A specific route for the line is to be entered into the Zug Cantonal Development Plan so as to secure a long- term option on the project’s realization and to prevent any development that would prevent the project’s realization. The high-voltage (380/220kV) overhead transmission line that runs between the substations in Mettlen (Lucerne) and Benken/Grynau (St. Gallen) is a part of the Swiss national and European transmission grid. The transmission line passes through and depreciates residential areas in the Canton of Zug and also compromises the attractiveness of the landscape. In fact, landscapes that have been entered in the Swiss Federal Inventory of Landscapes and Natural Monuments (BLN) are affected to a considerable degree. The Canton of Zug is therefore determined to underground the transmission line as soon as the opportunity presents itself. Feasibility study to determine the best transmission route Working together with Axpo Netze AG, EBP has carried out a feasibility study to determine the most suitable transmission route for the project. The study’s aim was to identify and ascertain the technical, operational and zoning feasibility of possible routes for the transmission line, while ensuring environmental compatibility. -

Media Release 21 December 2017 Two new members proposed to the Axpo Holding AG Board of Directors Stefan Kessler (Jenins/GR) and Stephan Kuhn (Schaffhausen) have been proposed as members of the Axpo Holding AG Board of Directors for a term from 2017 to 2019. The Board of Directors will propose the two members to the General Meeting on 19 January 2018. With these two personnel changes, the restructuring of the Board of Directors that commenced in 2017 will be completed. The two new members will succeed State Councillors Köbi Frei (AR) and Robert Marti (GL), who are stepping down. The Board of Directors thanks the two retiring members for their dedication to Axpo Holding AG and wishes them all the best for the future. Restructuring of the Board of Directors to be completed at the beginning of 2018 In 2017, the General Meeting of Axpo Holding AG reduced the number of board members from 13 to 9, eliminated double mandates with cantonal utilities, and replaced State Councillors with professional experts with no political mandates. Two new professional experts have been proposed to the Board of Directors with Stefan Kessler and Stephan Kuhn. It shows that municipal self- government is particularly deeply rooted in Switzerland. All municipalities possess a wide range of powers and responsibilities and substantial rights of self-government. The financial situation of Swiss municipalities appears generally healthy, with a relatively low debt ratio. Direct-democracy procedures are highly developed at all levels of governance. Furthermore, the rapporteurs very much welcome the Swiss parliament’s decision to authorise the ratification of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority. The report draws attention to the need for improved direct involvement of municipalities, especially the large cities, in decision-making procedures and with regard to the question of the sustainability of resources in connection with the needs of municipalities to enable them to discharge their growing responsibilities. Finally, it highlights the importance of determining, through legislation, a framework and arrangements regarding financing for the city of Bern, taking due account of its specific situation. The Congress encourages the authorities to guarantee that the administrative bodies belonging to intermunicipal structures are made up of a minimum percentage of directly elected representatives so as to safeguard their democratic nature. -

FINANCIAL INNOVATIONS FOR BIODIVERSITY: THE SWISS EXPERIENCE Two Examples of the Swiss Experience: Ecological Direct Payments as Agri-Environmental Incentives & Activities of the Foundation for the Conservation of Cultural Landscapes (Fonds Landschaft Schweiz) by Oliver Schelske Institute for Environmental Sciences University of Zurich presented at a workshop on Financial Innovations for Biodiversity Bratislava, Slovakia 1-3 May 1998 overview. In Switzerland, the issue of biodiversity protection is addressed through several sectoral policies. This paper analyzes two cases of sectoral policies: ecological direct payments, which are within the realm of Swiss agricultural policy; and the activities of the Swiss Foundation for the Conservation of Cultural Landscapes (Fonds Landschaft Schweiz, FLS) which is within the realm of Swiss conservation policy. Both cases represent examples of the use of financial instruments for the protection of biodiversity. One of the most highly regulated and controlled sectors in Swiss economy, Swiss agriculture was reformed in 1992 due to the GATT Uruguay Round. Agricultural price and income policies were separated and domestic support prices were decreased. Swiss agriculture became multi-functional. Its objectives are now to ensure food supply for the national population, to protect natural resources (especially biodiversity), to protect traditional landscapes and to contribute to the economic, social and cultural life in rural areas. On one hand, direct payments are used to ease the transition of Swiss agriculture toward global and free market conditions. On the other hand, direct payments are offered to those farmers who are willing to use more ecological and biodiversity-sound management practices. This paper shows the design and success of these direct payments. -

SWITZERLAND 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Swiss Confederation is a constitutional republic with a federal structure. Legislative authority resides in a bicameral parliament (Federal Assembly) consisting of the 46-member Council of States and the 200-member National Council. Federal elections in 2015 were generally considered free and fair. Parliament elects the executive leadership (the seven-member Federal Council) every four years, and did so in 2015. A four-party coalition made up the Federal Council. Civilian authorities maintained effective control over the security forces. There were no reports of egregious human rights abuses. The government took steps to prosecute and punish officials who committed violations, whether in the security services or elsewhere in the government. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary Deprivation of Life and Other Unlawful or Politically Motivated Killings There were no reports that the government or its agents committed arbitrary or unlawful killings. b. Disappearance There were no reports of disappearances by or on behalf of government authorities. c. Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment The constitution prohibits such practices. There were isolated reports that individual police officers used excessive force and engaged in degrading treatment while making arrests. In March the district court of Buelach in the canton of Zurich sentenced two police officers to suspended fines for abuse of authority after they used excessive force SWITZERLAND 2 against a motorist during a road patrol check. The officers reportedly handcuffed the driver and forced him to the ground, injuring his head, spine, ribcage, and larynx, after the driver insisted on retrieving his license from the officers.
