The Campaign was anchored by by Pani Chetna Manch, a forum comprised of NGOs, social activists, researchers, engineers and scientists. Most founder members of VSK were associated with Sukha Mukti Abhiyaan through which 140 water-harvesting structures in 125 villages. This had demonstrated local water management as an effective alternative to the building of large dams. Pani Chetna Manch transformed into Vikas Sahyog Kendra as a registered organization in 2000. Since its formal registration, VSK has been working in three districts – Palamau, Latehar and Garhwa that constituted the erstwhile Palamau district. VSK works with a mix of rights based approach with development initiatives to secure access to natural resources, public investments and welfare benefits that contribute to livelihoods of Adivasis and Dalits. The approach comprises of organizing and capacitating the primary stakeholders into common interest groups, establishing their specific advocacy forums at multiple levels to collectively access resources and provide technical support. VSK has worked on numerous of programmes at State, district, block and panchayat level emphasizing the issues of land and livelihood rights of poor and marginal. It has been addressing the problems and issues expressed by the deprived communities in rural areas with exceptional focus on rights and development of Adivasis, Dalit and Women. VSK has alliances with various national and state level networks like Revitalizing Rain-fed Agriculture Network (RRAN), NREGA watch, Right to Food etc. Mission: Enabling the vulnerable and voiceless communities to assert rights and develop their capacity. Vision: Creation of a society based on justice and free from poverty and exploitation. OF VILLAGE 54 42 5 | P a g e Water Resource Development During the previous year activities were conducted under the water node for fulfilling our objective of increasing the availability of water for provision of life saving irrigation resulting in fewer incidences of crop failure and community capacitated for sustainable use of ground water. The sub-activities under the theme are as follows: a) Critical /protective irrigation model Efforts were made for crop security through protective irrigation. In Manika, 19 villages have been supported with diesel pump. Around 60 farmers used diesel pump in rent for irrigation. This irrigated a total of 164 acres of land. In Chattarpur several initiatives were taken for the purpose of strengthening the modalities of water user group. Community meetings of Jaura Harhi tola Karmahi Ahar lift user group were conducted in the meeting agreed norms which were Non-negotiable rules and regulation for critical irrigation farmer’s group, additional rule and rate of irrigation and return of investment modality for the Jaura Harhi tola Karmahi Ahar lift user groups was set up. As part of follow-up on these norms focus was given on community contribution and return of crops as per the rate of irrigation. Training was given to the farmers on the use of sprinklers and its application in different crops. Practical demonstration was given to farmers on this regard. Also training was given to the maintenance committee for the upkeep of pump and pipes. A comprehensive plan for 100 hectares protective irrigation model was done in Jaura village of Murmudag Panchayat, Chhattarpur. In this plan a complete study was done on the land, soil, water resources, cropping pattern in each season of the 100 hector patch. Patch wise data was taken and social & resource map was also prepared. Alongside, water irrigation source and medium was also identified and planned for. 6 | P a g e b) Participatory Ground Water Management Efforts were made for capacitating the team under water node on various technical and practical nuances of surface and ground water – calculation & quantitative estimation, discharge, recharge, aquifer, drainage, techniques of water distribution etc. Through training the team got knowledge on various propositions of groundwater use and management and water sharing techniques and operationalization of community user group. For complete study of ground water three villages were chosen as pilot for Participatory Ground Water Management in Chhattarpur block. In these villages a study of ground water sources, location and mapping was done. c) Construction of water harvesting structures through MGNREGA and participatory water security plan As part of Intensive Participatory Planning Exercise (IPPE) conducted for preparing village development plan in Chhattarpur and Manika block, several schemes were planned at village level. In these plans major focus was given on water security through construction of water harvesting structures. These plans were proposed through MGNREGA and convergence from other departments. Estimation of these schemes was completed. Documentation of plan, location, beneficiary, estimation convergence etc was also done. Through NREGS following structures for water resource development was sanctioned in Chattarpur: Estimated Total Type of scheme cost ( Lakh No. Rs.)
