94. *Mrs. Seema Mohiuddin Jameeli:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the total number of Dams constructed by CDA in Islamabad during the last five years alongwith the locations thereof; and

(b) whether there is any proposals under consideration to construct new Dams in Islamabad by CDA in near future; if so, when it will be constructed alongwith the locations thereof?

Minister Incharge of the Cabinet Division: (a) No dam has been constructed by CDA in Islamabad during the last five years.

(b) Yes, there is a proposal to construct Chirah Dam on location at Chirah Village in Islamabad. The work at site could not be started. The construction work would be taken up after acquisition of land by the Government of Punjab.

95. *Ms. Tasneem Siddiqui:

Will the Minister for Inter Provincial Coordination be pleased to state:

(a) the World Ranking of in Hockey, and Football at present; and 2 (b) the steps being taken to promote those games in the country?

Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) Hockey

The current ranking of Pakistan Hockey team at international level is 5th out of 73.

Football

The current ranking of Pakistan Football is 180 out of 207 countries.

Cricket

Pakistan national Cricket Team’s current World Ranking is as follows:

I. Pakistan Ranks 4th in Test Ranking II. Pakistan Ranks 6th In One-Day International Ranking. III. Pakistan Ranks 6th In Twenty (20) International Ranking

(b) Hockey and Football

The following steps are being taken for promotion of Hockey and Football in the country:—

a. Annual and Special Grants by the Federal Government. Annual grants are meant for holding mandatory annual championships as well as day to day expenses of the Federations. Special Grants are released for participation of Pakistani Sports teams in International Tournaments at home and abroad.

b. Training and coaching of national teams for participation in mega international events like Olympics, Commonwealth, Asian and South Asian Games.

c. Federal Government provides funds to Pakistan Hockey Federation for implementation of Master Plan for promotion of Hockey.

d. Development of Sports infrastructure in the country including laying of synthetic hockey turfs. 3 e. Organization of PSB Inter-Provincial Under-14 Boys and Under- 16 Girls Tournaments throughout Pakistan on rotation basis.

f. Organization of special sports events like Prime Minister’s Sports Festival, 2012 and Pakistan Inter-Board Sports, 2012 for promotion of sports including Hockey and Football at grass-roots level.

g. Master Plan launched by the Pakistan Hockey Federation for the establishment of Hockey Academies at 18 centers having abundant talent.

h. Pakistan Football Federation in collaboration with FIFA has launched a gross-root level coaching programme for the training of National Under-13, Under-16 and Under-18 players at District, Provincial and National level. Pakistan Football Federation has also hired AFC qualified/certified Coaches for the training of Coaches, introducing “D” Certificate Courses through the country.

108. *Ms. Parveen Masood Bhatti:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the period after which official telephones directories are being published/issued by the Cabinet Division; and

(b) whether it is a fact that those telephone directories were issued for the year 2012 after lapsed of a number of years; if so, the reasons thereof?

Minister Incharge of the Cabinet Division: (a) There is no fixed time frame for publication of official Telephone Directory which is being published for distribution to various Ministries/Divisions/Departments for official use subject to availability of funds and as and when information becomes outdated and the existing stock is completely exhausted. 5 (b) Prior to the year 2012, official Telephone Directory was published in the year 2007 & 2009, based on the requirements mentioned above.

109. *Ms. Parveen Masood Bhatti:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the year-wise total income earned by the CDA from Toll Plazas of Islamabad during the last four years till date; and

(b) the utilization of said amount?

Minister Incharge of the Cabinet Division: (a) Year wise total income earned by CDA from their three Toll Plazas during last four years is as under:—

(b) The income earned from these Toll Plazas is utilized for maintenance/ development of roads network and landscape etc. within Municipal limit of Islamabad.

21. *Ms. Qudsia Arshad:

Will the Minister for Inter Provincial Coordination be pleased to state:

(a) the location-wise academies have been established for promotion of sports in the country so far; and

(b) the role played by those academies for promotion of Sports during the last four years till date? 6 Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) Currently as only the National Cricket Academy (NCA) at is functional with complete infrastructure since 2004.

Meanwhile, “High Performance Centers (Academies)” with complete infrastructure at Karachi & Multan Regions are near completion and will be functional soon.

Every year PCB run Regional Academies Program for U-19 Players at all the 11 regions namely Karachi, Hyderabad, Quetta, Multan, Lahore, Sialkot, Faisalabad, Rawalpindi, Islamabad, Peshawar, Abbottabad to train cricketers and promote the game in the country.

In 2012, Bahawalpur was also added as the 12th Region hence the U-19 Academy was run in all the above mentioned 12 regions.

(b) NCA/ Regional Academies have made countless achievements since 2008 as follows:—

• Holding Academies Program for U-19 Players at all the 11 regions since 2004.

• Developed number of players over the years that have represented Pakistan at various levels. Some of the notables are as under:—

 Khalid Latif   Raza Hassan  Muhammad Amir  Hammad Azam   Khurram Manzoor   Adnan Akmal  Fawad Alam  Ahmad Shahzad  M. Irfan  Asad Shafique  Sarfraz Ahmed  Umer Amin 

• Organizing Talent Hunt Program for U-16 players throughout the country since 2007 that has produced number of promising young players. Moreover, U-19 team participated in ICC U-19 World Cup 2012 consisted of players coming through this program. 7 • With the evaluation of National Cricket Academy, Pakistan has achieved following landmarks since 2008 where there was not any noteworthy performance at Junior Level before the introduction of Academies:—

 U-15 World Champion-2008  U-19 World Cup Runners up -2010  U-25 SAARC Champoion-2011  U-19 Asian Champion-2012

• Furthermore, there is a complete Coaching and Support Staff structure at all 12 Regions that are looking after the technical, tactical, Physical Fitness, Injury prevention, Rehabilitation, Performance Analysis etc. players at Regional level as per the requirement of contemporary cricket.

