  • As Bus Ridership Plummets, Leading Experts Release Solutions to Fix NYC’S Struggling Buses
FOR IMMEDIATE RELEASE Wednesday, July 20th, 2016 CONTACT Jon Orcutt (TransitCenter), 718-383-6631, [email protected] Stephanie Veras (Riders Alliance), 347-260-9881, [email protected] As Bus Ridership Plummets, Leading Experts Release Solutions to Fix NYC’s Struggling Buses Based on Report, Transit Advocates Launch Bus Turnaround Campaign to Push for Common-Sense Fixes and Win Faster, More Reliable Bus Service NEW YORK — Seeking to reverse years of declining bus ridership and worsening bus speeds and reliability, New York’s leading transit advocates released a new report today that lays out how the city can fix its underperforming bus system. The advocates also launched the NYC Bus Turnaround Campaign, which will apply pressure to win implementations of the report’s recommendations. Reversing the decline in bus ridership and performance has become urgent as quality indicators have plummeted: from 2002 to 2015, bus ridership fell 16%, despite citywide population growth and record subway ridership. Today’s report, “Turnaround: Fixing New York City’s Buses,” draws best practices from other global cities that have reversed their own declining bus ridership and recommends a series of New York-specific changes that can fix buses in our unique city. Despite declining ridership, adopting these changes would have an immediate impact on millions of New Yorkers’ lives: on an average weekday, New Yorkers take approximately 2.5 million rides on city buses. Today’s report was released by the new NYC Bus Turnaround Coalition, which is composed of Riders Alliance, NYPIRG’s Straphangers Campaign, TransitCenter, and Tri-State Transportation Campaign. In light of plummeting ridership and declining quality of bus service, the coalition is calling for City and State agencies to fix the failing NYC bus system by rethinking bus service from the ground up, working with community leaders, bus riders and public officials to rethink our streets, routes and bus operations.

  • 1 February 2, 2012 Congressman Dave Camp Chairman Committee on Ways and Means 1102 Longworth
February 2, 2012 Congressman Dave Camp Congressman Sander M. Levin Chairman Ranking Member Committee on Ways and Means Committee on Ways and Means 1102 Longworth House Office Building 1139E Longworth House Office Building Washington, D.C. 20515 Washington, D.C. 20515 Re: Surface Transportation Finance and the Highway Trust Fund Dear Chairman Camp and Ranking Member Levin: For the past thirty years, Congress has provided dedicated funding for highway and transit programs through an excise tax on gasoline dedicated to the Highway Trust Fund. This funding structure has successfully provided highway and transit programs with secure, dedicated revenues and budgetary firewalls dating back to the Reagan administration. The success of this approach is without question: The Trust Fund has been critical to our nation’s ability to build an efficient and multimodal transportation system. With record transit ridership, now is not the time to eliminate guaranteed funding for our nation’s public transportation systems, which saved Americans close to $19 billion in congestion costs in 2009. For the first time in thirty years, the pending legislation H.R. 3864, the American Energy and Infrastructure Jobs Financing Act, removes the certainty of a continued revenue source for our transit systems as well as the Congestion Mitigation and Air Quality Program. Specifically, we are deeply concerned about the provision in H.R. 3864 that would terminate funding from the excise tax on gasoline and replace it with the Alternative Transportation Account. In place of gasoline tax revenues, the legislation would provide a one‐time $40 billion transfer of General Fund revenues to the Alternative Transportation Account.

  • NYPIRG Announces Gene Russianoff Retires
For immediate release: For more information: Friday, July 24, 2020 Blair Horner 518 436-0876 x257 [email protected] NYPIRG’S ANNOUNCES THAT GENE RUSSIANOFF, ITS “ATTICUS FINCH,” RETIRES (New York, N.Y.) The New York Public Interest Research Group (NYPIRG) today announced that legendary civic activist Gene Russianoff has retired. Mr. Russianoff has been on staff at NYPIRG since 1978 and was the long-time head of its Straphangers Campaign. Like the fictional lawyer Atticus Finch in “To Kill a Mockingbird,” Gene has spent his entire career fighting for justice and defending the interests of an underrepresented public. Russianoff, a graduate of Brooklyn College and Harvard Law School, started working for NYPIRG as a Project Coordinator working with Brooklyn College students on issues of civic engagement, including bank redlining. From there, Gene led NYPIRG’s efforts to fight the closure of public hospitals in Brooklyn. Russianoff took over NYPIRG’s Straphangers Campaign and began a long and impactful career advocating for better mass transit in New York City. In 1997, he was named a New Yorker of the Year by New York 1 News for his work to establish unlimited-ride transit passes. In a 2017 profile, the New York Times called Russianoff “a wisecracking, press-savvy, deeply informed public citizen.” Tom Robbins in a 2015 Village Voice article rightly called him “the city’s conscience for 25 years.” Russianoff was deeply involved in the overhaul of New York City government in the 1980s. As a result of the efforts of Gene and other reformers, New York City embarked on a remarkable experiment in campaign financing.

  • Financing Transportation Services in the New York Region
Financing Transportation Services in the New York Region A Report of the Citizens Budget Commission March 2004 FOREWORD Founded in 1932, the Citizens Budget Commission (CBC) is a nonprofit, nonpartisan civic organization devoted to influencing constructive change in the finances and services of New York State and New York City governments. This report was prepared under the auspices of the CBC’s Debt and Capital Investment Committee, which we co-chair. The other members of the Committee are Lawrence D. Ackman, Paul R. Alter, Kenneth W. Bond, Lawrence B. Buttenwieser, Herman Charbonneau, Anne E. Cohen, Evan A. Davis, Bud H. Gibbs, Kenneth D. Gibbs, Marianne Kozlowski, Robert Kurtter, Jeffrey Lynford, William F. McCarthy, Norman N. Mintz, Hector Prud’homme, Jon W. Rotenstreich, Heather Ruth, Bart Schwartz, Richard Sigal, Richard J. Sirota, Arthur Siskind, Adam Soloman, Merryl H. Tisch, W. James Tozer, and H. Dale Hemmerdinger, ex-officio. The previous work of the Debt and Capital Investment Committee focused on determining an affordable level of debt for New York City and New York State. A report on that subject, An Affordable Debt Policy for New York State and New York City was published by the CBC in October 2000. The approach developed in that report for gauging affordability was presented as applicable to all states and their financial managers in the article “An Approach to Measuring the Affordability of State Debt” published in the Winter 2003 edition of the journal Public Budgeting & Finance. Because transportation is one of the largest areas of public capital investment, and because it is vital to the functioning of a large metropolitan economy, the Committee selected transportation as an area for additional research.
