Barring a brief four year period, independent Malaysia has continuously operated under a near-permanent state of constitutionally imposed emergencies. I look at the operation of one of the emergency regulations, the Essential Clearance of Squatters Regulations (ESCR, promulgated initially in 1969 and used until 2013) for the purposes of displacement and urban planning.

In the Malaysian context, this programme came into the limelight of the Kuala Lumpur City Hall (DBKL) practices via the Greener Kuala Lumpur initiatives. Between 2012 and 2018, fifteen corporate agencies have shown their proactive involvement through corporate social responsibility (CSR) to beautify and maintain the urban green spaces in Kuala Lumpur via the park adoption programme which helped Dewan Bandaraya Kuala Lumpur / KL City Hall (DBKL) to manage its public parks effectively despite the limited budget. This paper aims to examine the benefits and returns of the Adopt-A-Park Programme at the Laman @ Eco Sky and the Metropolis Park to DBKL, park users and park adopters. Park users' satisfaction and allocations spent by the corporate adopters are analysed descriptively.

It has become increasingly important to evaluate housing property for many reasons. The attempt to enhance the aspect of safety planning in developing low cost houses is still neglected and one of the reasons that may contribute to this factor is due to the low price value. Hence, this paper emphasizes the application of Post Occupancy Evaluation (POE) that incorporates participation from the occupants as a tool to assess the safety performance of the Malaysian low-cost housing. The main aim of this study is to develop a framework of POE integrated with safety elements for Malaysian LCH. The inspection survey and occupants' satisfaction survey were carried out to 24 low-cost housing projects located in the federal territory of Kuala Lumpur, Malaysia. The correlation result revealed that all attributes between the safety performance and the occupants' satisfaction had a significant relationship.