22. *Ms. Qudsia Arshad:

Will the Minister for Inter Provincial Coordination be pleased to state:

(a) the steps being taken by the Government to control. Malaria in the country under Malaria Control Programme; and

(b) the year-wise total amount of expenditures incurred to control the Malaria under the said programme during the last five years?

Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) The Director of Malaria Control (DoMC) supports the malaria endemic districts through provincial Malaria Control Programmes by filling their gaps under PSDP project Roll Back Malaria (2008/09 to 2012/2013).

Following Malaria Control strategies are being implemented:— 1. Early diagnosis and prompt treatment. 2. Multiple preventions 3. Epidemic preparedness 4. Operational research 5. Awareness, communication and social mobilization. 6. Partnership building. 8 Currently, there are 56 high burden sharing districts of the country (Annexure-A) and malaria is problem in rural areas not in urban areas.

As per defined roles and responsibilities of Federal DoMC and provincial malaria control programs, planning and implementation of routine activities (interventions) is mainly the responsibility if provincial Malaria Control Program. Federal DoMC provides only technical support is provided to some extent in case of emergency/outbreak.

In this regards, major steps (interventions which are uniform for all areas) taken by Directorate in consultation with provincial counter-partners have been placed at Annexure-B.

(b) Government of Pakistan approved a total cost of Rs. 658.62 million for five years (2008/09-2012/13) under PSDP-poject (Roll Back Malaria in Pakistan).Out of Rs.658.62 million only Rs.107.104 million was released till June 2011.During the year 2011-12 and onwards Planning Division directly released the funds to the provinces and no funds were provided to Federal Directorate of Malaria (DoMC) under said project.

Year-wise total amount of expenditure incurred by Directorate of Malaria Control (DoMC) including material and capacity building support to the provinces placed at Annexure-C.

23. *Ms. Nighat Parveen Mir:

Will the Minister for Communications be pleased to state whether it is a fact that restaurants and hotels have been set up alongside the Motorways and Highways; if so, the name of department which accorded approval/permission thereof?

Minister for Communications (Dr. Arbab Alamgir Khan): Yes, it is a fact that restaurants & hotels have been setup along the Motorways & Highways.

Motorway (M-2). Restaurant & hotels within the rest areas of Islamabad - Lahore (M-2) are maintained by M/s Daewoo Pakistan Motorway Services Ltd through a concession agreement with NHA. 9 Motorway (M-1). Two mini service areas are being maintained by private operators on Peshawar - Islamabad (M-1).

Motorway (M-3). There is no service area on Pindi Bhattian - Faisalabad (M-3).

National Highways. Restaurants along these roads are owned and maintained by private entrepreneurs, however, in certain cases NOCs have been granted by NHA.

Note: NHA issues NOC for establishment of restaurants & hotels on payment of annual approach rentals.

24. *Ms. Nighat Parveen Mir:

Will the Minister for National Food Security and Research be pleased to state:

(a) whether it is a fact that the country is self sufficient in the production of fruits, vegetables and pulses; if so, the details thereof; and

(b) the steps being taken by the Government for increasing the said production?

Minister for National Food Security and Research (Mir Israrullah Zehri): (a) With the grace of almighty Allah the country is self sufficient in the production of fruits and vegetables where as deficient in pulses production.

• All the fruits & vegetables produced in the country cater the needs of our population.

• Pakistan is self sufficient in the production of Mung. However, the gram production varies year to year and out off last 5 years it was deficit in 2 years whereas sufficient in 3 years . Whereas the production of Masoor and Mash is deficit up to 50% than requirements. 10 (b) Step being taken to improve production of fruits, vegetable and pulses are as under :—

• Five Horticulture Research Institute/Stations all over the country in Federal/ Provincial setup are conducting the research activities to improve yield quality of all major fruit and vegetable crops.

• Under the net work of Pulses Federal/Provincial set up eighteen Research Institutes/ Stations all over the country are conducting the research activities for different pulses to improve yield and quality of pulses.

25. *Ms. Shaheen Ishfaq:

Will the Minister for Information and Broadcasting be pleased to state the steps being taken to improve the standard of PTV Programmes and dramas as compared to other channels?

Minister for Information and Broadcasting (Mr. Qamar Zaman Kaira): PTV has taken following steps to improve the quality/standard of its programmes.

o Programmes Conferences participated by media professionals are held regularly to review the quality and standard of programmes/ dramas. The measures are also suggested by the experts to improve the Standard of programmes.

o Soap shows included in programme bouquet to compete with other channels and market trends.

o Concept committees comprising of media experts review the drama scripts at all PTV Centres and Headquarters level.

o Training and grooming of young producers under the supervision of Executive Producers is continued.

o Technical staff is imparted technical training on the latest production techniques.

o Programmes planning, is being improved in the light of viewers feed back. 11 26. *Mr. Abdul Rashid Godil:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the year-wise total number of advertisements of Benazir Income Support Programme (BISP) given on Television Channels and newspapers during the last four years till date; and

(b) the year-wise total expenditures incurred thereupon during the said period?

