4 VCAUSA Annual Report 2014 Section A: Reports

President’s Report

At last year’s Annual General Meeting of the VCAUSA, I agreed to accept the position of president of our Association. In doing so, I took over from Trevor Finlayson who had served five years as president, the longest number of consecutive years in the history of the VCAUSA and equalling the late Ian Stuart in terms of total years served. Trevor‘s strong leadership and commitment to the role would be a hard act to follow. From a reading of the list of names of past presidents I did indeed feel both humble and honoured to lead this Association. At the start of the year, I set a five point action plan for the 2013/14 year and it is interesting to now look back and assess how we performed against this plan.

Firm up our program of activities and events for 2013/14 Pass. Thanks to the efforts of our hard working committee of management, an interesting and varied program was put in place including some fresh ideas. The annual Melbourne Cup Day BBQ was this year held at the Laverton RAAF Base thanks mainly to the efforts of Tony Dolin and was preceded by a round of golf on the challenging 9-hole course on the base. Evening social activities included the tramcar restaurant night and a theatre night and two Sunday social cricket matches were again arranged. In January the VCAUSA formed a members table at the MUCC Business Breakfast and received good support. Because our members are spread so far and wide across Melbourne and due to the heavy demands of the Premier Cricket schedule, it is difficult to expect that members are easily able to attend organised activities. With this in mind, the committee approached Richard Patterson to run a sausage sizzle prior to the February T&D meeting and this was a great success. We also agreed to staff the umpires & scorer’s tent at the First XI Grand Final held at the Junction Oval and over 50 members and panel umpires visited the tent. Finally our annual dinner and presentation night was again held at the Veneto Club in Bulleen and over 50 people again had a great night. Congratulations to all the award winners and particularly to Dorothy Bugg on receiving the prestigious Robin Bailhache commitment award for 2013/14.

Find ways to encourage more CV umpires to join and increase our membership numbers from 82 Pass. I am pleased to report that our membership numbers have again increased this year. We received good support from the new intake of panel umpires with 8 out of 11 umpires deciding to join our association. At the close of the year, our total membership consisted of 91 members comprising 3 associate members, 8 scorer members, 65 CV panel umpire members and 15 non paying life members. The Association is only as strong as its membership so it is hoped this trend can continue.

Continue to work with the CV Umpiring Manager on matters of mutual interest Pass. Building on the good relationship already established with Bob Parry, this relationship was further enhanced in our dealings with the new umpiring manager, Richard Patterson. I found Richard to be very approachable and supportive towards ideas and suggestions put forward during the season. After being advised that the CV Umpires Liaison Committee had been disbanded, Richard and I agreed to meet over a cup of coffee to discuss a range of issues including remuneration, scorer training, support for Easter 2015 and future meetings. At the date of writing we have not yet received a formal response from CV to the issues raised but I am hopeful they will be addressed over the coming months.

VCAUSA Annual Report 2014 5 Progress the development of the website as a communication tool for members Pass. It is fair to say that the VCAUSA website has undergone a huge transformation and is still evolving as time goes on. During the year we migrated the site over to the new updated format and with the assistance of Simon Webb from Cricket Victoria, the new site is now able to include the latest News and Events items making it a valuable tool for readers to be able to keep up to date with Association matters. The changed layout is now more user friendly and allows much easier access to both VCAUSA information and CV related umpire information. During the year we also sought feedback from members via a questionnaire and one of the outcomes was a suggestion for a section on the website to record umpire and scorer milestone games. This is also now in place. I am hopeful that in the near future, the website can also be used to store forms and that a scorers page can be developed. Thanks to Luke Edwards, the VCAUSA also created a Facebook account and this has now been linked to the website. Our thanks are extended to Cricket Victoria for continuing to fund the costs of maintaining this valuable resource.

Address the problem of what we can do for scorers Fail. Not surprisingly, we continue to struggle when it comes to trying to attract scorer members to join our association and then involving them in our activities. During the year, Jan Howard agreed to rejoin our committee of management with a view to having some form of scorer representation and this was a positive development. At the start of the season member fees for scorers were set at 50% of the umpire membership fee but this seemed to make little or no difference to membership interest. It was pleasing to see Glenn Davey participate in a social cricket match and to have Craig Davenport and Shaun Rodgers attend our presentation night. I would welcome feedback from any scorer as to how the VCAUSA can improve scorer membership and involvement. An important VCAUSA contribution at CV Training and Development nights is the presentation of milestone certificates to all Premier Cricket umpires and also to scorers at other times. My thanks are extended to Bill Ellemor for continuing to produce these certificates each month during the season. Bill was also instrumental in arranging all medals, trophies and engraving for the annual presentation night. This year Bill stepped away from the committee of management to pursue other interests after having been involved as an active committee member continuously since 1997. Presentations of VCAUSA memorabilia were also made to the visiting New Zealand exchange umpires, Eugene Sanders and Glynn Hammond who in turn have provided their own insights into their exchange experiences, contained elsewhere in this annual report. I would like to thank and acknowledge all of my fellow volunteer committee members for their contribution and support during the year. New Vice President, Alan McCarthy brings a fresh approach to Association matters and was always willing to lend a hand when needed. Our Secretary, Dan Bomford, provided his usual thorough and meticulous approach to maintaining communication with members and recording minutes of meetings. Our new Treasurer, Trevor Finlayson eagerly took over the accounting workload and was also mainly responsible for producing the seven issues of Law 43. John Collins helped to organise all of our social events and my thanks are extended to both John and Suzanne for their efforts throughout the season. Tony Ventura was again in charge of organising our social cricket matches and Luke Edwards acted as our principal contact with CV regarding all social media issues. During the year there were five committee of management meetings held at my home and last but not least special thanks are extended to my wife Sylvie for arranging the nibbles and refreshments each meeting. Finally I would like to mention all the planning work that has already commenced in relation to the Easter 2015 event to be held in Melbourne. Next year all functions will be held at the Novotel Hotel Glen Waverley and the Crockett Shield cricket match will be played at nearby Wesley College also in Glen Waverley. A short meeting involving representatives of both the VCAUSA and SACUSA is scheduled for June 2014 at the halfway point in Penola SA to discuss the arrangements for next Easter. I would encourage anyone interested in attending this memorable weekend to get in early as it promises to be another great event.

