 Coordinator is looking into other strategies to involve debriefing sessions and how to look after yourself in tough times (NPAWS). Number of accidents/incidents (if so, risk minimization  Toyota Kluger awaits new bonnet. strategies in place)  New vehicle log sheet has be developed to make sure of time and purpose of vehicle whereabouts for insurance claim purposes. Number of lost time due to accidents/incidents Nil Number of staff training activities o Age Care Cert 4 training will be on 28th of May to 29th of May 2018. Results of quality activities and ongoing reviews o Both NPAWS & TCHHS MOU’s to be reviewed before June 2018. Meeting is scheduled for May 31st 2018. o QCC (MDS) submitted and returned successful – Quarter 1 Jan – March 2018. o 1 x new client approved for CHSP & 2 exiting clients have been reviewed for increasing needs. o 11 clients are now rostered for Home Care Roster and 7 clients rostered for Age Care Roster. o Internal shuffle of exiting staff were review for vacant position within the service. o Activity Officer position to be created as needs for delivering this service type has increased. 2. Community Services – Events, Sporting & Recreation Report for May 2018

 Great news regarding the availability of the halls. We now have the Bamaga hall & Umagico hall open and sports are now driven such as and Volleyball. Ovals and facilities are now maintained by our P&G crew.

Basketball  After sign on dates back in April (16th & 19th), the Bamaga hall was ready a week after and play off date was made to start 1st of May on their usual playing days Tuesday & Thursday. A Great start to their season with family members filling up the seats.  Youth Basketball – It has been a slow pick up for our youths to attend the program last month. This month we have more assistance from our schools youth engagement crew (purple army) they are suppling bbq for the participants who are attending, and are attracting more youths each Friday’s. Games are now playing by half courts and area filling the 2 courts. We are networking each week to set a date to bring up our local NBA Basketballer and local who have been a part of NPA events and program Kerry Williams. Touch Football  Games are still commencing on Monday’s and Wednesday’s. I have marked the oval after the grass was cut and games are looking good. There were no rep team to compete in the “Battle of the Islands” on but a local team “Goon Squad” who are involved in our touch competition was placed overall 5th in Pool A. Volleyball  Social games are played in the Umagico hall on Tuesday/Wednesday. Still confirming which day would suit as other sports are played on different nights. Rugby League  Meeting held 14th and 16th of May held @ the Bamaga Yusia Ginau oval clubhouse – Committee informed team coaches/managers to see how they can help to drive their team so they can set a later date on this Month to kick off.  School Trials – Rugby League girls U15s and U17s had their trials played at the Bamaga Yusia Ginau oval on the 9th of May. Trials where played against Tagai College, Thursday Island. I have been networking with high school PE teacher Elsja Mosby in assisting her to maintain the oval to get it cut, marked and risk assessment was made of the venue.

THE COMPASS CLUB NORTH – Marathon Run to Pajinka Sunday 27th May.  Stephen Petroff - Elements Ultra Managing and Events Director As previously discussed in July 2016, Elements Ultra Pty Ltd welcomes the chance to introduce an exciting new event series to the Cape York region on Sunday May 27, 2018. Elements Ultra is an event management company based in South East specialising in sports event management. Elements Ultra are the creators of the new Compass Club Running Series.

SERIES HISTORY The inaugural Compass Club event was staged in Cockle Creek, Tasmania, on Sunday May 7, 2017. Tasmanian Parks and Wildlife had safety concerns with an event in such a remote and untested location, and limited us to only 50 runners for this inaugural event. Inclement weather prevented us from completing the full 42km, with runner safety taking priority, and this we cut it back to a 21km half marathon.

COMPASS CLUB NORTH After a postponement in 2017, The SKYTRANS Compass Club North will be staged on Sunday May 27, starting just outside Bamaga at 6am. At the time of writing this report, we have 39 runners competing in either the 42km full marathon, or the 21km half marathon. The event will commence at the junction of Pajinka Back Road and Pajinka Road, with runners running the 21km to the carpark of Australia’s northern most point.

Those running the half marathon will finish here and be transported back by a small bus from Bamaga campus, with those competing in the full marathon, turning around and heading back to the finish line. It is hoped that the event will be wrapped up by 2pm. PURPOSE The whole premise of this series is to promote Australia’s pristine regional areas to a new adventure running market. This offers local communities the chance to compete in a competitive event, which they may not necessarily have the chance to given the extreme distances in Australia. By offering a medallion split in five pieces to runners who finish each race, it is hoped that runners can proudly say that they have been to all of Australia’s five compass points, and experienced a different climate, landscape and local community in each won. This is a true bucket list experience! EXPECTED OUTCOME To make this an annual event that the Bamaga and Seisia community are proud to host. I would love to one day say we have 200 odd runners coming up to stay in Bamaga and surrounds and run a marathon to the northern most tip. I think we are a year or two away from that but you never know if you never try!

