A brief on Vikas Sahyog Kendra (VSK)

Vikas Sahyog Kendra (VSK) is a non-government organization which evolved from a larger campaign on water resources and a Drought Proofing Campaign (Sukha Mukti Abhiyan) in Palamau District, in the early nineties. The Campaign was anchored by by Pani Chetna Manch, a forum comprised of NGOs, social activists, researchers, engineers and scientists. Most founder members of VSK were associated with Sukha Mukti Abhiyaan through which 140 water-harvesting structures in 125 villages. This had demonstrated local water management as an effective alternative to the building of large dams. Pani Chetna Manch transformed into Vikas Sahyog Kendra as a registered organization in 2000. Since its formal registration, VSK has been working in three districts – Palamau, and that constituted the erstwhile Palamau district.

VSK works with a mix of rights based approach with development initiatives to secure access to natural resources, public investments and welfare benefits that contribute to livelihoods of Adivasis and Dalits. The approach comprises of organizing and capacitating the primary stakeholders into common interest groups, establishing their specific advocacy forums at multiple levels to collectively access resources and provide technical support.

VSK has worked on numerous of programmes at State, district, block and panchayat level emphasizing the issues of land and livelihood rights of poor and marginal. It has been addressing the problems and issues expressed by the deprived communities in rural areas with exceptional focus on rights and development of Adivasis, Dalit and Women. VSK has alliances with various national and state level networks like Revitalizing Rain-fed Agriculture Network (RRAN), NREGA watch, Right to Food etc.

Water Resource Development

During the previous year activities were conducted under the water node for fulfilling our objective of increasing the availability of water for provision of life saving irrigation resulting in fewer incidences of crop failure and community capacitated for sustainable use of ground water. The sub-activities under the theme are as follows:

a) Critical /protective irrigation model

Efforts were made for crop security through protective irrigation. In Manika, 19 villages have been supported with diesel pump. Around 60 farmers used diesel pump in rent for irrigation. This irrigated a total of 164 acres of land. In Chattarpur several initiatives were taken for the purpose of strengthening the modalities of water user group. Community meetings of Jaura Harhi tola Karmahi Ahar lift user group were conducted in the meeting agreed norms which were Non-negotiable rules and regulation for critical irrigation farmer’s group, additional rule and rate of irrigation and return of investment modality for the Jaura Harhi tola Karmahi Ahar lift user groups was set up. As part of follow-up on these norms focus was given on community contribution and return of crops as per the rate of irrigation. Training was given to the farmers on the use of sprinklers and its application in different crops. Practical demonstration was given to farmers on this regard. Also training was given to the maintenance committee for the upkeep of pump and pipes.

A comprehensive plan for 100 hectares protective irrigation model was done in Jaura village of Murmudag Panchayat, Chhattarpur. In this plan a complete study was done on the land, soil, water resources, cropping pattern in each season of the 100 hector patch. Patch wise data was taken and social & resource map was also prepared. Alongside, water irrigation source and medium was also identified and planned for.

b) Participatory Ground Water Management

Efforts were made for capacitating the team under water node on various technical and practical nuances of surface and ground water – calculation & quantitative estimation, discharge, recharge, aquifer, drainage, techniques of water distribution etc. Through training the team got knowledge on various propositions of groundwater use and management and water sharing techniques and operationalization of community user group. For complete study of ground water three villages were chosen as pilot for Participatory Ground Water Management in Chhattarpur block. In these villages a study of ground water sources, location and mapping was done.

c) Construction of water harvesting structures through MGNREGA and participatory water security plan

As part of Intensive Participatory Planning Exercise (IPPE) conducted for preparing village development plan in Chhattarpur and Manika block, several schemes were planned at village level. In these plans major focus was given on water security through construction of water harvesting structures. These plans were proposed through MGNREGA and convergence from other departments. Estimation of these schemes was completed. Documentation of plan, location, beneficiary, estimation convergence etc was also done. Through NREGS following structures for water resource development was sanctioned in Chattarpur:

