1.1 LETTER FROM THE CHAIRMAN Dear Competitor, I’m pleased to introduce this Rally Guide 1 for Kennards Hire Rally Australia 2019. The Guide reveals many changes for this year’s closing round of the FIA World Rally Championship – the 27th Australian WRC, incidentally. Clerk of the Course Wayne Kenny and his organising team have listened to driver and fan feedback after 2018 and as a result the challenge for this year will be different from the first day to the last. One important change is that the first competitive day will be Thursday, not Friday as in the past. We’ve brought forward the Destination New South Wales Super Special Stage from Friday-Saturday to Thursday-Friday, while Saturday evening has been reserved for some great fan entertainment at the Pedders Rally Central service park. You will also see in the details later in this Guide that the harbourside SSS layout has been substantially changed. This year, the stage will loop behind the hilltop Red-C Events building, adding a little distance, some fresh driver challenges and more excitement for spectators. There will be a holding area and tyre-warming area near the start control and the stop control will be closer, meaning the entire venue will be more compact and involving for fans. Thursday afternoon’s Rally Show and Ceremonial Start will be staged right outside the ticket gates to the SSS and we hope to attract many more spectators as a result. At Pedders Rally Central service park, we plan to have plenty of activations, entertainments and store outlets to bring in the crowds every day. At this time last year, who would have thought the FIA World Rally Championship would end in such a dramatic three-way fight here on the Coffs Coast, on the last day of the last round of the series? Interest from around the world was enormous and unprecedented. And yet here we are again, with six rounds still to run, and Ott Tänak, Sébastien Ogier and Thierry Neuville are again holding us spellbound – and hopefully the fight again will continue to the last stage of the last day of the last round of 2019! The WRC continues to prove itself the most dramatic and unpredictable series in world motorsport. As competitors at any level, you’re all part of this magnificent show and we welcome you and wish you an exciting and memorable experience. While you’re here for the rally, I hope you can find time during your visit to experience the magnificent Coffs Coast host region. It’s home to so many wondrous natural attractions, from rainforest to ocean, and abundant cultural experiences.

1.2 ENVIRONMENTAL STATEMENT Rally Australia has in place an environmental management system that has been recognised by the FIA at the highest level of accreditation. There are a number of important rules to follow when undertaking activities out on the course or in the Service Park. Stormwater that flows to drains around the Service Park is not treated and discharges directly to the sea via Newport and Boambee Creeks. These creeks are popular for recreation and have significant environmental values. They are also in close proximity to the Coffs Harbour State Park and the Solitary Islands Marine Park. The Service Park on Stadium Drive is also located close to forest areas so koalas, wallabies, bandicoots, echidnas, snakes and other native animals unique to Australia may be encountered. Do not interfere or harass any native animals and take care when moving vehicles and equipment to avoid contact. While many snake species are harmless there is a strong probability that any snakes encountered may be venomous. Report snake sightings to the Service Park officials who will summon a trained snake catcher to remove the animal if required. Do not attempt to kill or move any native animals, and especially snakes, that you might encounter. Teams are requested to take special care when undertaking maintenance and repair operations in the Service Park area to avoid spilling fuel, oils and other chemicals or discharging wastewater to the many drains installed around the service park. Where wastewater needs to be discharged it should be directed to the sewerage system. Teams are to seek advice from Service Park officials who will confirm if the waste is appropriate to discharge and identify where the sewerage system access points are located. Teams using high pressure cleaners, such as for wheel washing, must use their own wheel-wash bays, or those provided by Rally Australia, to ensure that seeds, soil and sediment are contained and not disposed of into the stormwater drains. Greywater from washing, kitchens and catering must also be contained for appropriate disposal – either to the sewerage system or by the pump out trucks that service the site.

