Kimaro Environmental Engineer and EIA Team Leader Prof. Gabriel Kassenga Environmentalist Mr. Huruma Kisaka Sociologist Mr. Machibya Civil Engineer i The Provision of Consultancy Services for Preparation of Preliminary and Detailed Engineering Designs, Cost Estimates, Bidding Documents and Environmental and Social Impact Assessments for the Investment Sub-Projects in MWANZA CITY under the Proposed Tanzania Strategic Cities Project EXECUTIVE SUMMARY BACKGROUND The Permanent Secretary, Prime Minister's Office, Regional Administration and Local Government of the United Republic of Tanzania (GoT) have received a credit from the International Development Association (IDA) for the implementation of the Local Government Support Project (LGSP). It is intended that part of the proceeds of the credit will be used to cover eligible costs under the contract for the Provision of Consultancy Services for Preparation of Preliminary and Detailed Engineering Designs, Cost Estimates and Bidding Documents, and Environmental and Social Impact Assessments for the Investment Sub-Projects in Mwanza City under the proposed Tanzania Strategic Cities Project (TSCP). The LGSP, which is in an advanced stage of implementation, became effective in April 2005, and is expected to close on June 30, 2011. The investment Subprojects in Mwanza City will under the proposed Tanzania Strategic Cities will entail rehabilitation/ construction of 25k of urban roads, including associated structures such as drainage ditches, culverts/ bridges, footpaths and street lighting. The proposed project is estimated to cost Tanzania Shillings 21 Billion. POLICY, LEGAL AND INSTITUTIONAL FRAMEWORK Tanzania is committed to attaining sustainable development goal. This urge is envisaged in the National Environmental Policy and other sectoral policies including; National Environmental Policy (NEP) of 1997 National Transport Policy (2003) National Mineral Policy (1998) Construction Industry Policy (2002) National Land Policy (1995) Energy Policy (2003) National Human Settlements Development Policy (2000) National Gender Policy (1999) The National Water Policy (2002) The Tanzania 2025 Development Vision National Strategy for Growth and Reduction of Poverty Environmental Assessment and Management Guidelines for the Road Sector National Policy on HIV/AIDS (2001) Important laws and regulations that have relevance to road development in respect of environmental management include; ii The Provision of Consultancy Services for Preparation of Preliminary and Detailed Engineering Designs, Cost Estimates, Bidding Documents and Environmental and Social Impact Assessments for the Investment Sub-Projects in MWANZA CITY under the Proposed Tanzania Strategic Cities Project Environmental Management Act No. 20 of (2004), Cap. 191 Environmental Impact and Auditing Regulations (2005) The Land Act No. 4 of 1999 and the Village Land Act No. 5 of (1999) The Water Resources Management Act No. 11 of 2009 The Water Supply and Sanitation Act No. 12 of 2009 The Road Act, 2007 The Urban Planning Act (2007) Land Use Planning Act (2007) Occupation Health Safety (2003) Land (Assessment of the Value of Land for Compensation) Regulations, 2001 Explosives Act, 538 Regional and District Act No 9, 1997 Mining Act (1998) PROJECT DESCRIPTION The indicative scope of works for the Mwanza City Council is as follows: Upgrading of approximately 25 km of existing earth worn out paved surfaces and gravel/Earth roads to asphalt(bitumen)/concrete surface finishing; including Vertical and horizontal alignment of the roads, pavement design, drainage structures, street lights, etc. Almost the project roads will retain the existing horizontal profile except for Tunza- airport road in Mwanza City which has no existing alignment for about 2.5km. The project is essentially civil works in nature, Major works include 1. Filling and reshaping the road section to sub-grade level 2. Cutting of the earth sections to facilitate widening of the roads 3. Upgrading or construction of longitudinal and cross drainage structures 4. Provision of sub-base, base course and double surface dressing ending with finishing course of bitumen surface standard. 5. Clearing of areas to pave way for the construction works; 6. Demolition and removal of bridges, culverts and temporary bridges; 7. Provision of temporary crossings and traffic diversions; 8. Excavation of the existing roads and the construction of fill embankments; 9. Shaping of gravel from borrow pits for sub-base and base; 10. Supply of bitumen and stone chippings; 11. Laying a bitumen prime coat and bituminous surface treatment; 12. Excavation for the construction of the concrete bridges and incidental works; 13. Construction of concrete bridges and incidental works; STAKEHOLDER CONSULTATIONS AND PUBLIC INVOLVEMENT Simple methods such as networks, literature review and interviews were used in the process of stakeholder identification. From one stakeholder, the team was connected to another and another stakeholder, in a chain like manner. The main stakeholders included Mwanza and Regional iii The Provision of Consultancy Services for Preparation of Preliminary and Detailed Engineering Designs, Cost Estimates, Bidding Documents and Environmental and Social Impact Assessments for the Investment Sub-Projects in MWANZA CITY under the Proposed Tanzania Strategic Cities Project secretariats, Mwanza City Council, Mwanza Urban Water