Cabinet Member – Technical Services – 14 July 2010 Briefing on Highways Maintenance Supplement following Elected members requests

BACKGROUND

1. Members will recall that in setting the Council’s Budget for 2010/11 a supplementary provision of £900,000 was included to support highway maintenance works in 2010/11, in recognition of the excessive deterioration of the Highway Network following two consecutive winters of severe weather and frost damage.

2. Subsequent to this decision the Government announced an additional allocation was to be made available to assist local authorities to repair damage to their road network resulting from the winters severe weather.

3. The Department for Transport has now advised that this funding is to be provided through revenue under Section 31 of the Local Government Act 2003 for the purpose of “providing support towards expenditure lawfully incurred or accrued in respect of costs for an emergency revenue highway maintenance scheme in the year to 31March 2011” and that the amount awarded to Sefton is £248,400.

4. The addition of Section 31 Grant award to the existing approved budget allocation of £900,000 provides for a total allocation of £1,148,400 for the emergency revenue highway maintenance programme in 2010/11.

ADDITIONAL PROGRAMME

5. A draft additional programme has been prepared (provided in Annex A), Consisting mainly of Micro Surfacing & Surface Dressing treatments, to be applied after repair of potholes and major surface defects to prolong the life of the road surface beyond that achievable from simple “pothole” repairs and prevent wholesale breakdown occurring.

6. It is considered that this will use the additional funding to best effect and minimize the impact of a further severe winter on these road surfaces. This programme has been prepared on the basis of “technical need”.

7. The list of prospective sites being identified for treatment has been shared with Ward Councillors and Area Management Staff of the Neighbourhoods and Investment Programmes Department to identify local priorities.

8. Comments and queries raised by Ward Councillors in respect of this works programme are provided in Annex B to this report.

SURFACE TREATMENTS

9. The selection of individual treatments will depend upon the nature and severity of the defective lengths of highway. Surface Dressing treatment applications are essentially preventative treatments, which are applied to bituminous surfaces, which

1 are relatively sound but which are showing initial stages of surface deterioration. They seal the surface against the ingress of water and arrest their further deterioration.

10. Micro-asphalt surfacing is also a preventative treatment, which can be applied to a deteriorated surface, where the platform layer is in otherwise sound condition. It will seal surfaces against the ingress of water and thereby prolong the life of the underlying construction layers. It has limited re-profiling qualities but will provide a durable hard wearing surface for many years.

11. Consequently the levels of deterioration evident at the time of selection would be substantially less than for the resurfacing options. Both treatments will also increase the skid resistance of the surface.

TREATMENT PROCESS

12. Surface Dressing treatments are basically tar spray and chip applications. The existing road surface is sprayed with bitumen followed by the application of uncoated chippings. The area under treatment is then rolled with a pneumatic roller to ensure adhesion of both materials.

13. Micro Surfacing is similar to that of Surface Dressing but application is a single process. Granular material is mixed with bitumen and applied to the road surface using a specialist tanker / hopper and screeding process. Newly laid surface can usually be trafficked approximately 30 minutes after laying.

14. The thickness of these types of treatment do vary. Surface dressing can be laid up to a thickness of 10mm Approx using a two coat process. Micro Surfacing can be laid up to 15mm in one application.

FINANCIAL BENEFITS

15. Members will be aware that the current revenue budget for structural maintenance works (i.e. the planned maintenance) is at roughly the same cash value as in 1986/87. This means that taking inflation into account, the Department can do less than half of the volume of maintenance work that used to be carried out in 1986/87.

16. To tackle deterioration across the highway network, which has accelerated in recent years, alternative treatments such as micro surfacing and surface dressings applications have to be considered. Whilst, the benefits from generic resurfacing such as plane & inlay may be considered higher, these types of treatment are cost effective in prolonging the life of the highway network for a fraction of the price. When compared against current rates for plane & inlay resurfacing, Micro Surfacing and Surface Dressing applications where approximately 18% and 10% of the cost respectively.