RALLYAUSTRALIA.COM.AU 2 Service Park officials can provide on-site advice on the location and scheduling of these services. ISO liquid containers are available to teams for containing wastewater. Ensure that your contact the Service Park Manager if you require these for your site. Teams are requested to always use chemical-impervious ground sheets when performing maintenance or repairs on competition vehicles to prevent spills of oil, fuel, coolant and brake fluids from coming into contact with the service park tarmac. Waste oils and hydraulic fluids should be disposed of to the drums in the orange plastic over- packs labelled “Waste Oil” which are located throughout the service park. Other hazardous material such as batteries, broken windscreen glass, oily rags, used clean-up absorbents, chemicals and any dirt collected from ground sheets or wheel washing should be bagged and disposed of in the service park hazardous waste bin. Service Park officials can direct teams to the location of this facility. When in doubt about what materials should be disposed of to hazardous waste seek guidance from the on-site Rally Australia service park officials, the Service Park Manager or the Rally Australia Environmental Operations teams. Any incidents on the competition course where chemicals, oils or other materials have leaked or been lost (such as in an accident) will be attended to by one of Rally Australia’s mobile environmental incident response teams. These teams will have the necessary equipment to deal with any necessary clean up and/or disposal, or in the unlikely event of a serious spill incident will summon emergency services support. As a safety precaution and to assist emergency responders, ensure that chemical containers have English-language labels which clearly identify their contents. Australia has a range of strict environmental laws and regulations, many of which include significant penalties for serious breaches. 4.1.1 CRITERIA FOR ACCEPTANCE OF ENTRIES AND CLOSING DATE Those wishing to take part in the 2019 Kennards Hire Rally Australia must complete official electronic entry form published on the FIA Website http://registrations.fia.com/wrcaus duly completed before the closing date for entries. By sending an electronic form, the competitor undertakes to abide by the rules and regulations of the competition. Competitors will sign the entry form in Administrative Checks. The entry application will only be accepted if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority. All entry forms must be received by the close of entries on Monday 14th October 2019 at 1700 hours (UTC+11 hours)

5. SERVICE PARK

5.1 SERVICE PARK INFORMATION The Service Park/Pedders Rally Central will be located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30˚ 19.344S and 153˚ 5.626E. FIA Priority Competitors can access the Service Park from 1000hrs on Saturday 9th November 2019. Non Priority Competitors can access the Service Park from 0900hrs on Sunday 10th November 2019 Flexi Service, in accordance with FIA WRC regulations Art. 51, will apply for the end of day service.

6.1 APPLICATION PROCEDURE A licence is required for the use of all radio transmitters in Australia. Competitors wishing to use 2-Way radios during Rally Australia must complete the application form available on the form section of the event website. Radio Licences may be checked at scrutineering by Rally Australia officials in consultation with Radspec Consultants Pty Ltd, a government authorised authority for communications. Equipment acceptable for use within Australia must fall within the following frequency bands: • VHF Mid Band (70 to 87.5 MHz) • VHF High Band (148 to 174 MHz) The frequency assigned to the licence will be issued by Radspec Consultants Pty Ltd once the application has been received. Radspec Consultants Pty Ltd must receive all applications for licences with payment, by the Monday 14th October 2019. Citizen Band Radio Stations The Citizen Band Radio Stations (CBRS) in Australia operate under a Class Licence, which means that individual station licences are not required. 7.1 FIA FUEL All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for the 2019 to carry out fuel ordering, fuel supply and refuel services is Total Additifis et Carburants Speciaux. All competitors using FIA Fuel must order directly with Total Additifis et Carburants Speciaux no later than Tuesday 1st October 2019. To order this form please fill in online registration and email to [email protected] The cost of fuel, including refuelling service, is €5.60 plus VAT per litre. All cars of the Priority drivers must be fitted with FIA fuel sample couplings for taking fuel samples and with FIA-specified refuel couplings. All competitors must comply with WRC regulations Art 59.3.2. Under no circumstances should Rally Australia be nominated as the end user for any imports. 7.2 PUMP FUEL Non-Priority Drivers may use FIA fuel or standard pump fuel available from stations identified in the Road Books and which are located within 5km of the Service Park. Pump fuel for the Remote Fuel Zones will need to be booked and paid in advance to the organiser with further detail to be outlined in Rally Guide 2. The cost of this fuel, including refuelling service is $3.90 per litre. Payment details are outlined on the Order Form on the event website. 7.3 REMOTE REFUEL ZONES Remote refuel zones will be established as follows and each of these locations will be used twice during the day: • Friday 15th November 2019 following SS3 & SS6 in Glenreagh • Saturday 16th November 2019 following SS12 & SS17 in Macksville

