BACK TO SCHOOL EDITION

Editorial. So six months in and still no sign of respite. Trying to avoid the busy areas where it was overheard that someone challenged a visitor for not wearing a mask and the response was “we’re on holiday we’re not doing that now”!! You couldn’t make it up. Fortunately we are still in an area of fewer infections so let’s keep it that way. Lynette’s Parish Council report is on page 4 and the Parish Council minutes are on page 12. Marian Haynes has updated the home delivery information on page 18. On page 20 Thelma has given us an insight into life in in times gone by. On page 25 there is further update re. the Warbstow Area Community Hub and Alison Hoather has detailed the services that are taking place in Canworthy Water. On page 27 there is an update on the Terracycle Charity collections of certain recycled plastics. The W&DN AGM minutes are on page 29. So as the final work is done to ensure that the children at school are securely locked in I wonder if any one has thought about what happens should the air ambulance wish to land in the field? I hope the school have the necessary plans in place to unlock the gates if required? Here’s hoping we have some sort of Indian summer to make up for the very wet August. Shame for those on holiday but it might have just kept the virus away! Can’t wait for the Covid19 vaccinations. Stay safe, wear a mask and wash your hands.

Well it has now been nearly six months since the start of the lockdown. Most of us have been lucky that this time has gone by without too many problems. We do however need to thank many people within the Parish who have quietly gone about helping others within our community. There are too many of you to thank individually so I would personally and behalf of all the Parish Councillors say a big thank you.

Parish Meeting – A meeting was held on 4th August 2020 minutes are available in this issue of the Warbstow News, on notice boards and on the Parish Website www.warbstow.org

Notice Boards – The Parish council have purchased two new replacement notice boards for Warbstow and Trelash. These will be for Parish and Public Notices, please help to keep them up to date by removing any out of date public information.

School extra Car Parking Spaces – The new car park is now near completion they are looking very smart. These extra parking spaces were on the Parish Councils `Wishlist` for many years. First suggested back in 2014 by the then chairman Philip Uglow but the cost was out of reach of both the Parish Council and the school. After all the upheaval of the building of the new classroom Council agreed that extra parking spaces would make a big difference to local residents and the school. Hopefully, parents will now start to use these spaces when dropping off and picking up their children.

School Fence – A new school fence has been placed at the front of the school, this was necessary for safety reasons. We could have ended up with the high white fencing all the way round, the School worked hard to have fencing that was in keeping with the school itself, which has now been achieved.

2. Risk Assessment - Cllr Hutchinson thanked everyone for their attendance. Cllr Shute and Cllr Hutchinson have both produced risk assessments for the hall and for the meet- ing. Cllr Hutchinson reported that CALC do not recommend holding meetings at the moment unless it is absolutely necessary. It is essential for our Parish as we are unable to hold online meetings at present.

5. Signing of the minutes from the last meeting on the 4th February & 3rd March 2020 No changes Agreed by all. Latest unsigned minutes to be placed on the notice board after a meeting

6. Finance - Accounts Reconciliation Councillor Hutchinson reported that the bank balance is £14,230.69. There is a cheque for £273.21 that is still to clear. Income from Precept - £14,31.47 plus grant BT £47.02 Equitix Solar £1,401.19 Community Chest £245 Community funding spent so far is £8,315.47, leaving a balance of £6,835.72. Cllr Hutchinson talked through the proposed budget for 2020/21. Everyone was in agreement.

Cllr Hutchinson talked through all the financial year end paperwork. Everyone was in agreement for this to be signed by Cllr Hutchinson and the Clerk. The Clerk will post all the financial documentation on the website on Friday 21st August 2020. The Audit was once again undertaken by Dan Statton. He completed a very thorough audit and he didn’t come back with any additional recommendations, therefore the Parish Council are following all the guidelines. 7. Mission - Cllr Hutchinson reported that we haven’t received any update from the solicitor. We have 4 outstanding invoices and Cllr Hutchinson has emailed Cornwall Council to clarify if we are responsible for these as we understood the money had already been paid to Cornwall Council by Peter Jeffs. They confirmed that yes these invoices are our responsibility and they are due for payment by the 7th August. Cllr Hutchinson reported that the invoices total up to £650.76 and we have already paid £47. Peter Jeffs stated that he has already agreed a contract where he would pay in advance and if any additional sums were payable they would contact him first. (He stated that this had previously happened and Cornwall Council admitted it was a mistake on their part.) Peter Jeffs doesn’t believe this money is outstanding and he will contact them again regarding this. Peter Jeffs was under the impression that he was waiting for the Parish to sign documentation. Cllr Hutchinson stated that everything had gone back to the solicitors and we haven’t received any correspondence since then. Peter Jeffs will contact his solicitor for an update.

