Minutes of the meeting on 5 January 2017: Having been agreed the minutes were signed by the Chairman. 105. Current Planning Applications 105.1 SDNP/16/06342/TCA Notification of intention to fell 10 no. Sycamore trees. Crown reduce by 30% on 1 no. Field Maple tree, crown reduce by 40% on 20 no. Ash trees and coppice 6 no. Hazel trees. The Old Barn Street East Harting West GU31 5LZ No objection (noted that the application address is The Old Farm, not Barn)

105.6. Planning appeals There were no appeals 106. Planning Enforcement The Chairman read the report and recommendation: At the meeting of the Planning Committee on 5 January 2017, a list was presented of potential and current planning enforcement matters in Harting Parish; the minutes of that meeting indicate it caused some debate. As a consequence, the advice of CDC was sought and they are looking into drawing up a protocol that could be used by CDC and all parishes for the dissemination and consideration of information pertaining to planning enforcement.

It is therefore RECOMMENDED that Harting Parish Council take no further action on this issue at present.

The Chairman invited members of the public to speak in relation to the recommendation. Comments and queries included the following: • Is the Committee happy for emails to be left unanswered and for requests for a meeting with a member of the Committee to be refused on the basis that he has no mandate to speak on behalf of the Committee? • Will questions raised in an email by another parishioner be discussed? • Is the Committee happy that the existing protocol is being addressed? The Chairman outlined that only items on the agenda could be discussed, as detailed in Standing Orders. The Chairman asked for comments from the Councillors. Mr Shaxson outlined that further to the debate at the last Planning committee, the matter had been discussed with the Council. They are aware of the issues and it

is apparent that Harting Parish Council is not alone in this situation. He proposed that the recommendation should be amended as follows: To recommend that Harting Parish Council take no further action on this issue at present, other than to encourage Chichester District Council to draw up an enforcement protocol for the benefit of all interested parties.

The amendment to the recommendation was agreed and the substantive recommendation were then agreed.
