Mayor’s Message The Maranoa Community Plan 2020 – Pathways to our future is a plan which identifies community needs, long term visions, aspirations and priorities. The plan has been developed by the community for the community and sets the strategic direction for the for the next ten (10) years. This plan is a whole of community plan, which provides direction for Council, the community, government, stakeholders, non-government organisations, business and industry to strategically plan for the future. It sets the pathways by which together, we can achieve the community’s vision, goals and aspirations for the future which have been identified through an extensive and rigorous community engagement process. As a community we value the lifestyle, cultural heritage and natural environment of our region, but also acknowledge the need to embrace and plan for the future, building strong communities which are resilient and able to capitalise on opportunities for sustainable growth and development. The Maranoa Community Plan 2020 – Pathways to our future identifies several key strategic themes which translate into actions to achieve the visions, needs and priorities identified by the community. These strategic directions and actions will form the basis of Council’s Corporate and Operational Plans and directly link to the shorter-term Local Plans. Maranoa Regional Council is committed to working with the community and other stakeholders to realise the visions and deliver the outcomes identified in this plan. To achieve success it is paramount that we work collaboratively and continue to maintain an open dialogue through a meaningful process of engagement. Together we will deliver a great and positive future for the Maranoa.

page 4 Maranoa 2011 – Our Place & Lifestyle Our Place The Maranoa is a dynamic vibrant region comprising of a range of family friendly townships and ‘village style’ communities. Whilst the unique and individual character of each community is celebrated, all have a common characteristic of a welcoming and strong community spirit which is inherent throughout the region. The Maranoa Region covers an area 58,817 km2 and is located in ’s south west approximately 480 km west of the state’s capital, Brisbane. page 7 Achieving the Vision & Embracing the Future Maranoa Community Plan 2020 – Pathways to our future is a plan which has been developed by the community for the community. It outlines the community’s vision for the future and maps the pathways which we as a community must follow to arrive at our visionary destination. This Plan and subsequent amendments shall remain in place for the ten (10) year period spanning the financial years of 2011/2012 to 2020/2021 or until the adoption of a new long-term Community Plan. Identifying the Vision To identify the community’s vision for the future, the Maranoa Regional Council undertook an extensive program of meaningful community engagement and rigorous research. The development of the Maranoa Community Plan 2020 – Pathways to our future progressed in several phases. Phase 1 – Desktop Audit Phase 2 – Meaningful Community Engagement Phase 3 – Data Collection and Collation Phase 4 – Community Verification and Validation Phase 5 – Release and Implementation Phase 1 - Desktop Audit Mindful that residents may have been experiencing ‘consultation fatigue’ resulting from recent extensive community consultation activities associated with the development of other planning programs with state government agencies, industry organisations and our own planning strategies, Council’s first phase was to undertake a desktop audit of existing community consultation research data, documents and planning instruments. Phase 2 - Meaningful Community Engagement The next phase of this process was to undertake a program of extensive and meaningful community engagement. It was imperative that input was sourced from all sectors of the community particularly those who generally, for whatever reason, are not afforded an opportunity to voice their ideas, needs and aspirations. To obtain balanced and comprehensive information, researchers actively sought the views, visions and suggestions from community members living on rural properties and in our townships. The community engagement process was undertaken in accordance with Council’s Community Engagement Policy and based on the International Association of Public Participation (IAP2) five levels of community engagement. The community engagement process provided numerous avenues through which residents and organisations were encouraged to provide input into the future direction and shaping of their community. To ensure that Council captured the ideas and suggestions from as many residents and organisations as possible, Councillors and staff undertook extensive engagement activities throughout the region over a six month period. An extensive communications plan and promotional campaign was implemented to promote the community planning process and the various community engagement activities that residents could access as outlined in Diagram 1 Community Engagement Activities.

page 9 Phase 3 – Data Collection and Collation Once the data collection and community engagement phases were complete, all the information was collated into two planning instruments. The regional strategic planning information was compiled into a draft Maranoa Community Plan 2020 – Pathways to our future whilst short-term planning information relating to specific communities within the region were compiled into six Local Plans. Phase 4 – Community Verification & Validation Upon completion, the draft Maranoa Community Plan 2020 – Pathways to our future and draft Local Plans were released for public consultation. Feedback was sought to confirm that the challenges, opportunities and visions as identified by the community, stakeholder groups and government agencies had been accurately captured and reported. The draft plans were refined and amended in response to the feedback provided. Phase 5 – Release & Implementation The final drafts of the Maranoa Community Plan 2020 – Pathways to our future and Local Plans were adopted by Council and distributed for implementation. Planning Linkages The Maranoa Community Plan 2020 – Pathways to our future is a long-term, overarching vision which is intentionally broad in scope. This Plan sets the foundations from which all Council’s strategic and integrated planning instruments are based as outlined in the Planning Model Diagram. It can also be utilised by other community stakeholders, e.g. government agencies, community organisations, business and industry, as a foundation planning document. Actions detailed herein which identify the Lead Agency as a Government Agency, are aspirational and Council will be endeavouring to advocate or partner with Queensland and Australian Governments for their delivery. The Maranoa Community Plan 2020 – Pathways to our future identifies seven priority planning themes which are linked and interconnected - • Community Life • Active Healthy Community • Naturally Sustainable Environment • Community Place Making • Maranoa on the Move • Foundations for the Future • Progressive, Inclusive and Strong Local Leadership Maranoa Regional Council has a structured and clear strategic and integrated planning framework which is linked to the Maranoa Community Plan 2020 – Pathways to our future. page 73 Monitoring Progress The Maranoa Community Plan 2020 – Pathways to our future is a living planning document which underpins Council’s strategic management operational plans. Maranoa Regional Council will review the Maranoa Community Plan 2020 – Pathways to our future on a regular basis to ensure that the identified objectives and performance targets are being met. Regular progress monitoring reviews will be conducted annually in line with Council’s annual operational reporting. Major reviews of the plan will be scheduled every five years.