Land resource development through sustainable agricultural practices

Several initiatives were taken for promotion of adaptation of sustainable agricultural practices and development of land resources. The objective was to enhance the crop productivity through land improvement and soil enrichment. The sub-activities under this theme are as following:

a) Promotion of bio-manure and bio-pests

Efforts were made for household preparation and usage of various bio-manure and bio-pests including compost, vermi-compost, jeevamrit, neemastra etc. Various achievements in this respect is as following

In Chhattarpur, 1000 acres of land use of bio-manure was completed in a total of 25 villages, with coverage of at least 40% farmers using bio-manure. Where as in Manika following was the quantitative achievement in terms of soil health:

During the previous year 16 panchayat level training cum demonstration programs was conducted on soil health (Bio-manure and Bio-pesticide) in which 700 farmers participated. Whereas in Manika 45 such programs were conducted in which 945 farmers participated.

b) Promotion of agronomic practices

With the objective of promoting improves practices in agriculture various agronomic practices were promoted. These practices helped in reducing the input cost in cultivation and also increased the productivity. One of the important techniques which was promoted for paddy cultivation was the System of Rice Intensification (SRI) method. Following table gives quantification for the numerical achievements with regards to SRI during the previous year:

A total of 495 farmers followed the mixed cropping pattern on 564.28 acre with maize and Pigeon pea. As a result, 75% of the input cost decreased on pest control. Along with mixed cropping, efforts were made for adaptation of line sowing. As part of this, model patches were selected for demonstrating the improved production through line sowing of Pigeon pea. A total of 9 acres was covered for this demonstration. System of Wheat Intensification (SWI) was also promoted during the previous year.

During the previous year 10 panchayat level training cum demonstration programs was conducted on SRI in which 650 farmers participated. Whereas in Manika 31 such programs were conducted in which 576 farmers participated.

c) Promotion of Vegetable cultivation through improved methods

Vegetable cultivation was prompted in Bari land for the purpose of consumption and nutrition enhancement. Use of locally produced bio-manure and bio-pests was promoted for its growth and pest reduction or control. Though the vegetable production was basically for household consumption, there were reports farmers getting additional income from its sale. Cultivation was promoted for both the season. For Kharif season vegetable nursery was set up in 8 Panchayats in Chattarpur. These nursery vegetable cultivators applied scientific method for vegetables plants (tomato, cauliflower, brinjal etc.) rearing. The nursery entrepreneurs received training from scientists from Zonal Research Station, Daltonganj. On an average these entrepreneurs earned Rs. 5000 through the sale of vegetable plants. Additionally, mixed vegetable practice was promoted and adopted in Maika. A total of 863 farmers’ practices mixed vegetable farming in 54.36 acres of land.

During the previous year 8 panchayat level training cum demonstration programs was conducted on vegetable cultivation (Nursery and disease management) in which 280 farmers participated. Whereas in Manika 32 such programs were conducted in which 424 farmers participated.

d) Promotion of millet cultivation and consumption

Millet cultivation was promoted in the villages through use of campaign and training on different recipes prepared from Millets. The campaign for millets cultivation and consumption was done through various cluster and village level meetings. Visual communication material was used to describe the nutrient benefits and low cost of production incurred through millets (madua, sava, gondli). A training of trainers for millets recipe was organized at Chattarpur block. A total of nine dishes were prepared from Madua, Sava and Gondli. Through this training 13 master trainers were trained. They in turn gave training in four clusters in which a total of 200 women learned various dish items prepared from millets. Advocacy was also done for

10 | P a g e promotion of millets for household nutrition security. Discussion with D.C was done for inclusion of millets in ICDS and PDS.

e) Promotion of improved seed and systems for seed management

Seed bank has been initiated for the purpose of preservation, storage and rotation of traditional and improved variety seeds. The purpose of formation of seed bank is to make the farmers use good quality seeds and be less dependent on market seeds. Presently, the seeds in the seed bank are being revolved among farmers with maintenance of stock and cash. The seed bank system is the community based seed collection and distribution platform where, farmer takes the seed required for the cultivation. In Manika and Chattarpur block 17 and 5 seed banks are being operated respectively.

