    December 17, 2012 Chairman Helgevold called the regular meeting of the Wright County Board of Supervisors to order at 9:00 a.m. Members present were: Watne, Beenken, Amdahl, Maasdam, and Helgevold. Minutes of the previous regular meeting of December 10, 2012 were read and approved. Approved claims for payment. Adam Clemons, Wright County Engineer, introduced Mark Oliver who is the new patrol operator out of the Dows Shed. Clemons then presented a name of an applicant that he would like to offer a position for the heavy equipment operator. There was then a motion by Amdahl and seconded by Watne to approve the hire of this applicant for heavy equipment backhoe operator out of the Clarion Bridge Shed. Motion carries unanimously. Clemons requested that any $5,000 change order for the engineer office building/lab construction, the County Engineer be allowed to sign for the change order. There was a consensus of the Board of Supervisors to allow the engineer to sign. Also, Clemons presented information concerning the HVAC system in the building and was approved to continue with the all electric option. Yale Schutt, Planning and Zoning Director, presented the Wright County Comprehensive Plan. The board set the public hearing for January 7, 2012 at 10:30 a.m. Dean Kluss and members of the Wright County District Junior Fair Board met with the supervisors to give them an update on the Wright County Fair. There have been some large changes from last year to this year with the largest one being the construction of the new show arena/sheep barn/hog barn.

The Board’s questions will be set forth and the responses of Clean Line will follow each in order. This Response includes photographs, tables and graphs that serve to illustrate points made in the response. 1. Describe the proposed project, including beginning terminus and end terminus (at least by county, with a more detailed description if possible), MW size, DC-Classic or DC-VSC or AC configuration, location of interconnects with existing facilities and other major facilities such as converter stations or substations, and proposed construction commencement and in-service dates. Iowa has some of the best wind resources in the nation, but the transmission infrastructure does not exist to connect those resources with communities and cities that have a strong demand for renewable energy. Because the vast majority of electric transmission development occurred before the start of the modern wind energy era, the northwestern region of the state, with its superior wind resources, contains enormous, undeveloped wind potential. In fact, several counties with world- class wind resources lack any operating wind farms. Clean Line is developing the Rock Island Clean Line, an approximately 500-mile, overhead High Voltage Direct Current (“HVDC”) transmission line, to connect the renewable resources in northwest Iowa and the surrounding region with communities in Illinois and in other states to the east (the “Project”).

    UNITED STATES OF AMERICA BEFORE THE FEDERAL ENERGY REGULATORY COMMISSION Rock Island Clean Line LLC ) Docket No. ER11 -___-000 APPLICATION FOR AUTHORIZATION TO SELL TRANSMISSION SERVICES AT NEGOTIATED RATES AND FOR RELATED RELIEF Pursuant to Section 205 of the Federal Power Act (“FPA”), 16 U.S.C. § 824d, and Part 35 of the regulations of the Federal Energy Regulatory Commission (“FERC” or “Commission”) under the FPA, 18 C.F.R. Part 35 (2011), Rock Island Clean Line LLC (“Rock Island” or “Applicant”) respectfully requests authorization to sell transmission services at negotiated rates. Applicant requests this authority for its Rock Island Clean Line transmission project (the “Project” or the “Rock Island Clean Line”), an approximately 500 mile long, +600 kilo-volt (“kV”), high voltage, direct current (“HVDC”) transmission line and associated facilities that will be capable of delivering 3,500 megawatts (“MW”) of power from renewable energy projects in the northern central region of the United States to load and population centers east of the Mississippi River. Upon completion, Rock Island will turn over operation of the Project to one of the two Regional Transmission Organizations (“RTO”) to which it will be interconnected. Service on the Project will be subject to the Open Access Transmission Tariff (“OATT”) of the selected RTO. In this filing, Applicant will demonstrate that it satisfies the standards established by the Commission in Chinook Power Transmission, LLC, 126 FERC ¶ 61,134 (2009) (“Chinook”), that a transmission provider must meet in order to obtain negotiated pricing for a merchant transmission facility. Rock Island will also demonstrate that granting its request, as detailed in this application, will be in the public interest.