8. Planning -The only planning application received has been for the Canworthy Water hall extension. All in agreement.

9. Correspondence -Cllr Hutchinson received an email from a resident regarding sweeping of the bus stop and the removal of plants. The resident also wanted to cut the grass. There has since been a disagreement with neighbours and the resident has changed her mind about undertaking this work regarding the plant pots and sweeping of the bus stop. Oliver Jones stated that Cornwall Council owns the land however they are quite happy for residents to cut the grass area. It was agreed by all that these dis- agreements are not a Parish Council issue. The planters are not owned by the Parish and should be taken away. A notice will be placed on the notice board asking for the owner to remove the planters, if however no-one claims them they will be removed after 14 days by the Parish Council. Agreed by all.

A meeting was held at Warbstow School with Warbstow Hub and the Headmaster along with residents that he felt should be there, to discuss possible development plans. One which included placing a playground on school grounds next to Carnak house. The residents complained at the time and since about the positioning of this play area and the potential problems. Warbstow Parish Council were not involved in this meeting and still hold ongoing correspondence with Warbstow School.

…...The loss of any car parking spaces will once again add to congestion for all residents living near to the school.

10. Follow Up Items a. Defibrillators - A spike is needed for the electrics at Warbstow. Mountjoy electricians have been instructed to undertake this work as soon as possible. A Defibrillator sign is needed for the Warbstow phone box. All in agreement The Warbstow defibrillator was recently requested by paramedics but it wasn’t actually used demonstrating just how vital this equipment is to have in our parish.

b. Notice Board -It was agreed that the Trelash notice board needs repairing rather than a replacement. Cllr Carter reported that the perspex and corkboard need replacing and the notice board needs repainting The Warbstow notice board will however need replacing. The Clerk will get quotes for a board with public access. All agreed

c. Website - Cllr Hutchinson would like our website promoted more. Posters will be placed in the notice boards with the website and contact details.

d. Risk Assessment -The Clerk will post the Warbstow Parish Council risk assess- ment on the website.

11. Any other business a.Trelash Postbox - Cllr Bolt reported that the Postbox in Trelash was damaged and then removed about 3 months ago. The Clerk will contact Royal Mail for an update on the replacement.

b. Road Surface - Cllr Bolt reported that the road by Anneth Cor-Yn had previously been resurfaced. There has caused problems with water and silt running down into the property. The Clerk will contact Highways regarding this.

c. Dog Fouling - Cllr Luckwell had received 2 complaints that dog bags had been left on a wall. He emailed everyone on the Neighbourhood Watch and it hasn’t happened since. Cllr Carter reported that there has also been a lot of dog fouling in Trelash. The Clerk will enquire about dog fouling signs.

d. Signs - Cllr Luckwell reported that the following signs have been erected: ● A new Canworthy Water sign ● A new 30mph sign. ● Repeater signs ● Slow sign by the bridge. ● Hazard sign that was knocked down in November has been replaced.

THE photo shows The Picture House, Bude, built in 1936. An art deco building, seating 999 people. A wonderful place, holding many happy memories for many. 1936? No, I was not around then! Prior to this, the first cinema was located by the Southern National 'bus depot, later Jennings Garage, now demolished for development, opposite the Co-Op. There is a lot of interesting information supplied by Philip Densham, The Bude Picture House, 1936, on the website.

Prior to electricity and televisions arriving in our area, families would frequently go to see the latest films at Bude, Launceston, Delabole and . When leaving one show, people would eagerly study the program, examples here to see what "was on" the following weeks. I remember pestering my father asking if we could go to the cinema. His usual reply was "Work first!" Then probably not long after this statement, he would say "Right then, leaving in 10 minutes!" I was always ready to go. Cont….

