1 INTRODUCTION We, Stephen Little & Associates, Chartered Town Planners & Development Consultants, 26/27 Upper Pembroke Street, Dublin 2, have undertaken an Audit of Community Infrastructure as part of a proposed SHD planning application for a new residential neighbourhood development at Kellystown, Clonsilla, , within the County Council administrative area. This document has been prepared in compliance with the provisions of Strategic Policy 1.6.19 of the Fingal Development Plan, 2017 - 2023, which states: “Ensure the timely provision of community infrastructure including schools, recreational, sport facilities and emergency services, commensurate with the number of housing units proposed for construction on lands zoned for residential development.” The ‘Draft Kellystown Local Area Plan 2020’ was published on 17 September 2020. Two of the strategic aims and principles of the Draft LAP are: • Development of a new civic square which includes schools, places of worship and community uses • Establish community focal points for people to socialise and enjoy recreational/leisure activities and facilities. The Draft LAP sets out the policies and objectives for the LAP lands. It also sets out the future provision of community facilities in the area. This Audit provides a breakdown of infrastructure and community services in the area around the application site. Community infrastructure includes a wide range of services and facilities, including health, education, community, cultural, play, faith, recreation and sports facilities that contribute to quality of life. Specifically, this Audit has been produced to address the needs relating to particular infrastructure types, which are outlined below in this Report. The study area of the Audit covers lands within a 1km radius of the subject site, with special attention paid to those services and resources located within 500m of the site.

2 METHODOLOGY The Audit of Community Infrastructure consists of three stages: - 1. Establishing what the ‘Existing Provision’ of Community Infrastructure is in the Audit area. 2. Determining what the ‘Future Needs’ in terms of Community Infrastructure are in the Audit area. 3. Making outline recommendations on identified requirements, including consideration of key priority focus areas.

3 COMMUNITY INFRASTRUCTURE TYPES The study Area of the Audit extends to lands within a c. 1km radius of the site, with special emphasis paid to those services and resources within a c.500m radius of the site. A 500m walk is generally considered to take 5-6 minutes; a 1000m walk 10-12 minutes. The Audit seeks to identify how the needs of the local population are met in terms of community infrastructure within this catchment area. Community infrastructure includes the following: • Education/Training - including third level institutions and upskilling workshops, adult education, evening course, traineeships etc.; • Health - including health centres, GPs, health nurses, dentists and other health care professionals; • Sports & Recreation - including sports centres, sports clubs, play areas, playing pitches etc.; • Social/Community Services - including local authority services, statutory welfare services, public libraries and community services; • Arts & Culture - including museums, heritage attractions, theatres, performance areas, art and music centres etc.; • Faith - including churches, related community halls and centres; • Other - including post offices, office related services, credit unions and transport.

4 DEMOGRAPHIC PROFILE The application site is located within ‘Lucan North’ Electoral Division. For the purpose of this report however small area population data will be analysed. The site is within Small Area ‘267102001’ and has a number of small areas within 1km which will also be examined. The total population for all CSO small areas falling within a 1km distance of the site is as follows:

This figure has increased since the 2011 census. There has been a 5.6% population increase within this radius over the 5-year period. There is a total of 37 small areas outside of subject sites small area. Many of these recorded population growths between the census period 2011 – 2016. The highest recorded increase was 85% in small area 267028085, to the north and the lowest increase recorded in small area 267040002 (1%) to the east. There are however some small areas that have experienced a population decline, the largest population decline was in small area 267029013/01 located north east of the proposed development site which had a decline of -39%. Overall, the area within the 1km radius saw a 6% growth between 2011 and 2016, which is above the national average of 3.8% and slightly above the Dublin City average growth increase of 5.1%. This information is illustrated in the table below. 5 COMMUNITY INFRASTRUCTURE AUDIT

5.1 Existing & Planned Provision 5.1.1 Application Site & Immediate Context The application site (c.9.73 ha gross) is a greenfield site, located at Kellystown, near Clonsilla, . It lies within the administrative boundaries of Fingal County Council. We refer the Board to the Architects Design Statement prepared by O’Mahony Pike Architects, that provides an illustrative description of the site description and context. In the interim of the zoning of the Kellystown lands and the preparation and publication of an LAP, Castlethorn Construction has been active in seeking to facilitate the local objectives of the County Development Plan for the Kellystown Lands. It has been instrumental in delivering much of the existing local infrastructure to date, including the Diswellstown Road Overpass and local distributor roads, in addition to providing the land and the construction of the Beechpark Class 1 open space with playing fields, a playground and associated parking. It has provided the school lands to the south east. It has also provided lands to the north of the rail line and south of St Mochta’s National schools for

