performing arts science hospitality visual arts heritage education

A Shared Vision for an Amazing Downtown Downtown Livermore is recognized throughout Northern California as vibrant, diverse and family friendly. It is our region’s arts and entertainment hub and a magnet for people drawn to its one-of-a-kind shops and unique restaurants. It has been hailed as a model for innovative, forward-thinking redevelopment.

The vast majority of Livermore residents want to see the continued revitalization of downtown. The plan the City Council approved earlier this year is consistent with that goal. Every council vote was unanimous except for a single dissenting vote on the hotel’s location.

The plan will:

• Create a new open space called Stockman’s Park • Add a 125-room boutique hotel with additional • Build a new southwest parking structure to and Plaza, to honor our Western heritage and underground parking extend First Street’s revitalization local veterans • Provide much-needed affordable workforce • Up to 1728 parking stalls will be available • Expand historic Blacksmith Square around this and senior housing next to Railroad and versus only 1148 stalls now new central park to create a wine country Pacific Avenues, respectively • Make room for a privately-funded Black Box destination akin to Paso Robles or Healdsburg Theater and nearby Science + Society Center

The plan for downtown Livermore’s future development

Bright Future These critical and long-awaited improvements continue the positive trajectory that has energized and reshaped downtown Livermore since Highway 84 bypassed First Street. Open A small group of longtime citizens remain opposed. Their attitude is best summarized by this actual quote from one of to All their leaders: “We don’t allow anything to be built downtown that we don’t personally use.” This sel sh sense of entitlement by members of a fringe group is extremely shortsighted and not in the best interests of all the residents of Livermore. Repays Debt There are so many bene ts to the city’s plan. It will build aordable housing that is walkable to downtown and transit hubs without infringing on our arts district. The city borrowed $14.5 million to purchase this site and housing repays that debt. There will be more parking downtown and better tra c ow than ever before. The number of handicapped parking spaces next to the Bankhead increases from 3 to 16. Broad Support The city’s downtown plan has drawn broad support from people representing business, ranching, winegrowing, hospitality, science, tech, education, faith, and performing and visual arts. They are united by their passion for Liver- more and their common vision for the continued success of downtown. They show that active listening, compromise and mutual respect still work in Livermore. This Fall As we elect the members of our new City Council – we urge you to support candidates who share our dream for downtown and what it can become. Together, we can create an amazing place that can be enjoyed for generations to come!

The City Council’s Downtown Plan

Marchand, Woerner, Spedowfski and Carling voted YES. Coomber voted NO.

LIVERMORE BEWARE

A BAD HOTEL PLAN… JUST GOT WORSE First, the City Council ignored public input regarding the Hotel location. Now, the latest City proposal makes the plan unacceptable.

Livermore residents supported a hotel on the westside of Livermore Avenue by a 3-1 majority during the City Outreach Process. Unfortunately, the City Council ignored the public and put the Hotel on the eastside. They said their plan was better. But at the August 7th Planning Commission meeting, new problems with the Eastside Hotel jumped out.

TOO HIGH. The proposed Hotel looms up to 63 feet on INCREASED CITY COSTS. By leasing the underground the eastside of Livermore Avenue – just 2 feet less than parking from the Hotel, the City is subsidizing parking for Hotel the fly tower of the Bankhead Theater. With the historic guests. According to City staff, underground parking increases Blacksmith Square just 1 story on the westside, the entrance the cost to build and operate by 60%.3 The city is incurring many to the center of our downtown on Livermore Avenue would other Hotel related expenses as well. become lopsided and overwhelmed by the Hotel. POOR ARCHITECTURE. The architectural design is low INCREASED TRAFFIC. There is space in the Hotel quality, not one that creates a unique, inspiring, wine country hotel. entrance on Livermore Avenue for only two cars at a The materials and design copy those that the architect has created time.1 Cars will back up into Livermore Avenue. Those elsewhere. They do not blend with historic downtown Livermore. entering and leaving the Hotel will have to make U-turns, multiple left hand turns across traffic, or drive around LOWER QUALITY BRAND. The community was promised the entire Hotel/Bankhead/Cinema block. There is no a boutique hotel, an upscale Marriott Autograph Collection. City study of this serious traffic impact that would affect Hyatt Centric is replacing it, a lesser quality brand designed for the already congested Livermore and Railroad Avenue travelers who are “just too busy to get worked up over ‘design intersection and connecting streets. hotels’ anymore.”4 In addition, the proposed Hotel restaurant has been eliminated.

