CEnHM (Status as on 01.05.2020)

Chief Mechanical Engineer (Environment and Housekeeping Management) or CME (EnHM) heads the overall Environment and Housekeeping Management activities of Eastern Railway and his domain of responsibilities are overall implementation and monitoring of activities pertaining to Environment and Housekeeping in divisions of Eastern Railway. 4 stations (HWH, BDC, RPH & BWN) are maintained by Sr EnHM/HWH.

Dy.CEnHM assists CME (EnHM) in all activities mentioned under his domain.

A. Highlights, achievements and initiatives undertaken in ER about Environment management and sustainability during 2019-20: (i) Green Certification of Stations: a. Howrah Station has been accredited with ISO Certification14001:2015 in June’ 2019

b. Sealdah Station has received ISO Certificate 14001:2015 on August’ 2019.

(ii) Green Certification of Workshops (Green-Co Certification): Kancharapara Workshop has been accredited with ‘Silver Rated Green-Co Certification’ in September’ 2019.

(iii) Afforestation, Miniforest, Green Park, Green Zones:

a. Tree Plantation: Total 13,18,739 Nos. plants have been planted throughout ER against Board’s target of 8,00,000 Nos. b. Construction of Mini Forest: 11 Nos. mini forests were provided over Division (Asansol, Kumardhubi, , Dubrajpur, Panchra, Chinpai, Andal etc.)

c. Nursuries: Three nurseries have been developed in HWH division and opened on 02.10.19 at HWH Goods Yard, Near Jubilee Bridge at Hoogly Ghat/Garifa and Liluah. Nursery at HWH good was inaugurated by GM/ER 2nd Oct’2019 during celebration of 150th birth anniversary of Mahatma Gandhi and three mini nurseries have been developed in ASN division at Panagarh, Asansol and Madhupur.

d. Mini Garden: Mini Garden developed at Pandabeshwer, Waria Gang Hut and ZRTC Bhuli in ASN division

e. Vertical Gardens:  A Vertical Garden was created in the station premises last year to augment green touch. This year, a new garden “Bapu Udyan” has been created in HWH station circulating area and a bust of Gandhi ji is provided therein.

 Vertical garden with fountain was completed and commissioned at Jasidih station and Asansol station circulating area for beatification of station and circulating area.

(iv) Provision of Water bodies, Ponds & Reservoir over divisions:

19 Nos New Ponds were developed at Asansol, Sitarampur, Andal, Mugma, Galsi, Panagarh, Vidyasagar, between Khana – Ishanchandi station, between Paraj – Mankar - Panagarh station and other stations over Asansol division.

(v) Rain Water Harvesting:  09 Nos of Roof Top Water Harvesting facility at Asansol DMO Hospital, Waria Gang Hut, Panagarh at Quarters, Andal Health unit, Bhuli at Hostels and Giridih station building has been provided.  One rain water harvesting of 200 Liters has been developed at SDAH.

 30 KL Rain Water Harvesting arrangement has been installed at three locations of the Liluah Workshop viz, at LHB building, CWM building and LHB Service building.

 Rain Water Harvesting completed at 4 locations at LPA Shop (02 nos. HLR Store, 01 no .PPO Building at Loco Complex & 01 no. inside Rly. Hospital).

(vi) Sewage Treatment: The entire waste water generated at HWH station is treated completely as per State Pollution Control Board norms and then released to the river Ganges. The capacity of the plant is 7 MLD.

(vii) Construction of Roads by released sleepers at Colonies, Level Crossings, Goods Shed and Station Platforms:  Panagarh: 10,000 Nos. scrap concrete sleepers were used for connecting road from LC No.102 approach to LC No.103 (length of 900m X width 6.25m).  Approach road surface of LC gate No.21/Spl. between Siuri – Sainthia was constructed with the use of scrap concrete sleepers to avoid frequent damages due to plying of heavy vehicles.

 Low cost PF surfaces were provided at newly constructed Sirsa Nunthar and Dhanpatdih halt by using of scrap concrete sleepers.

