Subject: SOUTHWEST MONSOON-2007: DAILY FLOOD SITUATION REPORT

SUMMARY OF IMPORTANT EVENTS AS ON 05.08.2007

RAINFALL SITUATION IN THE COUNTRY

UTTARAKHAND ™ Light to moderate rainfall has been reported in the State during last 24 hours. ™ Vehicular movement on Rishikesh-Gangotri main Marg which was temporarily suspended due to landslide, is now reopened. ™ Light to moderate rainfall has been reported in some parts of the State during last 24 hours. ™ 08 districts (, , , Maharajganj, , Basti, Gonda and Barabanki) of the State are reported to be severely affected. ™ Total 2362 villages with a population of 19.40 lakh are reported to have been affected in the State. ™ 06 human deaths have been reported in the State during last 24 hours. ™ One Army column (in ) and three Engineer Task Forces (01 each in Maharajganj, Barabanki & Gorakhpur districts) continue to be deployed for rescue and relief operations. ™ 12 companies of PAC continue to be deployed in the affected areas of the State for rescue and relief operations. ™ 1986 country boats, apart from the boats of PAC & Army, have also been pressed into service in the affected districts of the State for rescue and relief operations. ™ 160 Relief Camps are opened in the State in which 1.60 lakh people have been accommodated. ™ Light to very light rainfall has been reported in some parts of the State during last 24 hours. ™ Water has started receding from most of the rivers and situation is gradually returning to normal. ™ 4805 villages in 19 districts (162 blocks & 807 Panchayats) with population of 108.07 lakh are reported to have been affected in the state. ™ 07 human deaths have been reported in the State during last 24 hours. ™ 105 medical teams have been deployed in the affected districts of the State for providing medical care. ™ In all, 578 Relief Camps are opened in the State where 25000 people have been accommodated. ™ In all, 3054 boats continue to be deployed in the affected areas of the State for rescue and relief operations. ™ 161 cattle camps have also been opened in the affected districts of the State. 1

ASSAM ™ Light to very light rainfall has been reported in a few parts of the State during last 24 hours. ™ 03 human deaths have been reported in the State during last 24 hours. ™ 5326 villages in 26 districts are reported to have been affected in the state. ™ 523 Relief camps accommodating about 1,16,964 and 275 temporary relief shelters accommodating about 2,41,744 people continue to run in the State. ™ Light rainfall has been reported in some parts of the State during last 24 hours. ™ 70 Relief Camps continue to run in the State where about 4,109 people are accommodated. ™ The situation in the State is reportedly improving. ™ Light to moderate rainfall has been reported in some parts of the State during last 24 hours. ™ 78 relief camps continue to run in the State where 12,219 people are accommodated. ™ 05 teams of NDRF (Kozhikode, Alappuzha, Idukki, Wayanad, & Malappuram) continue to be deployed in the State for rescue and relief work. ™ The situation in the State is reportedly improving. Loss of Human lives • As per provisional information received from the affected States, 16 human deaths have been reported during the last 24 hrs. The cumulative number of people who lost their lives during the South West Monsoon so far is 1258. IMD ™ Yesterday’s low pressure area over northwest Bay of Bengal off Orissa- west Bengal coasts concentrated into a depression at 0530 hours IST of today, the 5th August, 2007 over the same area. It remained practically stationary and lay centered at 0830 hrs IST of today over northwest Bay of Bengal near Lat 20.0º N and Long 88.5º E, about 230 km southeast of Balasore. It is likely to intensify further, move in a west-northwesterly direction and cross north Orissa-West Bengal coast between Paradeep and Digha by tonight. ™ Under its influence, widespread rainfall activity with scattered heavy to very heavy falls and isolated extremely heavy falls (>25 cm) is likely over Orissa during next 48 hours. Fairly widespread rainfall with isolated heavy to very heavy falls is also likely over north Coastal Andhra Pradesh, Telangana, Chhattisgarh, Gangetic West Bengal and during the same period. Subsequently, the rainfall belt likely to shift to , , Gujarat and South Rajasthan. ™ Squally winds with speed reaching 45-55 kmph are likely along and off Orissa and West Bengal coasts. Sea conditions are rough to very rough. Fishermen are advised not to venture into the sea during next 24 hrs. ™ The axis of the monsoon trough passes through Anupgarh, Churu, , , Daltonganj, Jamshedpur, Contai, centre of depression and thence southeastwards to east-central Bay of Bengal. ™ In association with the off-shore trough, widespread rainfall activity with scattered heavy to very heavy falls is likely over Coastal , Konkan & Goa, Gujarat region during next 3 days.