FINANCIAL AWARD

17. Following the advice of the specialist contractors on adhesion and surface suitability and the requirements of the Council for a warranty on these works it is recommended that this weather sensitive supplementary programme

2 continue at the £981,053 value outlined in the recent consultation and funded as follows:- • Section 31 Grant to the full value of £248,800. • Utilise £732,253 of the winter maintenance supplement. • Retain the balance of £167,747 as a contingency element. It should be noted that this recommendation is based on technical advice and the need for on the spot decisions at the individual sites where regulation to avoid surface water ponding etc may need to be made.

19. Although it is recommended that the full supplementary works programme be completed in its entirety, which would have major benefit in the prevention of further wholesale breakdown in the coming winters, to achieve this may require an adjustment to the already approved 2010/11 Highways Maintenance Programme with individual scheme slipping into later years programmes.

RECOMMENDATIONS

20. It is recommended that the attachment to this report, as Annex A be agreed.

21. The expanded works programme approved by Cabinet Member shall then be circulated to Elected Members on a Ward by Ward basis for information purposes.

22. There is an urgency attached to the agreement of the additional elements of this programme as the surface treatments proposed as the best solution for making a significant difference are extremely weather sensitive and must be undertaken within the June to August 2010 window of opportunity, and for technical reasons these additions would need to be delegated to officers for best effect.

11 Molyneux Ward

Request, for joint site visits to be made with D Franey.

To date no site visits have been arranged with Ward Councillors. To accommodate joint inspections at the time of the initial request, consultation with Cabinet Member during meeting held 16 June 2010 would not have been achieved. At present , recommendations or queries in respect of the expanded works programme have not been received from any Ward Councillors.

Park Ward

Request for costs to treat Sandy Lane, Lydiate (Moss Lane To Lambshear Lane)

Regrettably, due to a typing error Sandy Lane, Lydiate has wrongly been identified for treatment. Sandy Lane, Hightown is the location being considered for inclusion in the expanded works programme, this site is located in Manor Ward and not Park as stated.

Request for Kenyons Lane, Lydiate (A59 Northway To Lambshear Lane) to be included in works programme.

Site would benefit from carriageway resurfacing. Surface deterioration has been identified but the extent and severity of the defects present do not justify wholesale resurfacing works being undertaken at this time. There are other sites across the Borough being identified for similar treatment which, require more immediate attention. Condition of surfacing layer will be closely monitored during our routine inspections and arrangements will be made for the repair of any actionable defects. Arrangements will be made to have the site reassessed during preparation of the 2011 2012 resurfacing programme. A surface treatment has been considered but found to be unsuitable due to the existing profile and potential ponding problems that may follow treatment.

Request for Lambshear Lane, Lydiate (Oakhill Drive To Haigh Crescent) to be included in works programme.

Site would benefit from carriageway resurfacing. Isolated Haunch failing and surface deterioration has been identified but the extent and severity of the defects present do not justify wholesale resurfacing works being undertaken at this time. There are other sites across the Borough being identified for similar treatment which, require more immediate attention. Condition of surfacing layer will be closely monitored during our routine inspections and arrangements will be made for the repair of any actionable defects. Arrangements will be made to have the site reassessed during preparation of the 2011 2012 resurfacing programme. A surface treatment has been considered but found to be unsuitable due to the existing profile and potential ponding problems that may follow treatment.

Request made to have Manion Close, Manion Avenue, Charlesworth Close and Avelon Close, Lydiate removed from additional works programme.

Carriageway surfacing in and around this housing estate, constructed in Hot Rolled Asphalt. Extensive surface appears brittle and worn with extensive cracking throughout. In its current state, Surface Dressing would be a recommended treatment but due to the nature and layout of the sites, (Cul-De-Sac), Micro Surfacing

12 would be the preferred option. To exclude these roads from the expanded programme would not be recommended. To do so may result in further deterioration of the road surface and potential damage to the underlying layers from the ingress of surface water.

Request to Swalegate & The Roundmeade, Maghull & Church LaneLydiate changed from Surface Dressing Treatment To Micro Surfacing.

Following reassessment of these roads, the change from Surface Dressing To Micro Surfacing is not justified. Surface Dressing has been applied in the past, which appears to be holding up to site conditions reasonably well. To have these sites treated with micro surfacing will incur increased costs of approximately £37k, which cannot be accommodated within the expanded works budgetary provision.