6 VCAUSA Annual Report 2014 Secretary’s Report

Looking back and looking forward The Association continues to develop, in our relationships with Cricket Victoria, as a communicator with members and colleagues, as a social organiser and opportunist. Regrettably, we don’t meet every stakeholder’s needs and we don’t create opportunities that every member is able, or can choose, to access. Nevertheless, we strive to do so. I understand, as Gerry indicates, our members are diversely spread, have other commitments and limitations, are affected by the demands of the Premier Cricket schedule, so we cannot expect that all members can attend organised activities. At least we can strive to create opportunities. There are other external challenges, too, for the Committee to overcome, not least being levels of resistance to change. The Association is grateful for the involvement of those who can or choose to participate—particularly in social events including functions where partners and families can be involved. And your Committee is grateful for the contribution from members: Phil Shanahan for his role as Law 43 Editor; Glenn Cumming for his role as Badges Comptroller; Luke Edwards for his role as Webmaster and Social Media guru, especially for invigorating our website; Alan McCarthy, Tony Ventura, members, partners and family members who organise, support and participate in social cricket matches; Damian Herft, Dorothy Bugg, Glenn Cumming, Janet Howard, David Meagher, Trevor Finlayson, Scott Olufson and others for their roles as paparazzi (some results are reproduced in this report, others reproduced in various Law 43 editions, others appear on the website); Daryl Cox and other supporters at Cricket Victoria for their roles in Law 43 production; Bill Ellemor (in addition to Gerry’s comments) for his role in Annual Report production and the process of Incorporation. The Association appreciates the time and effort contributed by John and Suzanne (John’s “Fair Lady”) Collins and other supporters for arranging social functions with composure and proficiency; Alan McCarthy for arranging our Presentation Night guest speaker, journalist Ron Reed; members and colleagues who provide snippets that we reproduce in Law 43—such as an article that appeared in the Moreland Leader on Lou Tenace. All of these are behind-the-scenes, and our Association can flourish because of these silent contributions. Thanks also to those who have attended and supported various events, such as the MUCC Business Breakfast, Melbourne Cup Day barbecue, sausage sizzle, the umpires and scorer’s tent and particularly for supporting “Louis Looking Forward”. Thanks also to members and colleagues for their participation in Richard’s team photo. I also acknowledge and thank Richard Patterson and David Meagher for their consent to reproduce the team photo on the cover of this report. Thanks to Steve Wain of St Kilda CC for his assistance with functions conducted at the Junction Oval. Your Committee has been planning and liaising with our western neighbours from Adelaide, conspiring to provide an enjoyable Easter event in Melbourne in early April 2015. My personal thanks to the partners and families of members and colleagues who allow (either willingly or otherwise) those members and colleagues to participate in the umpiring and scoring profession, to organise and/or attend social functions, and to be away from home in any capacity as a result of cricket!

VCAUSA Annual Report 2014 7 The Association runs and is strengthened through the direct involvement of its leadership, and we are grateful for Gerry Schembri’s vigour and immersion in the role of President. I, too, am grateful for the contribution from all Committee members as they share the management and administration of finances and projects—and the furtherance of the Association’s usefulness, its values and its ethos. The Association is grateful for the continued strength of relationships with Cricket Victoria through Richard Patterson. Thank you, Richard, for your willingness to be involved, for your encouragement, for your sense of humour, breadth of management understanding, and for acceding to our suggestions—our membership has increased, in part due to you. Thank you Daryl Cox, for all your work (also silent, nonetheless appreciatively recognised here), most of which is behind-the-scenes. Thank you, Peter Binns, for all your direct support of our Association and for your efforts in conducting the cricket competition that we all cherish. Thanks to other Cricket Victoria staff for their assistance. With sadness, we recognise and offer sympathies to members and colleagues who have been bereaved including the Whitehead family and the Smith family; and the Fitzroy Doncaster CC who lost Don Patrick and Les Allan. And we say farewell to those umpires and scorers who leave Cricket Victoria or even their respective professions, and thank them for their contributions to cricket, Cricket Victoria and our Association, and wish them well on all their future enterprises. On a cheerier score, the Association offers its congratulations to many members and colleagues who have achieved well—John Ward in particular; umpires and scorers who are recent inductees into their respective professions; those who are appointed to higher levels and finals; those who have reached milestone heights; and those who were appointed to regional male and female cricket carnivals. Congratulations to all achievers, some of whom are recognised in our “congratulations” page; and to those whose exploits are especially highlighted in this report. Dorothy Bugg received quite a surprise when Trevor Finlayson announced that she was the recipient of the Bailhache Commitment Award—an appropriate selection! Congratulations to Ray Isherwood who was invited onto the SACUSA selection panel for the SACUSA Hall of Fame inductees. So, on to “What’s Next?” The Association needs some of those recent inductee umpires and scorers (say, from the past 10 years) to emerge, become Committee Members and hold office. We need to cultivate our relationships with Cricket Victoria. I am heartened to report that our Association has never been better prepared for an Easter event as we head towards Easter 2015, thanks to a broadminded Easter Sub-Committee, a commitment to our solidarity with the SACUSA, and a commitment to giving members a value-for-money outcome. Could we be doing more? Probably not more social events, but the variety works—as we have attempted over many years—so that we hopefully cater for all, in some way and by some means. How does the Association cater for the majority? Maybe a trip to the Melbourne Star Observation Wheel, or a trip on Port Phillip Bay/Hobsons Bay? And where’s that restaurant night and visit to a winery? How can the Association hold events close to everyone’s domicile, at a time when everyone can attend? It cannot—and so, like our umpiring and scoring appointments, we need to undertake some travel as we take attractions into consideration. Members and colleagues are welcome to provide feedback and input in terms of the variety—and your Committee should seek a level of appeal via an expression of interest process. It was interesting to note that there was a significant minimalist response to our publicising the ICC Cricket World Cup 2015 advance ticket release—indisputably we’re saving ourselves for Easter!

8 VCAUSA Annual Report 2014 Treasurer’s Report

In my first year as Treasurer, it is my pleasure to present the financial report and associated statements for the year ended 30th April, 2014, on behalf of the Committee of Management. For this financial year your Association recorded an operating surplus of $4,481.64, due in part to a pleasing increase in memberships for season 2013/14 (91 compared with 82 in season 2012/13.) However, I must point out that this surplus figure is a little inflated on account of the particular timing of the Association’s Annual Dinner and Presentation Night, in relation to the end of our financial year. The cash balance of Association funds at the end of the financial year was $18,073.66, compared to $12,213.81 at the same time last year. Sales of assets which included ties and some port, amounted to $255. Membership subscriptions for the year totalled $7,920 (including $220 in late payments for season 2012/13) compared to $6,930 in 2012/13, although it must be noted that while the annual subscription for an umpire member remained at $110, that for a scorer member was reduced to $55, the same as that for an associate member, consistent with the resolution regarding membership subscriptions at the 2013 Annual General Meeting. In summary, the membership fees for season 2013/14 as covered by this financial statement were from 65 CV panel members, 8 premier scorers and 3 associate members (together with 15 life members). During the year the Association subsidised a Cup-Day Golf Morning/BBQ Lunch—advertised as a Welcome Function for new members—to the amount of $435.20, conducted most successfully at the Point Cook RAAF Base Golf Club. Certain events, namely a Tramcar Restaurant night (29/08/2013) and a theatre night (17/10/2013) were run at cost to attendees while two social cricket matches (vs ACS on 17/11/2013 and vs The 49ers (23/02/2014)) and a VCAUSA presence at the Annual Business Breakfast organised by the Melbourne University Cricket Club at the RACV Club, Melbourne, on 31/01/2014, were subsidised by the Association to the total amount of $540. In this report I must also draw your attention to two initial deposits for a total of $1,936, in relation to the Easter 2015 event which will be hosted by the VCAUSA. Two new activities which were introduced this year were the February T&D BBQ, catered for by the VCAUSA, and the umpires’ and scorers’ tent on Day 2 of the 1st XI Grand Final at the Junction Oval, when all umpires and scorers were served at no charge but all others in attendance were sold barbequed sausages and drinks at a most reasonable price. Both occasions were applauded by all involved. The former resulted in an Association expenditure of $74.86 while for the latter it is pleasing to report that the Association made a donation of $200 to the “Louis Looking Forward” fund. The Annual Consumer Affairs Victoria registration fee for incorporation, amounted to $50.10 but in addition this financial year, given that the Associations Rules of Incorporation had to be revised and re-registered, this incurred an additional fee of $75.20. In accord with our Rules of Incorporation, there is no need for the Association accounts to be audited, but I can report that your Committee of Management has accepted the regular financial reports tabled at each of its meetings throughout this past financial year. The following pages contain the annual financial statements for the VCA Umpires’ and Scorers’ Association Incorporated, for the year ended 30th April, 2014, comprising a Statement of Income and Expenditure and a Balance Sheet presenting the Associations assets at this same date. These accounts have been prepared in accordance with conventional accounting practices and the format is similar to that used in recent years.