 50m pathway was provided at Panagarh Gang hut by using scrap PSC sleepers.  5.00 Km pathway using 10,000 Nos scrap PSC sleepers was consructed atAndal Receiving yard.  Asansol nursery - 60M pathway was provided at Mini Nursery at Asansol dock siding by using scrap PSC sleepers.  Construction PF surface of Mathurapur, Paraj and Ishanchandi is in progress by using scrap PSC sleepers.  Boundary wall at was constructed by using scrap PSC sleepers.

(viii) Installation of Bottle Crushing Machines at Platforms and Workshop:

Bottle crushing machines have been installed in many stations & workshops and progressively being installed in all major stations as an effective measure to eradicate plastic pollution at station area. Details are: HWH Division: 6 Nos. (HWH, BDC, BWN, RPH). SDAH Division: 07 Nos. (SDAH.KOLKATA, NH). ASN Division: 11 Nos. (ASN, DGR, MDP, JSME, RNG, UDL, Deoghar, BaidyanathDhan) MLDT Division: 5 Nos. (MLDT, BGP, NFKK, JMP, Sultangange) LLH Workshop: 01 no.

(ix) Provision of Solar Power Plants:  Installation of 3 million-Watt Solar Panel, consisting of 9125 PV modules, has been commissioned and grid connectivity done on the rooftop of New Power House and Howrah Station Platforms. This is the biggest solar plant on rooftop of any station bringing expected saving of 1.9 Cr annually. The plant has been provided under PPA of RESCO model without any CAPEX & OPEX by Railways.

 Renewable Energy Sources commissioned 31.68 kW and Renewable Energy generated 16492.6 KWHr. at SDAH

 Solar powered Rolling-in Hut at Hirapur Yard: New Rolling-in hut has been made at Hirapur Yard. LED lights used in this Rolling-in hut are powered from batteries charged by Solar panels

 1500 KWp Roof Top Solar PV module has been commissioned in the workshop. One no solar water heater of capacity 500 LPD has been set up at canteen & 2 nos. solar water heater of capacity 500 LPD has been set up at Liluah Railway Hospital. One solar water heater of capacity 200 LPD has been set up at Stores canteen, 54 nos. solar street lights have also been commissioned at various locations, one no. of solar Tower, 170 shed roof ventilators and 175 nos. solar pipe lights in 14 shops have been installed.

(x) Provision of E-Rickshaw, Electric Scooter, Mobile Work Centre & Bi-cycles for Man and Material movement in Yard: Battery operated E-Rickshaw, Electric Scooter, Mobile Work Centre & Bi-cycles have been provided for Man and Material movement in Andal Yard. The Electric Scooters and Bi-cycles have been modified suitably to carry lighter repairing materials. These items were inaugurated on 10.01.2020 during GM Annual Inspection.

(xi) Provision of LED luminaries: Out of 572 electrified stations, total 572 stations (ASN-83, HWH-190, MLDT-95, SDAH-204) have been completely converted with LED luminaries.100% stations have been converted.

(xii) Bio-Composting Plant: One Bio-Composting Plant is installed at Sealdah which generate Green compost by reusing the Bio waste generated in the Sealdahstation.The composting plant is inaugurated for production on 02.10.2019. B. Corona Related Good Works Done By EnHM Dept / HWH: (i) Thorough intensive washing/cleaning done at all the stations (HWH, BDC, BWN & RPH) maintained by EnHM department. (ii) As a precautionary measure against spread of Covid-19 virus, all passenger interface areas like seating benches in the concourse and waiting halls, door handles, different frequently touched surfaces etc. have been regularly cleaned and disinfected with Lizol etc. at all four stations. (iii) Provisions of hand wash dispensers have been made at toilets attached to officers and all staff toilets in the DRM office including ‘Athithi’. Posters to prevent spread of Corona virus also have been displayed in the staff toilets to ensure cleanliness. (iv) All loco cabs are being disinfected including Patrol specials in all four above stations. (v) Arrangement of 24X7 cleaning and disinfection of Quarantine centre has been made at Archery Building / HWH. (vi) Health condition including travel history of all EnHM staff including their family members are being done on a daily basis for providing necessary assistance. (vii) Arrangement for providing Hand wash, Hand sanitizer and personal protective equipments has been made for all EnHM staff.
