A bid submission fee and EMD mentioned above should be remitted through online payment mechanism for e-procurement system of Govt. of Kerala. 1 All bid/ tender documents are to be submitted online only and in the designated cover(s)/ envelope(s) on the e-GP website. Technical bid and financial bid shall be submitted in their respective designated online covers. Tenders/ bids shall be accepted only through online mode on the e-GP website and no manual submission of the same shall be entertained. Late tenders will not be accepted The scanned copies of Registration certificate duly attested, Preliminary Agreement and EMD exemption certificate (if any) shall be submitted online and subsequently in a separate cover physically through REGISTERED POST/ SPEED POST before time of opening. The technical bids shall be opened online at the office of the on at by the <Competent Tender Opening Authority> in the presence of the Bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place. Online Tenders/ bids are to be accompanied with a preliminary agreement executed in Kerala stamp paper worth Rs.200/-. Tenders/ bids received online without EMD, Cost of tender documents/ bid submission fee and preliminary agreement will not be considered and shall be summarily rejected. Further details can be had from the NIT or Office of the , Public Works Department (PWD) during working hours. All other existing conditions related to tender of Kerala PWD will be applicable in this tender also. The Public Works Department will not be responsible for any error like missing of schedule data while downloading by the Bidder. Also the rates for recovery of excess Bitumen allowing 2 ½ % for wastage will be double the issue rate. Government of Kerala vide order GO(P)No.15/13/Fin dtd.7/1/2013 has authorized State Bank of Travancore (SBT) as the banker and on line service provider for e- tendering process. A bidder desirous of taking part in a bid shall log in to the Kerala e-tender site www.etenders.kerala.gov.in. Select the required tender and initiate payment. It will be directed to the payment gate way of State Bank of Travancore where there are two options. (a) State bank of Travancore’s (SBT) Internet banking:- A bidder shall make online payment using his/her internet banking enabled account with SBT Travancore. (b) Transfer through State Bank of Travancore’s NEFT payment Gate way. When bidders select NEFT payment gateway a prefilled challan will be made available on line by State Bank of Travancore based on the parameter given by e- procurement system, which the bidder may take print out. With this challan, bidder will have two options. (I) To make on line NEFT payment using internet banking of the bank in which bidder holds his account by adding account number in the challan as an inter bank beneficiary. (ii) Transfer from his bank account through NEFT, bidder should exercise this option 48 hours before the closing of bid. (This feature of payment would be available only till December 2013). (It will be clearly mentioned in the challan that payment mode will be through NEFT only. The other inter bank remittance challan are not available for e tender process). 6 TENDER AND BIDDERS CERTIFICATE I hereby declare that I have perused in detail and examined closely in the Madras Detailed Standard Specification, all Clauses of the standard preliminary specification before I submit the tender/ bid and I agree to be bound by and comply with all such specifications except clause 73 and other clauses relating to arbitration contained therein. (MS) No. 73/2013/PWD dated 31/08/2013 is noted by me for this work, Name Of Bidder : Address : Place: Date: SPECIAL CONDITIONS FOR PURCHASING In respect of each work the PWD officers concern passes the bill will determined the total cost of purchased items utilized in the work and issue a certificate regarding the above amount to the assessing authority concerned. Six point four eight percentage (6.48%) of the value of the purchasable items except departmental materials will be retained by the P.W.D. officers when the bill for the work is passes for payment and the amount so retained will be credited to the Sales Tax Department. In assessing the tax liability, the percentage, will be worked out reference to the Bidders value of the work whether it below or above the estimate amount, 7 purchase tax will be leviable as per sections 2 (2) of the Kerala Finance Act. 1991 as modified periodically. Special Condition for Quality Assurance Quality assurance measures as contemplated in Govt. Bills shall be submitted by the Bidder for part payment while the work is in progress or final bill on completion of the work as per the specification, terms and conditions of the contract and the Divisional officer shall take the requisite measures for having the same checked and the claim as far as admissible settled according to the availability of budget provision and allotment of funds made with the divisional officer under the respective heads of account under which the work is sanctioned and arranged and also subject to the seniority of such bills. The Bidder 8 shall not make any claim for interest or for damages for any delay in settling the bills.