During the previous year 5 panchayat level training cum demonstration programs was conducted on Seed Bank (Seed treatment, sowing & production) in which 30 farmers participated. Whereas in Manika 31 such programs were conducted in which 623 farmers participated.

Agriculture allied activities – Livestock

Livestock is an integral part of farming systems especially in the context of rain-fed regions like that of Palamu and . Activities were initiated with the purpose of increasing the income of farmers through livestock based livelihood interventions. Following were the sub-activities under this theme:

a) Setting up systems for community managed health care systems

For streamlining livestock health care system community Para-vets provided service in terms of vaccination, assistance to farmers in preparation of goat elevated platform and azola unit. For providing vaccination to large ruminants, small ruminants and desi bird the para-vets charged a service fee of Rs. 10, Rs. 5 and Rs. 2 respectively for each. Training was given to the Para-vets on vaccination, identification of disease systems and primary health care measures through the staff of Block Animal husbandry department. Apart from this monthly meetings were organized with the Para-vets to review their work and also providing training.

Immunization camp in the village has been set up for vaccination to small & large ruminants and desi birds. Following were data provided at the end of the year:

b) Improving goat production systems

For the purpose of intervention on improvement of goat health, promotion of goat elevated platform was done in the project area. The model for goat elevated platform is of dimension 3 ft to 4 ft long, 2.5 ft wide and 2 ft height from the ground. The cost of the preparation of the platform is very low as it is prepared from locally available material. The labour required is also less. In the platform one doe goat and two to three kids easily reside. With these platforms, all the urinal and solid materials fall on the ground and cleaning the material becomes easier. This also helps in keeping the area clean and dry. During the previous year a total of 225 households have constructed these platforms. For the purpose supplementary nutrition to goat, azola grass units were promoted. This grass is a good source of nutrient fodder. A total of 75 household initiated the establishment of Azola units.

c) Backyard poultry

For the purpose of promotion of rearing of desi birds and income through it, poultry breeding centres was set up Chhattarpur block. The breeding centre was setup so as to make availability of healthy chicks and hen to households at panchayat level. Three such breeding centres were developed. In these centres care was given for providing natural fodder and on time vaccination to chicks and birds. Status of breed farm is given below:

Efforts were made for establishing these poultry breeding as an important location or source for availability of vaccinated chicks and adult birds for household rearing.

With the existing model and knowledge established under livestock programme, steps were taken for identification of various schemes which can provide impetus to livestock health, income derived and integration with natural resource management. Number of activities was proposed in each village including goat shed, cattle shed and poultry shed. A total of 10 Poultry shed and 14 cattle shed was passed through NREGA. A convergence plan was also prepared for strengthening goat production systems, backyard poultry production systems, community Para-vets systems in Chhattarpur.

During the previous year 10 panchayat level training cum demonstration programs was conducted on livestock (Desi Bird vaccination and health awareness) in which 650 farmers participated. Whereas in Manika 24 such programs were conducted in which 588 farmers participated.

Agriculture Allied activities – Fisheries

There is a high potential for inland fisheries in rain-fed regions. There are seasonal and non- seasonal water bodies in both Manika and Chhattarpur block with ownership mostly individual and some common. Activities were initiated with the purpose of increasing the income of farmers through fisheries based livelihood interventions. Following were the sub- activities under this theme:

a) Baseline on water bodies, farmers etc.

For the purpose of identification of location of water bodies (GPS), its size, ownership, purpose, water and soil quality and other socio-economic required information, a baseline survey was conducted during the previous year. This baseline survey was conducted with a mobile Android based application. By the use of this application a proper data base was prepared for each water body. Also localization of technology was done through the use of this application by community resource persons.

