    E NVIRONMENTAL MANAGEMENT AND PERFORMANCE LAND AND WATERBORNE TRANSPORT Hong Kong is one of the most densely populated cities in the world. A safe, efficient, reliable and environmentally friendly transport system is important to the sustainable development of the city. On environmental management, we will continue to press ahead with the following initiatives - ¾ priority for efficient and environmentally friendly transport modes; ¾ reduction in traffic congestion and better inter-modal co-ordination; ¾ greater emphasis on pedestrian facilities; and ¾ application of Information Technology (IT) to transport management. Priority for efficient and environmentally friendly transport modes Railways are environmentally friendly, safe and efficient mass carriers in Hong Kong, carrying about 35% of our public transport passengers. With the commissioning of the Sheung Shui to Lok Ma Chau Spur Line in August 2007, the total length of our railway under operation is about 212 km. The railway network will be further expanded to about 219 km through the addition of the Kowloon Southern Link and Tseung Kwan O South Line in 2009. Railway Development Strategy 2000 has recommended the implementation of a number of new passenger lines, as follows - ¾ Kowloon Southern Link; ¾ West Island Line (WIL); ¾ Shatin to Central Link (SCL); 7 ¾ Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL); ¾ South Island Line (SIL); ¾ Northern Link (NOL); and ¾ North Hong Kong Island Line (NIL). The MTR Corporation Limited (MTRCL) is working on the detailed design of WIL and the construction works for this railway project is expected to commence in the coming year. The MRTCL is also carrying out the preliminary planning and design of four other railway projects, namely SCL, XRL, SIL and the extension of the existing Kwun Tong Line to Whampoa as Kwun Tong Line Extension.

    Latest additions to growing iPostal Station network at Oi Tung Estate and Siu Sai Wan Plaza With the rapid expansion of the online shopping market, public demand for the flexible collection of postal items has been on the rise. In view of this, Hongkong Post has commenced the establishment of iPostal Stations as early as 2016 across the territory, enabling the public to pick up postal items at their convenience. Up to now, 21 iPostal Stations have been established. New iPostal Stations to be set up in Oi Tung Estate (Second Floor, Oi Tung Shopping Centre, Oi Tung Estate, Shau Kei Wan, Hong Kong) and Siu Sai Wan Plaza (First Floor, Siu Sai Wan Plaza, Siu Sai Wan Estate, Siu Sai Wan Road, Chai Wan, Hong Kong) will commence operation on January 7 (Tuesday).     LC Paper No. CB(1)608/20-21(03) For discussion on 1 March 2021 Legislative Council Panel on Development and Panel on Home Affairs Joint Subcommittee to Monitor the Implementation of the West Kowloon Cultural District Project Improvement of Connectivity of West Kowloon Cultural District with its neighbouring district and Implementation of the Infrastructure Works for the West Kowloon Cultural District, Phase 1 Fourth Construction Package PURPOSE This paper updates Members on the implementation progress of projects that would improve connectivity of the West Kowloon Cultural District (WKCD or the District) with its neighbouring districts, and seeks Members’ support for the funding proposal to deliver the Public Infrastructure Works (PIW), Phase 1 Fourth Construction Package for the WKCD, details of which are at Annex A. BACKGROUND 2. Integration and connectivity are the two key planning design principles that guided the formulation of the Development Plan for WKCD. Pursuant to the Foster + Partners design concept, traffic and related servicing facilities within WKCD are located below ground in the Integrated Basement (IB), thus allowing the District above ground to be developed in an organic and flexible way. At present, the public can visit WKCD via a series of footbridge and subway systems from the eastern and western sides of the District as well as Museum Drive. In the not-too-distant future, when further pedestrian and road linkages to WKCD are opened, WKCD can be accessed via multiple ways, covering road, rail and water transport conveniently and without hassle. The guiding principle is that WKCD should be connected to the lives of people beyond the District, complement the neighbouring old and cultural areas, and become part of a larger network of green spaces connecting the southern tip of the Kowloon Peninsula, with the potential for the waterfront promenade to be extended to Yau Ma Tei in the north and Tsim Sha Tsui in the south.