In accordance with Rules 17 and 22 of the VCA Umpires and Scorers’ Association Incorporated in Victoria, nominations were received by the Secretary for the following Committee of Management positions: President, one Vice President, Secretary, Treasurer and two Committee Members, together with four miscellaneous positions, these being Social Organiser, Lecture Organiser, Badges and Accessories Controller and Appointments Officer. Therefore, I declare the following personnel elected unopposed for the Cricket Season 2013/14:

President Gerry Schembri Vice President Tony Ventura Secretary Dan Bomford Treasurer Trevor Finlayson Committee Members Luke Edwards (umpire) Alan McCarthy (umpire) Social Organiser John Collins Lecture Organiser Bill Ellemor Appointments Officer Darrell Holt Badges and Accessories Controller Glenn Cumming

As there were no further nominations for one Vice President position, one Committee Member (scorer) position and the two Social Committee member positions, the elected Officers of the Committee of Management will need to act in accordance with Rules 15(8) and 22(8) to fill these vacancies. I extend my thanks to Ralph Francione and Peter Smith, the appointed Scrutineers, for making themselves available should their services have been required.

Cyril Andrews

Secretary’s Note The Committee positions of Vice President and one Committee member (umpire) were changed during the year, in accordance with our new Rules 58 and 59. Tony Ventura resigned as Vice President, and the position of Vice President was filled by Alan McCarthy. The vacancy of Committee member (umpire) was then filled by Tony Ventura. The references above to Rules 15(8) and 22(8) are references to, and need to be read in context with, the previous Rules that were current at the time of the election and which were subsequently replaced at the AGM. My thanks to Cyril Andrews for acting in the honorary roles of Returning Officer/Scrutineer for 23 years! Cyril has overseen quite some changes to our Association over those years.

VCAUSA Annual Report 2014 15 Social Report

Another 12 months have passed and passed very quickly and yet again Suzanne has commented: “You will not be Social Organizer again next season, will we?” I have to admit at times it is a very frustrating position but it is also at times quite a rewarding one. Frustrating in the fact that the time and effort put into arranging functions is not matched by having the desired response to the events, but the rewards come from those who do attend and thoroughly enjoy themselves. Our first function was pre-season on 29 August 2013 when only six umpires accompanied by their wives ventured onto the Tram Car Restaurant. Being 12 in number we were allocated to the front half of the tram (depending which way we were travelling) which seated just 12 people. A great time was enjoyed by all with some finding the need to sit for a while once the journey was over before heading off for home. The Cup Day BBQ in November 2013 was held at the Laverton RAAF Golf Club thanks to Tony Dolin. A small group of keen golfers arrived early and play a round of golf with the barbeque starting about 12 midday. It was good to see some newer members attending along with the usual core group who come and support the Association at all times. Trevor was again the bookie for the day and was well assisted by his two grandchildren. The weather for the day was perfect and the facilities were excellent. I would like to thank the ladies who provided nibbles, cheese and crackers, salads and desserts for the day and to Sharnie (a golf club member) who operated the well-stocked bar. This is a function put on for first year umpires to come and meet other panel members in a social environment. It was disappointing that not one new member attended. A new function this season was the BBQ prior to our February T&D. It was a 6.00pm start which meant arriving earlier that the usual 7.00pm time. It was a good time to get together and have sausage and drink before the T&D. This will more than likely become a regular fixture on our future social calendar. Our presentation night was again held at the Veneto Club in Bulleen and once again we were well looked after by the club staff. Congratulations go to those who were awarded medals and to Dorothy Bugg, the nominated winner of the Bailhache Award. Our guest speaker Ron Reed was well received by all in attendance as he spoke about his life as a sports writer with the Herald Sun. Numbers again were just over 50 of which only 26 were panel umpires. Considering we have over 90 umpires listed on the panel it is a poor percentage attendance. A theatre night was held on the 15 May 2014 where 35 umpires, family and friends saw a great performance of My Fair Lady at the Whitehorse Centre in Nunawading. General consensus was there is no need to pay big dollars to see a live show in the city. As always each year there are a number of people to thank for their help during the year but none more than Suzanne who, at times, I believe, does more of the organising than I do.

16 VCAUSA Annual Report 2014 Miscellaneous Appointments

The Association again received regular requests seeking umpires for a wide range of matches. All requests were filled thanks to an eager group of umpires happy to enjoy some additional umpiring. October–November and February–March were peak times, mainly due to requests made by schools. The bulk of requests for umpires originated from the following: • Associated Catholic Colleges—St Bernards Thomas Carr College (Tarneit) and Westbourne (Essendon), Mazenod College (Waverley), Penola Grammar (Truganina) College (Broadmeadows). • Crusaders Cricket (schools programs, veterans • Associated Co-Educational Schools—Loyola and Twenty/20 carnival) College(Watsonia), Overnewton Anglican • Eltham College College (Taylors Lakes), St Michaels Grammar (St Kilda), St Leonards Grammar (Brighton), • MCC Club XI—21 teams • School Sports Victoria Requests for umpires are for mid-week matches, the exception being the MCC Club XI competition which requires a panel of umpires for both Saturdays and Sundays. The Associated Co-Educational Schools again needed large volume appointments with full rounds of matches each Tuesday, Wednesday and Thursday during Terms 1 and 4. The MCC Club XI competition again expanded and will grow next season to 3 Divisions with 26 teams. This competition provides good standard cricket with excellent facilities. Richmond CC have re-entered this competition. With Melbourne and Melbourne University Cricket Clubs already involved there is a growing influence of CV Premier Clubs. Regularly available CV panel umpires provided the bulk of schools, MCC and Crusaders appointments: Eric Kelly, Bill Ellemor, Trevor Finlayson, John Collins, John Richards; with former CV panel members John Mellett, Adrian Fisher, Paul Jensen and Tim Dey. These umpires often officiated in multiple matches each week. To fill over 400 appointments, we were assisted by reliable umpires from suburban cricket associations. By conducting matches in a professional manner, all appointed umpires contributed to the many appreciative reports received from our clients, satisfied with umpires provided under our Miscellaneous Appointments program.

VCAUSA Annual Report 2014 17 Law 43

It is with much pleasure that I present this report to the Association for the year 2013/14. Over the period from September 2013 to March 2014 we were able to provide to the members issues of Law 43 as planned at what I believe was a very high quality. Once again members were very good with the provision of articles to me for inclusion into our monthly publication. I would like to send my personal thanks to all of the contributors for the quality and quantity of articles. This year I believe that the variety of topics provided us all with many points of discussion. It seemed that every issue had something of interest. One of the more pleasing aspects for me was to receive good feedback from some of our past and life members who were still receiving copies of Law 43. It showed me that it is a publication that is well appreciated. As with most publications of this type there are many who are involved in the production. For me it is a privilege to be known as the Editor and the public face of Law 43, however it is those behind the scenes that deserve the kudos. To the members, as I have already said, thank you for the articles. The publication is all about you and your experiences, your profiles and your questions. Law 43 needs your continual contributions. Trevor Finlayson has worked tirelessly throughout the year and has used his wizardry to turn the drafts that I supplied to him into the quite polished end product. His knowledge and resources have been a real asset to me. Dan Bomford has also put in a lot of work to ensure that the distribution of each issue was completed with hard copies going to life members. Cricket Victoria has also provided a very high level of support. Firstly Daryl Cox with the production of the hard copies that our members received at our T&D meetings and also Richard Paterson for his many high quality articles. It was very pleasing for me to be able to approach both of these gentlemen as I was assured of their full co-operation. For the years that I have been the editor I believe that this year has provided the Association with a high quality publication. My thanks again to those I have mentioned and apologies to others I may have missed.

