Insurance The Council agreed that i t was not in favor of accepting a proposal of an insurance company to contact employees for accident insurance.     Chapter II- THE D/KC MPO STUDY AREA CHARACTERISTICS AND PROJECTED CONDITIONS General Area Characteristics The D/KC MPO metropolitan planning area consists of Kent County, Delaware (the County). As the middle of the three counties in the state of Delaware, the County is situated between New Castle County (more intensely developed) to the north and Sussex County (predominantly rural) to the south. Although the three counties have different land use and transportation planning challenges, they share the fact that the Delaware Department of Transportation (DelDOT) is responsible for 90% of all roads within the State (DelDOT Annual Report and Transportation Facts, 2018, pp. 4). In addition to different land use and transportation challenges, all three counties have a designated Urbanized Area associated with a metropolitan planning organization (MPO). The Dover, Delaware Urbanized Area (UA) (established after the 1990 US Census) is located in the middle of the County and extends (after the 2010 Census) just north into New Castle County. The small portion of the Dover, Delaware UA that extends into New Castle County is supported by WILMAPCO (the MPO responsible for New Castle County) through an agreement. This chapter will focus on different types of land use information that helps define the general characteristics in the County and that help establish a baseline when measuring projected conditions out to 2045. Data An essential aspect of the MTP planning process includes obtaining and analyzing data to assist in the development of MTPs and, specifically, in this instance, the Innovation 2045 MTP Update. A variety of data and planning studies were collected and reviewed from federal, state, regional, and local agencies to ensure the latest available information was used to update Innovation 2045 MTP.

Please note that changes to the amendment, other than those suggested in this letter, could result in additional comments from the State. The “Greater Milford Area” on map 1 is a bit too great. We appreciate the City looking at growth patterns in the region, but are unsure what the intention is of this map. The research that went into developing this map should be described in the text, and the map should be re-drafted as a simple radius around the town. The current maps specificity makes it appear that the City intends to annex this area at some point in time. Please be advised that by the State is not recognizing that this is anything other than a regional planning map. It will not be considered justification for any future annexation plans. 2. We question the application of the “urban mix” designation for the large parcel on the western edge of the City, along Milford / Harrington Hwy and along 113.

    REPORT OF THE CHIEF ENGINEER DELAWARE STATE HIGHWAY DEPARTMENT luly 1, 1953 to July 1, 1954 Dover, Delaware Chairman and Members State Highway Department Dover, Delaware Gentlemen: It is required by law that the Chief Engineer of the State Highway Department submit annually to the members of the Department a report covering the activities of the preceding year. In accordance with this policy, I am pleased to present my annual report on the work accomplished in the period from July 1, 1953, to June 30, 1954. During this period, the Department appointed me Chief Engineer, effective August 1, 1953, to succeed Mr. Richard A. Haber. Mr. Haber resigned to accept employment in private practice and terminated his services with the Department on October 27, 1953. In addition to my report on the activities of the De­ partment, I am submitting my recommendations for its future operations. At this time I wish to express to each of you my sincere appreciation for your valuable help during the past year. I especially want to thank Mr. Hugh R. Sharp, Jr., Chair­ man, and Mr. William P. Richardson, Vice-Chairman, for their penetrating observations and keen advice in the many intricate problems that face the Chief Engineer. The progenitor of the family was a certain John Bennett who, coming with his family in 1700 from the Chesapeake Bay shore in Somerset County, Maryland, settled on Cedar Creek in Delaware. The compiler confesses that his main motivation for this study came from his frustration in trying with limited knowledge to untangle the strands of this large and complicated family. The Cedar