Sudell Ward

Damfield Lane & Whithens Road not in Sudell Ward, as stated. Both sites are located in Park Ward. Would funding for the same be made available for Sudell Ward.

Due to a typing error, the wrong ward has been stated. Funding in respect of both sites will automatically be transferred to Park Ward.

Request to have Service Road fronting Molyneux Road completed at the same time as Surface Dressing Operations being Undertaken in Poverty Lane, Lydiate.

Recent inspection of the site has found a range of defects in the Bellmouth of Molyneux Road that would benefit from a micro surfacing treatment. Regrettably, treatment throughout the length of the Service Road cannot be justified at this time. Discussions will be held with our term maintenance contractor to determine whether or not isolated improvements in the bellmouth can be undertaken, subject to available funding. To treat whole service road with micro surfacing would cost approximately £7k.

Request for Hickson Avenue, Lydiate & Foxhouse Lane (Junction Of Poverty Lane) to be included in works programme.

Hickson Avenue would benefit from a footway and carriageway surface treatment but in its current state it would not be considered high priority. The cost to treat both footway and carriageway would cost approximately £8k.

Foxhouse Lane has been identified for carriageway resurfacing and identified in the initial highways maintenance programme for 2010 2011. Resurfacing to the junction of Poverty Lane is included in this package of works.

Harrington Ward

Request for Gores Lane (Massams Lane To Cricketh Path) & Freshfield Road ( Sunningdale Gardens To Victoria Road) to be included in works programme.

Both sites would benefit from carriageway resurfacing and this has been acknowledged by inclusion in prospective works programmes. Existing profile and

13 nature of visual defects would not be suited to surface treatments. To undertake carriageway resurfacing operations as requested would cost approximately £231k

Request for St Annes Close, St Annes Road, Heydon Close, St Peters Close, Chestnut Way, Hadstock Avenue, Harrington Green, Sycamore Grove. Woodlands Close, Ash Grove & Burwell Avenue, Formby to be removed from expanded works programme to accommodate improvements works in Gores Lane & Freshfield Road.

To remove these sites from the works programme would not be recommended. The deterioration levels of some of these sites are reaching borderline for surface treatments to be applied. Failure to act now may result in deterioration that may result in full scale resurfacing operations being the only option. At present, the estimated cost to treat all of these sites with micro surfacing is approximately £28k. To undertake full scale resurfacing operations, costs would be in the region of £200k

Ravenmeols Ward

Request made to have Crown Close removed from expanded programme to enable contribution to potential resurfacing works in Gores Lane & Freshfield Road.

Please note that Crown Close has not been included in the expanded works programme.

Ainsdale Ward

Clarify section of A565 to be included in works programme.

Woodvale Road To Orchard Lane (Selected Lengths) identified for treatment in the expanded works programme. Due to the nature and layout of the site (approach To Major Junctions, Pedestrian crossings) and the like, the application of surface dressing will be omitted.

Westminster Road, Ainsdale has been identified in the works programme. Should actually be Westminster Drive. Are treatment works justified.

Due to a typing error, the wrong road name has been stated. Westminster Drive is the site identified for treatment.

Carriageway surfacing in and around this housing estate, constructed in Hot Rolled Asphalt. Surface appears brittle and worn with extensive cracking throughout. Is the roundabout at Leicester Street, Southport included in works identified for Knowsley Road.

Please note Knowsley Road has not been included in the expanded works programme.

The Roundabout at Leicester Street would benefit from carriageway resurfacing and this has been acknowledged in prospective works programmes, The nature and location of the site would be unsuited for the application of a surface treatment, Whilst, being recommended for resurfacing, in its current state it would not be considered high priority. The cost to carry out resurfacing operations would be in the region of £20k.

Request to have all sections of Avondale Road, Southport to be included in works programme.

Please note that Avondale Road has not been included in the final works programme.

Whilst, being identified as a site that would benefit from a surface treatment, not all sections where found to be suited. Leicester Street To Saunders Street has gone beyond the stage of surface treatments and requires resurfacing. In its current state it would not be considered high priority. The estimated cost to resurface this section of carriageway would be in the region of £28k

Request for Hawkeshead Street, Southport To Be Included in Expanded Works Programme.