January was Pantomine time, produced by Ivor Potter. Seats needed to be booked in advance. Sadly, The Picture House, after a spell in the 70's when it was converted into an ice rink, was finally closed and demolished in 1985. Where the Bude Tunnel is situated now, was a shelter for motorbikes, I am informed! Thanks, Ken! A Sainsbury supermarket now occupies the land.

A certain person advises me that for some strange reason the back row always filled up first!! Ed.

Contrary to popular belief an alternative location has been found for the new community hub. Whilst scaled down in size to suit the new plot which is still in a central location and on County Council owned land, negotiations are going ahead for approval. The new proposal will see a Common room for the use of the local residents during the day time, with the provision of a useable kitchen for hot drinks etc. and an outreach GP supported clinic. It has been suggested that the community will lose some car parking places. If anyone has seen the Nursery car park during school time they will understand that none of those spaces is useable as the gates are kept locked. The loss of two additional spaces will not be noticed at all. We will keep you all updated on our progress. As for the playground that was proposed, it was to try an avoid the scrum at the front of the school during home time. We understand that the school are proposing to paint yellow zigzag lines at the front of the school to try and avoid this so some further good news. The plans for the playground have been shelved once the views and fears of the neighbours was understood. Further notices will be provided as the scheme progresses. GJB

Matters Arising - Due to Covid 19 It has not been possible to think about organising future fund raising such as the Quiz nights etc. Gerry stated that he was having a meeting with Stuart Ellis and would report back when the school expect the Hall to be available again for Quiz nights etc. (Mr Ellis thinks it will be in the New Year at the earliest. Ed.)

4. Editors report - Once again I find myself editing the magazine I tried to give up over a year ago. It may well be that for flexibility in the future we may be producing the magazine earlier or later than normal if it suits Gill’s and mine future plans. For instance we will be busy right up to the commencement of the school term so that it may be that the next issue may not appear until the second week in September but we will see how it goes. I was also pleased that quite a few people also enjoyed our online edition and it may be that we may introduce an emailed pdf issue for those who request it. We continue to maintain a wide range of advertisers and regular contributors that ensure our copies are appreciated.

I would like to thank Thelma and Annette for their sterling service in distributing the magazine and Sue for her continued support in trying to keep me in check when it comes to the advertising revenue. I must apologise to Sue for the problems we’ve recently encountered by me missing out some of our regular advertisers which I am pleased to say hasn’t resulted in a loss of advertisers just a slight loss of revenue.

It would appear from these figures that we have made a profit of £71.00 unfortunately this is incorrect, due to not receiving the invoice for the printing of the March Newsletter until April. We have obviously not had a printed copy of the newsletter for May therefore no cost incurred which will be reflected in next years figures. Many thanks to Margaret Cowling for auditing our annual accounts and thank you to Bella for organising it.

Any other business - Ray wondered whether we could highlight the work done by the volunteers during lockdown, particularly when they made a request for volunteers on Facebook over 70 people responded with offers of help. Gerry confirmed he would print whatever Ray could put together by way of thanks. Sue asked whether Gerry could speak to Duchy Defibs as she has tried to get them to change the invoice address as they have the School listed and not the W&DN. (Change confirmed per telephone. Ed.)

“NE’ER CAST A CLOUT TILL MAY BE OUT”

This sage piece of advice for coping with the British weather is likely to have been in regular use since well before it first appeared in print in 1732. In Old English the word “clout” meant patch of cloth, such as might be used to cover a hole in a worn out piece of clothing. By the fifteenth century it had broadened to mean garment or clothing in general, so this was a warning against discarding your winter layer until the end of the month of May. Some sources offer an alternative interpretation of the words “till May be out”, suggesting that ‘May’ refers to the flowers of the Hawthorn tree, which are traditionally known by that name. During a century of agricultural enclosures beginning in the 1750s it was estimated that over 200,000 miles of hawthorn hedging was planted, making the May blossom a well known feature of the British countryside.