RALLYAUSTRALIA.COM.AU 14 7.4 TYRES All entrants are reminded of the need to comply with the 2019 WRC Sporting Regulations Art. 60 regarding tyres that may be used. The requirements vary depending on class of car and the Priority of the driver. For all entrants each tyre must have either two identical moulded barcode numbers (one on each side of the tyre / each barcode having a different colour as defined by the FIA) supplied by the 2019 FIA-approved barcode supplier, or: A single moulded barcode number supplied by the 2019 FIA-approved barcode supplier. ATA Carnets are issued by the Chamber of Commerce in the exporting country. An ATA Carnet will allow the bringing of Rally Vehicles, etc. into Australia for up to 12 months’ subject to the expiry date of the Carnet. All items not re-exported within this period will be liable for duty, GST and if applicable LCT. Should an ATA Carnet not be obtained, Rally Australia can assist with the importation via their “Events Status Concession” where applicable. To apply you must register and submit an application by logging onto the Department of Infrastructure Portal. https://vis.infrastructure.gov.au/_layouts/VISBranding/VISLogin.aspx It is strongly recommended that you do no ship your vehicle until after you receive your Import Approval. Any missing documents or incomplete applications will delay the issuing of an Import Approval. You will need an Import Approval to take delivery of your vehicle from the Australian Port of entry. Allow up to 20 business days from receipt of your application and all documentation for processing and issue of an Approval. A fee of $50.00 must accompany the application with details of how to make payment on the Department of Infrastructure Portal. 8.2 VEHICLE REGISTRATION AND INSURANCE 8.2.1 VISITING RALLY VEHICLES FROM OVERSEAS Visiting Rally Vehicles that are registered in another country and have number plates, a label (if applicable) and registration papers, do not require registration in NSW to compete in Kennards Hire Rally Australia. Entrants are reminded that 3rd party property damage insurance in Australia can be difficult to obtain for vehicles registered overseas. The organisers have made arrangements to obtain this cover and application can be made at the time of lodging your entry if you wish to join a policy offered by the organiser’s insurance provider. Visiting rally vehicles that are not registered in another country may be issued an Unregistered Vehicle Permit (UVP) for the duration of Kennards Hire Rally Australia. Reciprocal agreements between jurisdictions apply. They may also be issued an Unregistered Vehicle Permit (UVP) from NSW. 9. HELICOPTERS & RPA’S

9.1 REGISTRATION PROCESS In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to control rally airspace and only registered aircraft will be allowed to fly in this airspace. RALLYAUSTRALIA.COM.AU 26 14.9 DRIVING IN AUSTRALIA All overseas visitors must carry their valid overseas civil drivers licence when driving in Australia. If the licence is not in English, an official English translation or an International Driving Permit must accompany the licence. If the overseas licence is a licence to drive cars, then the holder may drive vehicles of the kind covered by a NSW Class C driver licence (up to 4.5 tonnes GVM and seating up to 12 adults, including the driver). If the overseas licence is a licence to drive heavy vehicles, then the holder may drive vehicles that are authorised by their overseas licence class. In Australia all vehicles travel on the left side of the road. The maximum speed limit in cities and towns varies between 40-60kmh. On country roads and main highways, the maximum speed limits are typically 100 or 110kmh, as signposted. New South Wales uses many fixed speed cameras as well as mobile cameras and lasers to monitor speed. Each occupant of a vehicle must wear a seatbelt at all times. The use of a hand-held mobile phone while driving is an offence in Australia and can result in a hefty fine.
