1 (49th Session) NATIONAL ASSEMBLY SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Wednesday, the 23rd January, 2013 (Originally Starred Question Nos. 94, 95, 108 and 109 were set down for answer during the 48th Session) 94. *Mrs. Seema Mohiuddin Jameeli: Will the Minister Incharge of the Cabinet Division be pleased to state: (a) the total number of Dams constructed by CDA in Islamabad during the last five years alongwith the locations thereof; and (b) whether there is any proposals under consideration to construct new Dams in Islamabad by CDA in near future; if so, when it will be constructed alongwith the locations thereof? Minister Incharge of the Cabinet Division: (a) No dam has been constructed by CDA in Islamabad during the last five years. (b) Yes, there is a proposal to construct Chirah Dam on location at Chirah Village in Islamabad. The work at site could not be started. The construction work would be taken up after acquisition of land by the Government of Punjab. 95. *Ms. Tasneem Siddiqui: Will the Minister for Inter Provincial Coordination be pleased to state: (a) the World Ranking of Pakistan in Hockey, Cricket and Football at present; and 2 (b) the steps being taken to promote those games in the country? Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) Hockey The current ranking of Pakistan Hockey team at international level is 5th out of 73. Football The current ranking of Pakistan Football is 180 out of 207 countries. Cricket Pakistan national Cricket Team’s current World Ranking is as follows: I. Pakistan Ranks 4th in Test Ranking II. Pakistan Ranks 6th In One-Day International Ranking. III. Pakistan Ranks 6th In Twenty (20) International Ranking (b) Hockey and Football The following steps are being taken for promotion of Hockey and Football in the country:— a. Annual and Special Grants by the Federal Government. Annual grants are meant for holding mandatory annual championships as well as day to day expenses of the Federations. Special Grants are released for participation of Pakistani Sports teams in International Tournaments at home and abroad. b. Training and coaching of national teams for participation in mega international events like Olympics, Commonwealth, Asian and South Asian Games. c. Federal Government provides funds to Pakistan Hockey Federation for implementation of Master Plan for promotion of Hockey. d. Development of Sports infrastructure in the country including laying of synthetic hockey turfs. 3 e. Organization of PSB Inter-Provincial Under-14 Boys and Under- 16 Girls Tournaments throughout Pakistan on rotation basis. f. Organization of special sports events like Prime Minister’s Sports Festival, 2012 and Pakistan Inter-Board Sports, 2012 for promotion of sports including Hockey and Football at grass-roots level. g. Master Plan launched by the Pakistan Hockey Federation for the establishment of Hockey Academies at 18 centers having abundant talent. h. Pakistan Football Federation in collaboration with FIFA has launched a gross-root level coaching programme for the training of National Under-13, Under-16 and Under-18 players at District, Provincial and National level. Pakistan Football Federation has also hired AFC qualified/certified Coaches for the training of Coaches, introducing “D” Certificate Courses through the country. CRICKET The Pakistan Cricket Board has taken the following steps to promote the game of cricket in the country:— 1. NCA Players Development Programs. · Emerging Players High Performance Coaching. · U-16 Advanced Coaching · Specialization Opening Batsmen/ Fast -Bowlers · Specialization Spin Bowlers/ MO batsmen/ WK 2. Regional Players Development Programs. · U-19 Regional Academies · Specialized Nationwide Talent Hunt · Pre-season First Class Team/ U-23 Players Camp. 3. Youth Development · U-16 Pepsi/ PCB Cricket Star District Program · U-16 Regional Trials 4 · U-16 Pre-Tournament Camp · U-16 Regional Tournament · “Lets Play Cricket” U-14 Program. 4. Coaches Education. · Level-3 High Performance Coaching Course · Level-4 Skills Master Coaching Course (PH-1) · 2 Level Coaching Course · One Level II Coaching Course · Level-4 Skills Master Coaching Course (PH-2) · Level-3 High Performance Course (Assessment) · Specialization Coaching-Fielding &WK 5. Train the Trainers · 2 Basic Physical Training Course · 1 Advanced Physical Training Course 6. Sports Physiotherapy · Professional Development Physiotherapists (P-1) 108. *Ms. Parveen Masood Bhatti: Will the Minister Incharge of the Cabinet Division be pleased to state: (a) the period after which official telephones directories are being published/issued by the Cabinet Division; and (b) whether it is a fact that those telephone directories were issued for the year 2012 after lapsed of a number of years; if so, the reasons thereof? Minister Incharge of the Cabinet Division: (a) There is no fixed time frame for publication of official Telephone Directory which is being published for distribution to various Ministries/Divisions/Departments for official use subject to availability of funds and as and when information becomes outdated and the existing stock is completely exhausted. 