use by the school and St Mochta’s FC. Castlethorn is nearing completion of negotiations with the Council to deliver the cemetery lands, and has held early stage discussions with St. Mochta’s FC in relation to the possible relocation of the Club’s grounds to the (Castlethorn) Open Space zoned lands, to the south of ‘Kellystown Link Road’ Within the immediate vicinity of the application site there are a number of facilities. Directly to the south is the now existing schools complex, including a national school, community college and a scout’s den. To the east there is St Mochta’s football club with playing facilities. Luttrellstown Castle and golf course is located south of the Luttrellstown Road. To the north of the site is the railway line that serves Dublin Connolly to Maynooth. There are large residential areas surrounding the North and East of the site. At Clonsilla which is located to the North of the application site, there are additional local convenience shopping, leisure, childcare and religious facilities facilities. To the north east, at , c. 3km from the application site, the Blanchardstown Shopping centre is close by, offering a range of shops and services. Other facilities in Blanchardstown include the National Aquatic Centre, Connolly Hospital Blanchardstown Village and a number of sports facilities. The Industrial Estate to the north of the site accommodates a variety of light industrial, warehouses and business premises, and also includes a number of gym facilities and religious services. The application site is located circa 1.1km from Clonsilla train station and Coolmine train station (along the Dublin – Maynooth Line) respectively. The site is located c. 350m from the nearest stop. The site is located c.12km north-west of Dublin City Centre (College Green).

5.1.2 Community Infrastructure within 1KM A study of the existing amenities within 1KM of the application site has been undertaken. Those that are within 500m are also specifically identified. Please see the audit map below (Figure 1).

5.1.3 Planned Community Facilities The Draft Kellystown LAP 2020 sets out additional community facilities to be provided as part of the plan. These facilities are proposed to be provided to the development lands west of the application site. These lands include the Central Development Area (DA2) and the Western Development Area (DA3).

The majority of the proposed community facilities in the LAP lands is set out in the Central Development Area (DA2), this will become the focal point for the community and development of this area is set to commence in phase two of the LAP. The following are key objectives as contained in the Draft LAP which illustrate what community facilities are being proposed in this area of the LAP Lands Objective DA 2.1: “Provide for a local centre to serve the future population of Kellystown (c. 2,500 sq.m net retail space) to include a number of smaller units to accommodate comparison retail and/or retail services” Objective DA 2.2: “Provide a high quality public civic space of c. 0.25 hectares centrally within the development area. This area shall not accommodate car parking” Objective DA 2.3: “The civic square shall be landscaped to a high standard and finish. The civic square shall be suitable for use for a variety of functions facilitating community gatherings and for use by pupils of nearby schools” The Central Development area (DA2) is proposed to provide a local centre, a primary and secondary school, and a central open space/civic square. The local centre will provide everyday shopping services along with other local services and facilities, e.g. doctor, newsagent, pharmacy etc. The Draft LAP anticipates that weekly shopping weekly shopping activities will be undertaken at the nearby Blanchardstown Shopping Centre or within the nearby centre of Clonsilla which provides for Level 4 retail provision. The civic square will provide an attractively landscaped area incorporating outdoor seating and bicycle parking. The square will benefit from buildings being arranged in a perimeter block around the square which will provide a strong edge and adequate supervision. The civic square is proposed to not only be for day to day use, but will also be able to hold local cultural events and activities The Draft LAP proposes that a new primary and secondary school will be located around the civic square. A place of worship is also proposed in DA2. The Department of Education & Skills has confirmed that it requires sites to be set aside in Kellystown for both a new primary school and a new secondary school Two key goals for the provision community facilities as set out in the Draft LAP are as follows: • “Expand the range of community infrastructure available to the existing and future population of Kellystown by providing a permanent primary and secondary school; and • Strengthen the local economy by providing opportunities for local retail and services around the proposed civic square in Development Area 2 - Central Development Area “ The development of the Western Development Area (DA3) is proposed to commence in phase 3 in accordance with the Draft LAP. This area is proposed to be mostly residential with some commercial units also.

5.2 Education and Training Within 500m: • Scoil Choilm Community NS (Primary), • St Mochta’s National School (Primary), • Luttrellstown Community College (Post Primary) Within 1km:

There are no additional Educational Facilities within the wider 1km catchment of the application site. Refer to 500m catchment. Beyond the 1km catchment: Numerous first, second and third level educational facilities are located in the Blanchardstown/Clonsilla area within 2km of the site, including St. Ciarán’s National School, Hartstown Community College, Blakestown Community College, Coolmine Community College and Blanchardstown Music School. Technology University Dublin (Blanchardstown) is located within 4km of the site. Additionally, the site is directly connected by high frequency public transport to a number of major third level educational facilities, including Trinity College Dublin and Technology University Dublin (Grangegorman).

