Examining aims Land Use Act gives governors control over land while Constitution leaves minerals ‘only’ to the federation, severing minerals from ‘state or private-ownership’. The Act authorises compulsory land acquisitions for public purposes including mineral exploration. But Constitution supports individual’s rights over movable or immovable property and authorises compensations for compulsory acquisitions. Nevertheless, it makes enforcement of environmental rights non-justiceable by disallowing anyone to enforcing it. The ambiguities in these laws resulted to contests of landownership, mineral control and environmental degradation which the author examines. Effects of splitting minerals from landownership caused non-passage of Petroleum Industry Bill, poor implementation of Local Content Act among others were discussed. The author adopted doctrinal methodology, implementing three techniques involving finding, reading and updating the laws to give best results. We made comparisons with other legal systems because, the thesis involves diverse legal and social doctrines. This enabled the author to comparatively analyse Nigeria landownership, mineral and environmental regimes. Researcher noted effects of ‘mineral-landownership’ split and gaps in Nigeria laws which propelled her courts to take on foreign decisions in settling mineral litigations.

Ndulue & Fernando Bermejo, Media Ecosystems Analysis Group (MEAG) June 2020 Overview The Media Ecosystems Analysis Group (MEAG), contracted by AKAS in conjunction with the Bill and Melinda Gates Foundation, conducted content analysis using computational methods in support of key commitments of the BMGF’s gender equality in news initiative: • Use of Women as Sources of Expertise • Stories Leading with Women Protagonists • Coverage of Gender Equality Issues Based on BMGF priorities, MEAG centered analysis on news coverage in six predetermined countries of focus: India, Kenya, Nigeria, South Africa, the United Kingdom, and the United States. The first content analysis studied news coverage in the year 2019. After the coronavirus outbreak grew into a global pandemic, and the largest news story of our time, it seemed necessary to confirm the 2019 findings with a separate analysis for the beginning of 2020. This analysis investigates whether the 2019 findings still resonate with the media output from 2020, which is largely focused on the pandemic. Methodology The core research tool for this project is Media Cloud, an open source database and analysis platform containing over 60,000 news media publications and over 1 billion news stories from around the globe. The platform allows for large-scale evaluation of news media coverage and ecosystems. Documentation on the various computational and analytical models contained within Media Cloud can be found on GitHub. Automated methods through Media Cloud were the primary data collection and analysis approach, supplemented with manual coding and researcher insight. Ayittey, American University More than 3 billion people—nearly half the world—live on less than $2 per day. Tens of thousands of children die every day from conditions associated with poverty, more than 1 million each year from diarrhea alone. Millions lack access to lifesaving immunizations that are routine in the West. More than 1 billion lack access to adequate water supplies. Figure 1 details the geo- graphic distribution of the poor worldwide, indicating that while progress was made in most of the world—including significant improvements made in East Asia—over a recent twenty-year period, the percentage of those living in extreme poverty increased in sub-Saharan Africa. Statistics such as these are both appalling and overwhelming: how can material excess and deprivation exist side-by-side in our “globalized” world, and how can the relatively privi- leged provide assistance to the “bottom billion”? The United Nations Development Programme (the principal development network within the UN), the World Bank (International Bank for Reconstruction and Development), and the International Monetary Fund (IMF) are the princi- pal multilateral institutions for economic development and debt relief. After the Marshall Plan of 1947 helped to rebuild nations in Europe following World War II, President Harry Truman instituted bilateral foreign aid as a feature of U.S. foreign policy. In the 1960s, President John F. Kennedy established the U.S. Agency for International Development (USAID)—which provides development assistance as well as humanitarian aid—and the Peace Corps—which sends people to live and serve in developing nations.

It is the process by which everyone's will is formed that confers its legitimacy on the outcome, rather than the sum of already formed wills (Habermas, 1989: 446). Introduction In September 2004, President Vladimir Vladimirovich Putin who claimed to be pursuing a political reforms agenda suddenly abolished gubernatorial elections in Russia. This action compromised the right of Russians to elect their regional leaders. Against the background of the previously held view that Russians were strongly committed to democratic values (e.g. Colton and McFaul, 2001), an opinion poll was immediately conducted to gauge the people’s perception of this “authoritarian turn”. Shockingly, 44% of the respondents supported the step taken by Putin while 42% opposed it (see Jack, 2004). The paradoxical situation was made possible by the fact that public support for the Russian elite was at a very low ebb as a result of the latter’s penchant for “crony capitalism”. The Russian political elite is corrupt, self- seeking and has no strong links with the ordinary citizens. The situation in Africa is, however, worse. While the situation in Russia has to do with the misuse of power in Russia, the loaded and more serious problem in Africa is that many of the public office holders in the continent are usurpers.

    BLACKLISTING OF NIGERIA AS THE NEW DEN OF TERRORISTS? THE PERSPECTIVE OF A NIGERIAN STUDENT IN THE U.K. OLUGU UKPAI ABSTRACT On December 25, 2010, a Nigerian attempted to bomb an American airliner en route to Detroit, Michigan from Amsterdam. The plane had 290 passengers and 11 crew members. This article presents the perspective of a Nigerian student who also studies in the U.K. where Abdulmutallab studied. My central thesis is that U.S. blacklisting of Nigeria in the watch list of terrorist countries is an instance of “payback” and it lacks objectivity. This is an isolated case and the suspect should be treated in as an individual that allegedly perpetrated an unlawful act without essentializing Nigeria(ns) as terrorist suspects. More importantly, the focus should be the systemic failure in Western society and the concern of parents and students have about possible exposure to radicalization while studying abroad. This case is also about Al-Qaeda’s absolute ruthless brilliance in selecting a modus operandi that defies easy analysis and response. In thinking about solutions, we should also consider what previously unimaginable angle Al-Qaeda will use next. We will neither understand the most important issues nor be able to make the most effective possible contribution to the realization of a terrorist free world without taking seriously an historical perspective, and the perspectives of students themselves. While working swiftly to address the security breakdown, efforts should be made to ensure that it solutions do not get tainted by imperialist dreams. Presidential and Federal Legislative elections will be held on Delta Crisis 21 April. If fair and orderly, this event will mark the third successive time elections have held without a break in Africa’s most populous country. More importantly, it will be the first successful transfer of power from one elected government to another since independence in 1960. Previous attempts in 1964 and 1983 had been marred by widespread poll rigging, election-related violence, and bickering among the politicians, obliging the armed forces to seize power. The elections and their aftermath will be carefully monitored by observers and analysts locally and globally given Nigeria’s dominant position in Africa’s international relations and her pivotal role as western Africa’s economic powerhouse. Nigeria is the world’s eight largest exporter of crude oil and the fifth leading exporter to the United States. The Iraq war and the political turbulence it generated in the Persian Gulf, traditionally America and western Europe’s oil supplier, has put Nigeria and the Gulf of Guinea, west Africa’s emerging oil belt, on the policy radar of the Bush administration. The Niger Delta, Nigeria’s oil region, has been mired in crisis since 1990.