LOSS OF PARKING. The plan does not state whether the Hotel or the public has priority use of the parking under the Hotel, surface parking next to the hotel and on the I Street surface lot north of the hotel. The City cannot have it both ways. Assuming the City must meet the minimal requirements for the Hotel, the plan currently reduces existing public parking stalls on either side of Livermore Avenue by 134 stalls.2

IT’S NOT TOO LATE. ASK THE CITY COUNCIL TO CHANGE THE PIECES AND GET THIS PLAN RIGHT!

1. Analysis provided by Dan T Smith, SMITH Engineering and Management, Union City, CA, of proposed hotel plan approved at Livermore Planning Commission on August 13, 2018. 2. The existing 163 stalls on both sides of Livermore Avenue will be lost: 63 on the eastside and about 100 on the westside. In addition, the City’s parking requirements for new businesses should be met: 156 for the Eastside Hotel [planning commission staff report, August 7th, 2018, page 8] and 24 for the new retail near Blacksmith Square on the westside, for a total of 180 stalls. The total new stalls needed to replace lost stalls and cover the city’s requirements for new facilities are 343. The City’s plan provides 209 stalls: 120 underneath the Hotel, 20 surface spaces near the Hotel, 57 on an I Street surface lot, and 12 surface spaces on an east/west road on the westside of Livermore Avenue [Downtown Livermore Core Concept Illustration-March 14 and downtown specific plan-chapter 8, page 2, amended August 2018]. The gap between those needed and those provided in the high use Livermore Avenue area is about 134. 3. 'Blue Collar' Comedy on Bankhead Stage First of Comedy Shows This Season The Southern Fried Chicks bust out of the hen house next month, ar- riving in Livermore with their new show the “Cage-Free Comedy Tour!” Free-range comedy, stories, music, singing and dancing come together in a multimedia show. Since they made their debut on Country Music Television, the Southern Fried Chicks have packed venues across the country, poking fun at life and love in the USA. The three chicks, Etta May, Karen Mills and Sonya White bring their new show, described as “blue collar comedy hour with better hair and bigger attitude” to the Bankhead Theater for one night only on Saturday, September 1, 2018 at 8 p.m. All tickets are just $40 with $20 tickets available for students and active military personnel. Etta May, named the American Comedy Award’s “Comic of the Year,” has been described as “Minnie Pearl with a migraine.” A regular on CMT, she has also been seen on “Oprah”, Showtime, “Comic Strip Live”, “Comedy Stage” and is an audience favorite on XM/Sirius Radio Comedy Channels and the syndicated radio show “The Bob and Tom Show.” Karen Mills finds the funny in everyday life in a style that is clean, clever and relatable. A native of Tennessee, she is a regular on Sirius / XM Blue Collar Radio and Laugh USA. Known for her “Menopause Rap,” a top download on iTunes, and her “Hot Flash Mob” video on You- Tube, she has toured with Joan Rivers, Ron White, and Jon Stewart. Originally from Virginia and now a resident of Chicago, Sonya White combines southern charm with big city street smarts to deliver dead-on impersonations and cartoon voices from the Cartoon Network. A favorite on “Girls Behaving Badly,” “Comedy Spotlight” and “The U.S. Comedy Arts Festival,” she has also appeared on “Nightshift” and “Big Brother Jake.” The Southern Fried Chicks’ “Cage-Free Comedy Tour” is just the start of a season filled with comedy at the Bankhead. The San Francisco Comedy Competition, known for helping launch the careers of such legends as Robin Williams, Dana Carvey and Ellen DeGeneres, makes its annual semifinal circuit stop on September 21st. One of the top comedic voices in the country, Tom Papa makes a welcome return to Livermore on October 25th. Laugh through the holidays with Reduced Shakespeare Company’s “Ultimate Christmas Show,” the tongue-in-cheek post- Valentine’s Day show “It’s Not You, It’s Me” with Chicago’s The Second City, and Late Nite Catechism’s Easter show, “Will My Bunny Go to Heaven?” The annual return of The Capitol Steps with their timely, razor- sharp political satire closes the season in May. Stand-up comedy also lights up the Bothwell Arts Center with the re- turn of last year’s sold-out show “One Night, Three Women, Too Funny,” starring local comedians Regina Stoops, Stacey Gustafson and Margaret Zhao on September 29, 2018. Tickets for these and all shows in the 2018-2019 Bankhead Presents season are on sale now through the Bankhead Theater ticket office at 2400 First Street, 925-373-6800 or lvpac.org
