In 1982 it was only 604 voters (it's going downhill, folks). This doesn't bother most people, because they have no idea of who's running. Why should somebody vote for a candidate they've never met? Voter apathy isn't something we Americans aren't used to, because the U.S. has had this problem for at least a decade in general elections. Country-wide, the electorate has become more cynical. College-wide, the electorate (students) have come to the correct conclusion that it makes no difference who is elected, because the same obsolete bureaucratic machinery will remain in place.