5.2.1 Schools Planning and Development As set out in the accompanying Planning Report and Statement of Consistency, prepared by Stephen Little & Associates, the application site will be subject to the provisions of the forthcoming Kellystown Local Area Plan (LAP). Objective Blanchardstown 18 of the County Development Plan establishes a number of elements to be included in the LAP, including: • “Provide for a programme for the phasing of construction of residential and commercial development in tandem with the delivery of transport, recreational, community and educational infrastructure.” The Draft Kellystown LAP was published 17 September 2020. As noted in the section above, the draft LAP also proposes to provide a new permanent primary and a new permanent secondary school in the Central Development Area (DA2). This is to accommodate the future increased population in the LAP lands and is proposed to be a part of the phase 2 development of the LAP lands. The Draft LAP sets out that the proposed primary school should be developed before residential development in this area but the secondary school can be developed at a later date. The proposed primary school is anticipated

to cater for c. 400 students with the option of expansion and the secondary school is envisioned to cater for c.1000 students. The Department of Education and Skills (DES) defines geographical catchment areas for the school- going population, known as ‘School Planning Areas’. The proposed development is located in the Carpenterstown school planning area and is adjacent to both the and Blanchardstown school planning areas. These areas are well-served by existing primary and post-primary schools, as illustrated in Figure 3 below.

Castlethorn Construction provided the lands for the recently developed primary and post-primary schools located immediately to the south of the site (respectively, Scoil Choilm and Luttrellstown Community College). It is worth noting that the applicant was of the understanding at the time of providing the lands that these schools were proposed to cater for the Kellystown build out It is expected that these school facilities will significantly assist in absorbing the demand for school places likely to be generated by the proposed development over time. Scoil Choilm provides approximately 32 classrooms and Luttrellstown Community College appears to provide about 69 classrooms in total, including all temporary classrooms. Further details of these schools are provided in section 5 of the accompanying Planning Report and Statement of Consistency. We would highlight to the Board the findings of a report published by the DES on the basis of the most recently available census data, entitled ‘Projections of Full-Time Enrolment: Primary and Second Level, 2018-2036 (July 2018)’. This report finds that enrolment figures for primary schools are set to decline from circa 2020, while enrolment figures for post-primary schools are levelling off and will start decline from circa 2025 onwards. This suggests a corresponding increase in existing capacity within schools over time. The DES published an update of the status of its current School Building Programme in July 2020. This update confirms that the following school projects are under development or scheduled for development in west Dublin, in the general vicinity of the application site: • NS (St Patricks Jnr & Snr), Dublin 15 • Edmund Rice College, Carpenterstown/Castleknock , Dublin 15

• Blanchardstown West D15 & Blanchardstown Vge D15 (regional solution) Post Primary – Ériu Community College These new school developments will further assist in accommodating the potential demand for school places likely to be created by the proposed development. The requirement for new schools is subject to on-going review by the DES. This information indicates to us that the potential demand created for school places by the proposed development would likely be absorbed by the existing and proposed educational facilities proximate to the application site. Furthermore, given that it will take a number of years for permission, construction and occupation of the proposed development in its entirety, the DES would have an opportunity to consider local demand for school places and any requirement to expand existing or provide new facilities in this area in the next tranche of its Capital Investment for Schools Infrastructure, should the need arise.

5.3 Health Within 500m: • Healthwell Clinic, Clonsilla Road, • Clonsilla Pharmacy, Weavers Row, Within 1km: • DR Geoff Lavery, Kirkfield Cottages, • Kirkfield Foot Clinic, Kirkfield Cottages, Beyond the 1km catchment: It may also be noted that the application site is located within 3km of Connolly Hospital (a major hospital) and has direct high frequency public transport links to other major hospitals within the Dublin area, including the Mater Misericordiae University hospital, the Rotunda Hospital, Temple Street Children’s Hospital and the National Maternity Hospital.

It is noted that the Draft Kellystown LAP has made provisions for a ‘Local Centre’ as part of the development of the Central Development Area. The Draft LAP sets out that this local centre will provide local facilities such as a doctor or pharmacy. This will ensure adequate provision of such facilities to ensure that the future population has adequate facilities.

It may also be noted that the application site is located c. 3km south west of National Aquatic Centre.

