B. Inspections and tests

The following inspections and tests shall be performed:

UNOPS and/or its authorised representative shall inspect and/or test any or all of the good and services (as per Terms of Reference) to confirm conformity to the contract.

If the goods and services fail to meet the laid down specifications, the supplier shall take immediate steps to remedy the deficiency or replace the defective goods and services (as per Terms of Reference) to the satisfaction of the purchaser.

Terms of reference e-Dalaw Project e-Dalaw facility for Cebu City, Davao City, and Quezon City Bureau of Jail Management and Penology (BJMP) jail facilities

1 BACKGROUND

The Government of the Republic of the Philippines with the support of the European Union is implementing the Justice Sector Reform Programme: Governance in Justice (GOJUST). The overall objective of GOJUST is: To contribute to inclusive growth and poverty reduction through a strengthened justice system and its specific objective is: To increase the efficiency, effectiveness and accountability of the formal justice system. The programme is being implemented from April 2016 to September 2019.

GOJUST seeks to achieve four major result areas, as follows:

● Result 1: Sector-wide coordination of the justice system strengthened, and long-term reform strategy developed;

● Result 2: Backlog curtailed in courts and prosecution services and case management system streamlined and computerised (with focus on 'justice zones');

● Result 3: Justice sector agencies’ administrative and financial management systems improved;

● Result 4: National/Regional Human Rights Institutions and CSO’s capacity to promote accountability and fight impunity for major human rights violations strengthened.

In line with its objectives, GOJUST is supporting the implementation of e-Dalaw programme for Person Deprived of Liberty (PDL) by virtue of commitment order issued by the Cebu City, Davao City and Quezon City courts.

e-Dalaw or electronic Dalaw is a social media access to communication between PDL and identified family members or visitors of the PDL allowed by the Jail Warden; and between PDL and counsel represented by the Public Attorney’s Office.

The successful contractor will provide, provision and install the necessary equipment and infrastructure as well as render services needed in establishing an e-Dalaw facility for selected Cebu City, Davao City and Quezon City Bureau of Jail Management and Penology (BJMP) Jail facilities.

2 DEFINITION OF TERMS

Carpeta otherwise known as “inmate record or jacket” contains the personal and criminal records of PDL, documents related to their incarceration such as but not limited to: commitment order, subpoenas, personal identification, orders from the court and all other papers necessarily connected with the detention of the PDL.

Commitment Order a written order of the court, or any other agency authorized by law to issue, entrusting PDLs to a jail facility for the purpose of safekeeping during the pendency of their case.

e-Dalaw or Electronic Dalaw is a social media access to communication between PDL and identified family members or visitors of the PDL allowed by the Jail Warden; and between PDL and counsel represented by the Public Attorney’s Office.

e-Dalaw Facility It is a designated place where PDL has access to the e-Dalaw program. It is equipped with the necessary computer system and data-networking infrastructure to conduct VoIP calls.

Family Members shall include PDL’s spouse, fiancé or fiancée, parent or child, brother or sister, grandparent or grandchildren, uncle or aunt, nephew or niece and guardian or ward.

Identified Family names of the family members declared and identified by PDL upon Members commitment to the jail facilities and whose names are written in their carpeta.

Jail Warden person in-charge with the overall operation and administrative control of jail facilities.

Person Deprived of person who is accused before a court and is temporarily confined in Liberty (PDL) jail while undergoing investigation, trial or serving final judgment. Visitors other persons not included in the definition of family members. It may include lawyers from the Integrated Bar of the Philippines (IBP) Legal Aid Program, Quezon City Chapter.

Kiosk Mode A computer system operation system feature that prevents the user form gaining access to the computer desktop interface and filesystem and only allows a single application to run. Additional security feature includes the disabling of user input and output interfaces such as USB ports and Keyboard.

Hardening In the area of computing, it is the process of securing the system by reducing its surface of vulnerability.

3 OBJECTIVES

1. General Objective

The overall objective of the project is to provide the necessary equipment and infrastructure that will allow Person Deprived of Liberty (PDL) in selected Cebu City, Davao City and Quezon City Bureau of Jail Management and Penology (BJMP) jail facilities

to take advantage of the e-Dalaw program as means to converse with relatives and consult with lawyers from the Public Attorney’s Office (PAO) via Skype VoIP technology.

