INTRODUCTION This document is the final scope of work (“Final Scope”) for a Draft Environmental Impact Statement (DEIS) to inform the environmental review process for the proposed redevelopment of two underutilized parcels (the “Project Sites”) located within Belmont Park in the unincorporated hamlet of Elmont, Town of Hempstead, Nassau County, NY. This Final Scope has been prepared to describe the Proposed Project (as defined below), present the proposed framework and methodologies for the DEIS analysis, and discuss the procedures to be followed in the preparation of the DEIS. The DEIS will be prepared pursuant to the State Environmental Quality Review Act (SEQRA) and its implementing regulations at 6 NYCRR Part 617. Empire State Development (ESD) is serving as the lead agency under SEQRA. A Draft Scope for the project was issued on February 27, 2018. Oral and written comments were received during the scoping meetings held by ESD on March 22, 2018 at Elmont Memorial Library at 700 Hempstead Turnpike, Elmont, NY 11003. Written comments were accepted from the issuance of the Draft Scope through the public comment period, which ended April 12, 2018. The majority of the comments relevant to the Draft Scope focused on: (1) potential health and safety concerns related to the proposed siting of a new electrical substation to serve the Proposed Project; (2) traffic generated by the proposed uses and associated pedestrian safety; (3) the adequacy of parking for the proposed uses; (4) infrastructure and community services capacity concerns; (5) buffers between the Project Sites, North Lot, and adjacent communities (6) visual and safety concerns related to the proposed height of the hotel; and (7) concerns about whether the hotel could include a casino.
