The agency has also downgraded the Long-term IDRs of Banca Carige, Banca Popolare di Vicenza (BPVicenza), Credito Valtellinese (CreVal) and Veneto Banca to 'BB+' from 'BBB'. Simultaneously, Fitch has affirmed the Long-term IDRs of Banca Popolare dell'Emilia Romagna (BPER) at 'BBB' and of Credito Emiliano (Credem) at 'BBB+'. The worst U.S. drought since the 1950s sparked a 10 percent gain in the World Bank’s Food Price Index in July, the organization said today in a monthly report. Corn and soybean prices last month exceeded records in 2008, when food riots erupted in African and Middle Eastern countries. While drought in the former Soviet Union and weak monsoon rains in India are contributing to crop concerns, stable rice prices argue against a crisis situation, the bank said. That could change should energy costs increase or bad weather persist. “World Bank experts do not currently foresee a repeat of 2008,” the multinational organization said in its report. The Lexington Institute said Washington and other NATO states could be swept into a war with Iran over the next few months. The Washington-based institute said the military buildup throughout the Gulf lacked only a trigger for the eruption of fighting. “Teheran is expanding, dispersing and hardening its nuclear enrichment program and trying to find a way around sanctions before its domestic economy is crippled,” the report, titled “The Guns of October — in the Persian Gulf,” said. Dated Aug. 24, the report cited the eve of World War I in 1914 when the European powers undertook a massive military buildup. The Centers for Disease Control and Prevention has confirmed 1,590 cases of the mosquito-borne disease and 66 deaths so far this year. Half of the cases are in Texas. Health officials think that cases have peaked or are peaking now, but likely will continue through October. The disease first appeared in the United States in 1999, and health officials say this summer's hot, dry weather may have contributed to the current boom in cases. The CDC also says it does not expect Hurricane Isaac to have much of an impact on cases in Southern states. The nominal central government of President Bashar al-Assad controls only sections of the country, with other portions in the hands, variously, of the Islamic State of Iraq and al-Sham (ISIS), al-Qaeda tied to Fatah al- Sham (otherwise known as Jabhat al-Nusra), People’s Protection Units, the Democratic Union Party, and the Kurdish-led Syrian Democratic Forces. In addition, that which is in Assad’s hands remains so thanks only to the combined intervention of Iranian conventional and Islamic Revolutionary Guard Corps (IRGC) and IRGC-Quds Forces, Hezbollah fighters, and the military support of the Russian Federation. If Assad is ever again to sit atop his nation, whole and entirely under his heel as it once was, it will be only because of these outside forces. Despite the Kremlin’s efforts to ensure a tactically advantageous military presence in Syria for the foreseeable future, Russia’s role in controlling Syria’s leadership going forward may be at least partly in question. Iran’s role, however, is clear. Assad, or indeed any Alawite ruler that succeeds him, will serve solely at the pleasure of the Islamic Republic of Iran (IRI). Ali Ayoub, in Damascus and signed an agreement for military cooperation. This is an event that sounds deceptively mundane. In actuality, it was far from being a routine bilateral defence pact. Instead, it was a statement of Iranian intent – a message Israel paid close attention to – that it has no intention of giving up its goal of turning Syria into an Iranian military fortress in the next phase of an ongoing, explosive regional struggle.

    Iran’s Russian Conundrum By Alex Vatanka Summary Following Russia’s decision in September 2015 to intervene militarily in the Syrian war, speculation has been rife in Washington that President Vladimir Putin’s ultimate end-goal is to eclipse America’s long-held dominance in the Middle East. To that end: Moscow needs regional allies that can abet its ambitions. At least in American eyes, no other state can be more useful to Russian machinations than the ardently anti-American Islamic Republic of Iran. Given the fluid state of geopolitics in the Middle East—defined by ongoing conflicts in a number of theaters and uncertainty among US partners and allies about Washington’s commitment to the region—the question of Iran as a conduit for Russian ascendency is both timely and proper. That said, Iran’s checkered history with the Russian Federation since 1991 informs that while Tehran and Moscow have common interests at times, the path toward a possible strategic partnership is bound to be long and arduous at best. Historical Context One might believe that Iran and Russia today enjoy a semblance of “strategic cooperation.” Defenders of such grand assertions most often point to the ongoing joint Iranian-Russian military campaign to keep Syria’s Bashar al-Assad in power. In reality, Russian and Iranian officials have labeled their bilateral relations “strategic” as early as the dawn of the 1990s. It was then, during the presidencies of Boris Yeltsin and Akbar Hashemi Rafsanjani, when major defense and economic agreements were first announced. 1 In other words, those championing closer Iranian-Russian ties will argue that this so-called fraternity did not begin in Syria in 2015 but that it came to a climax in that Arab state’s civil war: at that point, Tehran and Moscow’s interests dovetailed to a great extent.