Fisheries programme was conducted in three blocks. Following is the coverage in each block.

b) Provision of technical support for scientific fish cultivation

A package of practice was prepared and promoted for scientific fish cultivation. Water body based advisory containing the pre stocking and stage wise requirements (liming, feeding etc.) was generated and training and on site facilitation was also given to fish farmers. Apart from the advisory, a list of IC material on fisheries was prepared and distributed

c) Linkage with district and state fisheries department

Linkage was established with the fisheries department in the form of involving the farmers to the training programs organized by the department. Various training programs including trainings on seed production, fish rearing and integrated fish framings was organized by the department.

d) Promotion of various entrepreneurships related to fisheries

Nursery network – Strategic planning and developing the nursery network has been a way forward to a success. Forty two number of nursery ponds has been identified in Manika blocks whereas 6 no. and 7 no. of nursery ponds has been used for seed rearing in Naudiha bazaar and chattarpur block of Palamau districts respectively in this year. Technical training has been provided by the government as well as the organization.

In Manika block, the nursery number vary from 3-10 at each panchayat. The nursery network developed at panchayat level has streamlined the project value by fulfilling the demand of seeds. Hence availability of quality seeds, low cost of seeds and reduced in the transportation had shown more interest in fish farming.

Seed stocking - Comparison to previous year, tremendous effort has been made in respect to seed stocking. This year team has been able to stock the different types of seeds (spawn, fry, and fingerlings) in three blocks. CRP were able to motivated the farmer and able to collect the worth Rs 13, 65,814 as farmers contributions. Therefore 474 acre consisting 423 number of water bodies has been taken up under fisheries programs. Only the

Hatchery unit – Timely seed availability is one of biggest challenge in fisheries activity. The present seed (spawn/fry/fingerling) availability is being met from sources outside the Jharkhand state. Keeping these issues in mind one portable Hatchery unit was established in Risiyapa village of Naudiha block. The training for seed production through hatchery was received from CIFA, Bhubaneswar by our staff. After several rounds of effort and struggle 8 lakhs spawn was produced from this unit.

Ensuring rights, entitlement and improving local governance system

This theme was implemented with the objective to ensuring entitlement of government schemes and services by the people. The ultimate aim was that the village community and PRIs are empowered and capacitated enough to drive the overall development process and thereby create a conducive environment for accessing rights and entitlement. Following sub-activities were conducted under this theme.

a) Improved reach of farmers on social security schemes and services

Establishing Help centre cum Information Resource Centres for grievance redressal mechanism – During the previous year a total of 7 information resource centre was established at the panchayat level in Manika Block. In Chhattarpur one Block level Help Centre was established at the Block Premises. The main purpose of these centres are that villagers can access information on provisions of government schemes, notices and regulation, BPL list, pension list, beneficiary list of other programmes, MGNREGA work related information etc. This information which was kept in secrecy by the panchayat and block officials are now being displayed and informed to the villagers visiting these centres without any cost. The other major purpose is to help the villages in writing and registering a written complain on non-availability or inaccessibility of a particular government scheme. These complain or applications are taken up for advocacy with respective government department. All these complain or applications are well documented for the purpose of case building for advocacy purpose. The table given below gives the details of applications filed and number of people visited these centres in Manika Block:

Operation of Panchayat secretariat especially at Rozgar Divas – Advocacy was done for regular opening of Panchayat secretariat and implementation of various schemes through it. Through this the Panchayat Sevak, Rozgar Sevak and PRI members attended to the various issues or grievances of the panchayat members. The VSK team helped the panchayat members in filing of complain or application for execution and access to various social security schemes and services.

b) Set up mechanism for transparency & accountability

Community based monitoring of social security schemes – Regular monitoring of implementation of social security schemes was carried out throughout the year. The focus was to capacitate the Gram Panchayat level committees for their role of monitoring of schemes in their village. Village level meetings were conducted with these committees and leader. The table given below gives the detail of monitoring points and its result due to interventions.