Minister Incharge of the Cabinet Division: (a) Benazir Income Support Programme (BISP) is the first ever initiative of its kind in the history of Pakistan established by the democratic Government in July 2008 as a social protection programme devised for achieving primary objectives of poverty alleviation and women empowerment. Also, it was meant to provide immediate relief to the poor, enabling them to absorb the shock of rising prices of food and fuel caused by national and international economic recession. Within a short span, BISP has made considerable progress by providing much needed relief to more than 5 million poor families (4 Crore persons approx) including Internally Displaced Persons (IDPs), earthquake & flood affectees along with bomb blast victims all across Pakistan.

First time in the history of Pakistan, when these innovative systems were being implemented and continuous international support and recognition was required, there was felt a need to evolve comprehensive strategy to create awareness about the programme itself and about the systems, operation, working and procedures so that the beneficiaries can achieve all the benefits well in time in most dignified and efficient manner. The sole purpose was to make the message straight and clear to every Pakistani residing anywhere in the country. BISP’s Communication strategy is a blend of various means and resources used to reach out to the beneficiaries present all across the country in every possible way. It is communicating with the people through electronic media, print media, newsletters, website, seminars, conferences, workshops, social mobilization techniques, announcements in the mosques, trainings, camps, counseling, local gatherings etc at national, provincial, district, tehsil and UC levels. BISP has received overwhelming support by local elders, notables, Ulema, Community mobilizers and civil society members to spread the message of the Programme to every citizen of Pakistan irrespective of his/her political affiliation, caste, creed or religion. This is the reason that BISP has successfully launched its operations and empowered 12 women even in the hard terrains like tribal areas, Baluchistan and FATA with so much different cultures, traditions and social barriers.

BISP beneficiaries present in every nook and corner of the country belong to deprived segment of society which is not much literate and does not have access to a solitary source of information. Thus, it was taken as a challenge to run awareness campaigns relying on various sources of communication to keep them well informed, updated and aware on following components:

• Introductory Phase • Waseela-e-Haq • Waseeela-e-Rozgar • BISP Achievements • Benazir Smart Card/Benazir Debit Cart • Nation-wide Poverty Survey • Mobile Phone Banking • Grievance Redressal (Help Desk ) • News Letter • Misc/Special Supplement

And currently along with the above:

• Waseela-e-Sehet • Life/Health Insurance • Waseela-e-Taleem etc.

It was of vital significance to reach out to these families as per their media habits and diversified cultures through available resources i.e. newspapers and electronic media at various levels of audience outreach i.e. national or regional. Relying on single mode of communication or specific channels or newspapers could result in a communication gap which was well avoided. The only criteria that was adopted for advertisements was to make sure that the message of BISP must reach loud and clear to all its beneficiaries present throughout Pakistan from outskirts of Baluchistan to far flung areas of Gilgit Baltistan, Kashmir or FATA.

(b) The year-wise detail of advertisement/ campaigns is attached at Annex-A. Similarly year-wise expenditure against medium wise (i.e. Electronic and Print) is attached at Annex-B. 13 14 15

27. *Ms. Tasneem Siddiqui:

Will the Minister for Education and Training be pleased to refer to Starred Question No.93 replied on 17-12-2012 and to state the new steps to be taken by the present Government with reference to adults education in the near future?

Minister for Education and Training (Sheikh Waqas Akram): Ministry of Education and Training is also in-charge of National Commission for Human Development (NCHD) which is the largest program for non-formal education in the country. NCHD is taking the following steps for adult education in the near future:—

I. Incorporation of Adult Education in National and Provincial Literacy Plans to achieve Education for All (EFA) Goals

II. Establishment of 60,000 Adult Literacy Centers in 59 Low Literacy Rate Districts in the next three years

III. Raise in Literacy Rate per annum with special focus on Adult Education

28. *Mrs. Nisar Tanveer:

Will the Minister for National Food Security and Research be pleased to state:

(a) whether it is a fact that the World Bank, UNDP, Sustainable Development Policy Institute and Benazir Income Support Programme have conducted various surveys regarding food insecurity in the country during the last four years till date;

(b) whether it is also a fact that the food insecurity has been increasing in the country according to those surveys;

(c) if the answers to parts (a) and (b) above are in the affirmative, the year-wise ratio/percentage of food insecurity estimated by the Ministry in view of the said surveys during the said period; 16 (d) the statutory mandate of the Ministry with regard to control the increasing ratio of food insecurity in the country; and

(e) the steps being taken to reduce the said increasing ratio?

Minister for National Food Security and Research (Mir Israrullah Zehri): (a) It is a fact that the Sustainable Development Policy Institute (SDPI) and Benazir Income support Programme (BISP) have conducted surveys regarding food insecurity in the country during last four years.

(b) Generally, these surveys showed an increasing trend in food insecurity in the country.

(c) Ministry of National Food Security and Research was established on 26th October, 2011 and no such survey was carried out by the Ministry during last four years. However, Ministry in collaboration with Sustainable Development Policy Institute (SDPI) and World Food Programme (WFP) is currently carrying out the survey of food insecurity in the country for 2012-13.

(d) Various functions assigned to the Ministry of National Food Security and Research collectively contribute toward enhancing availability of food items.

(e) The steps being taken to reduce the increasing ratio of food insecurity include:

(i) Ministry of National Food Security and Research is working on a National Zero Hunger Programme based on the success story of Brazil and a proposal for setting up of a National Food Security Council.

