Proceedings of the 15 th meeting of Karnataka State Coastal Zone Management Authority (KSCZMA) held on 08.07.2016 at 11.00 A.M. at Room No. 253, 2 nd Floor, 2 nd Gate, M. S. Building, Bengaluru under the chairmanship of Additional Chief Secretary to Government, Forest, Ecology & Environment Department. Members Present: As per the list enclosed The Chairman welcomed the members present. All the files were placed before the Authority for perusal and the subjects were deliberated as per the Agenda. 15.1 Confirmation of the proceedings of the previous KSCZMA meeting held on 05.04.2016. The proceedings of the previous KSCZMA meeting held on 05.04.2016 were read out. The proceedings were confirmed as there were no comments or amendments received from the members. 15.2 Action Taken Report on the proceedings of the previous KSCZMA meeting held on 05.04.2016. Action Taken Report at Annexure – I was perused and the Authority noted the action taken. 15.3 Preparation of State Coastal Zone Management Plan : Government of India vide Gazette Notification has extended the validity of CZMP approved in 1996 upto 31 st January, 2017. The MoEF & CC have entrusted preparation of HTL and LTL lines to National Centre for Sustainable Coastal Management, Chennai which is an autonomous institute under MoEF, GoI. The CZMP maps are to be got sanctioned from CCZMA as early as possible as most of the development activities are linked to obtain CRZ Clearance from Karnataka Coastal Zone Management Authority based on the sanctioned CZMP maps. NCSCM has already completed the process of demarcation of draft HTL and it has been submitted to MoEF & CC. In connection with the demarcation of Ecologically Sensitive Areas by NCSCM, a team of officers lead by Special Director, Forest, Environment and Ecology Department visited NCSCM on 18.05.2016 for the validation of Ecologically Sensitive Areas of coastal districts of Karnataka. During the visit, the maps of the following Ecologically Sensitive Areas were verified online. 1. Areas/structures of Archeological importance 2. Mangroves 3. Mud Flats 4. Salt Marshes 5. Sand Dunes 6. Reserve Forests The following were the observations: 1. Identification of ESA’s have been completed for the entire stretch of Coastal Karnataka based on satellite imageries, Aerial photographs, topo sheets and information from Archeological Department and IISc, Bangalore. 2. The Mangrove areas identified are by and large acceptable. 3. In case of identification of Mud Flats, Salt Marshes and Sand Dunes revisiting is required and the centre was requested to revisit. 4. Under Corals and Coral Reefs, St. Marry’s Island in Udupi District and Netrani Island in Uttara Kannada District can be considered after verification in the field. 5. Under Archeological structures, Kaup Light House in Udupi Taluk may be considered after clarification from the Archeological Department. 6. In case of Reserve Forests of Uttara Kannada District, the latest documents of the Forest Department are to be verified before finalizing. NCSCM has been requested to provide draft maps of ESA’s in PDF form for taking up field verification by all the Regional Directors. The draft maps are yet to be received from NCSCM. The Regional Directors are instructed to take up the field verification immediately and to submit the details at the earliest. The Authority in its 14 th meeting held on 05.04.2016 had decided to get quotation from National Centre for Earth Science Studies (NCESS), Thiruvananthapuram and NCSCM, Chennai regarding quote and time line for the preparation of CZMP and to finalize the institute for CZMP preparation. Accordingly, letters were addressed to NCESS, Thiruvananthapuram and NCSCM, Chennai to furnish their quotation for preparation of CZMP of Coastal Page 2 of 75 Districts of Karnataka. Both institutes have furnished their quotations. Details are as below: A. NCSCM, Chennai: (i) Cost of preparation Cost of preparation of CZMP maps for Karnataka Rs. 1,93,43,058.00 Additional cost for additional products. (ii) Deliverables: • CZMP maps on 1:25000 scale demarcating HTL/LTL/CRZ Categories. • Regulation lines 200/500/100 etc and buffers as applicable and recommendations/ suggestions on CRZ categories viz., CRZ-I, CRZ- II, CRZ-III etc. • Land use/land cover and ESAs map at 1:25000 scale. • Submission of final CZMP report along with 3 hard copies of each map and pdf format. Duration is 3 months from the date of receipt of advance payment and date of receipt of advance payment will be the start date. (iii) Facilities and Digitalized Cadastral maps preferably in Arc GIS materials to be format with Sy.Nos, roads, existing buildings and furnished by infrastructure (1:4000/1:5000 scale) of the entire KSCZMA are study area covering a distance landward of 750m from the sea coast and 200 m for creek sides as hard copy with grid value as well as soft copy. If digitalized maps in Arc GIS format are not available, hard copy of original Cadastral mps to be