The current issue of the Journal GB contains the Proceedings of the 17th Annual Conference of the Society held in December 1956 at Cuttack. The Conference was attended 39 by nearly 130 members from Central and State Governments, Universities 39 and Research Institutions. The subjects chosen tO for discussion at the Conference were : 1) Pattern of Employment 14 of Hired Labour in Agriculture in India. 2) Effectiveness of Provision 50 in the Tenancy Legislation for (i) Security of Tenure and (ii) Improvement 52 in Tenurial Status of Tenants. 3) Trends in the Operation 50 Techniques and Organisation of Agricultural Marketing in India. 52 An unusually large number of papers were received and read on Subject I, while on the other two subjects also there were select contributions. The level of discussions was maintained at the usual high level.

Unlike the previous Conference, it was not possible to arrange for a tape- recorder to record the discussion. Instead, arrangements were made to take down notes of the discussion by stenographers. However, notes have not been taken of the speeches of all the participants in the discussion. Hence, the dis- cussion part on the respective subjects contain only reports which could be made available.

We take this opportunity of thanking the Utkal University under whose auspices the Conference met. We specially record our grateful thanks to Dr. S. Misra, the Local Secretary of the Conference, who had made excellent arrangements and to the Members of the Reception Committee for their generous hospitality.

THE INDIAN SOCIETY OF AGRICULTURAL ECONOMICS „ CONSTITUTION

1. The name of the Society shall be "The Indian Society of Agricultural EcOnotriics.','.

I! :0(1 2. The objects of the Society shall be to promote the investgation, study and improve-, Tnent of the economic and social conditions of agriculture and rural life. 'Mese objects shall be pursued by :---

(a) holding periodical Conferences for the discussion of problems ; , (b) publishing papers or summaries of papers, either separately or colleCtively, or in a periodical which may be issued under the auspices of the Society;

(c) co-operating with other institutions having similar objects, such as the Inter- national Conference of Agricultural Economists and the Indian Economic Association;

(d) any other means which the Society may decide.

3. The Society shall consist of (a) Members, (b) Honorary Members, and (c) Member- Institutions, who are interested in the economic and social conditions of agriculture' and rural life.

Candidates for Membership shall be nominated by any two Members of the . Socie—fy and admitted to Membership on being approved by the Executive Committee.

Candidates for Honorary Membership shall be nominated by the Executive Committee and elected by a majority of Members present and voting at a General Meeting' of the Society. ; - • Institutions wishing to become members shall apply to the Executive Committee and will be admitted to Membership on its approval.

Members and Member-Institutions shall pay to the Society an annual subscription of Rs. 12. The composition of subscription for Life Membership shall be Rs. 250.

Member-Institutions shall be entitled to send only one representative to the Con-, ferences and Meetings and shall not be entitled to the composition of subscription for Life Membership.

4. Except as otherwise provided in the Constitution, the business of the Society shall be conducted by the Executive Committee. 240 THE INDIAN JOURNAL OF AGRICULTURAL ECONOMICS an 5. The Office-bearers of the Society shall be a President, three Vice-Presidents, Hon. Secretary-Treasurer and an Hon. Joint-Secretary, if appointed.

The Executive Committee of the Society shall consist of :— (1) the President, (2) three Vice-Presidents, (3) an Hon. Secretary-Treasurer, (4) an Hon.Joint -Secretary (if appointed), and (5) nine Members.

The President and in his absence one of the Vice-Presidents present, shall pre- side at the Executive Committee meetings.

The Office-bearers and the Executive Committee shall bold office till their successors arc elected. during The Executive Committee shall fill any vacancies in the Committee occurring their period of office. The The General Meetings of the Society shall ordinarily be held once a year. 6. and time and place of such General Meetings shall be fixed by the Executive Committee to all members, not less than twenty-eight days' notice of these General Meetings shall be given Hon. Members and Member-Institutions. Special General Meeting may be convened by the Executive Committee at any time A Fourteen and shall also be convened on the requisition of not less than twenty-five Members. days' notice of such Special General Meeting shall be given.

The following business shall be transacted at the General Meetings :— (1) Consideration of the annual report and audited accounts. . (2) Election of Office-bearers and the Executive Committee. (3) Election of Hon. Members, if any. of auditors. (4) Appointment to (5) Consideration of any proposed amendments to the Constitution, subject Clause 7. In pursuance of the decision of the last Annual General Meeting at Poona, the Indian Journal of Agricultural Economics was converted into a Quarterly during this year. Ac- cording to the programme, all four issues of the Journal were published during the year.

Research Schemes ofPlanning Commission, Government ofIndia The Reports on the two surveys, viz ., (1) An Enquiry into the Bombay Tenancy and Agricultural Lands Act, 1948, in the Northern Districts of the Bombay State except Baroda under the guidance of Dr. M. B. Desai, and (2) An Enquiry into the Problems of Low- Income Farmers and Low-Productivity Farms in Kodinar Taluka under the guidance of Dr. C. H. Shah, were submitted to the Research Programmes Committee during the current year. Along with the second survey, case studies of 36 farmers were also carried out. The data collected are being analysed and the Report of the same will be submitted as a supple- ment to the main Report.

The Report of the third survey, viz ., the District Administrative Survey of Surat is being finalised and will be submitted to the Research Programmes Committee in a couple of months. Socio-Economic Survey of Bhadkad Village The Report of the above Village Survey is nearing completion and will be ready shortly.

