The report explores workers' past and present living and working conditions on commercial farms and describes how the program promoted a progression from workers with a migrant mentality to the building of functional communities, increasingly able to articulate and address their own problems. Information was gathered from key informants on commercial farms, governmentofficials, development officers, and 426 farmworkers. Chapters cover:(1) an introduction to Save the Children Fund and the farmworker program;(2) the situation of rural people before 1980;(3) conditions for farmworker women and children as farmworkers missed out on national improvements in rural education and services;(4) the first pilot farmworker project, 1981-83; (5) expansion in the 1980s;(6) program impacts in the 1980s on the health of women and children, access to water and sanitation, provisionof preschools on farms, housing, nutrition, adult literacy, socioeconomic status,and women's activities;(7) major concerns and lessons learned;(8) a period of uncertainty;(9) organizational issues and changes, program impacts, government partnerships, and community leadership training in the early 1990s;(10) program achievements; and (11) a portrait of the farm village.     Foreword The Government of Zimbabwe has continued to exhibit its commitment for reducing food and nutrition insecurity in Zimbabwe. Evidence include the culmination of ZimASSET’s Food and Nutrition Security Cluster and the multi-sector Food and Nutrition Security Policy (FNSP). Recognising the vagaries of climate variabilities and the unforeseeable potential livelihood challenges, Government put in place structures whose mandates are, among other things to provide early warning information for early actioning. The Food and Nutrition Council, through the ZimVAC, is one of such structures which strives to fulfil the aspirations of the FNSP’s commitment number 6 of providing food and nutrition early warning information. In response to the advent of the El Nino phenomena which has resulted in the country experiencing long dry spells, the ZimVAC undertook a rapid assessment focussing on updating the ZimVAC May 2015 results. The lean season monitoring focused on the relevant food and nutrition security parameters. The process followed a 3 pronged approach which were, a review of existing food and nutrition secondary data, qualitative district Focus Group Discussions (FGDs) and for other variables a quantitative household survey which in most cases are representative at provincial and national level. This report provides a summation of the results for the 3 processes undertaken and focuses on the following thematic areas: the rainfall season quality, 2015/16 agricultural assistance, crop and livestock condition, food and livestock markets, gender based violence, household income sources and livelihoods strategies, domestic and production water situation, health and nutrition, food assistance and a review of the rural food security projections.

Minister of Finance and Economic Development 1 1 2 FOREWORD In presenting the 2017 National Budget on 8 December 2016, I indicated the need to strengthen the outline of the Budget Statement presentation as an instrument of Budget accountability and fiscal transparency, in the process improving policy engagement and accessibility for a wider range of public and targeted audiences. Accordingly, I presented a streamlined Budget Statement, and advised that extensive economic review material, which historically was presented as part of the National Budget Statement, would now be provided through a new publication called the Annual Budget Review. I am, therefore, pleased to unveil and Table the first Annual Budget Review, beginning with Fiscal Year 2016. This reports on revenue and expenditure outturn for the full fiscal year, 2016. Furthermore, the Annual Budget Review also allows opportunity for reporting on other recent macro-economic developments and the outlook for 2017. As I indicated to Parliament in December 2016, the issuance of the Annual Budget Review, therefore, makes the issuance of the Mid-Term Fiscal Policy Review no longer necessary, save for exceptional circumstances requiring Supplementary Budget proposals. 3 Treasury will, however, continue to provide Quarterly Treasury Bulletins, capturing quarterly macro-economic and fiscal developments, in addition to the Consolidated Monthly Financial Statements published monthly in line with the Public Finance Management Act. This should avail the public with necessary information on relevant economic developments, that way enhancing and supporting their decision making processes, activities and engagement with Government on overall economic policy issues.