Regular monitoring of implementation of MGNREGS – During the previous year efforts were made for proper implementation of MGNREGA. The team of experts visited the worksite and advocated for proper worksite facility and availability of muster roll and board. Active members from SHG were given training as mates so as to reduce the corruption level. A total 26 SHG mates was developed. Also training was given to 60 local village resource person. Work demand, implementation and timely wage payment issues were worked along the labour groups. A total of 224 labour groups (with 12 to 18 members in an average) were activated through village meetings. In Chhattarpur block, a total of 533 new Job card were made, 391 new bank accounts were opened and 55250 labour was generated throughout the year.

Social audit and public hearing were conducted in 36 village 41 school of Manika. The issue covered was education. After the Social Audit, Public hearing was conducted in Manika Block. A total of 279 people (123 women and 156 men) participated. Block education officer (BEO), Block Resource Coordinator (BRC) and government officials attended the meeting. The action plan of the hearing was that in each village steps will be taken for strengthening of community based organization (CBO). Plan was also made for community based monitoring of social security schemes.

Social audit was also conducted in 7 Panchayat in Public distribution service (PDS) of Manika block. After completion of social audit in the hearing session lots of gap found in the system,

12% of the population don’t have ration card, dealers giving less ration to the beneficiaries. The officer (SDO, BDO, MO) from the govt. department were present in the session. People identify the dealer and presented to the officer for giving less food material and raise the voice for any action. The SDO immediately eliminated the dealer and cancel the licences.

In Chhattarpur social audit was conducted on MGNREGA in 5 panchayats by the MoRD, Govt. of Jharkhand. The VSK team supported the government in conducting the audit and bringing our various cases in which discrepancy were made.

C) Capacitating the Community Based Organization (CBOs) and Gram Sabha on the effective functioning

Intensive Participatory Planning Excursive – Facilitation for preparation of comprehensive village development plan for 52 and 32 villages of Chhattarpur (13 Panchayat) and Manika (8 Panchayat) respectively was conducted during the previous year. The process of planning and identification of projects were started in a participatory manner at the habitation level, reflecting the needs and aspirants of the local people. Maximum participation of women, SC/ST and the poor were ensured in this process. The plans were approved in the Grab Sabha. The principles used for preparing the plan includes the judicial use of existing resources of land, water and forest for asset development of the village used for livelihood enhancement. Focus has been given on coverage of economically backward households. Importance has also been given on community participation in deciding the plans. Through the process of preparation of these plans, the Gram Sabha has been empowered along with PRI members and village leaders.

Planning for works and preparation of Labor Budget – Baseline survey of job card holders were conducted to assess the volume and timing of demand for work in Chattarpur Block. This was done so as to assess the quantum and timing of demand for employment in the GP. After the labor budget was formulated on the basis of survey of job card holders, the Annual labor budgets for the year 2014-2015 was also prepared.

Implementation of village plans through MGNREGA – After preparation of the plans, efforts were made for initialisation of the work through its administrative and technical sanctioning. A work demand campaign was initiated by our village volunteers. They demanded work through our labour and ensured that the e-muster roll in issues. Regular monitoring of process and work implementation was done till the timely payment of wages.