18 VCAUSA Annual Report 2014 Website

The current address: http://vcausa.vic.cricket.com.au/ Since the transition to the MyCricket style, we were able to consolidate and develop the content of the website over the course of the 2013/14 season. The new website has now become a very useful tool to share and disseminate information for Members and visitors. Members and visitors can now readily access more information than before, can easily see news and other items of interest, and can review a level of historical documents like Law 43 and Annual Reports. The challenges that were set for the season of website maintenance and an up-to-date look and feel have been well met, so members and visitors have had access to current information. Many Association functions have been publicised in advance, so I encourage members to regularly review the various sections of the website for up-to-date information. We have been able to launch an Association Facebook page, so I encourage members to search for and like us at: Victorian Cricket Umpires & Scorers Association Note that the acronym VCAUSA was already taken! The Association Facebook page should be another useful communication tool, and we look forward to expanding the information that we share. Another one of our goals for the 2014/15 season will be to respond to the requests of some members who would like to see officiating statistics appear on the website. We aim to enhance the website with both umpiring and scoring records. Again, the constraints of time will challenge us to maintain the currency of the website content but, with assistance from our President Gerry Schembri, we should be OK. Thanks for your help during the 2013/14 season, Gerry. I again look forward to the upcoming season. Luke Edwards

VCAUSA Annual Report 2014 19 Cricket Victoria Umpiring Manager

This year saw a changing of the guard in regards to the appointment of a new Umpiring Manager following the promotion of Bob Parry to Cricket Australia as Umpires Education Officer. I took up the cudgels in August 2013 and to say that the next seven months to the end of the 2013/14 season was a steep learning curve would be an understatement. It has been a great experience and I am certainly looking forward to continuing the role over many years to come.

Premier Cricket There were 12 new members invited to join the Cricket Victoria Umpires Panel for the 2013/14 season. This meant that we had 97 umpires for the year. As per previous years there were some availability issues that impacted upon the appointments. Along with Cricket Australia appointments and these availability issues it meant that we did not achieve 100% coverage of two umpires to each Premier Men’s and Women’s matches throughout the year. However there were only three games out of approximately 800 that were not covered by two umpires. This figure may have been worse if it were not for those members who are able to stand in two matches per weekend. Their assistance is greatly appreciated. Again MyCricket was used for the administration of the Umpiring Panel. The information captured on MyCricket is instrumental in providing both the mid-season and end of season reviews. These reviews reflected the Captains assessments and comments along with details of games umpired for the year and an overall total of matches officiated in each grade. The Mentor panel, which has operated successfully over several seasons, was again in full use this season. The panel which consisted of Darrell Holt, Eric Kelly, Russell Turner, John Collins, Colin Hall, Glenn Cumming, Dennis Garde, Paul Baleisa, Graeme Lloyd and early in the season Malcolm Gunn all provided insightful and positive feedback to their partners during the year. The feedback was provided individually and detailed reports were submitted to the Umpiring Department after each match. Once again for those that officiated in matches in Geelong, Daryl Cox, was an off-field presence and he supplied feedback both verbally and through video footage to the umpires observed. As is the usual practice, all reviews were perused and countersigned by the Chairman of the Pennant Committee, John McConville. The practice of selection on merit continued during this season. There was significant movement within the panels this season and this is continually required to refresh our Umpiring Panel. Of the new umpires appointed this year nine were appointed to Finals Panels and four new members went on to officiate in Grand Finals. I congratulate those members for this achievement. During the season four members, Vinnie Borg, Daryl Brigham, Alan Jones and Stephen Pitts debuted in the 1st Eleven. I would like to congratulate all panel members who achieved significant milestones during the season. Russell Turner received the Service to Umpiring Recognition Award at the Bartercard Premier Cricket Awards night for his ongoing commitment to cricket.

20 VCAUSA Annual Report 2014 Cricket Australia Panel Umpires Cricket Australia selected the following umpires to officiate on the CA National Umpiring Panel. Ash Barrow, Geoff Joshua, John Ward and Tony Ward stood in multiple First Class matches as well as Ryobi Cup and BBL Twenty20 games. John Ward again stood in the Sheffield Shield, Ryobi Cup and BBL Finals. John is also to be congratulated in standing in his first match where Australia played England in Brisbane in late January. Geoff Joshua stood in the Ryobi Cup and BBL Semi Finals along with the Women’s T20 Final. Geoff also stood in Women’s International Australia v England. Both Ash Barrow and Tony Ward also stood in Women’s International matches during the year. Shawn Craig stood in his first Women’s International during the season and also officiated in the Women’s National League Final between New South Wales and Victoria. During the BBL season Cricket Australia appointed 4th umpires to these games. The Victorian State Panel of Shawn Craig, Phil Gillespie and Ange Sammartino completed these duties at the MCG and Etihad Stadium during the series. We also had three representatives attend the U19 Championships in Hobart. These umpires were Shawn Craig, Phil Gillespie and Ange Sammartino. David Shepard attended Adelaide for the U17 Championships in January. It is pleasing to note that all representatives acquitted themselves well at these National Underage Championships.

New Zealand Exchange Adam Hawking and Stephen Brne represented Cricket Victoria in Christchurch and Auckland respectively. As per previous years they maintained the expected standards. As usual they both received the marvellous hospitality from their hosts in New Zealand. I am sure that they will both benefit from the experience they gained from umpiring in a different country in different conditions. Our New Zealand visitors representing Christchurch and Auckland were Eugene Sanders and Glynn Hammond. Both performed well in the matches they were appointed to which included both Premier and Country weeks fixtures. The experiences that they gained in Australia will hold their future umpiring in good stead.

Cricket Victoria Panel Training and Development This year saw the introduction of teams for the T&D nights. The teams were made up of umpires from all four panels. This allowed the new umpires to the CV panel and even those who had been on the panel for two to three years to interact with umpires who have had many years’ service with CV. The training was centred on both man and match management. Along with the personal development of umpires there was training on the various forms of matches played within CV and the calculations required for these types of games. The VCAUSA assisted with Laws Quiz at the February meeting which followed a BBQ organised by the Umpires & Scorers’ Association. The after meeting social gatherings also provided the opportunity for colleagues to get to know each other and share experiences.

VCAUSA Annual Report 2014 21 Winter Umpiring Classes The classes continue to be successful with good numbers at all venues. Applicants for the Cricket Victoria Panel are generally sourced from this program. The classes are the most productive recruiting ground for umpires. Interested people are directed to competitions around metropolitan Melbourne. There were approximately thirty to forty prospective umpires introduced to other associations prior to and during the season.