Textile Printing Workshop 16 – 20th April, Seisia IKC

 TSRA organised the workshop for NPA artists and obtained the services of Flying Arts to provide a tutor, Chris Hagen.  Hosted by the Art Centre at the Seisia IKC.  Participants: Leonora Adidi; Mabalene Whap, Samantha Laifoo, Susan Kennedy, Normie Young, Vincent Babia, James Townson, Francis Manas, Nancy Billy, Wilfred Mooka  Participants are encouraged to continue practice the skills and methods acquired from this workshop to produce works that suit the standard for sales and exhibitions.  TSRA Arts Development Officer will endeavour get funds for the 2nd phase of this workshop.  DANCE: Contemporary Dance with choreographer Danielle Idai has approx. 50 children participating in 3 groups  T-SHIRT PRINTING: Commenced in the IKCs Seisia 16/05 and Umagico 17/05, first phase of the process, carving totems on Lino blocks with Ruby Greene.  PHOTOGRAPHY : Seisia Youth Photography workshop commenced on 15th May with Roger Bartlett.

Economic Development

As part of funding requirements the festival as to show how we are supporting local businesses. The Economic Development plan will begin to roll out approximately 1 week out form the festival. At present we have multiple sponsored prizes to give away. Terms and conditions are currently being drafted.

Float Parade

The Float Parade applications will commence applications at the end of May. Funding has been set aside to community members to prepare their floats. The funding assistance will be managed via a grant application form through the festival coordinator. An acquittal process will also be required to ensure that receipts are gathered and handed to Australia Arts Council.

Volunteering

Volunteering strategy will be rolled out at the end of May. Honorary payments towards sports clubs, religious groups, community organisations will made to increase volunteering. Monies for these payments will come from sponsored money or generated income. Meals and shirts will be provided to all volunteers.

6. Bamaga Swimming Pool - Report for May 2018

 Still have the regular morning swimmers coming in to swim.  Not many casual swimmers at the moment. Pool

The bottom of the Pool is covered in Black algae again and we are slowly cleaning it with a gernie.

Maintenance of the pool is ongoing.

. Pump 1 - recently replaced with new sand - pump stopped working (ceased up. Need to buy new pump) . Pump 2 - In the process of being cleaned . Pump 3 - Working Fine . Pump 4 - Working Fine – to be cleaned & replaced with new sand . Pump 5 - Working Fine - to be cleaned & replaced with new sand

Recommendation- Purchase 2 new pumps. – 1. For the manual pool cleaner 2. To replace pump 1

Pool Water

 The pool water is currently stable.  Salt and chemicals are constantly thrown into the pool water when needed.  In the process of cleaning black algae in the pool Recommendation - Purchase pressure washer to clean pool regularly.

Pool Stock

 Food and drinks selling well.  Plenty pool salt in stock  When needed we contact stores to drop off the pool sand because we don’t have nowhere to store the sand bags at the pool?

Robotic Pool Cleaner (Animal)

The pool cleaner is doing a good job but the lid on the Animal does not close properly and sometimes falls off when pulling it up out of the water letting all the muck collected fall back into the pool.

Recommendation

. Purchase a new robotic pool cleaner that has the bin on the top of the cleaner so nothing falls out of it when taking it out of the pool. . Purchase a longer vacuum pipe so it can reach the full length of the baby pool when cleaning manually. . For the pool to have a mobile pump to manually clean the pool. In the past the electricians have taken a part from the mobile pump (capacitor) to fix another pump. So the mobile pump now doesn’t work. . Purchase a new pump for the manual cleaner. . Have a spare pump so if a pump breaks down it can be replaced without the wait and we can have 5 working pumps at all times. Paving

 The paving around the pool side still has many trip hazards, where the paving has sunk down creating small dips where many patrons have tripped.  Paving Missing - This is a hazard and still needs to be fixed  There are missing pavers in front of toilets (also a trip hazard)  Poolside paving, dropped/sunk down (left hand side corner of pool, closest to toilets)  The worn/eroded pavers have become sharp, it hurts peoples feet when walking on them and has already cut a young patrons foot.  Tree roots have uplifted pavers outside the toilet which is a trip hazard.

