    OFFICIAL Lincolnshire’s Tidal Surge Response & Recovery ‘After Action’ Report The East Coast Tidal Surge of 5th December 2013 Lincolnshire Resilience Forum’s Response & Recovery ‘After Action’ Report 20th March 2014 1 OFFICIAL Lincolnshire’s Tidal Surge Response & Recovery ‘After Action’ Report Foreword On Thursday 5th December 2013 a deepening pressure system combined with high astronomical tides and strong to gale force ‘north westerly’ winds to generate a coastal surge along the whole of the east coast of England, the largest surge since the ‘great storm’ of 1953. Due to advances in surge forecasting, flood prediction and contingency planning at national, sub-national and local levels we were able to ‘get ahead’ of the storm. From Tuesday 3rd December partners began deploying one of the largest multi-agency emergency response and recovery operations ever conducted in Lincolnshire. This included the most significant evacuation operation in recent memory, the rescue of a number of people who became isolated by floodwaters, and work to ensure critical services were maintained and damaged infrastructure quickly repaired. Thankfully there were only 3 (relatively minor) casualties as a result of the surge, but more than 720 residential and commercial properties were inundated from the resultant overtopping and breach of defences. I would like to pass on my sympathy and support to those whose households and businesses flooded. We continue to work to support a full community recovery, and I commend the work of colleagues at Boston Borough Council who have led this work. In the circumstances this was a very good, forecast-led response and recovery effort.

    THE VILLAGES OF BRACEBY and ROPSLEY, Lincolnshire, and their connection to CORPUS CHRISTI COLLEGE, OXFORD by Marion Ellis Adapted from Dissertation for Nottingham University 2004 Appendix: brief life of Bishop Richard Fox ‘A MAN OF EXTREME AUTHORITY & GOODNESS’ he involvement of Corpus Christi College in the village T of Braceby, and many other south Lincolnshire villages, is due to a family by the name of Fox, which was well established in Ropsley in the 15th Century. It is a pity that the term ‘middle class’ was not part of our vocabulary until the eighteenth century because it is one that could apply to the family of Richard Fox. The biographer of Richard Fox, Edmund Chisholm Batten, cast about for a suitable description for Richard’s parents, but he failed to find any noble background for this man who rose to such extreme heights: Fig 1 Bishop Richard Fox ‘Thomas Fox was a person of position above a yeoman, though perhaps not entitled to wear coat armour. His only sister, Elizabeth Fox, married John Bronnewell, and from this marriage many illustrious families are descended. The name Fox as a landowner in Ropsley goes back to the time of Edward III, and the sisters of Bishop Fox married into the good families of Colston and Joyner before he himself was a distinguished man.’1 Richard Fox was son of Thomas Fox of Ropsley. From this undistinguished origin he rose to become Principal Secretary of State, and Lord Privy Seal to Henry VII. He was successively Bishop of Exeter (during which time he baptised the infant Henry VIII) Bishop of Bath and Wells, Bishop of Durham and finally Bishop of Winchester, at that time the most prestigious bishopric in England.

    Chairman’s Message The times, they are a-changing, as a certain Mr Dylan said many years ago. The voluntary sector is being asked, if not driven, to be more commercial as there are fewer and fewer grants available, and those that are still around are being targeted at more and more specific areas of work. I would ask the funders, government and others: Is commercial really better in the sphere that the voluntary sector occupies? That is the delivery of support and services to people and communities where there is no profit and much disadvantage! Does this philosophy run the risk of eroding the difference factor the sector brings? Such as its closeness to the service user, its focus on meeting the needs as defined by that person, the filling of gaps and making of links? VANL’s core activity, which is advice, support and liaison and representation for the voluntary sector (which has always been the core work of councils for voluntary service), is now no longer considered a priority for funding locally, which means with sadness we have to announce that VANL’s service to its members and clients is changing. Thanks to the withdrawal of our core funding, we now have to charge for most of our services. This has happened since the end of the financial year in question here, but we need all our customers to be aware that if you need our services, you may be charged for the work. We are of course keeping charges as low as we possibly can, and seeking to reduce the cost burden on our already-overstretched sector by finding new ways to earn income to subsidise our support.

But there is so much potential to make Central Lincolnshire an even better place. An even better place to live, with quality homes people can afford, easier access to shops, services and facilities, and new thriving communities, which are welcoming and safe. An even better place to work, where new facilities and infrastructure mean that businesses choose to expand or relocate here, bringing jobs and stimulating investment. An even better place to visit, a place where people choose to come to enjoy our nature, our history, our shops, our eateries and attractions, while at the same time significantly contributing to our rural and urban economies. A new Local Plan for Central Lincolnshire can do this. This is the adopted Local Plan for Central Lincolnshire. It was prepared with the benefit of your very helpful comments we received at various draft stages. Inside this adopted Local Plan are policies for the growth and regeneration of Central Lincolnshire over the next 20 years and beyond, including sites allocated for development and other areas designated for protection.