Seminar (SINS) A one day Umpires Seminar was held this year with the full panel required to attend on the Sunday of the AFL Preliminary Final. Guest speakers on this day were John Shannon and Chris Kamolins. John Shannon a former 1st XI player for Essendon and North Melbourne is one of Victorian Cricket’s most experienced curators and this proved to be a very informative session. Chris Kamolins is a current AFL field umpire and he informed us of the training and match requirements of an AFL umpire. The program at SINS allows the pre-season rules and match calculations to be disseminated without the need for a separate rules night. The new 1st year umpires to the CV Panel were required to attend on the Saturday of this weekend to outline expectations and the CV manner of umpiring. The sessions were conducted both indoors and outdoors and were well received. The seminar as always will be reviewed by CV Umpiring Department and the Pennant Committee to ensure that it remains a relevant training and development program.

Country Lectures Lectures were again offered to all regions. Visitations were held at Sale, Traralgon, Geelong, Swan Hill, Mildura and Shepparton. The sessions held were tailored to the host associations and they covered topics such as the changes to the Laws of Cricket and umpiring techniques. Visits were also held at metropolitan associations and they also covered topics such as Law changes and techniques.

CA National Umpires Accreditation Level 2 Accreditation continues to be well accepted throughout the State. There are currently 2,065 Level 2 accredited umpires throughout Victoria. Approximately 103 new umpires have purchased accreditation packs in the last 12 months. The Cricket Victoria Board and Pennant Committee fully support the accreditation process and it remains mandatory for CV Panel Umpires. Re-accreditation has commenced and will continue as the 4-year accreditation cycle rolls around. Level 1 Entry Level 1 Umpire Accreditation continues to be well supported with already over 120 potential officials attending a workshop. These workshops have been conducted throughout metropolitan and regional Victoria. Although tailored for volunteers involved with junior and school cricket, the program is also suitable at club level.

22 VCAUSA Annual Report 2014 Level 1 has been rebranded Community Officiating and will be available online for new participants. The Umpire Accreditation database is currently being migrated to the MyCricket system which will allow better ongoing administration for individuals and State/Territory managers.

VCAUSA Annual Report 2014 25 New Zealand Exchange

Christchurch Umpire Exchange, December 6–15, 2013

Day 1: Friday December 6th An early start with a 9:20 flight out of Melbourne to Christchurch. Great flight on Air NZ, only a little bit rough as we crossed over the Southern Alps. Plane was late arriving in Melbourne due to fog and was wondering if this was something of an omen of the days to come. But on arrival into Christchurch I was greeted with blue skies with high cloud and about 26 degrees, I thought this could be a good week! I was greeted upon exiting NZ customs by Tony Scott, the local head of the Canterbury Umpires Association. A short drive to the Quality Inn on Pampanui Road was our destination for my accommodation for the next nine days. I quickly dropped my bags in my room and Tony invited me back to his place for a coffee and to watch the Adelaide Test match on telly, with the odd few minutes of the NZ/WI game for good measure. About 6:00 we headed off to the local pub for a bite to eat (steaks over here are great!) and then back to the hotel for an early night.

Day 2: Saturday December 7th I was picked up by the #2 ranked umpire in the region and the nominated umpire to return to Australia in February on the return exchange, Eugene Sanders. We immediately hit it off and had a great drive to our ground about 40 minutes away. The ground was changed late on the Friday from Manderville to Sefton, the fixture was a men’s 1st XI One Day semi final between East Christchurch Shirley and Canterbury Country. ECS won the toss and batted first and put together what was thought a below par 233. They have an under 19 player who is also in the National U19 team and is a very good bat; he made 80-odd out of their total and looks the goods. I think he is destined for higher honours. ECS then took the field after our 40 minute break and at one stage CC looked in the running but a mid order collapse saw them 30-odd short when the 10th wicket fell. This particular pitch was on quite a slope, with the far end of the pitch on such a slope that when standing at the stumps I couldn’t see the keeper’s feet such was the upwards angle on the wicket! The wicket had a definite green appearance to it and I was surprised that it actually started to dust up and take spin late in the day, contrary to how a green looking wicket would normally behave. Eugene drove me back to the hotel and we went to the bar for a few light refreshments and talked about cricket in Victoria and what he could expect when standing in a Premier Cricket game when he comes over. He is also destined for great things in NZ Cricket; in January he will be standing in two ICC World Cup qualifying games that will be played at Main Power Oval in the first week of Jan. I have no doubt that he will do extremely well and wish him the best in his games.

Day 3: Sunday December 8th Today I was off to Willows Cricket Club, a private club with approximately 600 members run by NZ businessman Mike Dorman. Mike is one the most passionate men of cricket I think I have ever met. Mike established the club 19 years ago to enable schools around NZ to come to the ground and play against some ex First Class players or some of the better 1st XI players from around the region. Games are played on Sundays under traditional two-day game rules (start at 11:00, lunch at 1:00 for 40 mins, tea at 3:40 etc) but the games are all one-dayers. My partner for the game today was Eddy Brownlee who was the exchange umpire in 1995. The game was to be Willows vs Kings High

26 VCAUSA Annual Report 2014 School from Dunedin, a six hour drive south of Christchurch. Such is the prestige of playing at Willows, teams come from as far away as Auckland, and they have hosted teams from as far away as Sri Lanka and Australia! Weather was fine but there was a forecast of late showers. Willows won the toss and batted first. One of the very unusual playing conditions that Mike insists on is that no batter can be out LBW until they have scored. Apparently Sir , who is also the club’s patron, played at Willows one day and was given out LBW first ball. Thousands of people had come to the club to watch the legendary Hadlee play and were extremely disappointed when he was out first ball, so Mike introduced the playing condition. The Kings team had some very good players and their bowling was impressive, both openers bowling a good line and length. One of the openers was a big hitter and he hit a pretty quick 30 before being bowled. The number 3 for Willows was ex NZ rugby fullback Ben Blair, a very handy left hander who batted pretty much through the innings and made a very classy 80-odd before being the 8th wicket to fall. The next ball was the plumbest LBW you will ever see and I had to give it not out. The bowler laughed it off and as he walked back he asked if it was a bit high. I was laughing so much I could barely answer. Willows finished with 9/217 from their 50 overs. Kings openers were very impressive against consistent bowling before a few rash shots and good fielding had them 2 for. Shortly after the tea break, the clouds started to look menacing and soon the heavens opened up. It rained so hard that we didn’t even have time to put covers down and the game was over. Willows Captain Mario was fantastic, they were all so interested in cricket in Australia, especially the kids and their coach; even though the game was over at 4:20, we didn’t leave the ground until after 6:00. For the record, Willows won on D/L.

Willows clubrooms Day 4: Monday December 9th After the rain yesterday I wasn’t overly confident that we would get a game. I was scheduled to stand in an Under 19 Regional Championship game at Main Power stadium. Main Power stadium is awesome. It would be easily comparable and then some to the best Premier Cricket 1st’s grounds in Melbourne. This ground will be hosting the ICC Qualifying games in January, and I believe was the preferred ground to host Test match cricket in Christchurch until Hagley Park won that battle. AMI stadium used to host these matches but has been tagged for destruction following the earthquake, so a replacement ground had to be found. This game was to be between Canterbury Country and Metro Black. Metro had Kenny McClure in it and Country had an 18 year old quick (Harry Shipley) that they tell me already bowls in the mid 130s and it looks like it as well. Country won the toss and batted compiling a reasonable but probably below par 217. In reply Country’s bowlers steamed in fast and furiously and some good short pitched bowling had Metro not just on the back foot, but also 4 for very little. Kenny tried hard to build partnerships but wickets continued to fall with too much regularity and they were bowled out for 106 in the 37th over. After the close of play, we met up with some of the other umpires from the Canterbury region and had dinner at a nice pub on the way back into town. Dallas, a previous exchange umpire 4–5 years ago, spoke very fondly of his week back in Oz which was great to hear.

