1. CALL TO ORDER

The Board of Education of the Borough of Hillsdale held a Regular Meeting (Approval of Tentative Budget) at the Anthony S. De Norchia Administrative Building on Wednesday, March 16,2016. The meeting was called to order at 7:05p.m. by Mrs. Kathleen O'Flynn, President and Presiding Officer.

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the Act, the Hillsdale Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Hillsdale Borough Hall, Hillsdale Avenue, Hillsdale; the Hillsdale Public Library, 509 Hillsdale Avenue, Hillsdale; the Hillsdale Board of Education Office, 32 Ruckman Road, Hillsdale; and sent to the Board's designated newspapers: The Record, and the Ridgewood News on April27, 2015. This meeting's agenda has been posted and sent to The Ridgewood News and The Record on March 11, 2016.

Mrs. Kathleen O'Flynn, Board President, began the meeting with the following statement: To begin, I want to let everyone know that this is a preliminary budget. Let me repeat, this is PRELIMINARY. This means that there is no reason for anxiety or worry. Let me explain why. We are in what I call a "deliberation stage." I can assure you that the Board of Education has not approved, at this point, any cuts/ changes to programs, resources, class sizes or staffing. It is my understanding that Dr. Brentnall has met with the Hillsdale Education Association representation and shared this with them as well. Please be aware that tonight's agenda item represents a budget in numbers only. The Board of Education has in the past, and will continue to act responsibly. We are not historically a Board of Education that has made massive instructional cuts, and we are not looking to change history. We appreciate your attendance and want to hear your concerns. I would like to restate that it is a preliminary budget. At this time, Mrs. Kathleen O'Flynn, opened the floor to any questions. Mrs. Kathleen O'Flynn, Board President, also changed the order of the meeting.

Moved by Trustee Svorec, seconded by Trustee Flinn that the Board approve the following Finance recommendation:

APPROVAL OF RESOLUTION TO APPROVE THE PRELIMINARY 2016-2017 SCHOOL YEAR BUDGET Be It Resolved that the Hillsdale Board of Education, County of Bergen, approves the preliminary 2016-2017 school year budget as follow and submit said Budget to the Executive County Superintendent of Schools for approval to advertise: Current General Expense (Fund 11) $21,447,678 Capital Outlay (Fund 12) $ 21,683 Special Schools (Fund 13) $ 43,000 TOTAL GENERAL FUND $21,512,361 Special Revenue (Fund 20) $ 263,000 TOTAL EXPENDITURES/APPROPRIATIONS $22,479,456 and Resolved, that the General Fund tax levy $19,850,082 is approved to support Current General Expense and $699,542 to support Debt Service, for the 2016-2017 school year budget. The has proposed programs and services in addition to the core curriculum content standards adopted by the State Board of Education. Motion passed by roll call vote: 4-0. 3

Ms. O'Flynn and Mr. Brentnall:

Please accept this email in follow up to our brief conversations today regarding the "Demarest Farm parking issue".

Please know that I am reaching out to you as liaison to the local Board of Education.

Last Monday, February 29th, representatives of the Demarest Farm and representatives of the SOS residents group met with a government appointed mediator, Cari Richer.

Representatives of the town were present to observe. During the discussion, the borough representatives were asked to reach out to the local Board of Education to ask whether the board would be willing to reconsider its position regarding the use of School property for parking by Demarest Farm.

The Mayor and Council determined it was best to do this through your liaison. As discussed the decision is solely up to you and can be as creative as what is allowed within the law.

I want to emphasize that the Mayor and Council's role as requested by the mediator and other parties referenced above, is only to attempt, as best we can, to bring both the local Board of Education and Demarest Farm on common ground regarding the use of school property, in order help alleviate the parking concerns of residents in the immediate area. Any conditions, limitations, details, will need to be finalized by the local Board of Education and Demarest Farm

As I explained, I am very willing to provide a full explanation in person, take any questions the board has back to any of the parties referenced above, arrange for an informal with Mayor Doug Frank and any other representative of the parties referenced above, as well as arrange for a meeting with the varies sports association who may also stand to be impacted.

Please keep me posted and let me know of your decision before April 5th, 2016.

Again, please know I will do anything the board needs as your liaison and that I am here to answer any questions you have and ifl do not know the answer, I will get it for you.

The purpose of this correspondence is to advise you that the Hillsdale Board of Education (hereinafter referred to as the "Board") carefully considered Demarest Farm's request to use Anne Blanche Smith School for customer parking during Pick­ Your-Own weekends beginning Labor Day weekend through October 31st. The Board denied Demarest Farm's request determining that its facilities should be used only for those purposes currently permitted under its existing policy. The Board also declined to pursue a lease agreement with Demarest Farm because a lease would restrict access to the school facility during the school year when the Board's facilities should be available to the various charitable, civic and recreational organizations that service the residents of Hillsdale.

I am forwarding an e-mail I sent last night to the superintendent. I thank you for all you do and I hope the concerns of the parents will be heard on this matter.

