Blackford The American experience between the Civil War and World War I can perhaps be best understood as an attempt to reorder national life in the wake of a radical social and eco nomic disruption that was brought on by rapid industrialization. In California, even more than in other areas of the nation, fundamental and dramatic changes were to occur throughout the period as various sectors of the state's rapidly ex panding economy became both increasingly differentiated and more closely interdependent. Through a series of mergers and consolida tions, large, diversified, integrated, and multi level firms came to replace smaller, more specialized, independent, and single-level companies. Trade associations, marketing com bines, and other affiliations served to organize these emergent firms within each industry; and businessmen, acutely aware of a need for recognition of their status as members of a profession, began increasingly to act in con cert as a special-interest group, both in public, in their representations to legislative bodies, and in private, as apologists for commercial practice and as agents working to suppress competition and increase efficiency. Professor Blackford examines three of Cali fornia's more important basic productive in dustries—agriculture, oil, and lumber—and three of its principal supportive businesses — banking, investment banking, and insurance — together with two major issues that cut across industry lines: the growing movement to bring about state regulation of railroads and public utilities, and the effort to effect tax reform. -

Teaching Health Policy and Politics in U.S. Schools of Public Health DEBORAH R. McFARLANE and LARRY J. GORDON INTRODUCTION MOST public health activities in the United States are funded by the public sector. The American political system guarantees that public resources will arrive by circuitous routes. This political system is federal (meaning that federal, state, and local agencies are involved); it is partisan (meaning, among other things, that different players will present different versions of the facts); and it involves many institutions (meaning that policy processes are usually slow and have many steps). In spite of its imperfections, government is an important source of revenue for many public health programs. In order to secure these public resources, public health practitioners must be adept at working within the political system. The recent Institute of Medicine (IOM) study, The Future of Public Health, however, found that many public health professionals are ignorant or disdainful of political processes. In fact, many public health professionals do not even participate in activities that they perceive as political. This lack of involvement has very serious consequences. The Future o f Public Health reported that one result is that many public policymakers do not consider appropriate technical advice when they are developing health policies (1). About 3,500 public health professionals graduate each year from U.S. schools of public health (2). The IOM report stated that the purpose of public health education should be to train -

Tracing the transform- ation of the federal government’s role in public health from the 1910s through the emergence of the CDC during World War II, I argue that national public health capacity emerged, to a great extent, out of the attempts of govern- ment officials to deal with the problem of tropical disease within the southern United States during periods of mobil- ization for war.