Recommendation

. Cement all around pool side and wherever there are pavers (edging) . Or Re-pave all pavers. Ramp - Still needs to be fixed, Waiting for boilermaker to fix ramp.

Fence

 All good.  There have been a few kids jumping the pool fence and entering the pool grounds when the pool is closed. Pool Grounds

. The pool ride on was fixed but broke down again after the first cut after arriving back at the pool. We have organised for the 2 broke down mowers at the pool be picked up and taken to Small Engines to be maintained. In the mean time we have been given a mower to use for both pool and hall. Office

 The Fire extinguisher needs to be mounted back up on the wall (Fire safety requirement). It was taken down when the office was painted (painters said they were going to put it back up). Still needs to be put back up.  Food and drinks are selling well.  Many people are asking for Eftpos at the pool.  Upgrade cupboards and drawers in office for storage

CHANGE ROOMS

Privacy is an issue - Many Aboriginal and Torre Strait Islander people are culturally sensitive about privacy.

 Currently the only shower is an outdoor shower.  Toilets are situated at the back of the pool grounds away from the outdoor shower and change rooms, making it an inconvenience if wanting to go to the toilet after rinsing. o e.g.: young children are peeing when rinsing and or peeing in the change rooms. o Children are still urinating in the change rooms

1. GENERAL COMMENTARY From the start of my employment with NPARC as a temporary Gym manager there was one treadmill out of operation and the cable machine had few faulty cables which led to the leg press cable breakage and was out of action since end of February followed with the second treadmill that went out of action also. For the last two months our attendants have decrease due to lack of working equipment. It is also hard to get Volunteer Trainers to run community classes for I myself would love to run few class but I am not qualified to do so. Pump class is no longer running due to trainer have left the community also the Boxing class is no longer due to same reason. Basketball courts is getting more use in the afternoon with all age groups which is good to see the community is getting more active until the sun light fades. It would be on the best interest for our community if the courts would have lights for the daily activates that’s goes on at the basketball courts.

 Two new FIRST AID KIT one wall mounted, One mobile bag  Dance class has commence on Saturdays  New Bag Rack  NEED OF LIGHTINGS OUT DOOR COURTS  Better access of fire exits  Keeping outdoor area ( Tennis & Basketball courts ) clean  Kerri is our new instructor that is running a community class  Shuffling community class time to suit all clients

2. GYMMASTER SOFTWARE GYMMASTER system has proven that it’s a great system to work with. We are progressing with GYMMASTER SOFTWARE and finding small hiccups and fine turning the system as we move forward.

Executive Summary : Mabo Day Celebration is an annual community event celebrated by indigenous people. The celebration this year is currently planned to be held at the Seisia hall. The Mabo Day Celebration nationally marks a significant day celebrated nationally by Indigenous people. It marks a victory through a High court decision by the late Koki . The Mabo decision altered the foundation of land law in Australia by overturning the doctrine of terra nullius and recognising the traditional rights of indigenous people This Mabo day will celebrate through traditional dancing, traditional cooking and games throughout the day. This provides an opportunity of educating children, youths and non-indigenous people of the significance and importance of late Mr. Eddie Koike Mabo.

The previous Council have highlighted the need to stage and rotate the event to each community each year. The 2017 Mabo Day celebration is earmarked for New Mapoon community.

Cash Position Summary – Attachment A

This attachment shows the cash we currently have available for use, less any unexpended grants and payables, borrowings and provisions. This also includes an estimate for capital expenditure based on depreciation for the year to date. Council now has $6M of surplus funds invested with QTC at 2.5% and decent cash management now implemented.

There is a net cash position of $6,705,067. This is less than the amount reported in March due to grants received in the period.

The provision for depreciation is to the end of April 2018, using $506,667 per month as the estimated depreciation amount.

Revenue and Expenditure Summary The table below gives a comparison between the actual revenue and expenditure and the budgeted revenue and expenditure to the end of April. Overall NPARC has received 71% of the income which it had budgeted to receive to the end of this month and has spent 70% of its estimated expenditure.

The detailed report is to the Program and Sub-Program levels respectively and gives better information to Council. Council and Managers are now able to use this report (to the Account level) to monitor areas of responsibility.