Mr. Brentnall,

My name is Thomas Witkowski and I am the father of Isabel Witkowski (grade two) and Ashley Witkowski () at Ann Blanche Smith School. I have been a Social Studies teacher at Northern Highlands Regional High School for the past 16 years and have been recognized recently by the state ofNew Jersey with the Exemplary Secondary Educator Award. I am writing this e-mail to bring to your attention a concern that myself and many other second grade parents have regarding the distribution of our students for the upcoming school year. I furnished you with some details from my educational and professional background because I want you to be aware that I am expressing my concerns from the perspective of a parent as well as a teacher.

The concern that I am referring to is the apparent possibility of decreasing the amount of classes in the third grade for the 2016-2017 academic year from four to three. I am sure you are well aware of the research on the impact in which class size has on student learning. As recently as this past year I have experienced an increase in class sizes in my senior elective course from 16 to 26 pupils per class for this school year. The impact on my ability to cater to the individual needs of my students has been tangibly effected by this change. I believe strongly that if this change were to be initiated in the third grade for next year, the students and the teachers would experience increased difficulty in accomplishing their academic goals.

I am aware that this decision may be driven by the fiscal realities on the district and I sympathize with those concerns. I would just implore the Board of Education to reconsider the proposed allocation of funds in a manner that does not harm the learning of our children as dramatically as increased class sizes has been proven to do. I hope you will consider my plea and listen to the pleas of the dozens of other concerned second grade parents. Under your leadership I believe the Hillsdale school system can find a way to maintain four third grade classes for next year and the learning of our children will remain at the superb caliber I have come to witness.

3. 2016 Bergen County Teacher/Educational Services Professionals Recognition Program Nomination Forms are on the Hillsdale website

4. School Events Read Across America Events George White 7th Grade had a trip to New York City and participated in a workshop and saw the musical Matilda. The Hawks Can Help Club is running a Leukemia fundraiser which has been very successful to date. Smith 11 Character Counts" Assembly Pen-pal project with the Dav Public School in Ludhiana-Punjab 4th Grade Green Team Students germinated seeds with the help of PTA Green Team Chairperson, Bob Cinek and two of the Master Gardeners from Bergen County, using supplies, including the lights and heating beds to fertilize the seeds, that were donated by Demarest Farms.

Meadowbrook 11 Coins for a Cause" Project A Red Oak (State Tree) will be delivered for the front of the school from the Shadetree Commission.

SF. APPROVAL TO ESTABLISH MAXIMUM APPROVED TO ESTABLISH AMOUNT FOR TRAVEL MAXIMUM AMOUNT FOR REIMBURSEMENT FOR 2016-2017 TRAVEL REIMBURSEMENT SCHOOL YEAR

BE IT RESOLVED BY THE HILLSDALE BOARD OF EDUCATION, that the Board, upon recommendation of the Business Administrator, approves the following resolution regarding Employee Travel and Related Expenses:

WHEREAS, school district policy 6471 Employee Travel and Related Expenses and N.J.A.C. 6A:23B-1.2(b) provided that the board of education established in the 2015-2016 school budget a maximum expenditure amount that may be allotted for such travel and expense reimbursement in the amount not to exceed $35,320.00; and

WHEREAS, the board of education has incurred travel and related expenses as of February 29,2016 in the amount of $17,803.25 for the 2015-2016 school year; and

WHEREAS, school district policy 6471 Employee Travel and Related Expenses and N.J.A.C. 6A:23B-1.2(b) provides that the board of education shall establish in the annual school budget a maximum expenditure amount that may be allotted for such travel and expense reimbursement for the 2016-2017 school year.

NOW, THEREFORE BE IT RESOLVED, that the Hillsdale Board of Education hereby establishes the school district travel maximum for the 2016-2017 school year at the sum of $34,320.00.

BE IT FURTHER RESOLVED, that the School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded.

Motions 1F, 2F, 4F, 6F, 7F and SF were passed by roll call vote: 4-0. Recommendations 3F and SF were tabled. Mr. Sal Sileo abstained on all Lunch Aides, Substitute Aides, and Substitute Secretaries in recommendation #6F. George G. White School: March 7, 2016 & March 8, 2016 Meadowbrook School March 10,2016 School Bus emergency evacuation drills shall be conducted twice each school year according to the New Jersey Administrative Code (NJAC 6A:27-11.2).

Emergency evacuation drillls and safety education

(a). School administrators shall organize and conduct emergency exit drills atleast twice within the school year for all students who are transported to and from school.

1. All other students shall receive school bus evacuation instruction at least once within the school year.

(b). The school bus driver and bus aide shall participate in the emergency exit drills.

BE IT RESOLVED that the Hillsdale Board of Education recess into Executive Session to discuss exempt matters pertaining to personnel; and

BE IT FURTHER RESOLVED that the public will be informed 1. When the Board reconvenes to the Regular Meeting business portion of this meeting this evening; or 2. At a later date, undetermined at this time.