Following is the highlights of the major capacity building initiatives for effective functioning of Gram Sabha and CBOs:

 During the previous year, 4 block level meetings of core group members of Gram Swaraj Abhiyan were conducted. In the meeting 80 male members and 49 female members participated. During them meetings strategies were made for block and district level advocacy.  Monthly block, district and State level meetings of Van Adhikar Manch was conducted during the previous year. A total of 516 participants (180 female) attended the meeting. During the meetings action plan was made for lisoning and advocacy with government officials and ministers.  During the previous year Forest rights committee (FRC) meetings were conducted at village level. A total of 126 meetings were conducted in which 115 Female and 899 male members participated.  A Block level Mazdoor Adhikar Divas was organized on 2nd Feb. 2015 at Chhattarpur Block. More than 500 workers participated in the gathering. Issues of work opening, delay payment, job card etc was discusses. The labour demanded for strict functioning of panchayat at Panchayat Divas. Block level officials also participated in the meeting.  A five days camp for Making Job Card, Adhar Card and opening bank account was organized at Chhattarpur block by the cooperation of BDO. The camp was organized from 5 to 9 May 2015 in which Mukhiya, Rojgar sewak, Block Program Officer, Bock labor extension officer and cluster facilitators team participated. In this Camp 68 Adhar Card, 377 Job Card was made and 188 bank accounts were opened.  A one day seminar on MGNREGA was organized at Chhattarpur at 6th September 2015. The program was aimed to form a community or a group of laborers at the block level. Thousands of villagers have gathered to participate in this program. They are mainly from remote areas of Chhattarpur block, where MGNREGA Act is supposed to be implemented by Government officials.

Institution and capacity building for value addition to primary produce

During the previous year efforts for setting up foundation for Farmer Producer Organization (FPO) so that farmers from targeted villages enjoy easy accessibility to quality agri-input and have better bargaining capacities. Legal formalities for formation of two Block level FPO (Chattarpur and Manika) and one Cooperative (Naudiha Bazaar) were done for its registration under Companies Act and Co-operative Act. A total of 327 members have been enrolled in FPO. They have given share capital of Rs. 500 each and additional membership

Exposure visit - With the objective of better understanding of operation of FPO a team of 20 members including women leaders from different villages visited to Ram Rahim Producer Company Ltd. Dewas Madhya Pradesh on 2nd September 2015. During the visit the women leaders interacted with the board member of Ram Rahim Producer Company Ltd. This visit provided them some confidence of running a business firm.

Capacity building of staff and team – Twenty core staff members of VSK attended the three days training programme on FPO. During the training programme training was given on role, challenges, and requirements of supporting organization for setting up FPO. The training

25 | P a g e was provided by ALC ltd. Also recreational activities like flag hoisting in independence day and games was organized for group collectivization process.

Identification of business plan – After a series of discussion and study business plan for Arhar, Maize was prepared. The business plan included the procurement plan and sales was taken into consideration.

Mobilization of farmers for share capital – Various meetings with SHG and non-SHG members were conducted for the purpose of making them convince of the role played by the FPO in forward and backward linkages and the member’s stake in the company. Fund leverage from NABARD for formation of Farmer Producer Organization – For the purpose of setting up institutional mechanism for formation of FPO advocacy with NABARD was done. For this purpose field visit for NABARD DDM (Mr. Kishor Tirkey) was organized. During the visit a meeting was organized for women leaders. This meeting was attended by around 180 women leader from five panchayts. Discussion was done regarding the need for forward linkages of primary produce. Field visit was done for demonstration of SRI production, bio-manure preparation & usages and poultry breed farm for desi birds. After a series of discussion at district and state level, POPI grant was sanctioned by NABARD. Around 9 lakhs fund leverage for done as part of Producer Organization Promoting Institution (POPI) grant for Chhattarpur block.

District level advocacy with the District Collector – Efforts were made for materializing the agenda of RRA for setting up model for convergence. RRA-CFT convergence plan was developed to fulfill this agenda. Numerous meetings were held with D.C over the same. District level coordination committee was formed which included the District Collector, District Development Officer, PMRDF and heads / representatives from each line department. Department wise convergence plan was submitted to each department and regular advocacy for sanctioning of the schemes was done.

State level advocacy for NMSA – Efforts were made regarding taking up Chhattarpur Block under CCSAMMA component under NMSA. Regarding this several interaction was done with the Principal Secretary of Agriculture Department, .
