Clerk to the Town Council. Item. Action. 1. Members present. Chair: Councillor Mike Sutcliff. Councillors: Margaret Parker, Jack Gregory, Audrey Westwell, Marie Starkie, Anthony Starkie, Keith Tomlinson, Florence Tomlinson, Angela Charnock, Sheila Windle and Pauline Allen. Noted. 2. Apologies for absence. There were no apologies for absence. Noted. 3. Members absent. Councillors: Mohammed Arshad and Naeem Ashraf. Noted 4. Declarations of Interest. Members are reminded of the requirements of the Member Code of Conduct concerning the declaration of interest. A Member must generally declare a personal interest he/she has in any item on the agenda. Declaration involves stating the interest and also the nature of the interest. If the interest is a ‘public service’ interest, this need not be declared unless and until the Member speaks on the item. A Member with a personal interest may speak and vote on the item. If the personal interest is also a prejudicial interest, then the member may speak at the start of the item but must leave the room before any discussion or vote on it. Finance Statement No. 01062009.133 The clerk circulated copies of the finance statement for consideration by members. He then provided a detailed explanation regarding the income and expenditure relating to each account in the name of the Town Council, Proposed: Councillor following which he answered questions regarding the Marie Starkie. detailed payments report. Minutes of the last Area Committee Meeting 12 th May 2009. Councillor Florence provided a report of discussions which had taken place at the last meeting of the Brierfield and Reedley Area Committee which included; • A planning appeal submitted by Bodies in Motion. • A report by the police that crime was generally down. • Arrests regarding drug offences. • Installation of ‘call to prayer’ equipment within the mosque tower. Prior to installation, consent must be obtained from Pendle Borough Planning Department. • The proposed nursery at the former Reedley Squash Club. • Distribution of bulbs and plants by Pendle Brierfield Town Council. 2 Clerk : John P. Mayor’s Diary. • Pendle Schools Festival 2009 – Invitation to the Mayor and Mayoress of Brierfield. Noted and attending. • Burnley Pendle and Rossendale Council for Voluntary Service – Invitat ion to the Mayor and Mayoress of Brierfield to the 74 th Annual General Meeting to be held at 2.00pm on Tuesday 22 nd September 2009 at the East Lancashire Voluntary Sector Resource Centre, 62/64 Yorkshire Street Burnley Noted and attending. 10. To consider future business planning for the main shopping area of Brierfield – Councillor Mike Sutcliff. Councillor Mike Sutcliff reminded members that in company with Councillor Audrey Westwell and the Clerk John Grice, they had attended a planning event. He continued by explaining a desire to improve the range and types of retail outlets within Brierfield in order to try to make it a more attractive town for shoppers. A discussion between members continued. The clerk informed the meeting that he had recently had a discussion discussions regarding planning with the Neil Watson, the Senior Planning Officer with Pendle Borough Council. He continued that whilst a principal authority was empowered to place restrictions on the types of retail outlet businesses in a town, it had to form part the planning policy guidelines in the Borough Development Plan. To consider payment of a Mayoral Allowance, together with presentation of Brierfield Shield and Past Mayoral Badge to Councillor Florence Tomlinson. Councillor Margaret Parker presented badges to the Past Mayor and Consort. The clerk informed the meeting that he had received a request from Councillor Florence Tomlinson, for payment of a mayoral allowance together with presentation of a Mayoral Badge and Brierfield Shield. Action: Review Councillor Anthony Starkie enquired what were the Standing Orders. procedures for presentation of allowance badges and shields Councillor Keith Tomlinson reported that following his Mayoral year a badge, shield and allowance had been arranged by the past clerk, Jim Slater. Councillor Margaret Parker had assisted Elsie Barker to produce accounts of expenditure following the Mayoral Year of Councillor Ken Barker (Deceased). Councillor Jack Gregory observed that there was a difference between a Mayoral Allowance and Expenses, that being that an allowance was payable without further discussion, whilst expenses must be accompanied by receipts. Councillor Angela Charnock asked if guidance could be discovered within the Standing Orders of the Council.     Burnley summary This local summary forms part of the joint strategic needs assessment for health behaviours in Lancashire.1 It provides an overview of the health behaviours questionnaire and the secondary data analysis, providing a bespoke view of health behaviours in the district. The intention is for this report to be used to aid commissioning decisions in local areas in conjunction with the recommendations of the health behaviours JSNA. Please direct all queries to [email protected] The questionnaire covered a wide range of topics around health behaviours and incorporated the 'healthy foundations' segmentation tool. Segmentation tools can be used to inform bespoke local health improvement activities. They provide insight for social marketing around health policies, campaigns and targeted interventions. It examines how the overarching shared culture of the area could evolve under altering economic conditions, and how expressions of identity fluctuated through the cotton industry’s peak and decline. In effect, it explores how local populations could shape and be shaped by the cotton industry. By focusing on a compact area with diverse settlements, this thesis contributes to the wider understanding of what it was to live in an area dominated by a single industry. The complex legacy that the cotton industry’s decline has had is explored through a range of settlement types, from large town to small village.
