Chairperson Heller called the meeting to order.

Heller introduced and welcomed Larry Squires from the Federal Transit Administration to the meeting.

PUBLIC INPUT None

APPROVAL OF MINUTES OF APRIL 16, 2009 MEETING Remmich moved, McMahon seconded and motion carried unanimously to approve the minutes of the April 16, 2009 meeting.

OLD BUSINESS

Construction Updates Staton reported that Exit 52 is open, that the grading work for the westbound lanes is nearly completed and that the paving of the westbound lanes is getting started with an anticipated completion date by the end of July. He noted that work continues at the intersection of Peaceful Pines Road and South Dakota Highway 79. He added that the South Dakota East Highway 44 project to the Airport has been completed and that the South Dakota East Highway 44 paving project from Scenic to Conata Basin Road should be completed by the end of July. He added that the Interstate project from Sturgis to Tilford has been completed, that mainline paving of the eastbound lanes from Exits 28 to 32 should be completed by late July and that the bridge work has started at Exit 30.

Tech advised that East Mall Drive should be open by the end of June and that work has started on the West Main/44th Avenue project. In response to a question from Heller regarding sidewalks on East Mall Drive, Tech advised that no sidewalks will be constructed in conjunction with this project.

Rich informed the Committee that the consultant has started working on the Elk Creek Realignment Study, that the Deadwood Avenue project will start in 2010 and that Sly Hill Road is closed and will not be open during the Sturgis Rally. A brief discussion followed.

McMahon reported that work is underway on the Ellsworth Road project and that it should be completed in July.

Study Updates Heller informed the Committee that work continues on the Long Range Transportation Plan and that the survey results should be available at the July meeting. She added that the consultants will be working on the Traffic Model for the next couple of months and that focus group meetings will start in September. She advised that the City Council has continued the Spring Creek Neighborhood Area Future Land Use Plan to September to allow property owners to provide additional comments regarding several major road connections.

NEW BUSINESS

Request Approve of the 2008 Traffic Counts Book Heller thanked John Less for updating the 2008 Traffic Counts Book and advised that this item is being provided to the Committee for informational purposes only.

Harris moved, Jennissen seconded and motion carried unanimously to acknowledge receipt of the 2008 Traffic Counts Book.

Request Approval of the Amendment to the 2009 Unified Planning Work Program to include the Bicycle/Pedestrian Master Plan Heller explained that staff has received public comments about alternative modes of transportation during the Long Range Transportation Plan process. She added that the Bikeway/Walkway Plan needs to be updated but was not included in the tasks of the 2009 Unified Planning Work Program. She noted that this amendment would allow the Bikeway/Walkway Plan to be updated.

Tech moved, Sagen seconded and motion carried unanimously to recommend approval of the Amendment to the 2009 Unified Planning Work Program.

Request Approval of the Request for Proposals for the Bicycle/Pedestrian Master Plan Heller briefly reviewed the tasks of the Request for Proposals. She added that Task 6 should also include that the Plan will be presented to the Metropolitan Planning Organization.

Staton moved, Remmich seconded and motion carried unanimously to authorize staff to advertise the Request for Proposals for the Bicycle/Pedestrian Master Plan.

Request Approval of the Request for Proposals for the Piedmont Valley Future Land Use Plan Heller advised that this will be the first Future Land Use Plan completed in Meade County and that it includes Piedmont and Summerset. She noted that Meade County will provide the match for this project.

McMahon moved, Tech seconded and motion carried unanimously to authorize staff to advertise the Request for Proposals for the Piedmont Valley Future Land Use Plan.

Request Approval of the 2009-2013 Transportation Improvement Program Amendment #09-010

Heller reminded the Committee that they recommended approval of this amendment at the April meeting and advised that the Executive Policy Committee continued this amendment to the June meeting to allow the State to provide additional information. She stated that Mayor Dial expressed concern with this project being delayed. Remmich explained that the delay is with the bidding schedule and that the project will be completed in the same construction season.

Remmich moved, Rich seconded and motion carried unanimously to recommend approval of the 2009-2013 Transportation Improvement Program Amendment #09-010.

Request Approval of Transportation Improvement Program Revision Process and Guidelines Heller advised that the Committee recommended approval of this item at the April meeting but that the Executive Policy Committee continued it to the June meeting. She explained that the Executive Policy Committee requested that the statement “The State and Metropolitan Planning Organization share the right to terminate these guidelines upon a thirty (30) day written notice by either party to the other party.” be added to the agreement.

McMahon moved, Sagen seconded and motion carried unanimously to recommend approval of the Transportation Improvement Program Revision Process and Guidelines.

Request Approval of the Citizens’ Advisory Committee, Technical Coordinating Committee and Executive Policy Committee Bylaw Amendments – Draft Report Heller informed the Committee that no changes were made to the Citizens’ Advisory Committee and Executive Policy Committee Bylaws. She added that staff will be looking for individuals from the disabled community, bike/pedestrian community and the City of Box Elder that would be interested in being a member of the Citizens’ Advisory Committee. She reviewed the changes to the Technical Coordinating Committee Bylaws. McMahon suggested that a representative from the Box Elder Police Department be added to the Technical Coordinating Committee. Remmich stated that the SDDOT-Office of Air, Rail and Transit should be changed to SDDOT, Local Transportation Program. Harris advised that the correct name for the school district is Meade School District 46-1.

Rich moved, Harris seconded and motion carried unanimously to recommend approval of the Citizens’ Advisory Committee, Technical Coordinating Committee and Executive Policy Committee Bylaw Amendments – Draft Report with the noted changes.

Request Approval of Operations Plan – Draft Report Heller advised that the Operations Plan is being updated to include the revised Bylaws and to make some grammatical changes to the text.

McMahon moved, Jennissen seconded and motion carried unanimously to recommend approval of the Operations Plan – Draft Report.

Request Approval of the Road Central Corridor Analysis Study – Draft Report Heller informed the Committee that the first phase of reconstruction will be from Cathedral Drive to Saint Patrick Street and that the South Dakota Department of Transportation has it scheduled for 2014. She briefly reviewed the study boundary area, land uses, typical road sections, medians, sidewalks, bike lanes/boulevards, streetscape, midblock crossing, landscaping, parking nodes, signage and power lines. A brief discussion followed.

Remmich moved, Staton seconded and motion carried unanimously to recommend approval of the Mount Rushmore Road Central Corridor Analysis Study – Draft Report.

INFORMATIONAL/DISCUSSION ITEMS Heller reminded the County and City Committee members that their project lists for the 2010- 2014 Transportation Improvement Program need to be turned in so that they can be included in the Draft Report that will be available for Committee review at the July 9, 2009 meeting.

Heller advised that the State Transportation Improvement Program meeting will be held on July 16, 2009 at the Ramkota.

Heller advised that an Open House will be held on June 25, 2009 at Spearfish City Hall regarding US Highway 14A from Exit 14 through Spearfish Canyon.
