ANNOTATED PROGRAMME OF THE SECRETARY-GENERAL OF THE UNITED NATIONS TO AUSTRIA 25-28 AUGUST 2001

SATURDAY. 25 AUGUST

18:30 Arrival at Airport on flight 2810 from At the airport: Mr. Franz Schausberger, Governor of Salzburg Ambassador Johannes Kyrle, Chief of Protocol, Federal Ministry of Foreign Affairs Minister Karl Diem, Deputy Chief of Protocol, Federal Ministry of Foreign Affairs Mrs. Sevelda-Gredler, Logistics Officer, Protocol Section, Federal Ministry of Foreign Affairs Mr. Boris Znamenski, Chief of Protocol, UNOV Ms. Ingrid Lehmann, Director, United Nations Mormatiorji Service Ms. Paula Goncalves., Security Officer Mr. Glenn Roberts, Security Officer (Mrs. Goncalves and Mr. Roberts will arrive earlier the same day, 25 August, at 9:20 a.m. in Salzburg fromNew York via Frankfurt, on flight LH 2816. They -will be picked up from the airport by Mr. Znamenski and the Austrian Security detail and taken to the hotel. Transportation for ttiem to greet die Secretary-General upon his arrival will be provided.

The Governor of Salzburg will not travel to the Hotel after he welcomes Mr. Annan but will retire at the airport.

19:15 Arrival at Hotel Hollweger The Secretary-General will be welcomed by the Hollweger family-members and introduced to the personnel.

In the map, the Hotel is marked with number 2. It is a 10 minute walk to the lake where the Hotel IMS its own reserved beach area.

The Secretary-General's suite resembles a round top of a tower with windows all around and a spectacular view of the area which has a separate entrance and no adjacent rooms. On the lower of the tower, there are 1 suite and 2 double rooms where we think to accommodate the secretary, political officer and one security officer. On the third level below, Minister of Foreign Affairs, Ms. Ferrero-Waldnersgiys throughout the whole visit. The plan of the Hotel is not available to me at the moment, I will fax it to you as soon as possible. I will do Ihe site inspection together with the Ministry of Foreign Affairs .Protocol on the 8 August and will be able to provide you with more informatioD after that.

I will bring from Vienna and instal in the Hotel the Secretary-Chief connection (so that Wagaye picks and places the calls for the Secretary-General), a smal) copying machine, a desktop computer with a printer and a fax machine. I will put the fax machine in the room of the security officer and the rest of the equipment in Wagaye's room (it would be preferential if she gets a suite so she can set up her own office in the guest room and use the small bed room for herself.) UNIS will bring Routers machine and we will put it in Almeida's room or in UNIS office which they want to set up in the basement.

I Please advise if you would need any UN Security, uniformed or with plain (domes, 'SS^STSo'^rt^WSS^^^i^sci^^is that we set up everything oefore the Secretary-General's arrival and then I will be the only one, apart from UNIS people, from the UN Vienna to be around.

I will stay in an other hotel which is 6 kilometres away but will be available throughout the day, keeping low profile and providing logistics support

12:30 Arrival at Faistenau A hiking tour with the Federal Chancellor Mr, Wolfgang Schiissel to Schnfbachalm (highest point 1700 meters)

Chancellor is knovwolo"bTveiy spontaneous person and I will try to bring unexpected changes of the programme to the bare minimum. It is expected for group of Austrians to join the Chancellor and the Secretary-General in. this endeavour. The list of participants will be sent to you as soon as available.

13:30 Snack at the mountain lodge Lanzenhiitte

This is a very simple place where the typical Austrian food as cheese and smoked sausages will be provided by the hosts. Please note that in the \vhole area of the hiking tour the GSM telephones are not functioning. Please advise if you want me to arrange for the portable satellite or iridium cellphone. The closest telephone is 1 km walking distance from the mountain lodge.

18:00 Opera performance "Don Carlo" This Opera of Giuseppe Verdi is performed in the frames of famous Salzburg festival. The Secretary-General is hosted by the Governor of Salzburg. Dr. Franz Schausberger. Sitting arrangement is not available to me at this stage. 1 try to secure for the political officer and the spokesperson the seats close to the Secretary-General and Mrs. Annan. For others I will try to push on available basis. Please advise if the whole party will be interested on tfiis performance since the Austrians have limited number of tickets. (There is no specific dress code for this performance.)

(The separate room for the Secretary-General's bilateral meetings will be set up in the area adjacent to the hotel's lobby.)

Since the meeting is scheduled early ia the morning, Mr. Arlacchi will arrive in the night of 26 August and will stay in Salzburg, will see the Secretary- General in the morning and will leave afterwards to Vienna,

10:30-11:30 Meeting with the Foreign Minister of Austria Ms. Benita Ferrero- Waldner in Hotel Holtweger (Salon Schafberg) The format of the meeting will be communicated to me later. I will arrange for the Austrian and UN flags to be displayed.

After the meeting, at 11:30 a.m., the press encounter is envisaged in the adjacent area. (Mr. de Almeida e Silva and UNIS together with the Foreign"! Minister's press officer will be in change of this encounter.) J

A luncheon at the romantic Hotel White Horse will be hosted by the Federal Minister of Foreign Minister, Mrs Benite Ferrero-Waldner, in St. Wolfgang, for the Secretary-General and his party.

20:00 Candlelight dinner in the honour of participants of the "Salzburg Dialogue among Civilizations" The dinner will be served in the wintergarden or the terrasse if the weather permits at the round tables out of which only the main one will have a sitting arrangement. The Secretary-General will have a possibility to greet the participants and talk to them before the dinner during the aperitifs..Th e dinne* is hosted by the Minister of Foreign Affairs, Ferrero-Waldner. vSoJarno toasT is envisaged but you might wish to prepare a very short one, just in case.

9:40 Leave Hotel Hollweger The Secretary-General and Mrs. Annan will not return to residence anymore. It will be advisable to have their luggage ready and they might wish to have a I small carry-on luggage of their personal effects to be used during the day since {fit is envisaged that they can have a hotel suite in Salxburg during the day on their disposal. Main luggage together with one security officer can leave directly to the airport at around 12:00 p.m.

9:55 Arrival at Hotel Schloss Faschl Upon arrival, the Secretary-General will have a photo opportunity with the participants of the conference.

10:00 Opening of the conference "Salzburg Dialogue among Civilizations: A New Paradigm of International Relations" Sitting arrangements and the scenario will be communicated later. Mrs._ _Annan is invited to join the conference. It is envisaged that in the opening part the Secretary-General, Chancellor and Minister of Foreign Affairs will speak. After this the moderator will announce the coffee break.