(ii) In a recent move Government has allowed PASSCO to offload 1 million ton wheat in the domestic market at reduced rate of Rs. 1050 to Rs. 1100 per 40 kg. This will increase wheat availability and enhance access of food insecure households to food.

(iii) Additionally, the Government has provided 50,000 tons wheat to the World Food Programme as a donation for distribution among the Internally Displaced Persons (IDPs) in the country. 17 29. *Mrs. Nisar Tanveer:

Will the Minister for Information and Broadcasting be pleased to state:

(a) whether it is a fact that private channels have been authorized to telecast foreign dramas/plays and other contents by their channels;

(b) if so, the details alongwith the procedure adopted for censorship of such contents thereof;

(c) whether it is also a fact that the PEMRA has failed to implement such procedure/censorship codes in letter and spirit; if so, the reasons thereof alongwith the steps being taken to ensure a state of art censorship; and

(d) the justification to permit private channels to telecast Indian continents?

Minister for Information and Broadcasting (Mr. Qamar Zaman Kaira): (a) Yes, private channels are authorized to telecast foreign content upto 10 percent of overall transmission under Clause 7.2 of licence terms and conditions reproduced as under:—

“The Licensee shall be allowed 10 % foreign content, the break up of 10 % is as follows:

i. 40% of the 10% (4% of the overall) may be English content.

ii. 60% of the 10% (6% of the overall) may be Indian or other content.”

Moreover, Section 18 (a) of PEMRA Ordinance 2002 as amended by the amendment Act 2007 states that “The licensee shall ensure to provide a proportion of programmes of indigineous origin as per approved program mix not being less than 90% of the total programming.”

(b) The applicant before issuance of license has to present the proposed content before the Committee and if the proposed content is found to be complying with the Code of Conduct as given in Scheduled-A of PEMRA Rules 2009, only then is the programme mix approved by the Authority. 18 Moreover, PEMRA has established a state of the art monitoring setup for monitoring content of the channels being aired and if any violation is observed, action under Section 30 (d) of PEMRA Ordinance 2002 is taken. Moreover PEMRA has also established 24/7 complaints call centre for the general public who can lodge a complaint against any programme/aspect of the electronic media.

Furthermore, PEMRA under Section 19(5) & Section (20) (f) of the PEMRA Ordinance 2002 as amended PEMRA Act 2007 and Section (15) (1) of PEMRA Rules 2009 has devised Code of Conduct for Media Broadcasters / Cable TV Operators, which explicitly provides standards for programming and advertisements eligible for airing on private satellite TV channels.

These provisions are reproduced as under:—

Section (19) (5):

“The Authority shall devise a Code of Conduct for programmes and advertisements for compliance by the licensees.”

Section 20 (f):

“A person who is issued a licence under this Ordinance shall —

comply with the codes of programmes and advertisements approved by the Authority and appoint an in-house monitoring committee, under intimation to the Authority, to ensure compliance of the Code.”

Section (15) (1):

“The contents of the programmes and advertisements which are broadcast or distributed by the broadcast media or distribution service operator, shall conform to the provisions of section 20 of the Ordinance, these rules, the code set out in the Schedule-A and terms and conditions of the licence.”

Moreover, under Section (20) (f) of the PEMRA Amendment Act 2007 licensee is obliged to constitute its In-House Monitoring Committee in order to censor its programmes & advertisements in conformance with the Code of Conduct. 19 (c) All the PEMRA licensees are generally following aforementioned policy, however, any violation reported / identified during the routine enforcement pursuits is taken seriously and immediate punitive action is taken against the licensees by issuing advices, notices and warnings for violating PEMRA laws. Statistics of enforcement action taken so far are as under:—

(d) PEMRA has mandate to improve the standards of information, education and entertainment and to enlarge the choice available to the people of Pakistan including news, current affairs, art and culture as well as science and technology. So to increase competition to enable improvement of content being aired, to ensure diversity of content and to curb the tendency of illegal content being received via illegal means such as Indian DTH etc., satellite TV licensees are allowed to air foreign content maximum upto 10%.

30. *Shaikh Rohale Asghar:

Will the Minister for Inter Provincial Coordination be pleased to state the steps being taken by the Government to protect/improve the future of Pakistani players in the field of Snooker?

Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): 1. It is the considered policy of the Government to provide maximum incentive to our sportspersons so that they can pay more attention in game to bring laurels to our country.

2. The Prime Minister of Pakistan has already approved a scheme for grant of cash awards to the medal winners in international events i.e Olympic Games/ world Cup, Commonwealth Games / Asian Games and South Asian Games / Islamic /ECO Games etc.

3. The Prime Minister of Pakistan announced grant of Rs. 1.5 million to Mr. Muhammad Asif on winning IBSF World Snooker Championship 2012 held at Sofia, Bulgaria which is being paid by PSB. He has also been provided substantial amount by various organizations. 20 4. The Government is also working on a policy for provision of jobs to all medal winners of the Olympic, Commonwealth, Asian and Islamic Countries Games as well as other international Championships of major games recognized by international body in that particular games and star sportspersons officially representing Pakistan in major sports viz Hockey, Cricket and Squash at any international competition recognized by the international body in that sport.

5. Pakistan Sports Board has affiliated National Sports Federations which are exclusively responsible for promotion of their respective sports. Billiards and Snooker Federation is an affiliated National Sports Federation to promote the sport of Billiards and Snooker in the country.

6. Training/ coaching and financial support was provided by the Federation to Mr. Muhammad Asif who won IBSF World Snooker Championship 2012.

