Spotless consortium preferred proponent for New Royal PPP project

The South Australian Government has announced the selection of the SA Health Partnership - a consortium comprising Spotless, Hansen Yuncken, Leighton Contractors and Macquarie Capital - as preferred proponent to deliver the New Royal Adelaide Hospital.

The new state-of-the-art hospital will be delivered as a Public Private Partnership (PPP) under South Australian Government’s Partnerships SA model. The SA Health Partnership consortium will undertake the financing, design, construction and facility management services to the hospital for 35 years, while SA Health will continue to operate the hospital and provide all core clinical services, staffing, teaching and research.

Once constructed, Spotless will provide integrated facilities management and lifecycle asset management services for a period of approximately 30 years.

Mr Farnik noted the demonstrable outcomes social infrastructure PPPs are providing to communities across Australia and New Zealand.

“PPPs can bring together the skills and capabilities of the private sector in a structure that ensures accountability to government for project, service delivery and value-for-money outcomes”.

On completion, the New Royal Adelaide Hospital will be the largest and busiest hospital in South Australia with 800 beds, including 100 same-day beds, and 80,000 same-day and overnight admissions per year.

Key components of the successful bid include: Greenstar 4-star rating with optimised design to provide efficient staff, patient and visitor flow; 100% single inpatient rooms with opening windows, natural light and access to outdoor areas and green space; 40 technical suites (operating theatres); A commercial precinct including restaurant, minimart, cafes, crèche, gymnasium, bank, post office, hairdresser; An underground car park with approximately 2500 spaces; and Technology features including patient weighing beds, wireless technology and equipment tracking capability, and intelligent information systems such as bedside entertainment and meal ordering for patients.

Integrated service delivery at the hospital will require a Spotless workforce in excess of 500 people across a range of non-clinical services including: Facilities management and maintenance; Cleaning and domestic services; Catering; and and patient support.

Work will begin on the new hospital in the first half of 2011 with a proposed construction completion date of early 2016, from which point Spotless will commence service delivery.