VCAUSA Annual Report 2014 27 Day 5: Tuesday December 10th Free Day. Today was a chance to have a bit of a sleep in. After brekkie I took the bus out the front of the hotel into the city centre. Nothing I had read prepared me for what I was about to see. The roads around the city are generally pretty rough and the closer we got into the city the bouncier it became, all a result of the earthquake. I am told that the first quake was what they all call a standard quake in that two plates rubbed together to create the quake. The second one in Feb 2011 however was vertical, and the damage it caused was catastrophic. As we got closer to town there were city blocks that had half of the block missing, the buildings having already been demolished. In other parts of town it resembles a war zone, with streets completely deserted and buildings fenced off as being too dangerous to be occupied. Yet the locals go about their everyday business almost as if nothing has happened. I walked around Christchurch today for about 3–4 hours, visited the shipping container mall and the museum and went for a ride on the electric tram system. Nothing like Melbourne’s but was great nonetheless.

Tram line in the shipping container mall Earthquake damaged Christchurch Cathedral

Tony picked me up in the afternoon and took me for a drive down the coast to the south east, a little town called Sumner. This town was virtually cut off from Christchurch following the earthquake. The road was so badly damaged that they detoured the locals up through the hills to get home, a journey that took them several hours as the speed limit was also just 10kmh, the road so bad it would shake the fillings out of your teeth! The road is now repaired, but there is a wall of 40ft shipping containers that protects the road from the cliff face and falling rocks, and from what I could see behind the containers it has no doubt worked. Following the quake they bought in over 7,000 shipping containers. Some are used as shops, others to hold buildings up or to just protect infrastructure from any further damage from ongoing tremors etc.

Day 6: Wednesday December 11th Protective wall of shipping containers A rainy start to the day, fine drizzle greeting me this morning when I went for breakfast. I was picked up this morning by Jason Woods, another previous exchange umpire from 2011. Our game for today was another regional Under 19 game. Today was Metro Red vs Mid Canterbury played at one of the grounds that surround Hagley Oval. The early morning drizzle cleared and we were able to start just 30 minutes late with Metro Red winning the toss and batting and making a respectable 7/239. This team is meant to be a strong bowling team so we were both interested to see

28 VCAUSA Annual Report 2014 how they went. It didn’t take long to see why. They had a quick that took 3 wickets in his 3rd over and it was always going to be a struggle after that. Mid Canterbury were eventually bowled out for 101 in the 32 over and it was an early drinks session for Jason and myself. We were back at Hagley for their T&D at 7:00pm, held in what is claimed as one of the oldest cricket pavilions in the world and definitely in NZ; it was built in 1863 and moved to its current position at Hagley oval in 1869 where it has stood ever since. Sixteen umpires turned up and we discussed in detail Law 42.11–15 regarding damaging the pitch—a very well presented presentation from their training officer that sparked a bit of conversation regarding a batsman stepping into the danger area when they bat outside their crease and whether to step in and get the batter to move back or to let them go. I then spoke briefly about what Premier cricket was and our T&D nights etc. They were quite amazed at the size of just the PC panel compared to their competition. I was dropped back at the hotel about 9:00 and settled in to watch some highlights of the first day of the NZ/WI Test match from Wellington. Tomorrow is another free day, so I am planning to go the Antarctic Centre over near the airport where there is also a US Air Force base from where they launch there Antarctic supply flights. Should be good.

Day 7: Thursday December 12th Slept in today, luckily it was a day off for me. Finally got going about 8:30, grabbed a quick bite for brekkie and then was off to the Antarctic Centre. Located near the airport, the actual centre is the administration centre for everything that goes to Antarctica from NZ. The USAF has three flights a week between November and March. The start of the season is flown by C-17 Globemasters similar to that used by the RAAF, they can take a lot more cargo and passengers than the Hercules that do the rest of the trips and they are about three hours quicker! I spent nearly three hours walking through the centre, with such attractions such as penguin feeding, 4D Antarctic movie—and 10 minutes in an Antarctic storm at –20°C. Not a good day to wear shorts! I jumped on the Antarctic shuttle back into town and visited the cardboard cathedral. Made from cardboard tubes, it is lightweight and a place of worship for the town since the earthquake, with the normal cathedral severely damaged and unusable. I then walked back into the container mall for a little bit of shopping for the family and back to the hotel to watch some of the second NZ/WI Test match. Inside the cardboard cathedral Day 8: Friday December 13th Today is another U19 game, this time at Ilam College between Canterbury Country and South Canterbury. Neither team was playing for first place; that had already been wrapped up by Metro Red. Country won the toss and batted first on what looked like a reasonable deck. South Canterbury bowled well with little reward until the slower bowlers came on—this was a pitch for them. They bowled Country out for 226. Considering the start they got, they would be pretty happy to keep them down to that; at one stage they could have easily have got away from South and made closer to 300. In reply, South lost their NZ rep opener in the first over cleaned bowled—with middle stump lying flat on the ground— by Harry Shipley. He bowled very fast for very little reward but beat the bat so many times he really deserved 5 for. South lost a procession of wickets and was eventually bowled out for 166 in the 44th. A short drive back to the hotel to settle in to watch the first day of the Perth Test.

VCAUSA Annual Report 2014 29 Day 9: Saturday December 14th A fantastic day for cricket today with warm temperatures predicted and what should be good competition. The thing that was really different for me was the ground that we played on. The ground had no less than three other grounds overlap it at different locations! At some stages late in the innings we could have three players from other grounds with their backs to us! Not ideal but no one got hit and I guess the guys are used to it. Today’s game is between Lancaster Park Woolston and Burnside West Christchurch. Burnside had a few players who were Canterbury Wizards players (similar level to Bushrangers) as well as an ex NZ Test capped player, David Sewell, a left arm quick. This was to be week one of a two-day game and they have some really weird playing conditions. If the team batting first declares after 60 overs they basically force the team batting second to try and make the runs to be eligible for bonus points, or something like that! After the game we stayed at the club to have a drink with the players. The players from Burnside were fantastic, very interested and grateful for my efforts on the field which was great for me to hear. You always wonder how things are going and the captain seemed very happy with my day so I’m happy with that. A trip back to the hotel and a quick shower and Tony and I went out for dinner to recap on the week. From all accounts they enjoy having our exchange program and hopefully it will continue for a long time to come.

Day 10: Sunday December 15th A 3:00am wakeup call says it all! Taxi booked for 4:00am to the airport for a 6:20 flight back to Melbourne. Nice smooth flight back and even arrived early. Breezed through customs etc and home by lunch.

Conclusion The exchange is a once in a lifetime opportunity, one that if you are ever given the opportunity, grab it with both hands and run with it. Chances like this don’t come along very often and I have been very fortunate in being given the opportunity to go to Christchurch to umpire in a different country with different playing conditions, players that I have never come across and some of whom are a bit reluctant to trust someone from across the ditch. But that is just one more challenge you need to overcome and you will be a better umpire for doing it. I would like to express my thanks and gratitude to Richard Patterson and Daryl Cox for their faith in sending me to NZ to further develop and improve my umpiring. A big thanks to all the umpires that I have had the privilege of standing with over the past four years. On the field the umpires are a team, and whilst I have had this opportunity, it is only because of the quality of umpires that I have stood with. So thanks guys. Last but not least, a huge thanks to Tony and the six umpires that I stood with whilst in NZ from Canterbury Cricket. Your friendship and hospitality will be long remembered from my 10 days in Christchurch.