7. The Federation is also paying monthly honorarium to its top ranking 8 players as per following detail:—

(a) No.1 National Ranking - Rs.8,000/- Player Mr. Muhammad Asif.

(b) No.2 National Ranking - Rs.7,000/- Player.

(c) No.3 to 8 National Ranking - Rs.5,000/-each Player.

31. *Ms. Imrana Saeed Jamil:

Will the Minister for Education and Training be pleased to state:

(a) whether it is a fact that Pakistan can not achieve its target of Millennium Development Goals regarding Education;

(b) if so, the reasons thereof?

Minister for Education and Training (Sheikh Waqas Akram): (a) It is a fact that Pakistan is lagging behind in achievement of Universal Primary Education Targets fixed for the year 2015. This is one of the targets set in the MDGs concerning education. To be more specific there are six MDGs that the country is struggling to achieve. The status of achievements in this regard is explained at Annex-I. Pakistan has achieved targets concerning Expansion of Early Childhood 21 Education (ECE) and enrolment of New Entrants to Primary Grade 1 from ECE. However there is still a lot to be done given the huge number of Out of School Children in Pakistan. In the age bracket of 3-16 there are approximately around 25 million Out of School Children in Pakistan that need to be educated in the light of Article 25-A of the Constitution as well as to achieve MDGs. (Annex-II) Experts and analysts are of the view that it is difficult for Pakistan to achieve the targets set in the MDGs at the present level of funding. In view of this Ministry of Education and Training has been entrusted the responsibility to initiate an Accelerated MDG-II Action Plan so that efforts can be made to achieve the targets by 2015. Work on preparation of Action Plan in this respect has been undertaken.

(b) The reasons for failure and difficulties in achieving MDG targets concerning education are as under :— . (i) If % of the GDP of the country was allocated for Education Sector since the year when the MDG targets were set, the country would have achieved the goals by now. But low investment in education made it impossible for the country to harvest returns. (Chart 1 at Annex-III)

(ii) More emphasis has been on bricks and mortar schemes as well as salaries of the teachers resulting in deficiency of plans and programs in target areas on need basis (Chart 2 at Annex-III)

(iii) The number of Out of School Children is continuously on the rise and there has been no concrete and established system to accommodate them in schooling system.

(iv) People in poverty stricken areas are not ready to send their children to schools because they assist the family in earning livelihood and no comprehensive plan is in the offing to address this situation country wide.

(v) People in Tribal areas and other regions are not inclined to send the girls to schools because of cultural and patriarchal reasons. This situation has different facets in different regions and there is no national plan to address this issue effectively.

(vi) Retention of the children from Primary to Secondary has not been ensured that made it difficult to reap the fruits of early education. 22 (vii) After devolution of Education, coordination with provinces as well as International agencies and bilateral countries became weak. The issue has now been settled after renaming of the Ministry as Ministry of Education and Training.

(viii) There was no legislative framework that should have made compulsory education binding on the government. Recently Federal Government has taken the lead and passed a Free and Compulsory Education Bill 2012 with the expectation that provinces shall also legislate accordingly.

(ix) Provincial governments, charged with catering to a huge population as compared to the federal government, are faced with the challenge of increasing the budget allocation and ensuring its effective expenditure.

(x) Public Spending as percentage of GDP in Pakistan can be compared with expenditure on education in other countries. (Annex-IV) There is no effective mechanism to bind the federal and provincial governments to allocate resources in their annual budgets that are required to achieve Universal Primary Education and other MDGs. Pakistan needs to allocate around 4.5% of its GDP from the year 2013-14 to gear up activities to achieve MDG-II and commitment from the provinces in this regard are required urgently. The estimated requirements for the provinces to accelerate MDGs are at Annex-V.

To save the foreign exchange being spent on the import of tea, the Government of Pakistan initiated a Project titled “Commercialization of tea production through public private sector partnership”. Under the then defunct MinFA through PARC. The objective was cultivate tea on commercial scale in potential tea growing areas of KPK and AJK with the help of private sector having following details :—

• Districts Rawalakot, Poonch, AJ & K 3,000 acres 24 As a result of this project one of the investor out of three i.e. M/s Khawaja Food Kashmir (Pvt.) Ltd. Had started the plantation in his allocated area in Azad Jammu and Kashmir, the tea saplings provided by NTRI, Shinkiari, also established tea nursery infrastructure in Abbaspur, which was later handed over to Agri. Extension Department, AJ & K. Whereas, the activities could not be implemented in Khyber Pakhtunkhwa province due to non provision of land by Forest department.

After devolution of the MinFA under 18th amendment the AJ&K component was closed and the KPK component was handed over to Province.

PARC is a research organization and according to their mandate, the successful plantation has been demonstrated, its yield potential and quality have been assessed to be economically viable and finally a production package has been evolved through the research efforts of the scientist of PARC. Now it is required that provincial government may take the research results/achievements in the indentified areas for commercial cultivation.

(a) the details of Ministries alongwith its departments devolved to the provinces so far under 18th Amendment made in the Constitution; 25 (b) whether it is a fact that assets/liabilities of those Ministries have also been transferred to the provinces; if so, the province-wise details thereof; and

(c) whether it is also a fact that the devolution process of the Ministries have been completed under the said Amendment; if not, the time by which said process will be completed?

Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) In pursuance of 18th the Amendment, 17 Ministries have been devolved to the provinces alongwith their departments/organizations vide Cabinet Division’s Notifications dated 02-12-2010, 05-04-2011 and 29-06-2011 (Annex-I). Moreover, a number of functions of some other Ministries i.e. Communication, Finance, Interior, Cabinet, Law & Justice and Ports & Shipping Divisions have been deleted meaning thereby these also stand devolved (Annex-II).

(b) 2. During the process of devolution, the Implementation Commission set up a Committee under Deputy Chairman, Mr. Ishaq Dar. It is a fact that most of the institutions along with assets of the devolved Ministries have been transferred to the Provinces. However, the Committee could not complete the assigned task due to the resignation of Senator Ishaq Dar.

3. Subsequently, being post devolution matters, the task was assigned to “High-Powered Committee to Resolve Post Devolution Issues” headed by Syed Khurshid Ahmad Shah, Minister for Religious Affairs.

(c) 4. Process of devolution has been completed to a great extent, however, some issues regarding certain federal entities are being resolved by a Special Committee of the Senate on Devolution Process headed by the Senator Muhammad Jehangir Bader.

(a) whether it is a fact that the feasibility report has been prepared by the Korean Company recently for the construction of Malakand Tunnel; 26

Minister for Communications (Dr. Arbab Alamgir Khan): (a) Yes, M/s Chunil Engineering Consultants Co Ltd, Republic of Korea has conducted the feasibility study.

(b) Loan agreement signed betwecn Economic Affairs Division and EXIM Bank of Korea on Dec. 5, 2012. Procurement of consultant detailed design & procurement of contractor will take about 12 months.

(c) Construction work is likely to commence after about 12 months.

(d) There is no such plan under consideration by NHA.

(a) the percentage of construction work of the Motorway project from Faisalabad to Multan completed so far; and

• Discipline Committees / Proctorial Boards are established in institutions to keep discipline among the students.

• Attendance Cells established in the institutions monitor the attendance of the students. All the students must have minimum 75% attendance to appear in the Annual Examination of Board/University.

• In the Morning Assembly Heads of the institutions give talks on various topics of general interest including advice to the students to concentrate on academic activities.

Minister Incharge of the Cabinet Division: (a) For providing sanitation services in Sector G-9/2, 36 Sanitary Workers headed by 2 Mates, Supervisor and Sanitary Inspector have been deployed. The waste is collected on daily basis. 25 Garbage trolleys and 03 skips (Large Garbage Containers) have also been placed for storage / disposal of garbage.

(b) The said staff is performing their duties efficiently.

71. Syed Ali Mosa Gilani:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is fact that 15 days notice was issued on 13th February, 2012 by CDA in the light of rule 5, chapter 11 of the Pakistan Accommodation Rule 2002, to those employees/ occupants who owned houses in their names, spouses or dependent children;

(b) if so, the reasons for not vacating Government quarter/houses by CDA employees so far;

(c) the details of officers of CDA who are responsible to implement the said notice; and

(d) the time by which those quarters/houses will be got vacated therefrom alongwith the action to be taken against the responsibles?

Minister Incharge of the Cabinet Division: (a) No. In fact it was a circular made to all the formations of the Authority to get necessary data of those employees who have both the facilities so that notices could be issued to them. 4

(b) Still the notice has not been issued.

(d) Actions are being taken on completion of the task and requisite completing of legal / codal formalities.

72. Sheikh Muhammad Tariq Rasheed:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the Government Quarters of block numbers 4, 5 and 6, Street No.46, Sector G-7/2, Islamabad have not been white washed since long;

(b) if so, the time by which those quarters will be white washed?

Minister Incharge of the Cabinet Division: (a) Yes, it is correct that the Government Quarters of Block Nos. 4, 5 and 6 Street No.46, Sector G-7/2, Islamabad, have not been white washed since last couple of years, due to financial constraints.

(b) The proposal/estimates for Low Category quarters from “A” to “C” type in Sector G-7, Islamabad, have been prepared and white wash will be done in the current financial year 2012-2013.

75. Mr. Mohammad Afzal Khokhar:

Will the Minister Incharge of the Cabinet Division be pleased to state whether it is a fact that sewerage line of Gali No.167, G-7/3-1, Islamabad has completed its life span; if so, the steps being taken to lay new sewerage line in said gali at an earliest?

Minister Incharge of the Cabinet Division: The sewerage lines of Islamabad city were laid almost 45 years ago and have developed some chronic defects due to which the lines are chocked frequently. The complaints of chokage/ blockage of sewerage system are being attended by the respective Enquiry Office of Maintenance Directorate as and when the need arise. 5 Complaint of sewerage blockage of Street No.167, G-7/3-1, Islamabad, has already been attended to and now line is functioning properly.

However, the estimate for replacement of existing 06" dia sewerage line by 09" dia sewerage line for Street No.167, Gulshan Market, G-7/3-1, Islamabad, has been prepared and after approval & allocation of funds, the work will be taken in hand accordingly.

76. Mr. Muhammad Hanif Abbasi:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the total number of play grounds in Islamabad under the administrative control of CDA;

(b) whether such grounds have been designated for different Cricket Clubs which are registered with Islamabad Cricket Association; if so, the facilities provided by the CDA therein;

(c) whether it is a fact that such Cricket Grounds have been encroached upon by influential people and being utilized for private purposes; and

(d) if the answer to part (c) above is in the affirmative, the steps being taken to get vacated the grounds from illegal occupants?

Minister Incharge of the Cabinet Division: (a) Only following 04 grounds are under the administrative control of CDA out of 38.