2. Specific Objectives

Supply equipment for an e-Dalaw program facility in selected site location.

The vendor shall establish an e-Dalaw program facility in the following BJMP facilities located within the following locations. Vendor may submit bid tender per independent lot or all the lots of this ITB.

For each of the sites mentioned above, a designated area are identified where the equipment and infrastructure need will be put in place. See ANNEXES 2 and 3 for details.

Furnish each e-Dalaw system facility with the required equipment. The vendor shall provide the necessary equipment, infrastructure and services needed to establish an e-Dalaw system facility in each of the BJMP Jail locations. This includes the following:

e-Dalaw Call Station

An e-Dalaw call station is an All-in-One (AIO) Computer system customized for Skype VoIP calls specifically for e-Dalaw use. These terminals are then mounted on a kiosk podium stand as space saving design as well as provide maximum visibility of PDL during use. Figure 1 below provides an example of how an e-Dalaw Call Station might look like.

To address the needs of senior citizens and Persons with Disability PWD, an All-in-One (AIO) PC shall be provided that are simply mounted on top of a regular desk and can be used while seated.

A. System Administrator’s Workstation The system will include a computer to be used by the system administrator. This workstation shall be used for the following: ● as the skype station for authorised BJMP personnel ● Management terminal/workstation to access the various equipment in the e- Dalaw system ● Other task that is prescribed by the Jail warden.

B. Data Network Equipment The e-Dalaw work stations shall be interconnected via a wired Local Area Network. As such, a router and data switch will be needed.

C. Other accessories and equipment Other accessories and equipment needed to set up an e-Dalaw facility such as headphones and Uninterruptible Power Supply (UPS).

4 DELIVERABLES

The deliverables of the contractor for the following locations are listed below. Each item should meet or exceed the minimum technical specification as detailed in Annex 3.

Computer Configuration and commissioning

Enumerated below are the guidelines in configuring each computer system. Presented here are the minimum configuration requirements. Additional configuration parameters may be put into place as it is deemed necessary, subject to approval by the stakeholders.

1. General computer configuration and commissioning tasks. A. Create a separate PC administrator user account. B. Create a local user account. C. Create a Windows system image backup of the computer prior to deployment for production. D. Disable Windows system automatic update feature E. Install the Skype application. F. Install and configure the antivirus and cybersecurity software application. Make sure that all Skype features and services (I.e. make and receive calls) are fully functional and not restricted by the antivirus software. G. Run the antivirus software in Do not Disturb (DND) mode and disable automatic software update. H. Configure Network interface as DHCP with gateway 192.168.24.1 I. Document all configuration parameters, including user profiles and password. J. Document steps to restore Windows system image backup. K. Upon handover, train users on how to restore the Windows system image backup.

2. E-Dalaw Call Stations specific configuration. A. Configure the call station to run in Kiosk Mode, running Skype application only, upon local user login. B. Disable all unused port interfaces (USB, Serial, PS/2 etc.) while in Kiosk Mode. C. Disable unnecessary communication features such as WIFI, Bluetooth and the like, while in Kiosk Mode.

3. System Administrator’s Workstation specific configuration. A. Allow the local user account to access the Skype application. B. Allow connection to the router and data switch equipment maintenance user interface.

Router and Data Switch Configuration Guidelines

Structured Cabling Specifications

1. UTP Cabling 1.1. The cabling system cable for data shall be Category 5e 1.2. The installation design and routing of all cables shall take account of the manufacturer limits for the continued performance of the cables and compliance with the warranty. 1.3. Cable drops from the MDF to the outlets shall run through rectangular PVC mouldings. Sizing of the moulding should consider the number of drops to be laid out.

2. RJ45 Wall Outlets 2.1. RJ45 jacks shall be surface mounted using a PVC utility box. 2.2. Outlets shall be simplex or duplex jacks and fitted with a faceplate.

3. Rack Enclosure 3.1. A 19-inch standard Wall mounted – 6U data cabinets shall be installed to accommodate the network equipment. 3.2. The cabinets to be supplied with an en exhaust fan installed 3.3. Perforated steel front and back door with locks. 3.4. Includes a power strip with at least four (4) universal plug outlets. 3.5. Includes a 1U cable tray.
