    Marine-Oriented Sama-Bajao People and Their Search for Human Rights AURORA ROXAS-LIM* Abstract This research focuses on the ongoing socioeconomic transformation of the sea-oriented Sama-Bajao whose sad plight caught the attention of the government authorities due to the outbreak of violent hostilities between the armed Bangsa Moro rebels and the Armed Forces of the Philippines in the 1970s. Among hundreds of refugees who were resettled on land, the Sama- Bajao, who avoid conflicts and do not engage in battles, were displaced and driven further out to sea. Many sought refuge in neighboring islands mainly to Sabah, Borneo, where they have relatives, trading partners, and allies. Massive displacements of the civilian populations in Mindanao, Sulu, and Tawi- Tawi that spilled over to outlying Malaysia and Indonesia forced the central government to take action. This research is an offshoot of my findings as a volunteer field researcher of the Commission on Human Rights (CHR) and the National Commission on Indigenous People (NCIP) to monitor the implementation of the Indigenous People’s Rights to their Ancestral Domain (IPRA Law RA 8371 of 1997).     PART II METRO MANILA AND ITS 200KM RADIUS SPHERE CHAPTER 7 GENERAL PROFILE OF THE STUDY AREA CHAPTER 7 GENERAL PROFILE OF THE STUDY AREA 7.1 PHYSICAL PROFILE The area defined by a sphere of 200 km radius from Metro Manila is bordered on the northern part by portions of Region I and II, and for its greater part, by Region III. Region III, also known as the reconfigured Central Luzon Region due to the inclusion of the province of Aurora, has the largest contiguous lowland area in the country. Its total land area of 1.8 million hectares is 6.1 percent of the total land area in the country. Of all the regions in the country, it is closest to Metro Manila. The southern part of the sphere is bound by the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon, all of which comprise Region IV-A, also known as CALABARZON. 7.1.1 Geomorphological Units The prevailing landforms in Central Luzon can be described as a large basin surrounded by mountain ranges on three sides. On its northern boundary, the Caraballo and Sierra Madre mountain ranges separate it from the provinces of Pangasinan and Nueva Vizcaya. In the eastern section, the Sierra Madre mountain range traverses the length of Aurora, Nueva Ecija and Bulacan. The Zambales mountains separates the central plains from the urban areas of Zambales at the western side. The region’s major drainage networks discharge to Lingayen Gulf in the northwest, Manila Bay in the south, the Pacific Ocean in the east, and the China Sea in the west.

    May 1990 "DISAPPEARANCES" IN THE PHILIPPINES Johnny Salivo, an organizer for the National Federation of Sugar Workers in Negros Occidental, Philippines, disappeared on April 6, 1990 after being abducted by armed men believed linked to the Armed Forces of the Philippines. He is the fourteenth person to have been abducted by agents of the government this year. Seven persons remain missing and three others died while in military custody. Asia Watch is concerned by the growing number of disappearances throughout the Philippines, from rural areas of Bulacan Province to Manila. Most of the victims are members of labor, peasant, or urban poor organizations suspected by the military of being front organizations for the Communist Party of the Philippines or its armed wing, the New People's Army (NPA). Others are suspected NPA combatants of sympathizers. Asia Watch is calling on the Philippine government to conduct full and impartial investigations into all cases of disappearances and to bring those responsible to justice. It welcomes the invitation extended by the Philippines government to the United Nations Working Group on Disappearances in August 1989 to visit the Philippines and urges that everything possible be done to ensure that the visit takes place in 1990. Legal and Institutional Obstacles to Investigating Disappearances A person "disappears" when he or she is abducted or taken into custody by agents of the government who then refuse to acknowledge holding the person in question. Because of the severity of the problems of disappearances during the final years of the Marcos government, human rights lawyers and others made a concerted effort to get legal safeguards established by the Aquino administration which would prevent disappearances from taking place.

General Information/Agency Profile The consolidated financial statements of the Philippine Army were authorized for issue on April 24, 2017 as shown in the Statement of Management Responsibility for Financial Statements signed by Lieutenant General Glorioso V. Miranda, Commanding General of the Philippine Army. The Philippine Army was first established on 22 March 1897 during the First Meeting of Tejeros. Currently, the Philippine Army operates under the authorities of the Executive Order 292, s. 1987 “Instituting the Administrative Code of 1987”. As embodied in EO 292, the Philippine Army shall be responsible for the conduct of operations on land, in coordination with the other Major Services. Section 49 of the same EO enumerates the functions of the Army as follows: (1) organize, train and equip forces for the conduct of prompt and sustained operations on land; (2) prepare such units as may be necessary for the effective prosecution of the national defense plans and programs; (3) develop, in coordination with the other Major Services, tactics, techniques and equipment of interest to the Army for field operations; (4) organize, train and equip all reserve units; and (5) perform such functions as may be provided by law or assigned by higher authorities.