Bill Sheahan umpired his 550th CV game, and we congratulate him on reaching this milestone. Russell Turner was awarded Cricket Victoria’s Umpiring Service Recognition Award at the conclusion of the season, and we congratulate him on this award. Here are Bill’s and Russell’s responses.

550 Games; 33 Years; Over Half Of My Life

My relationship with cricket and, in particular, Cricket Victoria, is the longest relationship I have experienced outside of that with my immediate family. It has occupied a huge amount of my life for the last forty five or so years. And how good has that been. As a player, I was absolutely a park cricketer. I managed to play over one hundred games for my only club, mostly on brown coir matting and later on synthetic. Twenty eight years after my retirement as a player, I made a comeback to play one match with my two sons. I batted number five just ahead of my eldest son and went to the wicket on a hat trick. I survived; however, I was out two balls later although I could swear I never hit it. Sound familiar? Whilst I was still playing, I was also Club Secretary. One day I received a call from a local college asking if the club could provide an umpire for their mid week matches. Being a public servant at the time and working flex hours, I thought this sounded like a plan.

VCAUSA Annual Report 2014 31 At one of these games, I was umpiring with an older gentleman named Bill Smyth who would later become the single biggest influence on my career in umpiring. Bill suggested that I may have a future if he could “knock off a few of my rough edges”. Bill had experienced a long and succesful career with the Victorian Cricket Association (as it was then), and also at First Class and International level. Feel free to Google him. At age 25, I had no interest whatsoever. Two years later, following a basketball injury, I contacted Bill and was invited to attend the winter classes and eventually to sit the dreaded exam; nothing has changed in over three decades. Somehow I passed; there must have been an acute shortage of applicants! My first appointment was in the fourths and a very experienced first eleven umpire named Tim Dey, who I knew only slightly, asked if he could work with me in my first VCA match, something I have never forgotten. The years passed quickly and more through good luck than good management, I progressed up through the ranks of the VCA, on to First Class level, and then I had the great honour to become the seventy ninth Australian Test umpire. Along the way, I have met some incredible characters who have all had an influence on me as an umpire and on me as a person. Hopefully, I may have had some miniscule influence on the people that I have encountered. To try to name them all would be a gross injustice to those who I would be sure to forget. Suffice to say, and I have said this many times over the years, I have never met an absolute a***hole in cricket; plenty of looney tunes, and we quite rightly know them as characters of the game. My association with Cricket Victoria has enabled me to travel extensively through cricket. I have umpired in every State and Territory in Australia, including every capital city, and also extensively throughout Asia. My hope is that along the way I have been able to share some knowledge, lighten some situations, assist and encourage some colleages, make some correct decisions and not ruin too many playing careers. I look forward to many more years in the craft that has dominated my life for so long and I sincerely thank every single person who has helped me up to this point. Yours in cricket,

Bill Sheahan

Very Silly, But Thanks

I would like to enlighten all, via this forum, about the journey I am on. I say “am on” because it continues and as long there is enjoyment and the players remain receptive it shall continue. In the Hobart Mercury newspaper 1986 there was an Uncle Sam type advert (We need YOU!) requesting umpires so I thought, why not apply? As a cricketer the selectors of my team thought I was an opening batsman but more often than not I was back in the pavilion soon after the crease markings were dry. I did make two hundreds in my time (each took an entire season!) but when the wicketkeeper was asked to bowl before me I knew there must be another calling. By the time I arrived in Melbourne in 1992 I had ruined enough careers in Tasmania so sought more fertile pastures. Consistency is an excellent trait to have in umpiring and I believe I have maintained that—careers have been ruined in Melbourne as well. Realistically I was not that inexperienced

32 VCAUSA Annual Report 2014 when I joined the VCA panel and commenced in the 4ths and gradually worked my way through the grades, meeting and standing with many outstanding people along the way. I have always strived to achieve above my station and in my second season worked out that VCA cricket had Saturday/ Sunday fixtures for the final two rounds plus similar for the semis and finals, so if I was having a better than average season I did not want to “melt” in those last fixtures and miss an opportunity of a Final so decided to join Women’s Cricket in order to umpire the other day of the weekend when not required by the VCA. This would have me working both days of the weekend and I have since maintained that more often than not. This has served me well. As I became even more experienced I was fortunate to assist others with umpire advisory roles with the VWCA, Western Suburbs Churches, Geelong and North West Cricket competitions. This also assisted my own development as I then became the focal point for all knowledge on Laws and local playing conditions. I just had to know—forcing me to look at the Blue Book more regularly and assisting my interaction with colleagues and captains. It was terrific to be accepted so well. Cricket has been a huge part of my life and returned to me so much enjoyment—and I emphasise, for me, having an enjoyable day is paramount. Most participants love to see an umpire enjoying the role so do not hide it—it is not an offence to smile. I remember a case where a Northcote First XI opening bowler was consistently beating the batsman hitting his pads regularly with the same question being put to me every time. I was to constantly disappoint the said bowler so much so that after Ben`s appeals had reached double figures he walked to me, threw his arms around me in a cuddle, leant his head beside mine and cried softly, “I need a hug, and a BLOODY wicket!” And yes, when he batted and was hit on the pads my thoughts on lbw had done a full 180. Still we enjoyed a beer together after the match. The fact I was tuned into doing as good a job as possible but being approachable made it comfortable for players to appear to accept me into their sporting world. I could never have played at the level I’ve umpired and it is a huge buzz to think players and clubs allow me into their day. War stories abound in this sport and another I wish to relate concerns a Women’s T20 match at Footscray. Yes another appeal for lbw (why me?) and on the evidence it seemed straight forward so I wished the batter a good day and off she trudged seemingly disappointed and as we umpires generally do, Courtney and I got together after the dismissal waiting for the incoming Box Hill batter and I mentioned Anna seemed disappointed as though she thought she may have hit it. Courtney politely replied: “I suppose she should have used all of the bat”. I found this terrific as I believe when you want an opinion the truth is what it is—no crap, no false niceties. All umpires should not be afraid of the truth. Errors will occur but remember, at the time of the appeal and on evidence available the umpire makes the decision he believes to be correct. It may turn out not to be the case but you have to be confident to make the decision on the facts as presented then accept it and move on. The next delivery is the most important one. I am now a mentor and it is great to be able to contribute similar to what I received from the likes of Darrell Holt, Paul Jensen and Bill Sheahan among others, on my way up and cannot stress more forcefully to just enjoy the journey. As for the Umpire Recognition Award: very silly, but thanks.

