Governor in February 2020. Mike is retired and has lived in Heacham for 20 years. For most of this time, he has been involved with health issues in Primary Care level as Chairman of Heacham Group Practice Patient Group and involvement in West Norfolk Patient Group. Mike’s interests include volunteer driving for the Norfolk Hospice -Tapping House for over 12 years. Mike’s working life has been in engineering, finishing with a multinational motor car manufacturer on European projects. During this time he was a District Councillor for many years eventually becoming the Chairman of that local authority. Kenneth Wicks - Public Governor for West Norfolk (first term of office) Kenneth Wicks was elected as a new Public Governor for West Norfolk Governor from February 2019. Born in King’s Lynn, he has a son and three daughters, is retired and lives with his wife in Clenchwarton; lately volunteering with ERS, the hospital car service. His career primarily encompassed the full breadth of the construction industry; an old member of the Institute of Building, an engineer on sites including among others, Canary Wharf, a construction manager in Malaysia, working on behalf of Defence Estates. Kenneth is grateful to all who work within the Trust and is determined to represent the very best desires of those who depend upon the QEH. Kenneth has joined the Business and Membership & Communications Committees. Page 3 of 11 THE QEHKL GOVERNORS Breckland, North Norfolk and Rest of England Constituency Alan Clarke – Public Governor for Breckland, North Norfolk and Rest of England (first term of office) Alan Clarke began his first term of office as Public Governor for Breckland from February 2020. Born in Norwich in 1950; Alan is a chartered builder with 54 years construction management experience and is the present Clerk of Works at Kimbolton School. .Alan has spent 10 years’ in School governance and several years as an Independent Housing Association Board Member. He is no stranger to delivering high service performance standards that measure-up with national targets and enjoys being accountable and proactively working in a team focused on success. Alan is mindful of the challenges within Health and Social Care and looks forward to helping by representing the interests of the community, for the delivery of progressive and sustained service excellence to the Trusts stakeholders. Dale Welch – Public Governor for Breckland, North Norfolk and Rest of England (first term of office) Dale Welch started his first term of office as a Breckland, North Norfolk and Rest of England Governor in February 2019. Dale has lived in Ashill 26+ years and his background is 20 years military and 20+ years working in IT related positions. He believes the QEH to be a good yet challenged. In this ever changing world Dale would like to help being part of the solution. It is his belief that if we can do our bit to bring together visions and reality, the QEH will prosper and grow. There is much to be learned and Dale would like to use his life experience to benefit the Trust. Dale has joined the Patient Experience Committee. - Update Nov 2019 - Page 4 of 11 THE QEHKL GOVERNORS Cambridgeshire Constituency Jenny Brodie – Public Governor for Cambridgeshire (third term of office) Jenny Brodie started her third term of office as Public Governor for Cambridgeshire from February 2019. Jenny has recently retired having recently worked as a part time admin/receptionist in a care home which specialises in dementia. She is married with a daughter and a son who is married with two young children. Jenny has had experience of the hospital both as a patient and as Trust staff member having worked as a ward clerk/receptionist at the Fermoy Unit for two and a half years and also on the NHS Professional Bank staff for just over two years. Jenny is a member of both the Patient Experience and Business Committees. Malcolm Bruce – Public (& Deputy Lead) Governor for Cambridgeshire (second term of office) Malcolm Bruce started his second term of office as a public governor for Cambridgeshire from February 2020. Malcolm lives on the Cambridgeshire/Norfolk/Lincolnshire border. He retired in 2011 after working in the NHS as a registered nurse for 40 years. During his career he worked in hospitals, the community and general practice. Within the NHS setting he is particularly interested in quality, communications and patient safety. He is Chairman of the Friends of the Wisbech Hospitals. Malcolm also attends Fenland Health and Care Forums. Malcolm is a member of both the Patient Experience and Membership & Communications Committees; he also attends the Trust’s Serious Incident Committee. He looks forward to representing the people of North Cambridgeshire. Betty Lewis – Public Governor for Cambridgeshire (fourth term of office) Betty Lewis started her fourth term of office as a public governor for Cambridgeshire from February 2020.