Hawkeshead Street is a site that would benefit from carriageway resurfacing and this has been acknowledged in prospective resurfacing programmes. Regrettably, in its current state it would not be considered high priority. Consideration for the application of a surface treatment has been considered but found to be unsuitable.

Request to Park Avenue, Southport to be resurfacing in its entirety.

Over the past couple of years or so, requests have been received from various Ward Councillors to have Park Avenue resurfacing in its entirety. Regrettably, our findings have been unable to justify such works being undertaken. Selected lengths have been identified for improvement and this has been acknowledged in the initial highways maintenance programme for 2010 2011. At this time we have no proposals to carry out any major works in addition to those already identified. We shall continue to monitor the site through our routine inspections and arrange for the repair of any actionable defects accordingly.

Request made for costs per square metre for different types of treatment, including, Plane & Inlay, Surface Dressing, Micro Surfacing & Isolated Repairs.

Improvement works in Marshside Road, Southport not included in the initial highways maintenance programme for 2010 2011.

Site has been identified for Surface Dressing treatment in expanded works programme. Prior to application, pre-patching requirements (including Willow Hey Junction) should be identified.

Dukes Ward

Section of Marine Drive Link identified for treatment to be confirmed

Marine Drive Link ( Coastal Road To Esplanade) has been identified for micro surfacing and included in the expanded works programme.

Confirm section of Esplanade, Southport to be treated

Esplanade, Southport (Frontage to Swimming Baths) has been identified for micro surfacing but is subject to suitability by specialist contractor. Site recommended for surface treatment to prevent further deterioration and minimise costs in continuous patching works.

Confirm section of Promenade, Southport being identified for treatment.

The Promenade (Eastbank Street To Kingsway) has been identified in the expanded works programme for micro surfacing.

Westbourne Road, Southport is a site that would benefit from micro surfacing. Regrettably, whilst being identified for treatment, it does not form part of the expanded works programme. Other sites being identified for similar treatments require more immediate attention.

General Request for more permanent works to be undertaken rather than “tinker” with several roads.

Regrettably, annual budgets will only permit a small percentage of “more permanent works” such as carriageway resurfacing to be undertaken across the highway network. Consequently, alternative treatments including surface dressing and micro surfacing are unavoidable if we are to prevent further deterioration of the road network.

Norwood Ward

Pit Street & Wennington Road, Southport considered to be necessary at present.

16 Pit Street & Wennington Road ( Bispham Road To Roe Lane) have been identified for micro surfacing and included in the expanded works programme.

Request for Canning Road (Cobden Street To Crowland Street), Chester Road, Windsor Road & Roe Lane (Junction Of Grange Road) to be included in expanded works programme, approximate costing to be provided also.

Canning Road is a site that would benefit from carriageway resurfacing and this has been acknowledged in the past through inclusion in prospective works programmes. The site is located in a busy industrial area, with high volumes of commercial traffic. Whilst being identified for resurfacing operations, there are other sites across the Borough, being identified for the same treatment, requiring more immediate attention. A surface treatment was considered but found to be unsuited. To undertake resurfacing works, as requested would cosy in the region of £55k

Chester Road, is a site that would benefit from micro surfacing. Whilst, being identified for potential treatment, in its current state it would not be high priority. To undertake improvement works as requested, would cost in the region of £18k

Manor Ward

Request for Enbutt Lane ( Musker Street To Liverpool Road) Marldon Avenue, Lichfield Avenue & Leicester Avenue, Crosby to be included in expanded works programme, approximate costing to be provided also.

Recent inspection of the road surface in Endbutt Lane has failed to identify any defects that justify any major improvements being undertaken. Isolated defects do exist but these can be monitored and addressed through routine inspections.

Marldon Avenue is a site that would benefit from a surface dressing treatment. Its condition is similar to that of other sites already identified for similar treatments. However, in its current state it would not be considered high priority. To undertake improvement works as requested would cost approximately £4k

Lichfield Avenue & Leicester Avenue sites that would benefit from carriageway resurfacing and this has been acknowledged in the past by inclusion in prospective works programmes. Surface treatments have been considered but found to be unsuitable. To undertake improvements as requested would cost approximately £19k.