VCAUSA Annual Report 2014 37 Vale: Rex Whitehead (26 October 1948 – 27 June 2014)

Rex was a highly respected member of the Cricket Victoria umpires panel, and was an active and highly respected member of the VCA Umpires and Scorers’ Association from the time he joined the Cricket Victoria umpires’ panel and the VCAUSA in September 1972. Rex was on the VCAUSA Committee from 1979/80 until 1983/84, and was President in 1981/82 and 1982/83. With his wife and children, Rex was an avid supporter of our social scene, and loved playing in the VCAUSA social cricket team. He was a highly respected VCAUSA member of several Crockett Shield teams, captained the team in 1979, and performed well with the bat in 1975 and 1981. He was named as a VCAUSA Life Member in August 1982, a fitting and worthy recipient. Rex umpired multiple First Class matches including four Tests. Following his umpiring career and as a result of an employment promotion, he and his family moved to South Australia where he furthered his other passion, lawn bowls. He was a highly respected member of the lawn bowls community. He warmly shared his hospitality with many Victorian and South Australian friends. A large gathering of family and friends attended Rex’s funeral in July, including Test umpires Tony Crafter, Peter Cronin, Dick French, Daryl Harper, Mel Johnson, Len King, Bruce Martin and Max O’Connell, and other First Class umpires. The VCAUSA extends its condolences to Carol and her family, including their children Roxanne and Clayton, and their respective families; Rex’s friends and associates; and the cricket and bowls communities.

Dan Bomford

38 VCAUSA Annual Report 2014 Following my introduction to cricket umpiring, I received great benefit from Rex in relation to the technical aspects of umpiring. I often mention that Rex taught me most of what I knew about umpiring. Rex was a gentleman, and a very good mate.

Graeme Bugge

I was devastated to find Rex had passed away while I was in hospital, and unable to attend his funeral. I had been good friends with Rex and Carol for many decades sharing some great times with Rex on and off the field. Being western suburbs boys, we learnt a lot about umpiring by drinking at Charlie Suttons hotel, The Albert, after work with Jack and Peter Collins, the late Keith Butler and Terry McKenna who was captain of Footscray thirds at the time. At the same period I sat on a local football tribunal with Rex. I spent many funny times umpiring with Rex—from an Under 16 final at Collingwood to a One Day International in Sydney between Australia and England in January 1980. At the time, Rex had a fear of flying that he later overcame. Following a grade game at South Melbourne vs Carlton, no one from either side spoke to us, so we drank our beer and went home. On another occasion, Rex umpired a one day game at the Gabba with Mel Johnson who said to Rex: “We will go to The Crab Pot after the game.” Rex thought: “Great! Moreton Bay bugs, scallops the lot!” The result? Nothing like it! They went to Easts Cricket Club—sure it’s called The Crab Pot as the big sign on the wall is there for all to see. Not a semblance of seafood to be seen. However as much XXXX as you can drink! Once you’re in, you can’t get out. We played a number of Crockett Shield games together, and Rex followed me as President of our Association. I had been able to maintain our friendship in Adelaide by being members of neighbouring bowling clubs. In recent years I was lucky to spend some great times with Rex and Carol at Test umpire reunions.

Ray Isherwood

Whilst I did not have much social contact with Rex, we did share considerable time in our shared passion and involvement with umpiring. He was a fine umpire, who showed commitment and dedication to umpiring, whose larger than life approach and hearty laugh was a stand out in those sometimes stressful moments that occur in the cricket arena. Rex was a great team member, both on and off the field, a man of integrity.

VCAUSA Annual Report 2014 41 Annual Awards

2013–14 Winners The Robin Bailhache Commitment Award Dorothy Bugg The Jim Phillips 1st XI Umpiring Award Tony Ward The Dave Elder 2nd XI Umpiring Award Daryl Brigham The Ron Wright 3rd XI Umpiring Award Lou Tenace The Andy Barlow 4th XI Umpiring Award Greg Azzopardi The Cameron Medal for Scorer of the Year Craig Davenport

Background to the Awards The six Annual Awards not only recognise the outstanding performances by six of our active umpire/scorer members, but also honour the names of celebrated predecessors. The major award, the Robin Bailhache Commitment Award, was first awarded in 1992–93 as the Norwich Umpiring Commitment Award. At a 1996 General Meeting, the following motion was passed: “That in the light of the distinguished service given to the VCAUA by Robin Bailhache, the Annual Commitment Award should be renamed the Robin Bailhache Umpiring Commitment Award.” In the 1999–2000 season, following the introduction of official VCA scorers to the Association, the conditions of the Award were changed so that both active umpires and scorers could be considered for the Association’s most prestigious award, which would in future be known as the Robin Bailhache Commitment Award. The criteria for award of the Robin Bailhache Commitment Award are that the member has made a significant contribution to the Association off the field; has performed very well on the field (or in the scorebox); and is committed to their own and their colleagues’ performance. Selection is made by a process of confidential consultation between the President of the Association and other executive officers. The four umpiring awards were established in 2000 and were named after four celebrated Victorian Test umpires of past years, viz. Jim Phillips, David Elder, Ron Wright and Andy Barlow, whose names had not been honoured in any other Association Award. During the 2005–06 season, the award criteria were modified to require the winning umpire to have officiated in at least half of the matches played in the grade for which each award is made. Selection is based on the umpires’ performance throughout the season as determined by the office of Cricket Victoria’s Umpiring Manager. The scorers’ award was presented for the first time in 2001 and, for that year, was named the VCAUSA Scorers’ Award. It was the unanimous wish of the Association’s scorer members that their medal should be named after two of the most distinguished scorers in Victorian cricket history, viz. Jack Cameron snr. and Jack Cameron jnr. Selection is made by the scorer representatives on the Committee of Management, in consultation with the office of Cricket Victoria’s Premier Cricket Manager.

42 VCAUSA Annual Report 2014 The Robin Bailhache Commitment Award The criteria for award of the Robin Bailhache Commitment Award is that the member has made a significant contribution to the Association off the field; has performed very well on the field (or scorebox); and is committed to their own and their colleagues’ performance. Dorothy Bugg, like previous recipients of the Robin Bailhache Commitment Award, is a fitting winner. Dorothy ably meets the criteria for this award: • having shown a significant level of commitment to our Association, consistently over a number of years. Our Association has received the value of a most visible commitment for the entire length of her membership. • having served on the Committee for three years and, in that role, being a strong debater of challenges that have confronted the Association, and a defender of Association values, specifically, according to the ideals of Association membership, through: (a) spending time on Association activities; and (b) attendance at most functions and events. • having demonstrated an overall commitment to cricket umpiring and scoring and been a supporter of Association members, be they scorers or umpires—encouraging and challenging fellow members to develop, improve and strengthen their umpiring and scoring skills. Dorothy contributes to all discussions, in particular on matters such as the VCAUSA Constitution and Cricket Victoria Premier Cricket playing conditions. She is a great supporter of cricket, cricket umpires and cricket scorers; is proud to be a member of our Association; and proud of being associated with cricket, umpires and scorers. She publicly challenges all other members to attend Association events and displays dismay when member attendance numbers are low. Dorothy has three strong principles: • a commitment to personal development and that of colleagues; • an involvement at all levels; • an enthusiasm for the Association, and the Association before the individual. In addition, Dorothy has provided excellent Committee service to Melbourne University Cricket Club including a period as Club Secretary, and was honoured with Life Membership of that Premier Club. The Keith C Butler Trophy

Following the 1999 Easter visit a combined meeting of the committees of the two associations decided to commence a new competition between the two associations, to be known as the Keith C Butler Trophy. Keith Butler was a SACUSA member who attended every Easter event from 1936* to 1997. *In view of the new discovery that the exchange actually commenced in 1931, it would be interesting to know whether Keith participated in the earlier exchange(s) Competition is in sport or activity and a format which enables and encourages participation of all members and families. The actual contest is determined for each visit by the host association.