(i) 02 Cricket Grounds (ii) 01 Multipurpose ground (iii) 01 Football ground.

(b) -No-

(c) 06 Cricket grounds (which are not under the administrative control of CDA) have been occupied by Islamabad Cricket Association and are being utilized for the purpose. They charge per day booking fee from the public for these grounds. 6 (d) CDA is taking in the process of serious action against the illegal occupants get vacate the illegal possession, notices are being issued.

(a) whether it is a fact that sewerage and human contaminated water is being utilized for cultivation at many places in Islamabad particularly in Khanna and Tarlai;

POLYCLINIC

Yes, Extension / upgradation of Federal Government Polyclinic, Islamabad is under process. An additional land 2.54 acres for the adjacent Argentina Park has been allocated for this purpose.

A feasibility study through a PC-II is on going through Pak. PWD, which is expected to yield final drawings and plans by January, 2013. After-wards phased vertical and horizontal extension of the hospital will be under taken through a new PC-I.

NIRM

At present there is no proposal under consideration to extend / up-grade the National Institute of Rehabilitation Medicine, Islamabad. The requisite information from this Institute may be treated as NIL.

25. Sheikh Salahuddin:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the construction work of street between Golden Market and Al-Habeeb Market, Sector G-7/3-4, Islamabad has not been completed so far;

(b) if so, the time by which the said construction work will be completed? 10 Minister Incharge of the Cabinet Division: (a) The work on Rehabilitation of street between Golden Market and Al-Habeeb Market Sector G-7/3-4, Islamabad has not been taken up as yet, due to financial constraints.

However, the relevant Governing/ Statutory body of each university defines the admission process and publish in the prospectus and the website of the university. 28. Dr. Imtiaz Sultan Bukhari:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the seepage from the roofs of the Government quarters of Block Nos. 4, 5 and 6, Street No.46, Sector G-7/2, Islamabad has been continuing since long;

(b) if so, the time by which the repair of roofs of those quarters will be started?

Minister Incharge of the Cabinet Division: (a) Yes, it is correct that the roof treatment of Government Quarters of Block Nos. 4, 5 and 6 Street No.46, Sector G-7/2, Islamabad, has not been carried out since last 4 year due to financial constraints.

(b) The proposal/estimates for Low Category quarters from “A” to “C” type in Sector G-7, Islamabad, is under consideration and hopefully the works will be carried out in the current financial year 2012-2013, i.e. by March 2013.

29. Ms. Khalida Mansoor:

Will the Minister for Capital Administration and Development be pleased to state:

(a) whether it is a fact that the construction work of additional rooms including boundary wall of Federal Government Girls Primary School at Village Tumair, Tehsil and District Islamabad has been started during the year 2012; if so, the total expenditure to be incurred thereupon;

(b) whether it is also a fact that said construction work has not been completed so far; if so, the reasons thereof; and 12 (c) the time by which the said construction work will be completed?

Minister for Capital Administration and Development (Mr. Nazar Muhammad Gondal): (a) Construction work of additional classrooms in Federal Government Girls Primary School, Tumair renamed as Islamabad Model School (I-V), Tumair, Islamabad has been started under Islamabad Development Package (IDP) by ICT Administration. The expenditure incurred on the project is Rs.1.684 million out of a total estimated cost of Rs.3.068 million.

(b) The civil work has been completed. However doors, windows, electric work and white wash is still pending due to non availability of funds.

(c) The work shall be completed by 30-06-2013 subject to availability of funds.

Yes, the detail is at Annexure-A

NIRM At present there is no shortage of doctors and nurses in the National Institute of Rehabilitation Medicine Islamabad. Hence the requisite information from this Institute may please be treated as NIL.

PIMS

At present 171 posts of Medical Officer (BPS-17) are sanctioned in PIMS, atleast 30 posts of Medical Officers are required to be created for MCH Centre, (PIMS). Previously no post of Medical Officer was created for MCH Centre, PIMS. 13 100 Posts of Charge Nurse (NBP-16) are also required to be created for PIMS due to work load in this institute.

(a) the total number of patients whose Livers have been Transplanted in the Liver Transplantation Centre, PIMS, Islamabad since its establishment; and

(b) the total number of Doctors working in the said department at present alongwith their qualification and experience?

Minister for Capital Administration and Development (Mr. Nazar Muhammad Gondal): (a) Only one Liver Transplant has been done since the establishment.

(b) At present there are 15 doctors working in Liver Transplant Department. The name along the detail of their qualification and experience is at Annex-A. 14

(a) the total amount allocated for Liver diseases and Liver Transplantation in PIMS, Islamabad during the last four years till date alongwith the utilization thereof; and

(b) whether it is a fact that the department of Liver Transplantation in PIMS, Islamabad is functioning fully at present; if not, the reasons thereof?

Minister for Capital Administration and Development (Mr. Nazar Muhammad Gondal): (a) The Center for Liver Diseases & Liver Transplant started its functioning in 2011. Statement showing the budget allocation & expenditure for the year 2010-11 & 2011-12 in respect of liver transplant at PIMS, Islamabad is at Annex-A.

(b) Yes, the department of liver transplantation is functional.

(a) the year-wise total amount incurred by PTV during the last five financial years; and

• PTV expenditures has been increased due to regularization of Contract/Daily wages employees and revision of pay scales as per agreement with CBA during the year 2008-09 and 2010-11

• Inflation rate and continuous increase in rate of POL and Electricity etc.

