Yesnazarova Al-Farabi Kazakh National University, KAZAKHSTAN Received 14 May 2015 Revised 11 October 2015 Accepted 07 February 2016 The importance is determined by insufficient knowledge of the problem while undergoing serious changes in the system of Muslim education not only in Russia but all over the world. Hence, the purpose of this article is to identify the experience of madrasahs – professional Muslim educational institutions of pre-revolutionary Russia, as its reflection, critical analysis and possible extrapolating will contribute to further improvement of the system of Islamic education and science. A leading approach to solving this problem is the author's concept of historical and pedagogical research, which was based on the logic and structure of pedagogical process in its modern sense. Following the named concept allows a logical and consistent way to identify, analyze, synthesize, and extrapolate historical and pedagogical experience in modern educational theory and practice. The results of the study illustrate that the madrasah of pre- revolutionary Russia were prominent professional institutions. The organization of their pedagogical process in general contributed to the preparation of competent professionals. The article can be useful to teachers – the teachers of not only religious but also secular educational institutions, historians and culture experts. Master Program in Economic Growth, Innovation and Spatial Dynamics Russian Monotowns Delgir Maksimova [email protected] Abstract: Monofunctional towns of Russia represent the extreme case of specialized settlements where the socio-economic development mostly or fully depends on the performance of one or a few town-forming enterprises. This phenomenon obtained attention after the Soviet Union collapse, which has resulted in worsening of the socio-economic situation in monotowns. However, since the 2000s the differentiation in the development among monofunctional towns was observed. What can condition such differentiation? In this study an attempt to provide a new perspective, through which monotowns can be studied. The analysis is done in the step- wise manner and based on the developed data matrix and taxonomy of monotowns. Valeev2 1“Bashkirenergo” LLC, Russia 2Ufa State Aviation Technical University, Russia Abstract The paper considers the issue of expertise of “Bashkirenergo” LLC and methods of wires and lightning-conductors of overhead power lines deicing. We have made a duration analysis of the icy season for LLC “Bashkirenergo” energy network and its influence on the reliability of power equipment. We have undertaken an analysis of current activities to prevent and eliminate icing accidents. Using the vast experience of LLC “Bashkirenergo” and academic basis of the Ufa State Aviation Technical University we have developed our own comprehensive contingency plans to prevent and eliminate icing emergencies. These plans include – 1. Preparation and further updating of zoning plans depending on glazed crust thickness; 2. Preparation and further updating of zoning plans depending on recurrence and intensity of conductor galloping; 3. Implementation of active and passive methods of deicing; 4. Implementation of active and passive methods of limitation of conductor galloping; 5. Implementation of computer-aided icing surveillance systems; 6. Staff training and development. The above plans to enhance the reliability of overhead power lines during intensive icing periods will help to improve ice melting systems, ensuring prompt data communication from respective sections of high-voltage lines and extending melting areas. Based on analytical investigations proven by experimental studies we may draw necessary conclusions on the most effective deicing methods and means in the territory of Bashkortostan. -

Study and monitoring of the current condition of Russian single-industry towns are among the most relevant issues of the state’s socio-economic policy: especially within the implementation of national priority projects and the strategy of the spatial development. The purpose of the article is to define specifics of the socio-economic development of single-industry towns in the Republic of Bashkortostan on the basis of complex analysis of empirical data using sociological set of instruments. To achieve this goal, we conducted the analysis of the current state of social and labor sphere, sociological and statistical indicators of population’s living standards. We also studied demographic processes and trends of the Republic’s single-industry towns. The research of six single-industry towns (Blagoveshchensk, Uchaly, Neftekamsk, Belebey, Beloretsk, Kumertau) allowed us to define features of each territory and to rank them according to the level of the socio-economic welfare. -