2 Central Water Commission(CWC) There are 05 High, 23 Moderate and 21 Low flood situation sites.

INDIA METEOROLOGICAL DEPARTMENT

Warning (for next 24 hours) • Scattered heavy to very heavy rainfall with isolated extremely heavy falls (>25cm) is likely over Orissa. • Heavy to very heavy rainfall at a few places is likely over, Coastal Karnataka, Konkan & Goa and Gujarat Region. • Isolated heavy to very heavy rainfall is likely over Chhattisgarh, North Coastal Andhra Pradesh, Telangana, Gangetic West Bengal and Jharkhand. • Squally winds with speed reaching 45-50 kmph are likely along and off Orissa and West Bengal coasts. Sea conditions are rough to very rough. Fishermen are advised not to venture into the sea during next 24 hrs.

Outlook for subsequent two days ™ Enhanced rainfall activity with scattered heavy to very heavy falls and isolated extremely heavy falls is likely over Gujarat, Konkan & Goa, Madhya Maharashtra and south Rajasthan.

CENTRAL WATER COMMISSION

According to the Central Water Commission (CWC) report dated 5th August, 2007, there are 05 High, 23 Moderate and 21 Low flood situation sites. The details of the high flood sites is as under:-

High flood situation

Bihar ™ River Burhi Gandak at Muzaffarpur is flowing at 53.98m with a falling trend against the danger level of 52.53m, and the previous highest flood level (HFL) of 54.29m of 15.08.1987.

™ River Burhi Gandak at Samastipur is flowing at 49.22m with a Steady trend against the danger level of 46.02m, and the previous highest flood level (HFL) of 49.38m of 15.08.1987.

™ River Bagmati at Benibad is flowing at 49.67m with a falling trend against the danger level of 48.68m, and the previous highest flood level (HFL) of 50.01m of 12.07.2004.

Uttar Pradesh ™ River Ghaghra at Elgin Bridge is flowing at 106.71m with a Steady trend against the danger level of 106.07m, and the previous highest flood level (HFL) of 107.18m of 14.09.1983.

™ River Ghaghra at is flowing at 93.62m with a Steady trend against the danger level of 92.73m, and the previous highest flood level (HFL) of 93.65m of 19.08.1998.

3 ™ Moderate to Heavy rainfall has been reported in the State during last 24 hours. ™ Vehicular movement on Rishkesh-Gangotri main Marg which was temporarily suspended due to landslide, is now reopened. ™ No human death has been reported from the State during last 24 hours.

UTTAR PRADESH ™ Light to moderate rainfall has been reported in some parts of the State during last 24 hours. ™ 08 districts (Gorakhpur, Shravasti, Bahraich, Maharajganj, Balrampur, Basti, Gonda and Barabanki) of the State are reported to be severely affected. ™ Total 2362 villages with a population of 19.40 lakh are reported to have been affected in the State. ™ 06 human deaths have been reported in the State during last 24 hours. ™ In , light rainfall has been reported during last 24 hours. o 55 villages with a population of 1,30,000 have been severely affected in the district due to flood water of river Ghaghra & Saryu. o Kernail Ganj and Tarab Ganj tehsils are reported to have been severely affected. o Rivers Ghaghra & Saryu continue to flow above their danger level with a steady trend. o 26 relief centres are opened in the district for distribution of relief materials to the affected people. o 03 PAC Companies along with 04 motor & 16 country boats deployed. 424 boats continue to be deployed in the district for rescue and relief operations.