• PTV has also spent huge amount on the launching of Sports channel. 37. Mr. Laiq Muhammad Khan:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the total number of persons of village Hungria, Union Council Hangrai, Tehsil Balakot, District Mansehra to whom financial assistance is being provided under Benazir Income Support Programme at present alongwith their names and Computerized National Identity Cards (CNICs) numbers;

(b) the names alongwith the CINCs numbers of those persons of the said Union Council who have been declared successful applicants under Wasela-e-Haq Programme so far; 19 (c) whether it is a fact that survey team has made wrong entries of the CNICs numbers of the residents of the said Village for the Wasela-e-Haq Programme; if so, the total number of complaints registered therefor alongwith the time by which financial assistance will be given to those applicants under the said Programme?

Will the Minister Incharge of the Cabinet Division be pleased to state: (a) whether it is a fact that the Tube well No.9/50 and 85 of Sector 1-8, Islamabad are out of order; if so, the steps taken/being taken to repair and replace those tube wells;

(b) whether it is also a fact that Tube Well No.215 of the said Sector is working with low capacity motor; if so, the steps taken to replace the said motor with high capacity; and

(c) the steps taken to over come the shortage of water from the said. Sector during the year, 2012-13?

Minister Incharge of the Cabinet Division: (a) Tube Well No.9/50 has since been declared abandoned and un-repairable. However, efforts are being made for making new bore/installation of a tube well for which an estimate is under process. However, Tube well No.85 is in operation and supplying water to the residents of said Sector satisfactorily.

(b) It is not correct that the low capacity motor is working on Tube well No.215, Sector I-8. The old motor/pump has been replaced and a new one has 20 been installed as per present discharge capacity of the said tube well. Now the tube well is supplying water to the residents of the area satisfactorily.

(c) After the closure of Tube well No.9/50, adequate quantity of water has been added from another tube well, installed in the adjacent area. Supply of water to the said sector is normal at present.

40. Mr. Mohammad Afzal Khokhar:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that government flats/quarters of Gali No.59, Sector G-6/4, Islamabad are in a dilapidated condition since long;

(b) if so, the steps being taken to renovate those quarters/flats at the earliest?

Minister Incharge of the Cabinet Division: (a) These houses were constructed about four decades ago and are in dilapidated condition and require extensive maintenance.

(b) In Gali No.59, Sector G-6/4 there are 10 Nos. E-type Government houses. Estimate(s) have been prepared on the request of the occupants of four houses bearing Nos. 235,236,237 &238-E, which is under process for approval and the work will be carried out after approval and allocation of funds. 41. Moulvi Asmatullah:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) the head-wise budget allocated for Inquiry Office G-6/2, Islamabad for repair/maintenance work of houses/flats during the year 2012-13 alongwith the utilization thereof; and

(b) whether it is a fact that said repair/maintenance work has not been completed in the said sector, so far; if so, the reasons thereof alongwith the action taken against the responsibles?

Minister Incharge of the Cabinet Division: (a) No specific funds have been allocated for Enquiry Office G-6/2 Islamabad for repair / maintenance work 21 of houses / flats during the year 2012-2013. However, the Govt. Houses / flats in various sectors are repaired / maintained through consolidated allocations.

(b) The houses/quarters in Sector G-6/2 Islamabad were constructed 4 decades ago, therefore the condition of these quarters has deteriorated with the passage of time. The estimates for the repair/maintenance of quarters in Sector G-6/2 have been prepared on the requests of occupants and are under, process for approval / allocation by the competent authority. And, it will be completed during 4th quarter of current financial year, after allocation of funds.

42. Mr. Mohammad Pervaiz Malik:

Will the Minister Incharge of the Cabinet Division be pleased to state:

(a) whether it is a fact that CDA has allotted plots in Farash Town, Islamabad to the residents of Kachi Abadi of Noor Pur Shahan (Bari Imam), Islamabad;

(b) whether it is also a fact that a number of altottees have sold their plots; if so, the details thereof; and

(c) whether it is further a fact that CDA has not allowed to transfer those plots so far; if so, the reasons thereof alongwith the time by which those allottees will be allowed to transfer their plots?

Will the Minister for Education and Training be pleased to refer to Un-Starred Question No. 18 replied on 15-10-2012 and to state:

(a) whether it is a fact that the female candidates having the qualification of M. Phil applied for the post of Lecturers in Political Science have not been given in Demo Result as prepared by the Hazara University, Mansehra during the years 2010-11, 2011-12 and 2012-13; if so, the reasons thereof alongwith the action taken against the responsibles so far;

(b) whether it is also a fact that appointments of Lecturers in Political Science have not been made according to the evaluation report 22 as prepared by the said University during said period; if so, the justification thereof; and

(c) whether there is any proposal under consideration of the Government to appoint M. Phil female candidates as Lecturers in Political Science who applied during the said period; if so, when it will be implemented; if not, the reasons thereof?

Minister for Education and Training (Sheikh Waqas Akram): (a) The result of demo was placed/published on university website. Each candidate viewed his/her result through website.

(b) The question is not according to the fact. The appointments have been made on merit through the statutory bodies i.e Selection Board and the Syndicate which considered all merits of each candidate i.e. qualification, written test, demo and performance during the interview in the Selection Board.

(c) As per need, vacant positions in Political Science Department will be advertised as and when required in due course of time and candidates having M.Phil, degree will be provided full opportunity of Selection/Appointment through Selection Board strictly on merit.
