Somali - Siyaset ve Yönetim DT 407 ÖNSÖZ Somali, Eritre, Cibuti ve Etiyopya’nın yer almış olduğu Afrika kıtasının kuzeydoğusunda yer alan ve Afrika Boynuzu olarak adlandırılan bölge; Avrupa, Afrika, Ortadoğu ve Asya’yı birbirine bağlayan küresel deniz ticaret yolu olan Kızıldeniz’i kontrol etmesi dolayısıyla jeostratejik öneme sahiptir. 1960 yılında bağımsızlığını kazanan Somali; 1991 yılında General Mohamed Siad Barre rejiminin yıkılması ile birlikte iç savaşa sürüklenmiş, tüm devlet kurumlarının çökmesiyle Soğuk Savaş sonrasının ilk “başarısız devlet” örneğini oluşturmuştur. Bab’ül Mendep Boğazı’nı kontrol eden Somali’ye yönelik 16’ncı yüzyıldan itibaren başlayan sömürgecilik girişimleri karşısında, Osmanlı İmparatorluğu’ndan bugüne kadar bölge halkına yönelik ülkemizin desteği artarak devam etmektedir. 19 Ağustos 2011 tarihinde bölgede yaşanan açlık, kuraklık ve siyasi istikrarsızlığa dikkat çekmek için Cumhurbaşkanı Sn. Recep Tayyip Erdoğan’ın Somali ziyareti önemli bir dönüm noktası olmuştur. Kapatılan Mogadişu Büyükelçiliğimiz 01 Kasım 2011 tarihinde yeniden açılmıştır. 2011’deki açlık krizinden beri Türkiye, Somali’ye yönelik yardımları güvenlik gerekçesiyle ülke dışından sağlamak yerine direkt sahaya inmiş, yardımları yerinden ve görerek yapmıştır. Ayrıca batı ülkelerinden farklı olarak Türkiye, Somali’ye yatırım yapmak için ülkenin istikrar kazanmasını beklemek yerine ülkede istikrar sağlamaya yönelik yatırımlarda bulunmaktadır. Somali Silahlı Kuvvetlerinin gelecekte üst düzey yönetim kademesini oluşturacak subay/astsubaylar ile tabur personelinin eğitimlerine Türkiye’nin yurtdışındaki en büyük eğitim merkezi olan Somali Türk Görev Kuvveti Komutanlığında devam edilmektedir. Kitapta, Türkiye’nin tüm kurumlarıyla etkisini ve varlığını artırdığı Somali’de yaptığı yardımlarla model ülke haline gelmesinin ve insani diplomasi faaliyetlerinin yarattığı etkinin önemi vurgulanmaktadır. Bu kitap, Somali’de görev yapacak TSK personelinin, devlet kurumlarımızın temsilcilerinin ve ülkemizin vatandaşlarının bölgeyi tanımalarının; Afrika Kıtası’nda ortaya çıkacak durum ve fırsatları, millî menfaatlerimiz çerçevesinde değerlendirmelerini kolaylaştıracağı düşüncesi ile hazırlanmıştır. Uluslararası ilişkilerde gücün doğası değişmiş; ikna, itibar kazanma ve uzun vadeli ilişki yönetimi, ülkelerin dış politikalarında istedikleri sonuçları elde edebilmelerinin yeni yöntemleri olarak ortaya çıkmıştır. Bu kapsamda hazırlanan kitabın; Türkiye’nin yumuşak gücünün, barışçıl ve insani dış III politikasının, artan ekonomik görünürlüğünün, Somali ile tarihi-askeri-sosyal- kültürel bağlarının, devlet ve sivil toplum kuruluşlarının başarılarının daha iyi anlaşılmasını sağlayacağı değerlendirilmektedir. Al-Qattan A Thesis submitted to Newcastle University for the Degree of Doctor of Philosophy School of Marine Science and Technology September 2016 A COMPARATIVE ANALYSIS OF TWO TYPES OF PIRACY: IRANIAN / IRAQI PIRACY IN THE ARABIAN GULF AND SOMALI PIRACY IN THE INDIAN OCEAN Abstract This thesis is an investigation into maritime piracy in the Arabian Gulf and Somalia with a practical objective of understanding the drivers underpinning piracy behaviour to aid identifying how best to deal with this issue. Maritime piracy is a complicated crime which is unique in every region. The main findings from empirical data collected using face-to-face semi-structured interviews (n = 43 undertaken between 2012 and 2013 in Kuwait, Qatar, Bahrain, Dubai, Abu Dhabi, Nairobi and Mombasa) showed that pirates could be categorized according to different strategies adopted in attacking ships: pirates in the Arabian Gulf applied hit and run techniques, while Somalis’ pirates adopted a kidnap for ransom approach. While both sets of pirates seek money as a reward, the question is why do Iraqi and Iranian pirates steal cash and valuables, whereas Somali pirates focus on ransom? In this thesis, the resultant analyses identified that motive is not the main key for forming the pirates’ chosen strategy - whether the motive is political, ideological or purely financial is not critical to the method selected. The reasons for the different strategies adopted by the pirates are manifold, however, three main variables emerged from the analyses: geographical advantage; state failure or success; and illegal fishing by foreign vessels.

SITUATION ANALYSIS <Please click here for the financial report and here for the contacts> Description of the Disaster Between 6 and 8 December 2019, Tropical Cyclone Pawan caused flash floods and windstorms in the Puntland State of Somalia. Affected communities were the already displaced communities and this disaster partially and/or completely damaged their shelters and disrupted lifeline and social services for pre-existing IDP settlements such as roads, powers supply lines, telecommunications, schools and health infrastructure. The worst-hit areas included Nugaal Region (Eyl- Dangorayo and Karkaar- Qardho Districts, both under Garowe SRCS Branch) and the Coastal villages of Hafun, Iskushuban, Baargaal, Quandala and Alula Districts in Bari Region (under Bosasso SRCS Branch). The most affected households needed urgent humanitarian assistance as they were already living in dire conditions prior to the crisis.