The following is an explanation for variances for each of the departments: Corporate Governance – Income – No material variance. Expenditure – is under budget by $212K. Salaries & Wages are under budget by $271k and various other expenses marginally over budget YTD. Finance and Administration – Income - is $703K less than budgeted. SGFA Grant timing difference. Expenditure has a favourable variance of $2,449K. This is mainly due to the allocation of On Costs. This may need re-allocation or a budget review. Corporate Services – Income is $235K more than budgeted. Insurance proceeds re Sebasio Street and Other proceeds not budgeted. Expenditure – is over budget by $11 2K. Salaries & Wages are under budget by $100k, legal cost are over budget by $100k re EM, materials & services and consultancy expenditure is $30k over budget. Insurance budget spread over 12 months = $90k over budget YTD. Engineering Services – Income is $10,673K less than budgeted. Some timing differences on grants received against budget and on Construction contracts. Expenditure is $9,968K less than budgeted This relates to a few main contract items still in progress: NDRRA works Airport Drainage works Drainage Upgrade works Workshop Plant not yet purchased Housing Construction works Community Services – Income is 439K over budget. ICSRP Program Grant received but not budgeted $284K, DOHA grant income > budget by $180k. Expenditure is $284K less than budgeted. NPARC Show & arts & culture and similar expenses are under budget and timing differences. Economic Development – Income is $1,692K less than budgeted income. Debtors The debtors balance at 30 April 2018 was $5,965,143 with a provision of $1,264,437 for Doubtful debts. Now that we appear to have financial reporting back on track we are able to focus on the disgraceful state of debtors and in particular housing debtors and records. A full review of debtors is in progress and the engagement of a contract debt collection agency is in process. Emma Peters from Local Buy strongly recommends using Vendor Panel to issue a Request for Quote to a number of suppliers to obtain the best pricing for Debt Recovery services.

The creditors balance at 30 April 2018 was $1,340,179. The majority of these balances fall within the current or 30 days and are being processed on a regular basis. Please see attachment H which reflects the most recent report balance.

NPARC-APUDTHAMA RANGER OPERATIONS

Overall Summary:  3 x Resignations. Summary:  The new operational structure has catered for and was designed to cope with these types of situations. There is very little, to no operational flaws caused by those resignations to impede the ranger operations progressing as expected.  Rangers were invited by the newly elected ALT Chairperson, to assist in the production of a documentary segment within the ‘Coast to Coast’ documentary series, viewing the ALT lands and guided by Elder and Advisor Mr Lifu and Ms Sebasio.  A 3 day aerial culling operation was undertaken between 16th and 18th May. Data is forthcoming. The aerial cull was led by the brief return of our Ranger Coordinator.  Meetings were requested by the Registered Native Title Body Corporate (RNTBC) personnel to inform our Ranger senior personnel regarding the RNTBC new dugong hunting 12-24 month moratorium.  Western Cape Turtle Threat Abatement Alliance Coordinator (WCTTAA) visited our ranger unit to give an inspiring presentation on turtle monitoring plan, including initiatives and to provide advice, suggestions and updates on turtle monitoring practices occurring throughout the Cape York region.

LOCAL POST OFFICE - BAMAGA

Overall Summary:  Customer service is progressing and postal deliveries are on schedule.  Break and Enter – A break and enter incident happened within the early hours of Wednesday, 23rd May 2018, around 215am.  3 x offenders broke through the side roller door with a crowbar and gained entry through the parcel pick up area, stealing numerous items.  Police were notified and had viewed the security camera footage and arrested the alleged offenders within an hour of viewing the footage.  EMCS supplied copies of the video footage of all 3 offenders to the police which lead to the swift arrests.  Damage has been repaired.  Additional lighting is being installed and additional security cameras are being erected to eliminate the blind spots.

Overall Summary:  Supermarket Manager has returned from his well-earned leave.  The ‘Grocery Manager’ POS system is now in operation. Too early to report on its progress. Will report on this at a later date.

JARDINE RIVER FERRY OPERATIONS

 Awaiting approval and or non-approval from our CEO as to whether the JRFO can recruit another staff member to compliment a commencement of a ‘no-shut-down’ ferry operation.  Will report when notified.

INJINOO SERVICE STATION

Overall Summary:

 The service station is experiencing high sales of fuel, both diesel and petrol, due to the service station being the cheapest fuel seller within the NPA.  We’re looking into utilising another fuel storage tank, but, will need expert advice on its condition as the tank hasn’t been used for a few years.  Will report more at a later date.

(a) NPARC NDRRA

I. NDRRA Event – Far North Queensland Monsoon Trough, 21-28 March 2017 The restoration works are progressing on Pajinka road.

