Profile of the Gateway Cities Region Located in southeast Los Angeles County, the Gateway Cities region covers approximately 203 square miles. The Gateway Cities region comprises 5% of the land area of Los Angeles County, or about 0.1% of California. The Gateway Cities region consists of the cities of Artesia, Avalon, Bell, Bellflower, Bell Gardens, Cerritos, Commerce, Compton, Cudahy, Downey, Hawaiian Gardens, Huntington Park, La Habra Heights, Lakewood, La Mirada, Long Beach, Lynwood, Maywood, Montebello, Norwalk, Paramount, Pico Rivera, Santa Fe Springs, Signal Hill, South Gate, Vernon, Whittier, and nearby unincorporated communities of Los Angeles County, namely East Los Angeles, East Rancho Dominguez, Florence, Los Nietos, Rancho Dominguez, Rosewood, South Whittier, Walnut Park, and Willowbrook.

The story of the 1990’s in was a story of growth. Even by 2000, however, the Gateway Cities region was growing more slowly than Los Angeles County or the state of California. The story of the first decade of the twenty-first century is quite different. Over the most recent decade, the total population of the region changed very little, from 2,050,500 in 2000 to 2,064,838 in 2010. This represents a gain of only 14,338 and a growth rate of less than one percent. Indeed, some cities barely gained or marginally lost population. The Gateway Cities represented 21 % of the County’s population in 2010, down from 21.5% in 2000.

Demographics of the Gateway Cities Region The Gateway Cities and unincorporated communities are changing in other ways as well. The Gateway Cities region, like much of America and the developed world, is aging. The percentage of our region’s population aged 34 and below is smaller than in 2000, while the percentage of population 35 and over has grown in the last decade (see Figure 1). The median age of the Gateway Cities rose from 29.3 to 32.1 years over the decade.

The ethnic and racial make-up of the Gateway Cities has also continued a long-term shift towards a “majority minority” population. Latino or Hispanic residents made up 66% of the Gateway Cities region’s population in 2010, compared with 60% in 2000 (see Figures 2a and 2b). The next largest

2 group, the non-Hispanic white population, shrank from 20% to 16% of the population. African- Americans dropped from 9% to 8% of population, while the Asian population held steady at 8%.

Income and Education Levels The Gateway Cities saw an increase in the last decade in annual household income, with the distribution of annual household income (in 2010 dollars) shifting towards the higher categories (Figure 3). In particular, the region saw a substantial increase in the percentage of households with annual income over $100,000, and decreases in the percentages of households at the lower end of the income spectrum. However, the mean (average) Gateway Cities household income dropped slightly from $65,650 in 1999 to $64,434 in 2009, while median household income rose slightly from $51,445 in 1999 to $52,155 in 2009. Moreover, Gateway Cities’ median household income continues to lag behind that of Los Angeles County ($55,811) and the six-county SCAG region ($59,155).

Educational attainment of Gateway Cities residents also showed gains in the last decade. A higher percentage of residents over 25 have completed a bachelor’s degree and a smaller percentage of residents have failed to finish high school in 2010, compared with 2000 (Figure 4). However, educational attainment in the Gateway Cities continues to lag behind levels in the county and state. For example, 19 percent of Los Angeles County residents have a bachelor’s degree, while only 24 percent have failed to finish high school. In California as a whole, just over 19 percent lack a high school diploma.

Employment and Unemployment Manufacturing remains the single largest employment sector in the Gateway Cities, although its share of the region’s employment base has dropped from about 22% in 2002 to just over 15% in 2010. The second largest sector in 2002 was retail trade, at just over 11% of employment, with wholesale trade next at just over 9%. In 2010 retail trade was still the second largest sector, now at 11.6% of

4 regional employment, but third place was occupied by health care and social assistance, up to 10.5% from a 2002 level of just over 8%. Wholesale trade had slipped to fifth place (9%), after education services (9.4%). Figure 5. Shares of Employment by Sector

Like many parts of Southern California in a depressed economy, the Gateway Cities are suffering from persistent high unemployment in some areas. However, there is considerable variation in the unemployment rates within the Gateway Cities area. In 2011, for example, Avalon, Cerritos, and La Mirada had annual rates of unemployment that were lower than the national average (below 8 percent), while the cities of Commerce and Compton and the unincorporated communities of Florence, Willowbrook, Rancho Dominguez and East Rancho Dominguez had unemployment rates more than twice the national average (20 percent and higher).

Before 1990, the Gateway Cities’ overall unemployment rate closely tracked that of the county, state, and nation. Starting around the early 1990’s with the steep decline of the local aerospace industry, the Gateway Cities’ unemployment rate rose above the rates for these larger areas and has remained higher ever since (see Figure 6). The Gateway Cities’ unemployment rate also has generally led those of the other Southern California counties, except since about 2008, when it has risen in sync with rates in the (Riverside and San Bernardino Counties; see Figure 7). It is also noteworthy that the areas of persistent high unemployment have changed little over time, and align closely with areas of low educational attainment.

Housing and Foreclosures Foreclosure trends are another important indicator of economic health. In the Gateway Cities, foreclosure activity can be tracked via Notices of Default, Notices of Sale, and number of bank-owned

6 properties. These indicators began to increase sharply in 2007, peaked around late 2009, and in 2012 had dropped about halfway from the peak (see Figure 8). Figure 8. Foreclosure Activity in the Gateway Cities

Investing in the Future Overall, the Gateway Cities face some economic challenges. Although trends towards higher household incomes and greater educational achievement are positive, the region continues to sustain high unemployment in many areas. Economic sectors that traditionally offer high-paying jobs, such as manufacturing, are in decline. While opportunities exist in other industries, most of the jobs are low- skill and thus low-wage. Higher-paying jobs in these industries require skills that many workers do not have. With fiscal problems continuing at the state and local levels, the Gateway Cities may find it challenging to train new workers in the needed skills.

However, the Gateway Cities have substantial assets: in infrastructure, in human capital, and perhaps most important, in their history of collaboration. For example, the region has been successful in identifying sources of funds to invest in significant transportation infrastructure improvements. Notably, $590 million in funds from Los Angeles County’s 2008 sales tax will be devoted to the I-710 Corridor, and a further $590 million in Measure R funds will be devoted to the SR-91/I-605/I- 405 Corridor, another key transportation priority for the COG. These and other major regional transportation projects within or affecting the Gateway Cities are highlighted in Figure 9. And in 2011 the Gateway Cities together produced an unprecedented regional Sustainable Communities Strategy,