Problems of Land Tenure and Population in West Bengal Members will remember that this survey was originally undertaken by the Institute of Rural Reconstruction of the Visva-Bharati University on our behalf in September, 1948 and completed in June, 1951. As it was thought desirable, a revised scheme of survey has Visva- been worked out. Dr. K. M. Mukerji, Bata Professor of Economics and Politics, Bharati University, is in charge of the scheme.

The Indian Rural Problem The drafts of the 5th revised edition are being finalised by the authors —Shri Manila' B. Nanavati and Shri J.J. Anjaria.

Readings in Land Utilization The MSS of the fifth Volume in our "Readings in Agricultural Economics Series" on "Land Utilization" by Dr. S. G. Madiman is in the Press and will be published shortly.

Introduction to Rural Sociology in India the This publication of the Society is now out of print and a revised second edition of same is being prepared by the author, Dr. A. R. Desai.

Seminar It was decided at the last Annual General Meeting that the Society should convene a Seminar every year with a view to providing an opportunity for research workers to discuss selected research topics. Accordingly, the first Seminar of the Society was held at - Matheran on 19th, 20th and 21st October, 1956. 25 eminent Economists were invited out of which 18 were present and participated in the discussion. The Seminar Sessions were conducted under the able guidance of Prof. D. R. Gadgil. The following subject had been selected by the Research Programmes Committee for the Seminar: "Rationale of Regional Variations in the Agrarian Structure of India."

15 Papers on the various aspects of the theme were received. The papers presented at the Seminar and a brief resume of the discussion will be published in due course. . Prize Awardsfor 1956 Under the Schemes of Annual Prize Awards instituted by the Society, the following prizes were announced for the year 1956:- 1. Two prizes under Scheme No. I for research articles on: "Stabilisation of Agri- cultural Prices in India in the context of Rapid Economic Development." 2. Two prizes under Scheme No. II •for papers of published research in Agricultural Economics.

The first prize under each of the above Schemes is of the value of Rs. 500 and the second prize of the value of Rs. 250. Five papers under Scheme No. 1 and one paper under Scheme No. II have been received. Announcement of the Awards will be made at the Annual Con- ference at Cuttack.

International Conference of Agricultural Economists Members may be aware that the Tenth International Conference of Agricultural Economists will be held in India in 1958. Mysore has been selected as the venue of the Conference. The Society is actively engaged in working out the preliminary arrangements in co-operation with the Ministry of Agriculture, Government of India. Local Advisory Committee, Bombay A meeting of the Local Advisory Committee was held on 25th July 1956. The Com- mittee reviewed the working of the Society during the period and approved the same. The Report of the Activities was then circulated to the members of the Executive Committee. Membership The Society has 46 Donor Members, 12 Honorary Members, 12 Life Members and 370 ordinary members up-to the time of review. Out of these, subscriptions for the current year from 50 members are due. During the year 46 new members have been enrolled and membership of 33 members has been termi- nated. . Accounts The Audited Balance Sheet and the Income and Expenditure Account for the year ending 31st December 1956 is given in Appendix IV. We are grateful to Messrs. Dalal & Shah, Auditors and Accountants, Bombay, who kindly served as Hon. Auditors to the Society during the year. Acknowledgements The Society has been able to carry out its various activities with the valuable help from the Honorary workers whose active co-operation has always been an asset to our institution. We, therefore, take this opportunity to convey our heart-felt thanks to the Members, of the Editorial Board of the Journal, of the Research Programmes Committee, and of the Local Advisory Committee, and to all other members of the Society who have helped us directly or indirectly. We are also grateful to the Government of India for their generous grant-in- aid. Lastly, the staff of the Society deserve my personal thanks for discharging their duties with devotion and loyalty. PRIZE AWARDS FOR 1957

Under the Schemes of Annual Prize Awards instituted by the Society, the following prizes will be awarded for the year 1957.

(1) Two prizes under Scheme No. I for the best articles oni

"Nature and Extent of Marketing of Agricultural Produce in Wholesale Markets (Mandis) in India."

(2) Two prizes under Scheme No. II for the best paper of published research in Agri- cultural Economics.

The first prize under each of the above Schemes is of the value of Rs. 500 and the second prize is of the value of Rs. 250.

Rulesfor the Award

1. Selections for Scheme No. II will be made from research papers published not earlier than 1st January 1956.

2. The article or paper selected for Award under Scheme No. I shall not be entitled for a further Award under Scheme No. II.

3. Papers which may have received previous Award by any other Institution or the Society will not be seligible for competition under the Scheme.

Conditionsfor Eligibility

1. The candidates entering for the Prize Awards shall be either teachers or students of Economics.

(i) Thu candidates shall have qualified themselves by holding the first Degree of any Indian University. (ii) They shall have done or be engaged in some original research work as a part of Post-graduate research study, or independent research work under a recognised Institute, or under the guidance of an Economist.

The Awards Committee shall have the discretion to determine the Institutes which can e considered as Recognised Institutions for this purpose. The condition may be waived in cases where the standard of research of the selected article or piece of published research Is of exceptional merit.

2. The entries of the Awards shall be endorsed by the Administrative Head of the University, College, School or Institute, as the case may be, along with a statement from the Head of the Institution giving particulars of age, the period of work, and the nature of research work, if any, of the candidate.

3. The entrants for the Prizes under Scheme Nos. I and II shall ordinarily not be over. 40 years of age.
