Office of Councillor Since the formation of Unicity in 1971, The City of Winnipeg has had a total of 12 elected Councils. On October 27, 2010, the 13th Council of The City of Winnipeg was elected for the 2010 - 2014 term. In accordance with The City of Winnipeg Charter, elected officials sit for a four-year term. The voter turnout at the 2010 Civic Election was 47.1%. The following is the Official List of Elected Representatives who will serve on the 13th Council of The City of Winnipeg, commencing with inauguration on November 2, 2010. This Official List of Elected Representatives also includes the Elected School Trustees for the six School Divisions within the boundaries of The City of Winnipeg. M. Lemoine Senior Election Official 2010 CIVIC ELECTION OFFICIAL RESULTS 1 2 2010 CIVIC ELECTION OFFICIAL RESULTS THE VOTING PROCESS On October 27, 2010, an election was undertaken for the offices of Mayor and Councillors in the City of Winnipeg as well as for School Trustees in the six City School Divisions. A total of 34 out of 36 races were contested, 1 for Mayor, 15 for City Councillor and 18 for School Trustee, with 2 School Trustee races being acclaimed. Despite a very, very wet and windy day due to a weather system that resulted in the lowest barometric pressure ever recorded in Winnipeg, Winnipeggers responded enthusiastically, with 47.1% of citizens casting their ballot in the various races. In accordance with the provisions of The City of Winnipeg Charter, The Municipal Councils and School Boards Elections Act and the Vote-Counting Machines By-law No. 150/2005, the City of Winnipeg again utilized automated voting to accept ballots and tabulate the results of the 2010 Civic Election. The system provided for a composite ballot containing the candidates’ names for all three Offices to be voted, that is, Office of Mayor, Office of Councillor and Office of School Trustee. In 2009, the City of Winnipeg purchased new automated voting equipment to replace the 1994 era voting machines. The technology offered by the new voting equipment allowed the City of Winnipeg to enhance its advance voting opportunities by expanding the number of city- wide locations at which individuals could vote. Another enhancement to advance voting provided eligible voters with the ability to choose to vote at any of the advance voting locations, rather than only being able to vote at one location. Advance voting for all voters took place at City Hall from October 4 through October 22. Additional City – wide advance voting opportunities also took place at 15 community locations on October 19, 20 and 21. More than 12,000 voters took advantage of the community advance opportunities, more than 3 times the 2006 amount. 2010 CIVIC ELECTION OFFICIAL RESULTS 3 The Voting Process (continued) City-wide advance voting opportunities were also convened in shopping centres and universities / colleges for the first time at a municipal level. These took place between October 8 and 17. Results of these opportunities were also extremely positive with over 5,000 voters casting votes at these locations. Finally, advance voting opportunities were convened in 179 senior’s residences, personal care homes, developmental centres and hospitals between October 4 and 22. All voting places were barrier-free and fully accessible to persons with disabilities. Assisted voting machines were available for utilization by disabled individuals at City Hall and at the advance voting stations in the shopping centres and at the universities / colleges. At the close of voting on Election Day, the memory pack from each automated voting machine used for advance voting was read at Election Headquarters, 510 Main Street, and the data compiled for election results reporting. A total of 29,216 persons voted in advance of Election Day, setting a record level of advance participation. Previously, the record stood at 15,447. The Sealed Envelope Ballot option was utilized by 397 voters. These ballots were fed into an automated voting machine at Election Headquarters. At the close of voting on Election Day, the memory pack from the automated voting machine was read and the data compiled for election results reporting. On Election Day, October 27, 2010, 191 voting places were utilized. At the close of voting, the memory pack from each automated voting machine was transported to Election Headquarters for compilation of election results.