    Titchwell Marsh Coastal Change Project Layman’s Report Introduction Titchwell Marsh RSPB Nature Reserve was created between 1974 and 1978. Today the Reserve covers 379 ha of the North Norfolk coastline and is one of the RSPB’s most popular nature reserves. The location of the reserve is illustrated below. Historical records show that by 1717 the land that is now occupied by the nature reserve had been claimed from the sea and for over 200 years was in agricultural use, as well as a short period of time as a military training area. Following the devastating east coast floods in 1953 the sea defences protecting the land were breached and never repaired. The land returned back to saltmarsh. In the 1970s, the RSPB acquired the site and enclosed 38 ha of the saltmarsh within a series of sea walls creating 11 ha of brackish (intermediate salinity) lagoon, 18 ha of freshwater reedbeds and 12 ha of freshwater lagoons. Combined with coastal dunes, saltmarsh, tidal reedbed and small stands of broad‐leaved woodland and scrub, Titchwell supports a wide range of habitats in a relatively small area. Titchwell Marsh is now of national and international importance for birds and other wildlife and is a component of two Natura 2000 sites ‐ the North Norfolk Coast Special Area of Conservation (SAC) and The North Norfolk Coast Special Protection Area (SPA). In addition Titchwell Marsh lies within the North Norfolk Coast Ramsar Site, the North Norfolk Coast Site of Special Scientific Interest (SSSI) and the Norfolk Coast Area of Outstanding Natural Beauty (AONB).The reserve is noted, in particular, for the following: The second largest reedbed in North Norfolk, nationally important for breeding marsh harrier, bearded tit and bittern.

    15/4/19 We went with the GVCG to Titchwell RSPB reserve on a fine sunny day. We heard a Ceti warBler and many other warBlers . We also had a close view of a Reed Bunting , marsh Harriers were giving a splendid aerial display and We saw lots of other Birds including Avocets filter feeding ( see photo). And I can confirm that Alexander plants do taste like celery ! Apparently the Romans liked them. 17/4/19 One Swallow seen flying up the Oust at King's Lynn. Not quite summer yet ! 24/4/19 Snettisham RSPB reserve . We went for a walk with west Norfolk Branch of the NWT led By Adrian Winnington on a lovely sunny day. We spotted some Ring Ouzels and lots of Reed WarBlers boBBing up and down , looking to see who was there ! We also saw some lapwings and lots of wild flowers. 27/4/19 Gaywood river Survey I am still awaiting the results of the electro_fishing done on the Gaywood last year performed By Easton College. it would Be interesting to see their results.The only possiBle hazard was "Hannah" But she had petered out . It was cold and windy But we only had the occasional April shower. It was noticeaBle how dry the terrain was and there were no puddles at all in the Church farm track, the only time I have not had to wade through in my wellies ! This variation expires on 31st December 1991. During the dry spell of 1989 and 1990 there has been increasing public concern over the impact groundwater abstraction has on the river. With this factor in mind, and the forthcoming review of the Stoke Ferry licence, this paper sets out the background of Water Resource develop­ ment, and looks at possible options for future Public Water Supply licensing in the Wissey Catchment. a.) Locality : The Stoke Ferry Water Treatment works is located on the North Bank of the Cut Off Channel, to the north west of the River Wissey aqueduct. (NGR TL 699 988) A map of the location is attached. b. ) Historic Need For Water : Prior to the construction of Stoke Ferry, Kings Lynn’s main water supply was met from Chalk Aquifer boreholes to the East. The Gayton source provided the earliest supply, followed by Congham and Hillington. In the 1960’s proposals to increase abstraction from Hillington (Greensand) and Congham (Chalk) were the subject of Public Inquiries. In both cases the Water Board lost their case on the grounds that the abstractions would unduly deplete summer flows in local streams and rivers. Thus obtaining additional supplies from groundwater sources was proving too difficult and the option of surface abstractions became more attractive.

    MEDIA RELEASE Released under embargo 00.01 Friday 30th August, 2019 HAVE YOUR SAY: College Merger Plans – views invited Easton and Otley College today launches a public consultation, encouraging views from across the East Anglian community on its proposed merger with City College Norwich and Suffolk New College. The three institutions have been in talks to work together following a review led by Further Education Commissioner Richard Atkins, which has proposed the colleges complete a merger by the end of December 2019. Today sees the opening of the formal period of consultation, during which students, parents, staff, local employers and the wider community are invited and encouraged to share their thoughts on the plan. With a clear objective to provide a secure future for land-based learning in Norfolk and Suffolk, the proposal aims to result in two resilient and financially sustainable organisations, with widened educational offerings and strong industry partnerships. In recent weeks, the Easton and Otley leadership team has been overwhelmed by support in the face of its new chapter, with MPs, business leaders and sector specialists keen to see the region retain its strong reputation for food and agricultural linked education. The consultation period is set to run until Tuesday 1 October, after which all responses received will be considered carefully, before a final proposal is presented to the governing bodies of all three colleges and a final decision is reached. Meanwhile, detailed work continues on business planning and financial due diligence.