produced. B. NCESS, Trivandrum : (i) Cost of preparation Rs. 50,000 per running km of HTL + Service Tax 15 for preparation of CZMP in 1:25000 scale, based on survey of India, Toposheets etc. The NCSCM, Chennai has informed that the total length of HTL pertaining to coastal districts of Karnataka including all tidal influenced water bodies is about 2690 km. Considering this length of Page 3 of 75 HTL the cost quoted by NCESS, Trivandrum will be 2690 km x Rs. 50,000 = Rs. 13.45 Crores. (ii) Deliverables • CRZ mapping as per the guidelines in the Annexure-I of CRZ Notification, 2011 and other MoEF and CC guidelines issued from time to time. • Demarcation of HTL, LTL, ESAs, CRZ Categories and regulation zones including NDZ along the coastal stretches and along the tidal influenced in land water bodies will be based on detailed physical verification in the field. (iii) Facilities / The cadastral maps with survey plot information. Materials to be provided: The above information is placed before the Authority for deliberation and decision regarding selection of an Institute for entrusting the preparation of CZMP of Karnataka and for obtaining concurrence of Finance Department. Further, in this regard, Secretary, Ecology and Environment and Special Director (Technical Cell) attended a meeting at MoEF on 24.05.2016 to review status of CZMP preparation by Secretary, MoEF&CC. In that meeting, the Secretary, MoEF&CC directed all the States to complete CZMP preparation including public consultation within 3 months from the date of receipt of HTL soft copy from MoEF. The soft copy is yet to be received from MoEF. Meanwhile, we should finalize the Agency to prepare CZMP so that once we get HTL we can request the agency to complete CZMP at an early date. In the same meeting, the MoEF made it clear that they are going to launch online portal for request for CRZ Clearance on the lines of FC&EC proposal from July first week. This is for the information of Authority. The Authority after discussion and deliberation decided to obtain the clarification from NCSCM, Chennai regarding, whether the cost quoted by them includes the cost of preparation of CZMP maps in 1:4000 scale demarcating HTL/LTL/CRZ areas also. Further, the Authority also decided to obtain the details of HTL length of coastal Karnataka and the total cost for preparation of CZMP maps of Karnataka instead of rate for per Km. of HTL length from NCESS Trivandrum so as to enable Page 4 of 75 proper comparison of quotes submitted by the institutes. It was also decided to ascertain from NCESS Trivandrum whether their quote includes the preparation of CZMP on 1:4000 scale also. The Authority decided that the institute for preparation of CZMP maps of Karnataka may be selected as per Rules after obtaining the above details and clarification from both the institutes. 15.4.1 Integrated Coastal Zone Management Plan (ICZMP) Phase II : 1. The Ministry of Environment and Forests has initiated the World Bank assisted Integrated Coastal Zone Management Project (ICZMP) with a budget outlay of Rs. 1155.63 crores (US$262 million). 2. For implementation of the above project the Society of Integrated Coastal Management (SICOM) has been established as a registered body at MoEF & CC. 3. SICOM is implementing the following four components, namely, (i)National Coastal Management Programme (ii)ICZM West Bengal (iii)ICZM Orissa (iv)ICZM Gujarat. 4. Sharing pattern: 90:10. Only 10% sharing by State Govts. 5. Now GoI took decision to extend the project to all coastal states with increased budget outlay. Broad objective of the ICZMP as follows : 1. The overall objective of the project is to support the Government of India and selected states in developing and implementing an improved strategic management approach for India’s coastal zone to preserve the long-term productivity of this highly populated region for continued sustainable development and economic growth. 2. This objective will be achieved through specific project components both at national and state level. 3. Approaches to achieve specific objectives are different for state to state. The salient features of the project are as under : 1. The funding pattern is 90 : 10 ratio, wherein state has to contribute only 10% of the project cost 2. The project is integrated in nature, aiming at building sustainable management of coastal resources to provide livelihood for the coastal population. The activities included; protection, conservation and Page 5 of 75 development of natural resources like estuaries, back waters, mudflats, mangroves areas, eco sensitive coastal zones, breeding and spawning grounds of economically important marine resources. 3. Apart from the above, the project also aims at building up of infrastructure for the coastal population both in urban and rural areas, which includes roads for fishermen colonies, erosion prevention structures, salt water intrusion prevention structures and providing basic amenities to local population.