II. NDRRA Event – Cape York Queensland Trough, 19 January – 2 February 2018 The submission for the 2018 event is currently being assessed by Queensland Reconstruction Authority (QRA). There will be delays in approval of the submission as the counter disaster operations from the recent cyclone in the gulf will take precedence.

(b) CIMA Projects The status of the projects included in the CIMA program is as follows:

 Seisia Jetty – TMR will be project managing these works and we are yet to receive a progress update report. Geotechnical investigations have started at Seisia.  Seisia Barge and Boat Ramps. TMR are still considering these works in conjunction with the overall master plan review for the foreshore precinct. Feedback is currently being sort by TMR following the recent master planning information sessions in NPA.

(c) NPA RAU The Regional Airports Upgrade program includes the upgrade of drainage at the airport.

The project is currently 80% complete with an expected completion date around early June.

(d) DILGP Drainage The budget for this project is now expended. The remaining items will be deferred to future stages of once funds become available. A report on completed and outstanding works will be tabled at next meeting.

(e) DILGP Work 4 Qld Projects Round 1 (2017)

 Works in progress o Bamaga oval Building Upgrade (3 phase power) – Ergon Energy to undertake works.

(f) Lui Street Subdivision (BOR Sate Development) This project is on hold due to Native Title approvals

(g) Training Training is currently being investigated under the MIP6 and LGAQ, with a focus on mandatory and compliance training to be delivered as a priority followed by staff development. The operations department has put forward for 25 participants to be trained in a variety of certificate 2&3 level qualification and some short courses.

2. Environmental Health

(b) Sewer

An electrician has been engaged to undertake a review of pump station electrical infrastructure and alarm systems. Also a submission has been put to TSRA for $250,000 for replacement of aging pumps and switchboards.

The alert/alarm system is also being repaired to ensure appropriate notifications are issued effectively and repairs and undertaking in a timely manner.

No overflow incidents reported for April 2018.

(c) Animal control

Procurement for new dog traps and tools has been organised. A trapping program will commence once traps are received.

The dog pound repairs are currently being scoped and is proposed to be completed by June 2018.

Sea Dogs Vets made a visit to the area in May, a report will be tabled at next meeting.

3. Parks and Gardens Vegetation control The Parks crew has been working very hard to maintain the level of service to the community. The maintenance program of works for each community is to spend a week in each community. This creates a 4 week rotation before returning back.

4. Airport

(a) Runway Lights The contractor has planned to start the works after the wet season. The works are expected to be completed around August.

(b) Drainage works The drainage project is around 75% completed, the remaining works to be completed around early June.

5. Fleet & Mechanical Workshop

(a) Mechanical Workshop

The Workshop staff have been very busy with repairs and maintenance to small plant as a result of the vegetation control required in the wet season.

A high number of light vehicle services have also been undertaken. At the end of April vehicle service schedule stands at 55 outstanding.

(b) Fleet

The 11 new vehicles have been received are now being utilised in their designated areas.

6. BAS Building & Maintenance

(a) BAS Portal Maintenance (17/18) BAS continue to provide a steady stream of maintenance jobs. Council’s administration processes continue to keep the over 60 day jobs at acceptable levels. Contractors appear to be managing their jobs and administration in a timelier manner to enable NPARC to close out jobs.  1680 maintenance requests have issued since 1 July 2017 to 30 March 2018

(b) BAS Housing Upgrades (17/18) BAS have aided in the procurement of the local trades for the supply of the following projects. The following upgrades below are all expected to be completed by June 2018.  Residential driveways – 90 driveways have been tendered out and contracts awarded. (70% complete)  Upgrades - 25 Upgrades (16 out of 25 completed)  Upgrades (painting) – 8 packages (completed)  Building exterior upgrades – Retaining walls (x4) and drainage upgrades (x5) ( both completed

(a) BAS New Builds – Project NPC6 Document and Construct 12 Detached Houses Construction progress - To date 75% completed. Expected completion date is 30/6/18.

(b) New Mapoon Multi-Purpose Facility (NPSR) Native approval now given. Development application has been submitted for approval. Final design layout to be developed and approved prior to going to tender.

(c) NPA Public Facility Rehabilitation (TSRA/NPARC) Scoping of works has been completed , currently in procurement stage, expected completion date 2018

(d) Bamaga Heritage Centre Toilets (TSRA/NPARC) Procurement of a materials has commenced, expected completion date is June 2018

Executive Summary :

In 2017 the Council approved a capital budget for purchase or repair of a prime mover ($40K), and purchase or repair of a float trailer ($70K).