Supply and Sewerage Authority (MWAUWASA). Others included meetings with Butimba, Nyamanoro, Nyakato, Pasiansi and Buzuruga communities in Mwanza City. RESULTS OF PUBLIC CONSULTATIONS The following issues were raised by stakeholders; Demolition of Houses: The project will entail expropriation of land and property, especially houses. The owners were asking whether they will be compensated or not. Locations of stone quarries and borrow pits: Proper consultations and legal methods should be used in acquiring borrow pits and /or stone quarries. Proper reinstatement should be made once the gravel is depleted. Some pits should be left as water reservoir to assist in storing storm-runoffs water for future use. However, the authority to manage the pits should be given to the respective village governments. Spread of HIV/AIDS and other sexually transmitted infections: The contractor is required to conduct relevant awareness seminars and campaigns on HIV/AIDS to both workers and communities. Accidents: It is feared that the tarmac road will claim people‟s lives through accidents. Advised the contractor/City council to carry out road users education, installation of clear and understandable road signs (preferably in Kiswahili), use of speed humps at villages and general police surveillance. Improved Accessibility: The roads will guarantee easy accessibility and therefore more physical development. Loss of Farms and crops: Some farms, commercial trees, crops will be chopped by the planned road construction. Will these properties be compensated? Dust during construction: dust production is inherent to all road construction works. The contractor must have means to damped the dust otherwise conditions may be intolerable. Employment (Laborers): each LGA being transversed by the subproject roads should have a share in providing labourers. The contractor should ensure that the local people are given preference during job recruitment process. Improved life: Local people are expecting improved life after the construction of the roads as it will open up the Mwanza city and increase business. Other Infrastructure: Some stakeholders showed concern on the precence of other infrastructure such as water pipes, sewerage network etc near the project road POTENTIAL SIGNIFICANT ENVIRONMENTAL AND SOCIAL IMPACTS The rehabilitation/construction of roads can cause a wide range of environmental and social impacts on a number of receptors. The impacts are of both positive and negative nature. The significant environmental and social impacts identified include; Positive impacts; . Reduced traffic congestion; . Kashaigili‡ Abstract The beef cattle production system practiced in the Lake Victoria Basin is mainly extensive, which involves cattle grazing on natural pastures. This system is characterized by overgrazing, low livestock production and soil degradation. Under the effects of global climate change, these pastoral management challenges are expected to increase. As the impacts of climate change to beef cattle production over the Lake Victoria Basin is unknown, this study used participatory mapping method and focus group discussions to assess spatial changes in livestock routes in relation to water and pasture availability in Ilemela and Magu districts of Mwanza region, Tanzania. GIS technology was used for the formalization of spatial layers. It was revealed that there were many changes in livestock routes such that some have become roads, some have been lost, and others narrowed. These changes were due to increase of settlements and cultivated areas, and more specifically a general decline of water sources and grazing land. This implies that appropriate strategies such as a land use planning, stock routings modification, education on effective cattle farming and intervention by rainwater harvesting should be designed so as to adapt to climate change effects, and improve livestock production in Ilemela and Magu districts. Bishagazi Saint Augustine University of Tanzania *Corresponding Mail: [email protected] Abstract: This paper presents findings of an empirical study carried out to identify barriers and enablers of women’s participation in the industrial economy in Tanzania, using a case study of Mwanza region, using a cross-sectional design to examine determinants of women participation in the industrial economy in Tanzania. Particularly, a mixed approach involving both qualitative and quantitative data was adopted. Generally, the study reached out to a total of 228 women and 21 Key Informants drawn from 12 sampled wards from two districts of Nyamagana and Sengerema. Data collection involved mainly two approaches: primary data collection through survey, Key Informant Interviews (semi- structured), informal interviews, Focus Group Discussions and secondary data through desk review. The study revealed that limited access to financing information, lack of formal education, lack of entrepreneurial knowledge/skills and lack of marketing information are major barriers for women wishing to participate in the industrial economy. Moreover, membership in CBO and self-confidence are the main enablers of women participation in the industrial economy. Therefore, sensitization programs and establishment of Business Development Services (BDS) at ward levels would help women to access skills and services which will empower them to actively and successfully participate in the industrial economy.