5 (b) Prior to the year 2012, official Telephone Directory was published in the year 2007 & 2009, based on the requirements mentioned above. 109. *Ms. Parveen Masood Bhatti: Will the Minister Incharge of the Cabinet Division be pleased to state: (a) the year-wise total income earned by the CDA from Toll Plazas of Islamabad during the last four years till date; and (b) the utilization of said amount? Minister Incharge of the Cabinet Division: (a) Year wise total income earned by CDA from their three Toll Plazas during last four years is as under:— Year Amount Earned (i) 2008-09 Rs.23.783 (M) (ii) 2009-10 Rs.63.325 (M) (iii) 2010-11 Rs.140.0 (M) (iv) 2011-12 Rs.232.36 (M) (v) July 2012 to Dec 2012 Rs.37.97 (M) Total Rs.497.438 (M) (b) The income earned from these Toll Plazas is utilized for maintenance/ development of roads network and landscape etc. within Municipal limit of Islamabad. 21. *Ms. Qudsia Arshad: Will the Minister for Inter Provincial Coordination be pleased to state: (a) the location-wise academies have been established for promotion of sports in the country so far; and (b) the role played by those academies for promotion of Sports during the last four years till date? 6 Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) Currently as only the National Cricket Academy (NCA) at Lahore is functional with complete infrastructure since 2004. Meanwhile, “High Performance Centers (Academies)” with complete infrastructure at Karachi & Multan Regions are near completion and will be functional soon. Every year PCB run Regional Academies Program for U-19 Players at all the 11 regions namely Karachi, Hyderabad, Quetta, Multan, Lahore, Sialkot, Faisalabad, Rawalpindi, Islamabad, Peshawar, Abbottabad to train cricketers and promote the game in the country. In 2012, Bahawalpur was also added as the 12th Region hence the U-19 Academy was run in all the above mentioned 12 regions. (b) NCA/ Regional Academies have made countless achievements since 2008 as follows:— • Holding Academies Program for U-19 Players at all the 11 regions since 2004. • Developed number of players over the years that have represented Pakistan at various levels. Some of the notables are as under:— Umar Akmal Khalid Latif Nasir Jamshed Raza Hassan Muhammad Amir Hammad Azam Junaid Khan Khurram Manzoor Azhar Ali Rahat Ali Adnan Akmal Fawad Alam Ahmad Shahzad M. Irfan Asad Shafique Sarfraz Ahmed Umer Amin Wahab Riaz • Organizing Talent Hunt Program for U-16 players throughout the country since 2007 that has produced number of promising young players. Moreover, U-19 team participated in ICC U-19 World Cup 2012 consisted of players coming through this program. 7 • With the evaluation of National Cricket Academy, Pakistan has achieved following landmarks since 2008 where there was not any noteworthy performance at Junior Level before the introduction of Academies:— U-15 World Champion-2008 U-19 World Cup Runners up -2010 U-25 SAARC Champoion-2011 U-19 Asian Champion-2012 • Furthermore, there is a complete Coaching and Support Staff structure at all 12 Regions that are looking after the technical, tactical, Physical Fitness, Injury prevention, Rehabilitation, Performance Analysis etc. players at Regional level as per the requirement of contemporary cricket. 22. *Ms. Qudsia Arshad: Will the Minister for Inter Provincial Coordination be pleased to state: (a) the steps being taken by the Government to control. Malaria in the country under Malaria Control Programme; and (b) the year-wise total amount of expenditures incurred to control the Malaria under the said programme during the last five years? Minister for Inter Provincial Coordination (Mir Hazar Khan Bijarani): (a) The Director of Malaria Control (DoMC) supports the malaria endemic districts through provincial Malaria Control Programmes by filling their gaps under PSDP project Roll Back Malaria (2008/09 to 2012/2013). Following Malaria Control strategies are being implemented:— 1. Early diagnosis and prompt treatment. 2. Multiple preventions 3. Epidemic preparedness 4. Operational research 5. Awareness, communication and social mobilization. 6. Partnership building. 8 Currently, there are 56 high burden sharing districts of the country (Annexure-A) and malaria is problem in rural areas
