INTERNATIONAL ELECTION OBSERVATION MISSION Georgia — Municipal Elections, 30 May 2010 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 30 May municipal elections marked evident progress towards meeting OSCE and Council of Europe commitments. However, significant remaining shortcomings include deficiencies in the legal framework, its implementation, an uneven playing field, and isolated cases of election-day fraud. The authorities and the election administration made clear efforts to pro-actively address problems. Nevertheless, the low level of public confidence persisted. Further efforts in resolutely tackling recurring misconduct are required in order to consolidate the progress and enhance public trust before the next national elections. While the elections were overall well administered, systemic irregularities on election day were noted, as in past elections, in particular in Kakheti, Samtskhe-Javakheti and Shida Kartli. The election administration managed these elections in a professional, transparent and inclusive manner. The new Central Election Commission (CEC) chairperson tried to reach consensus among CEC members, including those nominated by political parties, on all issues. For the first time, Precinct Election Commission (PEC) secretaries were elected by opposition-appointed PEC members, which was welcomed by opposition parties and increased inclusiveness. The transparency of the electoral process was enhanced by a large number of domestic observers. Considerable efforts were made to improve the quality of voters’ lists. In the run-up to these elections, parties received state funding to audit the lists. Voters were given sufficient time and information to check their entries. As part of the recent UEC amendments, some restrictions were placed on the rights of certain categories of citizens to vote in municipal elections, in order to address opposition parties’ concerns of possible electoral malpractices. -

Unfortunately, abuse and manipulation (including voter intimidation, vote buying or ballot stuffing) can distort these processes. However, little attention has been paid to an intrinsic part of this threat: the conditions and opportunities for criminal interference in the electoral process. Most worrying, few scholars have examined the underlying conditions that make elections vulnerable to organized criminal involvement. This report addresses these gaps in knowledge by analysing the vulnerabilities of electoral processes to illicit interference (above all by organized crime). It suggests how national and international authorities might better protect these crucial and coveted elements of the democratic process. Case studies from Georgia, Mali and Mexico illustrate these challenges and provide insights into potential ways to prevent and mitigate the effects of organized crime on elections. Siroky All rights reserved Abstract Secession is a watershed event not only for the new state that is created and the old state that is dissolved, but also for neighboring states, proximate ethno-political groups and major powers. This project examines the problem of violent secession- ist conflict and addresses an important debate at the intersection of comparative and international politics about the conditions under which secession is a peaceful solution to ethnic conflict. It demonstrates that secession is rarely a solution to ethnic conflict, does not assure the protection of remaining minorities and produces new forms of violence. To explain why some secessions produce peace, while others generate violence, the project develops a theoretical model of the conditions that produce internally coherent, stable and peaceful post-secessionist states rather than recursive secession (i.e., secession from a new secessionist state) or interstate dis- putes between the rump and secessionist state. -

Georgia: Background and U.S. Policy Updated June 10, 2021 Congressional Research Service https://crsreports.congress.gov R45307 SUMMARY R45307 Georgia: Background and U.S. Policy June 10, 2021 Georgia is one of the United States’ closest partners among the post-Soviet states that gained their independence after the dissolution of the Soviet Union in 1991. With a Cory Welt history of strong economic aid and security cooperation, the United States has deepened Specialist in Russian and its strategic partnership with Georgia since Russia’s 2008 invasion of Georgia and 2014 European Affairs invasion of Ukraine. U.S. policy expressly supports Georgia’s sovereignty and territorial integrity within its internationally recognized borders, and Georgia is a leading recipient of U.S. aid in Europe and Eurasia. Many observers consider Georgia to have a “hybrid” political system, containing both democratic and nondemocratic elements. The center-left Georgian Dream-Democratic Georgia (GD) party has governed Georgia since 2012. Controversy over the October 2020 parliamentary elections, an opposition boycott of parliament, and the February 2021 arrest of opposition leader Nika Melia led to heightened political tensions. European Union (EU) efforts to mediate Georgia’s political crisis led to a negotiated agreement in April 2021 that included opposition parties’ entry into parliament and Melia’s release. Although Georgia faces high rates of poverty and underemployment, its economy entered a period of relatively strong growth in 2017. In 2020, due to the impact of the Coronavirus Disease 2019 (COVID-19) pandemic, Georgia’s gross domestic product (GDP) declined by an estimated 6%. Georgia’s GDP is expected to grow 3.5% to 4% in 2021. -

Georgia’s October 2012 Legislative Election: Outcome and Implications Jim Nichol Specialist in Russian and Eurasian Affairs October 15, 2012 Congressional Research Service 7-5700 www.crs.gov R42777 CRS Report for Congress Prepared for Members and Committees of Congress Georgia’s October 2012 Legislative Election: Outcome and Implications Summary Georgia’s continued sovereignty and independence and its development as a free market democracy have been significant concerns to successive Congresses and Administrations. The United States and Georgia signed a Charter on Strategic Partnership in early 2009 pledging U.S. support for these objectives, and the United States has been Georgia’s largest provider of foreign and security assistance. Most recently, elections for the 150-member Parliament of Georgia on October 1, 2012, have been viewed as substantially free and fair by most observers. Several Members of Congress and the Administration have called for a peaceful transition of political power in Georgia and have vowed continued support for Georgia’s development and independence. In the run-up to the October 2012 election, Georgia’s Central Electoral Commission registered 16 parties and blocs and several thousand candidates to run in mixed party list and single-member constituency races. A new electoral coalition, Georgia Dream—set up by billionaire Bidzina Ivanishvili—posed the main opposition to President Mikheil Saakashvili’s United National Movement, which held the majority of legislative seats. A video tape of abuse in a prison released by Georgia Dream late in the campaign seemed to be a factor in the loss of voter support for the United National Movement and in the electoral victory of Georgia Dream.