Based on a recent inspection of the prime mover and float combination it was dee-+med to be under capacity and not suitable for business needs. Hence repair of existing units was not a practical option. The preferred option is to replace both prime mover and float trailer with a properly rated combination. The current budget allocation for both items would not allow purchase of a suitable replacement, therefore I would like the budget amended by cancelling the purchase for the float trailer ($70K) and transferring those funds to purchasing a suitable prime mover with the required GCM 70000kg.

The purchase of a suitable float trailer will be put forward for consideration in the 18/19 capital budget.

Background:

The current prime mover is an International, Model 3300, built in 1998. Apart from the age and condition it is difficult obtaining parts. The most cost effective approach is to replace with a newer unit with a minimum gross combined mass (GCM) of 70000kg. This GCM rating will allow the prime mover to tow a float trailer up to 50000kg and the option of utilising other attachments such semi water tanker and side tipper (will be put forward in future budget).

The current float trailer has Aggregated Trailer Mass (ATM) of 20000kg, this limits the payload to 14000kg. This is well under the weight of majority of plant transported around by Council. The only solution is to replace with a tri-axle float trailer with a higher payload capacity.

Executive Summary :

In 2014 a report was done by Jacobs and the recommendation tabled was to lower the Pavement Concession Number (PCN) from 30 to 8 to extend life. Since that report there has been no medium to long term recommendations applied only short term fixes, and I believe this is due to lack of availability of resources and materials locally and not being able to source funding to strengthen runway pavement.

The Airport runway is currently suffering rutting. The maximum allowable rutting as per CASA regulation is 25mm, recent rutting has measured around 42mm. Rolling out of ruts reduces the depth but is not a long term solution.

I will require an up to date inspection and report with a new scope of treatment which focuses on subsoil moisture in the pavement which is the likely cause behind the rutting.

The report will be undertaken by an airport pavement engineer with a specific scope.

The report and recommendations will allow the Council to make an informed decision moving forward.

The cost associated with this inspection is estimated between $5000 - $7500.

Background:

Based on historically evidence and consultation with staff there were no issues until REX airline started their service to the area. REX currently operate under a dispensation given from NPA Regional Council Minutes of Ordinary Council meeting Tuesday 29th May 2018 – Injinoo

NPARC each year and this is for having tyre pressures higher then what is listed on the ERSA. The higher tyre pressure would have an effect of the pavement.

During the inspection process all aircraft will be reviewed.

Other measures which have been put in place includes changing the runway threshold, this method allows the aircraft to land in a different section. The threshold cannot be displaced any further as this will reduce safe landing distance for the aircraft.

The Council has aspired to be the principle contractor for the MIP6 works, with this approach there is a level of risk associated with delivery. The administrative arm of Council has an obligation to identify risks and inform Council’s elected arm of these risks.

Recommendation:

That Council: are fully aware of the risks associated with the process of NPARC being the “Principle” in delivery of the MIP6 projects and would like administration to continue with delivery of MIP6 works as the “Principle”.

Background:

At the April meeting I raised concerns about the current budget allocation for the MIP6 program and the lack of contingency and looked at other funding avenues to cover smaller packages of the project to ensure it will be 100% complete. During the actual production of the tender estimate it has been found that the rates allowed for by the original design engineer does not reflect to the regional rates in the area. This creates a significant problem with Councils bid as it will not be able to deliver the project and remain under budget.

During my two month tenure I have started to establish an “operations” organisational chart, this is based on reviewing staff current duties and levels of competency against business needs. From this review it is apparent that there are shortfalls in levels of skill relating to project delivery and technical administration. As the delivery of MIP projects are quote extensive and in order to manage the delivery safely and effectively certain key management and technical personal are required for the duration of the project. They are a project manager, site supervisor and technical officer. The positions would effectively manage the administrative and construction requirements for the project under the contract conditions.

The cost associated with these positions range from $85- $130/hr plus accommodation, flights and vehicles for transport. If we cannot effectively fill these positions the risk of completing the project under budget and within the allocated timeframes increases significantly.

After reviewing the scope of works it is determined that the most efficient machine to undertake bulk earthworks within the project timeframe is a scraper, this will need to be hired externally.

Some of the positives of NPARC being “Principle” is to allow training and development of existing staff, creating additional employment and overall financial returns into the area. Training will be delivered regardless of who delivers the project.