™ In , heavy rainfall has been reported. o 294 villages with a population of 67,000 are reported to have been affected. o River Ghaghra is flowing above their danger levels. o 38 relief centres are opened in the district in which 1,500 people have been accommodated. o 2306 boats have been pressed into service in the district for rescue and relief operations. o 01 PAC Company deployed in the district for rescue and relief operations.

™ In , light to very light rainfall has been reported during last 24 hours. o In 07 tehsils, 359 villages with a population of 1,96,362 are reported to have been affected due to flood water of river Rapti, Ami & Kuano. o Sunauli – Gorakhpur highway linking which was temporarily suspended due to waterlogging is now reopened. o 79 relief centres are opened in the district in which 845 people have been evacuated. Also relief materials are being distributed from these relief centres to the affected people. o 01 PAC Company along with 02 Motor boats & 16 country boats deployed in the district. 459 boats have also been deployed for rescue and relief operations.

4 ™ In , light rainfall has been reported during last 24 hours. o 111 villages with a population of 1,45,700 have been severely affected due to flood water of river Rapti. o Water level of river Rapti at Rapti Barrage continues to be above its danger level. o Vehicular movement on Baharaich – Bhingaoun, which was temporarily suspended due to flash flood is now reopended. o 16 relief camps continue to run in the district where a number of families are accommodated. o 01 PAC Company along with 07 country boats has been deployed. 20 private boats have also been deployed for rescue and relief operations.

™ In , light to very light rainfall has been reported during last 24 hours. o The situation of the affected tehsils in the district is reported to have improved. o Water logging continues to be reported in the low lying areas of Sadar tehsil thereby causing disruption in vehicular/pedestrian movements. o 02 PAC Companies along with 04 motor boats continue to be deployed in the district. o 42 private boats have also been deployed in the district for rescue and relief operations.

™ In , light to very light rainfall has been reported. o 173 villages with a population of 3,27,000 are reported to have been affected. o 03 PAC Companies along with 14 motor boats continue to be deployed in the district. o 196 other boats continue to be deployed for rescue and relief operations. o 04 lungers were opened by the district administration at different places for providing food to the affected people. o 47 Flood Centres have also been set up for distribution of relief/food materials. o Water has started receding from the affected areas.

™ One Army column (in Barabanki district) and three Engineer Task Forces (01 each in Maharajganj, Barabanki & Gorakhpur districts) continue to be deployed for rescue and relief operations. ™ 12 companies of PAC continue to be deployed in the affected areas of the State for rescue and relief operations. ™ 1986 country boats, apart from the boats of PAC & Army, have also been pressed into service in the affected districts of the State for rescue and relief operations. ™ In all, 160 Relief Camps are opened in the State in which 1.60 lakh people have been accommodated.

BIHAR ™ Light to very light rainfall has been reported in some parts of the State during last 24 hours. ™ Water has started receding from most of the rivers and situation is gradually returning to normal. 5 ™ 4805 villages in 19 districts (162 blocks & 807 Panchayats) with population of 108.07 lakh are reported to have been affected in the state. ™ 07 human deaths have been reported in the State during last 24 hours.

™ In Samastipur district, light rainfall has been reported. ¾ In 05 tehsils, 338 villages with a population of 6.90 lakh reported to have been severely affected due to flood water of river Bagmati & Burhi Gandak. ¾ Rivers Bagmati & Burhi Gandak are flowing above their danger level. ¾ 248 boats continue to be deployed in the affected areas for rescue and relief operations

™ In East Champaran, light rainfall has been reported. ¾ Out of 27 blocks, 19 blocks are reported to have been affected severely. ¾ 289 boats continue to be deployed in the affected areas for rescue and relief operations