Castlethorn Construction has identified lands within its control in the south of the Kellystown LAP area where a burial ground may be located. Negotiations to transfer the lands to FCC for this purpose are ongoing.

5.6 Art & Culture We did not find evidence of formalised arts and cultural facilities within the study area. Art, drama or dance groups may meet informally or at classes in the schools. It is worth noting that the application site is within reasonable proximity (c. 2km) of Draíocht Performing Arts Theatre, a multi-purpose arts and entertainment centre in Blanchardstown Shopping Centre. The subject site also has access to a range of Public Transport services (Refer to Section 5.8 below) which allow residents to visit Dublin City Centre, which provides a wide arts and culture offering. A civic square is proposed in the Central Development Area (DA2) as set out in the Draft LAP. This square is proposed to be used for everyday social interactions but it is also proposed in the Draft LAP that it will have the capacity to facilitate local cultural events and activities. It is envisioned that the civic square will “play a key role in the cultural life of the LAP”

The Draft LAP makes provision for a place of worship to be located in the Central Development Area (DA2) to the west of the site. The Draft LAP also notes that Fingal Couunty Council have also commenced the development of a 3,000 burial plot on the LAP lands which are zoned open space which is to the

south of the application site. The provisions made by the Draft LAP will increase faith services in the LAP lands.

5.8 Other Services Within 500m: • Bus stops on Diswellstown Road for bus no. 37, serving Baggot Street to Blanchardstown Shopping Centre via Dublin City Centre. 10 minute interval at peak times. Within 1Km: • Clonsilla Train station. This is served by high capacity, high frequency urban and regional train routes. Urban routes serve Maynooth and Dunboyne to Bray and Docklands via all stations in between. Less than 5 minute interval at peak times. • Coolmine Train station. Routes serving this station are as per Clonsilla above. • Bus stops on Clonsilla Road, for bus no. 39 (serving Burlington Rd to Ongar via Dublin City Centre) and no. 239 (serving Blanchardstown Shopping Centre to Liffey Valley Shopping centre). 15 minute intervals at peak times. In addition to the above, the site is within reasonable proximity (c. 2km) of Blanchardstown Shopping Centre and Blanchardstown Village, which together provide a wide variety of additional services for the future community, including (inter alia) banks, department stores, libraries and car wash facilities.

6 FUTURE NEEDS ASSESSMENT The application site is located in an accessible location, adjacent to residential services. The Audit area has identified a range of existing amenities which can be accessed by future residents of the proposed development. The Audit area is well serviced in terms of existing and permitted community infrastructure. The urban structure of the audit area is strong. The site benefits from numerous Sports & Recreation amenity facilities located in the area, such as sports clubs, gyms, and parks of benefit to existing and prospective residents. The area is within 1km distance of bus routes and Heavy Rail which allows for greater flexibility and access to an even wider range of services outside of the immediate locality. The area is highly accessible in the context of the existing public transport which allows ease of access to a broader range of cultural and social facilities between the application site and the city centre. It is reasonable to assume that people are generally willing to travel slightly further distances for (for example) Arts & Culture type experiences. As the extant population of this suburban area matures, and as population density in the audit area grows in accordance with strategic planning policy, it will become more important for services to be clustered and accessible. The proposed development provides critical mass in terms of residential development that will support local businesses and community facilities in the immediate area.

7 COMMUNITY FACILITIES - PROPOSED PROVISION The purpose of the Community Audit is to contribute to identifying the additional facilities that may be required or are being provided by the proposed scheme. Section 4 of this report identifies that the demographic profile of the application. The surrounding area provides a range of local services and community facilities designed to meet the needs of this local residential community. Section 5 identifies the existing services within a 500m and 1-kilometre catchment area of the site, which are quite broad ranging. The proposed development is located in a residential area. The Fingal Development Plan 2017 – 2023 designates such sites for new residential communities subject to the provision of the necessary social and physical infrastructure. The ‘Draft Kellystown Local Area Plan 2020’ has also designated proposed community facilities as part of the development of the LAP lands. This is to ensure there is adequate facilities and services for the increase of population as a result of new developments. The proposed development includes (inter alia) a childcare facility, retail unit, a new public park, a greenway and pedestrian routes along Porterstown Road. Castlethorn Construction previously provided the school lands in this area, initial discussions, subject to the LAP and future all stakeholder negotiations, including with Fingal County Council, have been held with St. Mochta’s FC regarding a possible potential future relocation of the Club grounds.’. and the development of a local cemetary. Based on the findings of this Audit the inclusion of these facilities will be a valuable addition to the local community facilities in the area.
