MINUTES OF THE CITIZENS’ ADVISORY COMMITTEE Friday, December 7, 2007; 7:30 a.m. 1st Floor Community Room City/School Administration Center Rapid City,

MEMBERS PRESENT: Joe McCarty, Adeline Kalmback, Cal Wiest, Sandra Burns, Marc Jacobs, Tom Bodensteiner, Dennis Landguth and Matthew Fitting

STAFF PRESENT: Monica Heller, Tim Roberts, Jeanne Nicholson, Robert Ellis and Dan Staton

Chairperson Burns called the meeting to order.

PUBLIC INPUT Landguth stated that Kansas City Street turned out well and complimented staff and the consultant for the great job done on this project. He noted that he hoped some of the concepts used on Kansas City Street would be considered in the future for the Road corridor.

Kalmback stated that the newly installed school crossing lights on Anamosa Street are working great.

In response to a question from McCarty regarding jake breaking, Staton advised that an ordinance does exist. A brief discussion followed.

Bodensteiner entered the meeting at this time.

McCarty stated that trucks still continue to use Cambell Street/South Dakota Highway 79 instead of the Southeast Connector. Landguth added that trucks are also continuing to US Highway 16. Discussion followed.

Fitting entered the meeting at this time.

In response to Jacobs’ question regarding the anticipated schedule for Exit 52, Staton advised that the project should be bid the end of January with work to start in the spring.

APPROVAL OF MINUTES OF OCTOBER 18, 2007 MEETING Kalmback moved, McCarty seconded and motion carried unanimously to approve the minutes of the October 18, 2007 meeting.

ELECTION OF OFFICERS Kalmback nominated Matthew Fitting as Chairperson and Bodensteiner seconded the nomination. The Committee voted unanimously to elect Matthew Fitting as Chairperson.

Bodensteiner nominated Dennis Landguth as Vice Chairperson and Kalmback second the nomination. The Committee voted unanimously to elect Dennis Landguth as Vice Chairperson.

OLD BUSINESS

Construction Updates Ellis reported that all City projects are basically shut down for the winter. He noted that the East Mall Drive project between East North Street and LaCrosse Street is in design stage and should be bid in January with construction to start in early spring and that the East Anamosa Street project between LaCrosse Street and East North Street is in the design stage and that construction should also start in the spring. He added that the portion of Eglin Street between the South Dakota Department of Transportation entrance and East North Street is scheduled to begin in July. He added that the realignment of Eglin Street will allow better access to the interstate and that the intersection of Eglin Street and East North Street will have a traffic signal.

Landguth requested that the City consider relocating trees that need to be removed for the new road to the fence line adjacent to the interstate. Discussion followed.

Ellis noted that the East Boulevard/East North Street to Cambell Street project will be in the design stage in 2008 and that this will be a big project that will be completed in phases with work to start in 2009. He added that bike and pedestrian traffic and landscaping will be considered in the design stage.

In response to a question from Kalmback regarding the extension of East Anamosa Street from Menards to Elk Vale Road, Heller advised that the street is included in the Major Street Plan but that the extension will most likely be development driven.

Staton reported that the work under the Cambell Street bridge has been completed, that the Exit 61 project has been shut down for the winter with the exception of setting the structure beams over the eastbound lanes when weather permits, that the grading work is completed on East with a temporary hard service in place for the winter and that the service road through Summerset is completed with the northern portion to be completed in the spring. He added that the repair work at Eglin Street and Elk Vale Road should be completed in a couple of weeks, that the repair work underneath the I-190 bridge should be completed before Christmas and that Reservoir Road will be bid and rebuilt in two phases with work hopefully being completed in November, 2008.

A brief discussion followed regarding traffic delays during the reconstruction of South Dakota Highway 44 East and the completion of the service road at Exit 48.

In response to a question from Kalmback regarding the construction at Rapp Street, Heller advised that this will be an entrance to the Rushmore Crossing Mall and that turning lanes are being added at this location.

Study Updates Roberts informed the Committee that the Draft Report for the Sheridan Lake Road study should be available for Committee review at the January meeting.

Heller stated that the consultants have been compiling information for the Mount Rushmore Road Corridor Analysis and that a public meeting will be held in February to accept comments from the public about how to improve this corridor.

Heller noted that a neighborhood meeting for all property owners will be held for the Southeast Connector Future Land Use Plan on January 24, 2008.

NEW BUSINESS

Request for Approval of the 2009 – 2013 Transit Development Plan Professional Services Agreement with SRF Consulting Services, Inc. in the amount of $75,000 Roberts advised that four consultants were interviewed and SRF Consulting Services, Inc. was selected. Roberts briefly reviewed the concepts of the study and noted that SRF Consulting Services , Inc. completed the 2004 - 2008 Transit Development Plan.

Fitting moved, Kalmback seconded and motion carried unanimously to recommend approval of the 2009 - 2013 Transit Development Plan Professional Services Agreement with SRF Consulting Services, Inc. in the amount of $75,000.

Rapid City Area Travel Survey Study Heller advised that South Dakota has never participated in the National Household Travel Survey and that both the Sioux Falls and Rapid City Metropolitan Planning Organizations would like to be participants in this study. She added that local travel trends will be useful in the updating of the Long Range Transportation Plan and that Rapid City would need to provide $87,500 to purchase 500 surveys.

Bodensteiner moved, Fitting seconded and motion carried unanimously to recommend approval of expending $87,500 of Metropolitan Planning Organization funds as part of a State contract for the National Household Travel Survey.

2008 – 2012 Transportation Improvement Program Amendment #08-002 Roberts informed the Committee that this amendment is to advance funds for right-of-way acquisition along US Highway 16B between South Dakota Highway 79 and US Highway 16.

Kalmback moved, Jacobs seconded and motion carried unanimously to recommend approval of the 2008 – 2012 Transportation Improvement Program Amendment #08-002.

Amendment #4 to the 2007 Unified Planning Work Program Heller advised that the Metropolitan Planning Organization has a half time planner position that has not been filled due to the difficulty of hiring part time professional employees. She added that this amendment is to transfer $9,500 from Personnel Services to Professional Services/Consultant Services so that a consultant can be hired for future land use technical assistance.

Fitting moved, Bodensteiner seconded and motion carried unanimously to recommend approval of Amendment #4 to the 2007 Unified Planning Work Program.

OTHER

Transportation Products and Due Dates Roberts stated that this report is for informational purposes only and that the report identifies the projects that staff will be working on throughout the year.

Roberts stated that at the last meeting, the Committee expressed concern with red light running at Concourse Drive and Elk Vale Road. He added that he was informed that there were some problems with the signals and that they have been repaired.

Roberts advised that he has not received any comments from Pennington County regarding left hand turns at the intersection of Dunsmore Road and Sheridan Lake Road.

Roberts added that police have stepped up patrol on Sheridan Lake Road so hopefully some of the speeding issues will diminish.

Kalmback advised that she has been contacted about the need for a stop light at Haines Avenue and Kathryn Avenue. A brief discussion followed.

Heller advised that the consultants for the “Moving Forward with Ellsworth” have been gathering information and that they have met with Meade County, Pennington County, the City of Box Elder and the City of Rapid City.

In response to a question from Landguth regarding the need for a comprehensive traffic signing study, Heller advised that a Wayfinding Sign Plan has been included in the 2008 Unified Planning Work Program. She noted that at this time, there is no funding for the local match. Additional discussion followed.

Roberts thanked Sandra Burns for the great job she has done as Chairperson.
