An audit of the funds by the National Taxpayers Association (NTA) has ranked Ugenya constituency among the worst performing constituencies in the management and usage of the funds with losses run- ning to more than 50 per cent. However, the best performing constituency out of the twenty-eight audited was Rift Valley’s Tin- deret, which recorded the least amount of losses due to misuse compared to the rest. Others rated highly included Matuga, Kilome, Bura, and Makueni. She is a graduate of University of Nairobi graduating with a BA Land Economics and a registered member with the Institute of surveyors of Kenya in both valuation and estate agents’ chapter & land management chapter. She worked with the Government of Kenya as a Land Administrator and thereafter with several real estate companies before opening her own company Lustman & Co (90) Ltd which deals with property management and valuation. Hon Esther has been a member of parliament representing Nyeri Town Constituency from 2008- 2017. As a Member of Parliament, her job was to represent the people; legislate and oversight both the executive and judiciary. She also had the opportunity to serve as a Minister for two ministries. She was the minister for Gender, Children and Social Affairs. This involved formulation of policies for the care of children and most vulnerable in society i.e. elderly and persons with disability (2008 – 2010). She also served as the Minister of Special Programmes which entailed dealing with disaster both manmade and natural. Justin Muturi) in the Chair] PRAYERS Hon. Speaker: We can start. Proceed. COMMUNICATION FROM THE CHAIR DEMISE OF NOMINATED SENATOR VICTOR PRENGEI Hon. Speaker: Hon. Members, this morning, the nation woke up to sad news regarding the untimely demise of nominated Senator Hon. Victor Prengei. The Hon. Member passed on last night, Monday, 16th August 2021, after being involved in a fatal road accident in Nakuru. The late Senator Prengei was a budding youthful legislator who attended his post- secondary education at Maseno University where he earned a Bachelor of Arts Degree in Economics. He later pursued and successfully completed a Master's Degree in Business Administration (Strategic Management) at the Jomo Kenyatta University of Agriculture and Technology in 2017. Hon. Members, at the time of his death, the late Senator Prengei was serving his first term as a Member of Parliament, having been nominated by the Jubilee Party to represent the youth in the Senate. He was an ardent and resourceful Member of the Senate Standing Committee on Energy, the Committee on Devolution and Inter-Governmental Relations and the Powers and Privileges Committee. As a youthful legislator, the late Senator will also be remembered for his active membership in the Bunge Sports Club. Prior to his brief political career, Senator Victor Prengei had previously served as the Chairperson of the Nakuru Land Management Board and a board member of the Betting Control and Licensing Board.