™ In , light rainfall has been reported. ¾ All 18 blocks are reported to have been affected severely. 1147 villages with a population of 22.14 lakh have been affected severely. ¾ River Adhwara group at Kamtaul is in spate and flooded various low lying villages. ¾ Due to waterlogging over Railway track at Huyaghat and Thalwada, train services from Darbhanga-Muzaffarpur, Darbhanga-Samastipur continue to be suspended. ¾ 231 relief camps are opened in the State in which 52,300 people are accommodated. ¾ 18 medical camps have also been opened in the State for providing medical care to the affected people. ¾ 549 boats continue to be deployed in the affected areas for rescue and relief operations

™ In Muzaffarpur district, light rainfall has been reported. ¾ Out of 16 blocks, 11 blocks are reported to have been affected severely. Aurai and Katra blocks are reportedly cut off from the district. ¾ River Bagmati, Lakhandehi and Burhi Gandak are in spate. ¾ 15 Relief Centres continue to be open in the district from where relief/food materials are being distributed to the affected people. ¾ 356 boats have been deployed in the affected areas for rescue and relief operations ™ 105 medical teams have been deployed in the affected districts of the State for providing medical care. ™ In all, 578 Relief Camps are opened in the State where 25000 people have been accommodated. ™ In all, 3054 boats continue to be deployed in the affected areas of the State for rescue and relief operations. ™ 161 cattle camps have also been opened in the affected districts of the State.

ASSAM ™ Light to very light rainfall has been reported in a few parts of the State during last 24 hours. ™ 03 human deaths have been reported in the State during last 24 hours. 6 ™ 5326 villages in 26 districts are reported to have been affected in the state. ™ 523 Relief camps accommodating about 1,16,964 and 275 temporary relief shelters accommodating about 2,41,744 people continue to run in the State. ™ A timber road bridge on NH-52 in Dhemaji district was washed away due to the recent flood water. The Road communication from Dhemaji with the rest of the Country continues to be cut off. ™ Ferry services between Dibrugarh-Dhemaji continue to be suspended due to increased and high flow of water in river Brahmaputra. ™ As no fresh significant rainfall has been reported in the State, the water level from all the major rivers has started receding and the situation is returning to normal. WEST BENGAL ™ Light rainfall has been reported in some parts of the State during last 24 hours. ™ 70 Relief Camps continue to run in the State where about 4,109 people are accommodated. ™ The situation in the State is reportedly improving. KERALA ™ Light to moderate rainfall has been reported in some parts of the State during last 24 hours. ™ No human death has been reported from the State during last 24 hours. ™ 78 relief camps continue to run in the State where 12,219 people are accommodated. ™ 05 teams of NDRF (Kozhikode, Alappuzha, Idukki, Wayanad, & Malappuram) continue to be deployed in the State for rescue and relief work. ™ The situation in the State is reportedly improving.

DEPLOYMENT OF NATIONAL DISASTER RESPONSE FORCE (NDRF) ON 5TH AUGHUST, 2007

™ In Bihar – 01 advance team consisting of 05 personnel is in flood affected distts of Bihar for the assessment of the situation for making the deployment of NDRF personnel in these distts. ™ In Assam – 01 team consisting of 47 personnel has been deployed in of the State for rescue and relief operations. ™ In Kerala – 05 teams (Kozhikode, Alappuzha, Idukki, Wayanad, & Malappuram) have been deployed in the State for rescue and relief operations.

LOGISTIC SUPPORT PROVIDED BY THE MINISTRY OF DEFENCE ON 5th August, 2007 Army ¾ In Assam, one Army column and one Engineer Task Force (Baska district) continue to be deployed for rescue and relief operations. ¾ In Uttar Pradesh, one Army column (in Barabanki district) three Engineer Task Force ( Maharajganj , Barabanki & Gorakhpur districts) continue to be deployed for rescue and relief operations.

7 ¾ In Himachal Pradesh, one Army column has been deployed for rescue and relief operations.

Airforce ™ One MI-8 Helicopter carried out 08 sorties on 04 Aug 07 from Bihta to various places and air lifted 20 passengers and 7.2 tons of relief materials.
